Commons ChamberThe Government have a manifesto commitment to introduce the compulsory microchipping of cats, which was recently reaffirmed in our action plan for animal welfare. We carried out a public consultation and are analysing 33,000 responses. We will publish a summary of them soon and the detail of our proposals later this year.
That is good news from the Minister, as Cats Protection indicates that a quarter of all domestic cats, 2.6 million of them, are not microchipped. What support will the Government provide to ensure that cats are microchipped as a priority?
I encourage the hon. Lady to feed in her views and those of her constituents to our consultation. We are working up detailed proposals now. I know how important this issue is—I have lost a pet to a road traffic accident—and it is important that we get this right, both legally and in support terms.

Commons ChamberMy right hon. Friend makes a very important point. Our uplands are one of our environmental glories, and it is critical that those who live and work in the uplands and those who, for a variety of reasons, feel that their way of life and some of the economic activities that sustain communities in the uplands might be under threat, have the reassurance of knowing that this Government are on their side. I would be delighted to convene such a meeting.
The House will be aware that we increased the amount of money being spent on flood defences between 2015 and 2021—£2.1 billion across those six years—better to protect more than 300,000 homes. The hon. Lady will be aware that there are formulas for how we can allocate money to projects. My right hon. Friend the Member for Newbury (Richard Benyon) opened up the doors with a partnership funding approach, which is largely working. However, I am very conscious that the hon. Lady is doing diligent work on behalf of her constituents to get better flood protection.

Commons ChamberI recently met my right hon. Friend to discuss that matter. I also met several other people who have not spoken in today’s debate to discuss the challenges of flooding in their areas, including the hon. Member for West Lancashire (Rosie Cooper), who now wants to intervene.
Will the Minister look at the major builders, such as Redrow? They connect new homes into the system knowing that they should include one-way valves and so on, but they do not. That causes the system to flood, leading to water bill payers paying the cost. Developers should be paying the bill, not putting new homes at risk.
The hon. Lady speaks with passion on this matter because it has affected properties in her constituency. I stress to her and to my right hon. Friend the Member for Wokingham (John Redwood) that the Environment Agency does work with local councils. The guidance for new developments in the national planning policy framework is clear. Not only has the Environment Agency’s advice been accepted in 98% of applications, but there is a clear duty to consider the risk to existing housing stock. I am aware of the specific situation to which the hon. Member for West Lancashire (Rosie Cooper) refers, and I have passed it on to the Department for Communities and Local Government so that it can consider how to make things clear both in planning permission and in planning enforcement.

Absolutely. Many organisations deal with our water drainage networks, but the most important and critical point is to ensure that they are working together and that somebody is taking leadership of that. One of the firm recommendations in Sir Mark Walport’s report is that somebody must take a firm lead. We must not allow crazy situations to occur, such as when a county council cleans out its drainage pots, finds another blockage and says, “I’m not doing that; it’s someone else’s responsibly.” Organisations must work in concert; otherwise the system will not work. A blocked drain is not a drain any more.
We are very clear that we have lead authorities, but, for example, when my constituency was flooded, each of the authorities looked to the others for co-ordination. We know that Lancashire county council is the lead authority, but on the day everybody looked to each other and nobody delivered. It was the firemen who rescued my constituents, and they were the only people who came out of the day with honour. Local authorities will not provide sandbags, and do not engage in fixing the problem. Everybody wants to lead, but nobody wants to do.
I recognise that situation, which is why I was interested to see that recommendation 7 of Sir Mark Walport’s report states:
“The Natural Hazards Partnership should use the Canvey Island event as a case study”
for modelling future events. We should also recommend that the lead authority must know what its role is. I, too, wish to put on the record my praise for my fire service, which was sill pumping out people’s houses and doing its damndest to support my constituents at 2 o’clock in the morning. I am grateful to it.
Two measures are absolutely necessary. First, the different agencies must work together effectively to ensure that their response to flooding and the maintenance of the drainage network is co-ordinated. There should be no buck-passing or pointing at other organisations. I am pleased to say that following the Government’s report, co-operation has vastly improved in Castle Point and agencies are working together to overcome problems. However, as the hon. Lady said, that should be common practice.
