Commons ChamberWe cannot provide equal opportunities and a stimulating environment throughout life that will enable people to live truly fulfilling lives while we continue to have such high levels of poverty and insecurity and while we continue to support a society where greed is good and poverty is rife. Research provided by Independent Age in partnership with City, University of London, tracked the financial health of people past state pension age between 2010 and 2019, and the most shocking finding was that 40% of pensioners spent at least one year in poverty during that nine-year period.
The Queen’s Speech was a missed opportunity to introduce immediate measures that could help to alleviate the devastating effects of the cost of living crisis, including a commitment to ensure that pension credit reaches those who are entitled to it. Increases in social benefit income from things such as pension credit are a crucial factor in helping older people escape poverty, and that is particularly true among people aged 75-plus. As take-up remains stagnant, research from Loughborough University, commissioned by Independent Age, estimates that the lack of take-up costs the Treasury £4 billion per year in increased NHS and social care spending.
At the other end of life’s journey, 4.3 million children were living in poverty in the UK before the pandemic. That was up 200,000 from the previous year and, according to Action for Children, up 500,000 over the past five years, which is 31% of children—if Ministers are listening, that is 31% of children. Almost 60% of all children in poverty in Scotland live in a family where a child is under six, and the Scottish Government have reacted positively. Since August 2021, all councils have offered 1,140 hours of funded early learning and childcare for all eligible children, making high-quality early learning and childcare available to families and saving parents up to £4,900 per year for each eligible child.
The SNP is proud to be delivering on manifesto promises. The provision of free school breakfasts and lunches all year round for all children in primary 1 to 7, digital services for every poor child, the abolition of fees for instrumental music tuition and the removal of core curriculum charges are feeding their bellies and their minds. Barbara Crowther, the co-ordinator of the children’s food campaign, has said that universal free meals for primary schools
“could be a valuable and cost-effective lifeline for families at a difficult economic time.”
What about all those families that are struggling now and were struggling before covid or the energy price increases? Who do they turn to? A few days ago, the Chancellor tried to explain why he could not adjust welfare. He blamed the computer system at its core, yet whenever I have questioned the suitability and indeed the flexibility of the existing welfare system over the last seven years, I have always been told, “It’s doing its job, it’s just fine. Move along—nothing to see here.” It clearly is not, yet possible solutions once again are ignored, dismissed as fanciful and never fully investigated.
I know it is a concept the UK Government scorn, but councils in all four nations want to trial universal basic income, and only by trials will we be able to value its pros and cons. The UK Government should not fear the outcomes of these trials; they should be instructing the Department for Work and Pensions and Her Majesty’s Revenue and Customs to work with council authorities so we can learn and improve based on solid data and academic research, not the prejudice and misconceptions that beset the current welfare system. Welfare must be designed to provide security and confidence, not to punish and stigmatise.
The UK’s big idea to resolve the disparity of rich and poor is levelling up. While the UK Government will point to levelling up as an example of stimulus, it prompts the question: if our society is so equal, why do we need levelling up and why are we not already level? Unless we address those issues of poverty, deprivation and a lack of aspiration, with lives wasted and unfulfilled, everything else is smoke and mirrors. If all the stated goals are to have any credence, they must be rooted in a fair society, and one with equal access to education, health, energy, food and transport.
When Beveridge wrote his report to design a post-world war two welfare system for the United Kingdom, he said:
“A revolutionary moment in the world’s history is a time for revolutions, not for patching.”
This is such a time. As we emerge from a worldwide pandemic and the gig economy increases, we need a revolution in welfare. In an increasingly unequal society, the UK Government would do well to listen. Now is the time for big ideas, and the Queen’s Speech was sadly lacking in any.

