Commons ChamberWhat has happened on my watch is that 174,000 more people are employed in Scotland. Zero-hours contracts account for one in 50 jobs, and it is this Government who have outlawed exclusivity in zero-hours contracts—after the 13 years of inaction from the Labour party. In the hon. Lady’s own constituency, the claimant count has fallen by 32% since the election. That is evidence that our economic plan is working in Scotland, as it is throughout the rest of the United Kingdom.
One of the most disturbing scandals has been the infection of thousands of people across the nation with HIV and hepatitis C through contaminated blood. Today Lord Penrose publishes a report that follows nearly 25 years of campaigning by Members on both sides of this House to address the scandal. Will the Prime Minister, as the last act of his Government, ensure that there is a full apology, transparent publication and, above all, proper compensation for the families terribly affected by this scandal?

Commons ChamberMy view has been consistent—it is that I do not think that Britain should join the euro, and I have been prepared to say “ever” on that basis. I put that in my election address back in 1997. It is not my responsibility what the euro does. My argument is very simple: it is in Britain’s interest that we have stability and growth on the continent. That is our argument; it is for the eurozone countries themselves to work out what are the right answers for them. I am very clear, and I have said this to a number of other European countries, that I would not be in the eurozone in the first place.
My right hon. Friend the Prime Minister has spoken very eloquently about the arc of horror spreading from Libya through Ukraine, down to Yemen and South Sudan, and out to Iraq. May I encourage him to focus on the fact that in the end we do not have the solutions, because neither air strikes nor sanctions nor standard training packages are going to deal with these problems? We need to invest much more heavily in the people on the ground who have a deep cultural understanding of these places to begin to provide the options on which we can work, and so we must invest in defence engagement.
I would take the argument even further back and say that we are facing not simply a set of countries with broken institutions and extremism, but an extremist Islamist movement that is occurring, obviously, in Syria and Iraq most strongly, but also in Libya, in Mali, and elsewhere. The fact that young girls can be radicalised on the internet in their bedrooms here in Britain and want to travel across the world to join it demonstrates the scale of the problem we have. My hon. Friend is right that this is not simply about investing in defence capacity and the ability to take part in military action; it is about everything from de-radicalisation at home all the way through to the diplomatic and defence engagement that he speaks about.

Commons ChamberI will certainly look at the individual case that the hon. Gentleman produces. We could not have given clearer instructions to the agencies concerned about confiscating passports and preventing travel. A number of passports have been confiscated and a number of people have been prosecuted, but we obviously need to do all we can and more to stop this happening.
Given the situation in Ukraine, when will the Prime Minister investigate committing towards pre-positioning equipment in the Baltic and ensuring that there is a British battalion under the command of the Supreme Allied Commander Europe to be deployed in rapid reaction and that we make a binding, statutory, long-term commitment to 2% of GDP for defence?
I welcome this question and congratulate my hon. Friend on his election to head up the important Select Committee on Defence in this House. Many of his suggestions will be directly addressed at the NATO conference. I think it is very important that when Russia looks at countries like Estonia, Latvia or Poland, it sees not just Estonian, Latvian and Polish soldiers but French, German and British soldiers, too. We need to make real our article 5 commitments, and that is very important. We have already taken steps to help with Baltic air patrolling, for instance, which has been gratefully received by the countries concerned.
As for defence spending, I am proud of the fact that we are one of the very few countries in Europe—two at the last count, I think—to meet the 2% figure for defence spending, and we should use the conference in Cardiff to urge others to do the same.

Commons ChamberI think Jens Stoltenberg would be an excellent candidate. I have worked very closely with him, and it is very good to have such a candidate who has filled such a high office in his own country. Obviously, if we want to be part of NATO, we have to remain part of the United Kingdom.
The lesson of Ukraine seems to be not just a wake-up call, but one in humility and a reminder of how unbelievably difficult it is to understand, predict or control events in places such as Ukraine, Syria, Libya, Afghanistan and Sahel simultaneously. The only solution has to be better deep country knowledge. Does the Prime Minister agree that we need to invest far more in the policy and linguistic capacity of the Foreign Office if we are to deal with this range of threats in the future?
My hon. Friend is completely right. The deep country knowledge that resides in our Foreign Office and diplomatic service is an immense asset for the Untied Kingdom. As Prime Minister, I see that all the time, particularly when dealing with some of the countries mentioned by hon. Friend that suddenly have a significance far beyond what they previously had. That is why we are opening embassies and investing in the language school and why the Foreign Office is a very important part of our soft power.