Secondly, constituents need support to proof their properties against flooding. The repair and renew grant is a sensible, successful measure introduced by the Government for victims of the floods last winter and spring. Unfortunately, my constituents did not benefit from it, because the flooding events fell outside the time scale of the grant period. If the grant were extended and the hundreds of families in my constituency who suffered flooding this July and last August could access that support, they would have peace of mind and further damage to their homes would be prevented. It would be enormously beneficial in helping them to reinsure their homes with evidence that they are less at risk.
I am extremely grateful for the chief scientific adviser’s report on the flooding event in my constituency. He further recommended:
“The Met Office and the Centre for Ecology and Hydrology should review the likelihood and impact of extreme weather events looking into the future, and provide a clear approach”.
We must not keep talking about one-in-300-year or one-in-100-year events. We must look at what is likely to happen in the future and ensure that our infrastructure and defences are able to meet the potential events. We must look at the hazards that will be caused by the overall rainfall effect. Anybody who has had flooding in their area should look at the chief scientific adviser’s report to see how it applies to them. I am delighted to say that it is now a case study for how we should do these things in the future.
I need to make some progress as I have a lot to respond to, but I hope to cover the hon. Gentleman’s points.
The Government are spending more than £3.2 billion over the course of this Parliament on flood and erosion risk management, which is half a billion more than was spent in the previous Parliament. Comparing this Parliament with the previous five years, I should say that investment in flood risk management has increased in real terms by 5%. The Department for Environment, Food and Rural Affairs has secured a protected, long-term six-year capital settlement to improve flood management infrastructure. We will be making record levels of investment in capital improvement projects and more than £2.3 billion will be invested in capital alone over that six-year period, with £370 million in 2015-16 and then the same in real terms each year, rising to more than £400 million in 2020-21.
That investment will deliver long-term value for money and reduce the risk of flooding to a further 300,000 households between April 2015 and March 2021, which is on top of the 165,000 homes protected during the current spending period. The national programme of flood and coastal erosion risk management improvement works is now being developed in alignment with regional flood and coastal committees, which are working on their local programmes. By the end of the decade, we will have provided a better level of protection to at least 465,000 households.
I turn to the local impacts. My hon. Friend the Member for Winchester set out the situation in Hampshire, which experienced record amounts of rainfall last winter, leading to high flows on the River Itchen and on the River Test, as we heard from my hon. Friend the Member for Romsey and Southampton North (Caroline Nokes). Properties were affected in several communities along those rivers.
As other hon. Members have pointed out, the issue is about not only those who were directly affected, but those who were not, who may be stressed and concerned about the future. I absolutely understand the wider impacts. The multi-agency emergency response in Romsey and Winchester, supported by military and other professional partners, helped to reduce the impacts of the flooding. I am grateful for the tributes paid to those who worked incredibly hard to achieve better results for their communities.
The Environment Agency estimates that more than 260 properties across Hampshire suffered internal flooding. DEFRA is currently considering an application from Hampshire county council for a three-year programme for ground water flood alleviation schemes. As my hon. Friend the Member for Winchester said, officials met with county officials earlier this week to discuss the proposal and we remain in touch with the council over how we might take it forward.
Turning to the general preparedness for the coming winter, 844 flood defence assets were damaged in England alone last winter, including those managed by the Environment Agency, local authorities and internal drainage boards. In response to last winter’s exceptional weather, DEFRA made an extra £270 million available to repair, restore and maintain the most critical flood defences. Repair work at many sites started as soon as the weather conditions allowed and continued throughout the summer. The Environment Agency continues to work with local authorities to ensure that any outstanding repair work is identified and that funding options are clarified.
As I said, I want to cover the points made in the debate, so I need to press on.
Thanks to the tremendous efforts of all involved, all areas will have at least the same standard of protection as before last winter, and permanent defences have been restored to more than 200,000 properties. For a small number of sites where repairs are continuing, contingency measures, such as mobile pumps and temporary flood defences, have been put in place to ensure that communities are protected. I understand that just 4% need temporary defences, which in some cases is down to longer-term projects that are coming forward, so it makes sense to do temporary work. Permanent defences are therefore back in place for 96% of communities.
Last winter’s floods highlighted the valuable contribution of our armed forces and the difference that they can make in response to domestic emergencies. New arrangements have been put in place to strengthen military involvement in local emergency planning and preparedness and to make it easier for responders to access support from the armed forces in an emergency if necessary. Last winter also saw disruption to our transport, energy and water supply networks, so extensive work has taken place to ensure that we are better placed to deal with similar events in future, with action being led by both Government and relevant service providers.