It is a pleasure to see you in the Chair, Ms Buck. I thank my hon. Friend the Member for Paisley and Renfrewshire North (Gavin Newlands) for securing this important debate. He spoke about his own experience of being bullied and its effect on him, which I am sure many people can empathise with; about many great organisations, including in the LGBT community; and about how bullying, which has historically been targeted within schools and workplaces, has now expanded into social media and become pervasive and extreme, 24/7.
The hon. Member for York Central (Rachael Maskell) spoke about the excellent advice and support available through ACAS. She promoted the systems being used in Australia, the Netherlands and Canada, and urged the UK Government to follow suit. She described the need to challenge abuse, and the importance of positive behaviour and celebrating diversity.
The hon. Member for East Renfrewshire (Paul Masterton) highlighted the fact that parents often come to his surgeries because they feel that their complaints are not being taken seriously by schools. He also described the ease with which a younger generation can gain access to social media, with all that entails.
The hon. Member for East Lothian (Martin Whitfield) complimented those who have overcome bullying and gone on to become strong members of our society. People who are being bullied need to know that there is a positive way out; people doing the bullying need to know that they can change, too. He also encouraged us to look at the research and frame the discussion appropriately.
The hon. Member for Ogmore (Chris Elmore) spoke about his distressing experiences at the hands of bullies and the salvation that he found at university. He asked for more positive action from all Governments across the UK, sharing best practice from the UK and beyond, including from Scandinavian countries, and cross-party work to engage with young people.
I recently read “Respect for All”, a new Scottish Government report that emphasises fairness, respect, equality and inclusion. It states:
“Bullying due to socio-economic status can take place in any community. Small differences in perceived family income/family living arrangements/social circumstances or values can be used as a basis for bullying behaviours.”
It lists a host of characteristics that may lead to bullying, including age, asylum seeker or refugee status, body image or physical appearance, disability, gender identity, a Gypsy or Traveller background, and sexual orientation. They are not reasons but excuses. Bullies simply look for an excuse to bully. It is bullying that is important to them, and the reasoning does not stand up.
Shockingly, the report also notes:
“Young carers are at risk of bullying for a variety of reasons. Depending on responsibilities at home, they may find themselves being unable to fully participate in school or after-school activities or ‘fun stuff’. This can make it difficult for them to form relationships; it can hinder successful transitions or lead to educational difficulties.”
Bullying happens not because of someone’s appearance, religion or sexual orientation, but because the bully gets something from being a bully. People being bullied do not have to justify themselves. Others may join in bullying because they do not want to be bullied themselves, or even because they are already being bullied at home or somewhere else.
This morning, I met pupils of Clydeview Academy, a secondary school in my constituency, who are visiting Westminster this week. I took the opportunity to ask them and their teachers how they approach bullying. The initial response was, “Tell a teacher, parent or guardian.” That is good advice, but ultimately if peer pressure is used to support the person being bullied, the bully fades away. Martin Luther King said, “The only thing necessary for the triumph of evil is that good men do nothing.”
So, let us consider this place, and the behaviour in the House of Commons. Members are constantly shouting over speakers; there are attempted putdowns and uncomplimentary remarks; and there are loud conversations designed to put speakers off. When parliamentarians behave in this fashion, it sends out a poor message to society at large, and too often in this place it is he who shouts loudest who gets heard.
Finally, while we must do everything we can to support schools, teachers and employers to eradicate bullying, we also have a duty to get our own House in order. We should be leading by example.

Commons ChamberIt is excellent news to hear how many apprenticeships have been created in my hon. Friend’s constituency. She is right that the public sector to date has not been pulling its weight—its proportion of apprentices is not the same as that among employees as a whole—so we will impose the target on larger public sector employers. Public sector organisations will discover what private sector ones know: apprentices help them to do a better job.
I thank the Minister for an advance copy of his statement. I am a little surprised at the timing, given that apprenticeship week in Scotland was last week rather than next week, so it would have been beneficial for us to have the statement then. The Scottish Government have recognised the importance of apprenticeships for some time. Indeed, the Scottish Government are committed to creating 25,000 modern apprenticeships a year, which encompasses 80 different types of modern apprenticeships.