Commons ChamberChristmas in Syria will be defined by unstopping grief and horror in sub-zero temperatures. I encourage the Prime Minister to keep a relentless focus on humanitarian relief in Syria, to encourage the rest of the international community to meet the UN’s demands for £4 billion of assistance, and to ensure that that assistance is much more imaginative and generous.
On behalf of the House, I am grateful to my hon. Friend for raising that issue before Christmas. That is where our thoughts should be. There is a huge humanitarian crisis affecting up to half of the Syrian population. Britain can be proud of the fact that, at £500 million, we are the second-largest bilateral donor of aid going to Syria and neighbouring countries and we are helping people in those refugee camps. We should encourage other countries to step up to the plate in the way we have done, and ensure that we fulfil our moral obligations to those people who will suffer at Christmas time.

Commons ChamberAs the hon. Gentleman will know, one of the strengths of the Commonwealth, but also the source of some of its trouble, is that it is an organisation based on consensus. If someone disagrees with a potential conclusion it is effectively struck out. It was not, therefore, possible to have everything in the communiqué that we wanted. Is there, however, pressure on the Sri Lankan Government to act, to reconcile and to sort these problems out? As I said, there is more pressure today than there has been for a while.
I congratulate my right hon. Friend the Secretary of State for International Development on the work in the Philippines. I encourage the Government to make a clearer commitment over five years to ensure that the assistance in the Philippines does not cease when the headlines cease.
My hon. Friend makes the important point that we must be helpful in the long term. I do not think it is possible now to predict exactly what the needs and priorities will be—we are still in the recovery phase—but proper work should be done to see what we can do to help. With our 0.7% of gross national income aid commitment, Britain is in the forefront of doing the right thing internationally. I am sure we can bring some of that to bear in the Philippines.

Commons ChamberThere was not an agreement on that front, but certainly those of us who have been to the camps referred to them, and a number of other leaders made exactly that point too.
I congratulate the Prime Minister on ensuring that the vote does not mean that we are somehow abandoning our moral obligation to the Syrian people. I encourage him to ensure that Britain now takes the lead in developing and expanding international conventions on chemical weapons, encouraging emerging countries, such as Brazil and India, to play a more vocal role, and thus protecting not just the Syrian people, but other populations worldwide.
I thank my hon. Friend for what he says. I think that he is absolutely right that these conventions, and ensuring that everyone lives up to them, are directly in the British interest. If any good could come of these ghastly events, it is to wake the world up again to the importance of rules against the use of chemical weapons and to encourage more countries to take them seriously.

Gentleman has said, but first let me join him in praising Constable Reynolds, who died going about her job, keeping people safe in the community she loved. As well as wishing the two injured officers a full and quick recovery, I join him in sending my deepest condolences and those of everyone in the House to Constable Reynolds’ colleagues and loved ones.
On the appalling situation of people buying beef products in supermarkets and finding out that they could contain horsemeat, let me remind the House of what has happened and then bring it up to date. On 15 January, the Irish authorities identified problems in a number of beef products. On 16 January, I told the House that I had asked the Food Standards Agency to conduct an urgent investigation. As part of that investigation, there has been more testing and tracing, and this enhanced testing regime actually led to the discovery from Findus and others of not just contamination but, in some instances, of horsemeat being passed off as beef.
That is completely unacceptable, which is why it is right that the Secretary of State for Environment, Food and Rural Affairs has led these meetings with retailers and producers. We have agreed a tougher inspection regime, and have asked hospitals, schools and prisons to check with their suppliers that they are testing their products. As the hon. Gentleman and the House know, yesterday the police and the FSA raided two premises, one in west Yorkshire, the other in west Wales, and as he said, if there has been criminal activity, there should be the full intervention of the law. We have also asked for meaningful tests from retailers and producers, and those will be published in full. He is right to say what he does.
In a week when both sides of the House have celebrated the wonders of the United Kingdom, I am delighted to discover that I now represent a midlands constituency. Will the Prime Minister please join me in celebrating a culture that touches both sides of the English-Scottish border by celebrating Cumbria day with us today?

He is incredibly fortunate to represent one of the most beautiful and brilliant constituencies in the House of Commons. I particularly remember the time we spent at the Butchers Arms in his constituency—an outstanding pub in a beautiful part of our world.