My hon. Friend the Member for Castle Point (Rebecca Harris) spoke of the issues on Canvey Island and is all too aware of how necessary it is that water companies are involved, along with local authorities and the Environment Agency, in coming up with new solutions to increase capacity and to ensure that the area is better prepared should there be a repeat of the severe event of July. I welcome the fact that water companies are engaging with her, which is important, and thank her for her kind words about the Department’s support and the chief scientist’s contribution.
A review that we have undertaken shows that lessons need to be learned from recent weather events affecting transport and from future projected changes in extreme weather events. Those lessons will be for a number of agencies.
Following the implementation of the Pitt review’s recommendations, we have been clear about where responsibilities lie. I want to address the contribution of fire and rescue services, which was raised passionately by several Opposition Members.

Does the Secretary of State know whether any regulations are being used to stop dredging at this time? When farmers in my areas asked for dredging to take place, they were told that regulations say that it is the breeding season and that birds cannot be disturbed, so dredging has not occurred. Is there any way in which such regulations can be overruled?
Again, if the hon. Lady would be kind enough to give me precise details of that matter, I will certainly engage with it. I do not want to give the impression that dredging is the solution to everything. It might well be inappropriate; in particular, it might make the situation of a very fast flowing river worse. We need to be able to put together bespoke solutions for particular areas. Part of my area of Essex has been saved from flooding by the sensible use of water meadows, which is an idea that I very much support. We cannot replace one doctrinaire view with another ideological one.

Commons ChamberJade Lomas Anderson was 14 on 9 March. On 26 March, she was savaged to death by four dogs. Jade was a very popular girl. She was full of life and loved to dance. The order of service at her funeral told us that she was the world’s biggest One Direction fan—Harry was her favourite. She entered and left the church to their music. At her memorial service and at her funeral, friends, family and teachers were full of praise for her. Her head teacher said that Jade was a lively girl who always had a smile on her face. Her friends and family said that she was beautiful, kind and a very good friend. She was the life and soul at family parties and was always first on the dance floor. She always had time to help and support other people. Her Facebook status said she was “in a relationship”, and her 13-year-old boyfriend Josh said that
“she was beautiful and wouldn’t hurt a fly”.
Jade had started at her new school only the previous June. Having come from a very small school, she made a tremendous effort to fit in and work hard at her studies. The school was very pleased with her progress and gave her a glowing end-of-term report. As a special treat for doing so well, her parents gave Jade permission to stay overnight at her friend’s house. It was a treat that ended in tragedy when Jade returned to the house alone and was savaged by four dogs.
The dogs were quickly shot by a police marksman but Jade could not be saved. It is still too early to know all the details of what happened that day, and indeed we might never know all of them because Jade was alone at the time of her death. I am certainly not going to speculate in this speech about the potential findings of her inquest. It is also too early to know for sure whether the owner of the dogs can be prosecuted under 150-year-old legislation, but it quickly became apparent that she will not be prosecuted under the Dangerous Dogs Act 1991, because the dogs were not a banned breed and because the attack took place on private property. It seems absolute nonsense that one of the first acts the police had to undertake was to test the dogs to see whether their DNA contained traces of any banned breeds. We should have legislation that reflects the deed of the dog, not its breed.
The Government’s proposals to amend the law to make dog attacks on private property prosecutable and to extend the legislation to cover attacks on assistance dogs are very welcome, but they simply do not go far enough. The consultation on dangerous dogs, started by the last Labour Government, closed in June 2010. Since then, there have been calls from organisations and charities, from Labour and from the Select Committee on Environment, Food and Rural Affairs to introduce holistic legislation. Indeed, the Select Committee Chair, the hon. Member for Thirsk and Malton (Miss McIntosh), stated in February 2013:
“DEFRA should introduce comprehensive legislation to consolidate the fragmented rules relating to dog control and welfare. New rules should give enforcement officers more effective powers, including Dog Control Notices, to prevent dog-related antisocial behaviour.”