With that in mind, I would be interested to hear what consultation has taken place with the Scottish Government on this important issue. I do not doubt the Minister’s good intentions to create apprenticeships—we should all welcome that—but I question the method used to raise the money and its sustainability. The introduction of an apprenticeship levy remains a matter of fundamental concern for us. It encroaches on our devolved responsibilities and is causing concern for employers; it has also come under criticism from a wide number of organisations, including the CBI and the Chartered Institute of Taxation. The levy will have a knock-on effect for apprenticeships in Scotland, so we call on the UK Government to consider the economic impact that this measure will have.
I would like the Minister to reflect on the fact that Police Scotland will have to pay out up to £4.5 million a year on the UK Government’s plans for an apprenticeship levy, prompting warnings that finding extra cash savings will be “virtually impossible”. The UK Government have still to provide clarity on how Scotland’s share of the levy raised will be calculated and transferred to the Scottish Government. When will we get that clarity from the UK Government?

Commons ChamberThank you, Mr Speaker, for the opportunity to make my maiden speech today. I also thank all the previous speakers in this debate. Many of them have taken a trip through their constituencies, a good number of which, in my previous career, I dallied in—perhaps I should have stayed longer. I cannot compete with the hon. Member for Bury St Edmunds (Jo Churchill); I have two daughters and one son. My election agent and my campaign manager were women, and I am a fully paid-up member of the gender balance club.
It is my privilege to represent the area in which I was born and grew up. Prior to me, Inverclyde was served by Iain McKenzie, who won the seat in a by-election after the death of David Cairns. I am sure that both Iain and David worked hard for their constituents and I am sure they shared my desire to improve many aspects of Inverclyde. Traditionally, it was the home to shipyards. Jobs were available, as were apprenticeships, too. An honest day’s labour produced an honest day’s wage, and that is what we are talking about here today. When I was a child, my late father owned a pub and one of my jobs was to stand at the end of the bar and shout, “Time gentlemen, please.” I never knew that in a few short years it would be the shipyards of the lower Clyde we were shouting time on, not the pubs. Inverclyde has never fully recovered, although I was delighted to visit Ferguson Marine last Friday and hear its visionary plans to revitalise the business, and I was heartened by its confidence in our local community. I am glad to note that, in a male-dominated environment, its apprentices are both male and female.
My constituency sits at the tail of the River Clyde. It encompasses part of Kilmacolm, and all of Port Glasgow, Greenock, Gourock, Inverkip and Wemyss Bay. Historically, Greenock has shown great innovation, including that of James Watt. Watt’s improvements in the design of the steam engine made such engines cost-effective, and radically enhanced their power and efficiency. The new engines fuelled the industrial revolution. In the early 1800s, Robert Thom designed a clean water- management system that drew water from the hills behind Greenock and powered a grain mill, a paper mill, a loom manufacturer, a sugar refinery, a cloth manufacturer and even a mill grinding clay for a local pottery works. Inverclyde led the way in clean renewable energy almost 200 years ago.
We enjoy our sport too, with vibrant tennis, cricket, golf, hockey and many other sporting clubs. I do not need to tell the House that we are home to the finest wee football team of them all, the original hoops—the mighty Greenock Morton. And close to my red, yellow and black heart is Greenock Wanderers rugby football club, including a very vibrant ladies team.
The stunning views across the water from Inverclyde to the constituency of Argyll and Bute are marred only by the obscenity of the Trident ballistic missile system being ferried to and fro by four Vanguard submarines. Sometimes I think that people’s approach to Trident is an abstract one, but in my constituency it is real; it is a real weapon with the very real capacity to murder hundreds of millions of men, women and children.