Commons ChamberI think the hon. Lady makes an important point. We all saw those pictures on our televisions and newspapers; they were not pleasant images. I think everyone understands that that is not what should have happened; it should have ended in a trial and in Gaddafi facing justice. As I said earlier, Chairman Jalil has announced that there will be an inquiry, and I think it is important that the Libyans carry it out properly.
May I respectfully disagree with the Prime Minister’s idea that there are no lessons from Libya? The lesson from Libya, which could be applied to Europe, is that what matters is not what you ought to do, but how you do it, with whom and when.
I did not say that there are no lessons to learn; I think there are lessons to learn. The Government are carrying out a lessons learned process and will be announcing the key results from it. The point my hon. Friend makes about what you are able to do and how you build alliances to do what you want to do is absolutely vital—and was vital in this case. What I was trying to say—perhaps I did not put it across properly—is that we have to be careful not to say that because Libya was successful in this way, we can read that across to every single other proposed intervention. We cannot do that. As a liberal Conservative, I believe that a bit of scepticism should be brought to these schemes before we embark on them.

Commons ChamberFar be it from me to join the hon. Gentleman in attacking the last Government. To be fair, I think it was right to have a new relationship with Libya when we could persuade it to get rid of its weapons of mass destruction, discontinue its nuclear programme and try to take a different path. I have my criticisms of the last Government, as I think they were then too gullible and went too far in that direction. Specifically, when we had the O’Donnell report into Megrahi it found that the last Government were trying to facilitate his release, but I do not criticise the general intent of wanting a new relationship. What really changed was the treatment by Gaddafi of his own people. That was the moment for the world to act, and I am proud of the fact that the world did so.
The most impressive aspect of this intervention is the Libyan pride in what Libyans see as a Libyan event. Will the Prime Minister reassure the House that he will do all he can to restrain the irresistible desire of the international community to micro-manage and over-intervene? We should remember that in this kind of intervention, less is more.
I know that my hon. Friend speaks with considerable knowledge, not least because rather against my will, he spent two days last week in Tripoli. He has seen for himself that the Libyans are managing the transition quite effectively, but what he says about trying to make sure that we understand our role as backing a Libyan plan rather than substituting our judgment for theirs is the right way ahead.

Commons ChamberObviously it is hugely important that we secure those who work in our embassy. I had the great good fortune of meeting many people who work in the Kabul embassy, which is now one of our biggest embassies. They have to make huge compromises to work in such a difficult location, and their security needs to be absolutely at the top of our agenda.
It takes wisdom to set a date for withdrawal, but it takes enormous courage to stick to that date. Will the Prime Minister reassure us that no amount of guilt at lost lives, over-optimistic promises from generals or fear of lack of progress will ever shake his resolve that Britain will be entirely out of combat operations by the end of 2014 at the very latest?
I can give my hon. Friend that assurance because it is important to give people a sense of an end time to these combat operations. As he said, it is always difficult to change the lay-down of British armed forces. I think that the early decision I made to focus on central Helmand and to get out of Sangin has been hugely important in ensuring that we have the right concentration of forces on the ground to do the job that we need to do. It is always difficult to come out of somewhere, but it is an important measure to make us more effective. That does not mean that lives have been lost in vain, however, and the Americans continue to do excellent work in Sangin. Nevertheless, we have to make hard-headed and difficult decisions for the long-term good of our armed forces and country.

Commons ChamberOf course, we do not agree about the future of our electoral system. We are having a referendum and a debate about it, but the reason for having a coalition Government coming together and sorting out this country’s problems in the national interest is as good an argument today as it was a year ago, when we came into government to clear up the mess made by the Opposition.
In the light of the success of the royal wedding for public diplomacy, does the Prime Minister believe that it reinforces the importance of a different narrative for the diamond jubilee from the Olympics, in terms of what it can do for Britain’s international reputation?
We have a fantastic opportunity next year to show all faces of Britain, both modern and traditional. We are going to celebrate the jubilee, and I think that people will want to celebrate the incredible public service that Her Majesty the Queen has given over many years as an absolutely amazing model public servant. People will also want to celebrate the Olympics as a celebration of sport and all that is best about Britain. The royal wedding, as the Major of London said, was in many ways a dry run for how we handle some of those events, and everyone in the country has a lot to look forward to next year.

