Under the previous Government, the transition board met six times and formed two sub-committees, but did not distribute a single penny of the funding that was promised to support businesses and workers in south Wales. Will the Secretary of State provide an assessment of how the transition board has changed under her leadership?

The Minister told me in January this year that the chemicals strategy will be produced next year, before correcting it to this year. Whether it is this year, next year or sometime never, does she agree that the strategy will be worth the paper it is written on only if the UK regulations catch up with other countries and stop hazardous substances being dumped here, damaging our environment and public health?

I listened carefully to the answers the Secretary of State gave to both hon. Members, but I am still not reassured that she has the planned legislation in place to ban XL Bully dogs effectively. Is she satisfied that we have the kennel space across the UK, enough vets to make assessments, and clear rules and legislation in place to make the ban effective?

Waste incinerators are three times more likely to be built in the UK’s most deprived neighbourhoods than in the least deprived, and people in those communities are twice as likely to have a lung condition and seven times more likely to die from one. Is the Minister confident that she has enough monitoring in place to provide accurate, timely and consistent data to ensure that these incinerators do not breach our emissions targets and thus put local people at risk of further harm?

Thank you for granting the urgent question, Mr Speaker, and I thank the hon. Member for South Dorset (Richard Drax) for asking it. In a sense, it is good not to be talking about sewage discharges today, but this oil spill is far too serious a matter for political points to be made about it, so I will confine myself, in the limited time available to me, to highlighting the worries and concerns of local people and businesses in the Poole area.

I realise it is still early days for the investigation, but I hope that it will be thorough and speedy, and that any lessons to be learned will be published and acted on as quickly as possible. We do not want this to happen again and to blight another coastal community. Can the Minister enlarge on her previous responses and, in particular, tell us what work the Department and the Environment Agency are undertaking together to address the impact that this incident could have on the local population and environment in Dorset, not just on the site but in the surrounding area? What are the Government doing to assess the impact on small businesses which rely on the harbour for trade, and what support will be made available to them? Will the Minister confirm that the relevant agencies will have all the support that they need to address this incident, including manpower?

Poole harbour commissioners’ latest oil spill contingency plan appears to be dated July 2021, although the review date was August 2022. Can the Minister confirm that that is the latest version, and that the review was carried out in 2022? If so, what was the outcome?

Indoor air pollution is an increasing problem that poses health risks, but the Tories have no plan to tackle it. But do not worry, Mr Speaker, because help is on the way. Labour will have a standalone clean air Act in our very first King’s Speech. Before we get there, will the Secretary of State share what specific action she has taken to tackle indoor air pollution? What discussions has she had with other Departments, and what other actions will she bring forward in the coming months? In other words, where is the plan?

Happy new year, Mr Speaker.

This Government’s targets under the Environment Act 2021 have finally been announced, more than six weeks after the legal deadline. Sadly, they condemn our children and grandchildren to live, learn and play in toxic levels of pollution for another 18 years. Will the Secretary of State, at the very least, pick up the excellent recommendation in the UK100 report to improve data for national and local action, with a comprehensive monitoring network of air quality sensors?

I, too, welcome the new Secretary of State to his place. I pay tribute to the previous DEFRA team and look forward to continuing a robust relationship with the new team.

On a recent visit to Battersea here in London and to the Royal Society for the Prevention of Cruelty to Animals in Newport, I saw the consequences of the Tory cost of living crisis. I heard about Frasier, a four-year-old domestic short-hair cat who was taken to Battersea in June by his heartbroken owner who was facing financial hardship and could no longer afford to keep his beloved pet. That is happening across our country because people cannot afford to keep their family pets, so we need a plan. Will the Secretary of State tell us what it is?

The staff working at the Passport Office in my constituency of Newport West have been working incredibly hard under difficult circumstances, but they require additional staff to deal with the record demand to which the Minister has already alluded. The staff union, the Public and Commercial Services Union, has claimed that the Passport Office planned to recruit 1,700 new staff members to help deal with this increased demand, but only 300 have actually been brought in so far. Can the Minister confirm those reports?

Fly-tipping incidents increased by 16% to March this year. The number of enforcement actions has decreased in the same period because of a lack of staff and resources. How does the Secretary of State think that the implementation of the Environment Act will ever improve those figures and clean up our country?