On the positive side, Inverclyde has great potential for growth. We have a major road that runs east to Glasgow and beyond, and west to Ayrshire. We have two railways that run from Wemyss Bay and Gourock into the heart of Glasgow city. We have a river that runs by us. We are situated between two international airports. Most importantly, we have a ready, willing and able workforce. It is my aim to represent Inverclyde to the best of my ability, so that once again we can declare that Inverclyde is truly open for business.
Since being elected, I have attended community events for autism, carers, Alzheimer’s disease, sea cadets, school choirs and brass bands. I am delighted to be included by those groups, and acknowledge that my job is back there in my community, but my challenge is to bring the voice of my community into this place and make it heard.
I grew up in the 1960s—the decade that formed me. We had the Beatles, the Stones, Carnaby Street and Woodstock. We also had the assassinations of John F Kennedy and Martin Luther King, and we had the Vietnam war, when America sent more than 300,000 young men—mostly conscripts—to die. I watched in awe as man walked on the moon. In his book, “The Lost Moon”, Jim Lovell says that going to the moon was not so remarkable—they just decided to go there. The Apollo missions proved that if a nation sets its sights high and is prepared to work hard to achieve its end goal, great things can and will be achieved.
I watched the American civil rights movement, massive and dignified, march across America, and, through peaceful protest and civil engagement, change the psyche of a nation. I remember 1967 when Winnie Ewing—Madame Ecosse—was elected to this Chamber. No one ever suggested to Winnie that she should be paid less than her male counterparts.
By the age of 11, my political identity was forming. In 1971, I stood in my primary school election on an SNP ticket and won. My teacher said that she wondered whether it was an indication of where my generation would take our country. As I walked home, I felt 10 feet tall. Surely, it was only a matter of time before my country was independent. As a child, I never knew how slowly time could crawl forward. But standing here today, as the result of a monumental SNP victory—among so many SNP victories—I know that if it is the will of the citizens of Scotland then that day will come, and from that, I hope, greater self-determination for all of the regions and countries in the UK.
During the Scottish referendum, I had the conversation with many people; some did not agree with me, but some did. As it turns out, more disagreed with me than agreed, but 87% of the electorate turned out to vote. People engaged with the political system. People talked politics in bars, restaurants, cafés and hairdressers, at the school gate and at sporting venues. One of the great benefits of that is that politicians in Scotland are now more accountable. I have a dialogue with my constituents. They text me, email me, use Facebook, tweet me, phone me and stop me in the street, and that is how it should be. The viewing figures for Parliament TV must have gone through the roof. Our maiden speeches are followed and critiqued.
My wish for Scotland is that we can take our place as a modern, diverse, inclusive and equal nation. We should not be afraid to question ourselves, because in doing that, we will come up with stronger solutions. But frankly, as a small northern European country in the 21st century, we are not doing well enough. Lesley Riddoch put it eloquently in her fabulous book, “Blossom”. She wrote:
“Generally life today for the majority of Scots is not bad, it just isn’t as long, healthy, productive, reproductive, literate, wealthy, sustainable or creative as it could be. That either bothers you or it doesn’t.”
Well, it bothers me. In a country that is not blighted by natural disasters, enjoys a temperate climate, has an abundance of fresh water and arable land, we still have one in four children living in poverty. In some areas of Inverclyde, that figure is an even more disgraceful one in two. We need to understand that as we sit in these cosseted surroundings, shouting, “Hear, hear,” it is out there that the austerity cuts are hurting the most vulnerable in our society. In this place, we make the choices that can improve that. We can choose to invest in our children or we can choose to invest in weapons of mass destruction. I am still saying bairns, not bombs.
In Lewis Grassic Gibbon’s “Smeddum”, he berates historians for trashing Scotland’s history, including depicting Jacobites as dashing rebels and romanticising the Stuart queens, when they should have been focusing on the poverty and injustice wreaked on the people. I can do nothing about the history books, but my fellow SNP MPs and I can at least be a footnote in a brave new future where we are inspired by hope and not restrained by fear.
