I know that, like me, my right hon. Friend has deep concerns about the unfair retrospective loan charge. It is tearing families apart, driving people to despair and reportedly some to suicide. With more than 8.000 people signing my petition saying that we cannot go on like this, can he advise the House on what urgent action his Government will be taking to address this?

I thank my hon. Friend for his question because this is an issue that my own constituents have raised with me, and I know that many of my hon. Friends have also had this issue raised with them. I am sure that Members on all sides of the House have met people who have taken out loan charges in the expectation that they can reduce their tax exposure. It is a very, very difficult issue and I have undertaken to have a thoroughgoing review of the matter. Of course, I will make sure that my hon. Friend has every opportunity to have further discussions with the Treasury about how to redress the situation and about the gravity of the situation.

A huge amount of work is going on at the moment in respect of the Tata investments. The hon. Lady will have seen what was achieved recently with British Steel in Scunthorpe and Skinningrove. I thank my right hon. Friend the Business Secretary for that, and indeed the previous Business Secretary for his work in getting the deal done. We will indeed ensure that British steel—UK steel—is used in the supply chain for electric vehicles.

Canada is in the Commonwealth, and is a close friend, ally and defence to trade. Will my right hon. Friend update the House on the nature of his discussions with the Canadian Prime Minister Justin Trudeau in Biarritz?

I understand why the hon. Gentleman was nodding to my answer earlier. It would be wrong of me to intervene in particular cases, but I think that he and I are at one in agreeing that people should serve appropriate sentences for serious crimes.

I know that my right hon. Friend, from his head to his toes, is a committed and passionate Unionist. Does he therefore agree that, as we leave the European Union on 31 October as one UK, and as powers come back to this country from Brussels, we can strengthen the bonds of our four nations?

My hon. Friend makes a powerful case. When we come out of the EU as a United Kingdom—whole, entire and perfect—the SNP will find that its guns are spiked and that the wind has been taken out of its sails, and that its sole manifesto commitment is a bizarre pledge to restore the control of Scotland’s fish to Brussels. That is what it stands for. That is its programme and I am waiting for the U-turn.

That is completely right and, as all hon. Members will recall, it is in the preamble of the JCPOA that Iran forswears nuclear weapons and Iran is still a signatory of the non-proliferation treaty.

From Beirut to Basra, Iran is a malign influence in the region, with its destabilising activities and its hegemonic ambitions. I agree with, and welcome, the statement from my right hon. Friend at the weekend that there are flaws in the deal. What reassurance can he give the House about steps he will be taking, alongside our ambassador in Iran, to cover those flaws? What tangible progress is being made to curtail Iran’s activities?

The most important thing we can do, as I have said several times, is to deal with the problem of the sunset clauses, which has been identified repeatedly across the House, and with the ICBMs—I think we have dealt with the issue of inspection—and then to constrain Iran’s wider activity in the region. As I have said repeatedly, we are working closely with the Americans and others to do so.

As I am sure the right hon. Gentleman and his constituents would want, we intend to get a superb new relationship, a new deep and special partnership, with our friends and partners in the EU. That is the objective of the negotiations now under way.

Can the Foreign Secretary confirm that the United States remains our closest ally and that the special relationship rests on more than just leaders’ personalities—it rests on trade, close military alliances and a shared view of the world?

I could not have put it better myself, and I commend again to the House the shadow Foreign Secretary’s wise words that it was the right thing to do to invite the President of the United States to visit this country.

The humanitarian crisis for the Rohingya represents a critical test for the US Administration. Although Secretary Tillerson’s condemnation of abuses is welcome, action is needed to bring about a comprehensive end to the crisis. Will the Secretary of State update the House on what discussions he has had with our US allies to urge them to take an international lead in addressing this crisis?

My hon. Friend is absolutely right that any pressure on Burma and the Government in Naypyidaw would be greatly assisted by more pressure from the United States. Rex Tillerson is now actively engaging. Burma is not an area where the US has traditionally been in the lead, but the UK, working with the US, is building pressure internationally. I have already mentioned to the House some of the things that we have done at the UN and elsewhere to exert pressure on the Burmese Government.

Would it not be wonderful to see Zimbabwe as part of the Commonwealth again? It would be an absolutely wonderful thing, and that is what we should work for. My hon. Friend sets an important and noble ambition for our country.

Will the Secretary of State confirm the UK’s commitment to the people of Zimbabwe and to ensuring that their future is strong and prosperous? Zimbabwe is a former member of the Commonwealth, so does he have any intention of speaking to other Commonwealth leaders about exerting their influence and support to help us to ensure that reality for Zimbabwe?

The Commonwealth, along with the other multinational, multilateral institutions I have mentioned, can play an important role in encouraging Zimbabwe on that path. We have a wonderful Commonwealth summit coming up in April 2018, as my hon. Friend will know. April might be too early to welcome Zimbabwe back into the Commonwealth, but the summit may be a useful moment to bring Commonwealth nations together to exhort Zimbabwe to set Commonwealth membership as a target.