Commons ChamberI do not believe that the Government are being inconsistent. We have said throughout this that the response of Governments to aspirations for greater freedom and democracy—what we call the building blocks of democracy—should be reform and not repression. That applies right across the region. What is special about Libya right now is that, as I have said, there is an uprising of people against a brutal dictator who is brutalising the people. In the international community, we should be asking ourselves, “What can we do?” We do not have a perfect answer, because there are red lines that we are not prepared to cross, but in my view that is not an argument for doing nothing.
While welcoming the consensus on both sides of the House that we need a coalition and cannot freelance this, may I ask the Prime Minister what steps are being taken to bring Brazil, India, South Africa and other new members of the Security Council on side with the no-fly zone?
My hon. Friend asks an extremely good question. Those discussions are actually ongoing, and the UN Security Council is meeting as we speak. I think that those who have been sceptical about needing to take further action will be struck by what the Arab League and the Gulf Co-operation Council have said, and by what the Libyan opposition themselves have said. If we were having this argument and the Arab League was saying, “No, stay out, don’t help”, that would be a different situation, but that is not the case. I hope that the Brazilians and others will look at what the Arab League is saying and say, “Actually, this is a different situation and we need to give our support.”

Commons ChamberThat question was the definition of flaky. I went to Egypt, an important country whose democratic transition we should be encouraging. I also made a speech in the Kuwaiti Parliament about democracy. Yes, links with middle eastern countries are important. One of the reasons for going was that country after country had said to us that they were ignored, downplayed and downgraded by the previous Government. Making sure that we are building those relationships is important, and the hon. Gentleman’s judgment on this one is wrong.
Libya is a wake-up call that Afghanistan is not the only country that matters in the world. It shows that we have not had a balanced, moderate foreign policy. Does the Prime Minister agree that this is a reason to accelerate the draw-down of resources from Afghanistan, so that we can meet the many crises in the world, of which Libya is one, that will confront us over the next decade?
I do not think this is an either/or. I know that my hon. Friend has considerable experience in Afghanistan, but I think that the draw-down should take place. We have set an end date, but between now and then it should be done with our NATO and international security assistance force partners to make sure that we are doing on the ground what we need to do, so that that country can have some chance of controlling its own affairs and its own destiny and providing its own security. But our aim in Afghanistan is no more than that the Afghans themselves should be able to secure that country, so that it does not require the presence of foreign troops. It is as simple as that.

Commons ChamberThere was a very lively exchange at the NATO leaders’ dinner on this issue. I am a pragmatist, and it just seems to me that, given that there is an EU mission to train the police in Afghanistan and a massive NATO mission to train the army and the police there, the fact that NATO and the EU cannot talk to each other on these issues because they do not have permission to do so, apart from in Bosnia, is simply crazy. One of the reasons for this problem is the fact that the issue of Cyprus is used by both sides in the debate, and the EU-NATO relationship is used as a proxy for that. I am sure that everyone in this House wants to see a settlement of the Cyprus dispute, but we should not allow that to bung up relations between the EU and NATO. An outbreak of pragmatism is required and, because this was discussed at the dinner, we all instructed our NATO ambassadors to go back and try to do better, so that we can try to unfreeze that conflict.
I congratulate the Prime Minister on setting such a firm deadline for the ceasing of combat operations but, given the problems that we had in Basra in 2006, how will we use the next three years to ensure that we pin down the United States and British military to facilitate the transition?
I pay tribute to my hon. Friend, who knows a huge amount about that country—I do not want to give an advert for his book, because I am sure that it has sold well enough already. The point is that by setting the deadline early, we are giving a clear signal to our friends and allies in NATO about the role that Britain has played—we should remember that we have played a very big role and taken a very large number of casualties—and about our intentions. The key to a successful transition is focusing on training the Afghan army and police, as well as the governance that I have spoken about, and being clear about our intentions. We cannot make it up with only six months to go; we need to say now what Britain’s commitment is and what it will be in the future.

Commons ChamberOne of the fundamental problems of the last eight to 10 years has been the split between foreign policy and defence. Will the Prime Minister please tell us what steps are being taken to ensure that not just the National Security Council, but the Joint Intelligence Committee and the Foreign Office, really drive us to have the right resources and the right priorities?
I am going to sound a bit like a stuck record on the National Security Council, but it really has struck me over the last few months that when it comes to issues such as how we respond to the Pakistan floods, what we do to help Haiti, how we go through the defence review and what is the future of our development programme, the fact that the Foreign Secretary, the Secretary of State for International Development, the Business Secretary and the Secretary of State for Environment, Food and Rural Affairs are all sitting around the table discussing the issues means that decisions are not being made in silos. Much of what the Ministry of Defence does has a huge impact on our foreign policy. Our fleet of frigates is hugely influential in building relationships the world over. I think that the fact that we are all working together much more positively than has been the case in the past solves the problem to which my hon. Friend has alluded.
