My hon. Friend is exactly right, specifically on the subject of youth unemployment. One of the particularly welcome figures among the consistently low and falling unemployment figures over which this Government have presided is the fact that youth unemployment is now at historically low levels and lower than in many other comparable economies. We will continue this in this Parliament, not just with our moves on more apprenticeships, but with the introduction of new and better technical and vocational education, which is key to providing long-term prosperity not just for the economy as a whole, but for everyone in this country.

Q14. How can the Government continue to justify not providing fair and equitable funding arrangements for West Lancashire to support water level management organisations, otherwise known as drainage boards, to help protect homes and the agriculture and horticulture industries critical to the local economy, instead of causing the Environment Agency to threaten to turn off the Alt Crossens pumping station?

The hon. Lady raises a reasonable point about the Environment Agency. It is the Environment Agency’s duty to ensure that water supplies are good and safe. If she wishes to bring up this issue with my right hon. Friend the Secretary of State for Environment, Food and Rural Affairs, I am sure he will be happy to talk to her about it.

T3. What is the Secretary of State’s assessment of the strength of the Commission on the Status of Women’s political declaration and its implications for women’s rights?

As the hon. Lady will know, this year’s CSW was a vital discussion in order to make sure that we do not slide backwards on women’s rights, but position ourselves to get a stand-alone gender goal and mainstreamed improvements on tackling women’s rights across the new post-2015 framework. As it was hard for me to hear the whole of the hon. Lady’s question, I will check Hansard and write to her with a fuller response.

I can give my hon. Friend that assurance. My predecessor had already overhauled our development programme in India so that it was more targeted on not only the poorest states, but the poorest communities in those states. However, as India continues to develop, it is right that we continue to examine that programme, which is what I am doing right now.

T4. Following the success in meeting millennium development goal 4 on clean drinking water, the then Secretary of State committed to doubling the number of people with access to safe drinking water and basic sanitation, but we have yet to see any new plans. Will the Secretary of State update the House on what progress has been made on that objective?

We have focused a lot of our development aid on making sure that there is access to clean water and sanitation, as some of the starkest statistics are in that area. Just one in 20 people in Afghanistan has access to a pit latrine, which tells us the scale of the problem we are seeking to address. The hon. Lady is absolutely right about this, and I assure her that my Department carefully focuses on clean water provision. I will write to her with more details.

It is worth dwelling for a minute on the explanation provided by Ken Livingstone for his exotic tax arrangements. I quote from an interview that he gave just this weekend:

“I get loads of money, all from different sources, and I give it to an accountant and they manage it”.

That is modern socialism for you.

Q6. In September 2010, I raised with the Prime Minister the case of a part-built college in my constituency that lost £4 million following the closure of the regional development agency. I asked the Prime Minister for a hand-up, not a handout, for the young people in my constituency. Last week, that college was officially opened, yet 18 months on there is no sign of progress in addressing the shortfall. As the Deputy Prime Minister has said, there should be“no…barriers to people’s talent and aspiration”.Will he help give the young people of West Lancashire a hand-up?

Of course, Ministers will be more than willing to look into the case of the hon. Lady’s college. Colleges are unbelievably important in providing skills and support to young people seeking to get the right qualifications to get into work. They have been working successfully with the Government, not least, for instance, to provide a hugely expanded apprenticeship programme—the largest expansion in apprenticeships ever in our country. I am more than happy to ensure that Ministers look at the case she raises.

The hon. Gentleman is right to raise this issue. I am proud of the fact that we have taken 1.1 million people out of tax. Those are some of the lowest paid people in our country, and the majority of them are women. We are committed to making further progress during this Parliament with this policy.

Q14. Before the general election, the Prime Minister told midwives that he would make their lives easier and that he would recruit 3,000 more of them. Since the general election, nurses and midwives have been down-banded, working harder for less, and midwives in training have been reduced by 3% a year. Were the British people wrong to take him at his word?

I am very sorry, but the hon. Lady’s figures are, in fact, wrong. Compared with the time of the election, there are over 620 more midwives working in the NHS and there are record numbers in training. We want to do more, but we will be able to do more only if we keep funding the NHS; the hon. Lady’s party is committed to cutting it, saying that NHS funding increases are irresponsible. We will be able to do that only if we keep cutting back on the bureaucracy, which we are doing very successfully with our reforms, and making sure that the money goes into the front end. But there are more midwives. There are more in training. I am afraid that the hon. Lady’s figures are wrong.