Tinkering with the Dangerous Dogs Act 1991—cited by many to be the worst piece of legislation ever produced—is simply not good enough. There are around 210,000 dog attacks each year and more than 6,000 people are admitted to hospital—often with life-changing injuries or terrible facial injuries, especially for children. On average, 12 postal workers are attacked each day. The NHS spends more than £3 million on treating the victims of dog attacks; local authorities spend £57 million on kennelling costs; and Jade Lomas Anderson was the ninth person to be killed since 2006.
In two separate incidents in West Lancashire in the past two months, a female adult and a four-year-old boy—he suffered nine scars to his face—have been attacked by dogs. One attack was in the street and the other on private property. Neither the dog warden nor the police were able to take any action over these incidents. Does my hon. Friend agree that we need tougher measures immediately to ensure that people of all ages are better protected, and that agencies must have the necessary powers to enforce that protection?
I absolutely agree with my hon. Friend. Since Jade’s death there have been thousands of further attacks on people, including one on a child in Bolton who had her eyelid ripped away and has terrible marks under her eye. Fortunately, the dog missed the eye altogether so her sight was saved. This is not an insignificant problem. It is an issue that affects the quality of life of millions of people and one that deserves the full attention of the Government, who should provide legislation that will really make a difference.

Commons ChamberI commend the hon. Member for Esher and Walton (Mr Raab) and agree with most of his comments.
On 7 November 2012 at Prime Minister’s questions, I asked when West Lancashire constituents could expect the Government to introduce plans for a new deal on flood insurance—they had already missed the self-imposed July deadline. The Deputy Prime Minister replied:
“We are devoting a lot of attention to it, and I hope we will be able to make an announcement in the not-too-distant future.”—[Official Report, 7 November 2012; Vol. 552, c. 859.]
Four months have passed, yet there is no deal and no sign of one.
As I understand it, we will need primary legislation to introduce the new scheme. It is very late in the day—it is already nearly April—and I wonder whether the scheme will be ready in July and whether something will be in place this summer to replace the statement of principles.
I hope the Minister can give us reassurances on that towards the end of the debate.
As 30 June fast approaches, the people of West Lancashire are less and less assured of the Government’s ability to protect their homes and businesses. From the insurance companies’ point of view, it is not surprising that a deal is yet to be reached. They are faced with an increasing incidence of extreme weather conditions, a greater frequency of flooding, and more homes and businesses being hit. Residents are looking to a future of potentially massively increased insurance premiums that many will be unable to afford, assuming they can get insurance policy cover in the first place. In any case, they will be left at the mercy of mother nature, waiting in fear of the next time devastation is wrought on their home.
Securing what will be a short-term deal on flood insurance is not a solution to all our problems. Fixing the insurance problem is inextricably linked to fixing the underlying flooding issue. For that to happen, we need to have a change in culture in tackling flooding issues.
At the local level, the flooding response co-ordination is shambolic. There is no single agency responsible for actually tackling flooding when it hits. There is no leadership. In my area, Lancashire county council does not even attend meetings when it is asked to attend, abdicating all responsibility for what is going on. When West Lancashire was hit by flooding on several occasions at the end of last year, I met people who had been forced out of their homes. They were angry and upset. Who do they call when the watercourse is overflowing on to the land, and the water is running off the land through their back garden and down on to the highway where the drains cannot cope with the volume? Many were passed from pillar to post, with the message from different agencies as they asked for help as the flood water headed towards their homes, “We can’t do anything until your home is flooded.” That is the very point at which it was too late to save their homes or give them meaningful help. Local farmers were forced to stand by and watch as the flood waters destroyed millions of pounds of food crops. They were ready, willing and able to take the necessary action to clear the ditches and watercourses to protect their land and to protect the crops, but inadequate land management because of budget cuts, a lack of communication and the need to undertake an environmental impact assessment before they could act all but tied their hands.
Across West Lancashire and Sefton, agriculture and horticulture provide employment for more than 2,500 people and generate more than £230 million in gross value added to the regional economy. We cannot afford for flooding not to be addressed. We cannot afford the prices of food in the shops going up because it has been destroyed in the fields.
We need to be more proactive than reactive. The people of West Lancashire do not want to hear from Ministers about the past. The people need to know that there is a real partnership and that money will not be taken from the Environment Agency’s coffers—from one budget to another—leaving depleted budgets. This is happening on Ministers’ watch, and they have responsibility. They have their ministerial jobs, and now homeowners and business owners are looking to them, calling on them to act and to act now.
