Commons ChamberI absolutely agree with the hon. Gentleman. We have seen in the west midlands 173,000 more people in work under this Government. We have seen something of a renaissance in manufacturing, particularly in the automotive sector, some of which is, indeed, in the black country. It is vital for that industry that we have proper access to the single market. I think he is right; this is one of the things we absolutely have to focus on. I want these high-quality automotive and aerospace manufacturing firms to go from strength to strength in our country, and making sure we get that access to Europe is going to be vital.
Q15. Ten years ago today, I was applying to become the Conservative parliamentary candidate for Labour-held Worcester as my right hon. Friend was uniting the then Opposition and preparing them for government. Like many Conservative Members, I entered this House in the week when he became Prime Minister. Since that time, unemployment in Worcester has halved and apprenticeships have doubled. We have more good and outstanding schools, and are beginning to receive fairer funding. Wages are up and taxes are down. May I thank my right hon. Friend for all his service to our nation and for the legacy of improved life chances that he will leave behind?
I thank my hon. Friend for his kind remarks. We have seen unemployment fall in all these constituencies and the claimant count going down. More importantly, we now see 450,000 fewer children in households in which nobody works. Think of the effect of having a parent or a loved one in work helping to put food on the table and providing a role model for their children. That is really what this is all about, and I thank him for his kind remarks.

Commons ChamberSome of the individuals who worked on the Waterhouse tribunal are no longer living, but Lady Justice Macur has pursued, to the very best of her ability, direct conversations with people who worked on the tribunal at the time. As I explained earlier, she has also reached out to survivors. She held that public event in Wrexham to explore this as fully as she possibly could. This was not just her trawling through boxes of documents to explore all these questions. She explains why names should not just be bandied about and she explains clearly why a redaction process is necessary, and I encourage the hon. Gentleman to look through that, along with the letters I am publishing alongside it today, in order to understand this.
The Secretary of State was right to acknowledge the anguish and suffering that these events have caused and the fact that the police need to continue inquiries in respect of any of the perpetrators. Does he agree that it is vital that victims get support with mental health services and therapy? Will he be making representations to make sure that some of the money the Government are rightly investing in mental health goes to help victims of these types of terrible crimes?
My hon. Friend makes an important point about the way we support survivors and victims of abuse, no matter how far back the events occurred. I assure him that for those people who have come forward it is not just a question of our listening and receiving evidence; consideration is given to what further support can be given. Some victims do not feel that they can come forward. Some have moved on and now have families of their own, and for them these are episodes in their past that they are keeping deeply buried. This is obviously a matter of choice for individual survivors.

Commons ChamberWhat we promised was to get energy companies to cut their bills by taking some of the charges off them, and that has been delivered. What the Labour party is promising is a price freeze even when prices are coming down. So even before the election Labour has started to inflict real damage on consumers in our country by helping to keep prices higher than they otherwise would be.
Worcestershire is one of the three fastest growing county economies in the UK, and in Worcester youth unemployment is now down by two thirds since it peaked under Labour. Businesses are investing in our world-class county, but one factor holding back that investment is the long journey time it takes to reach us by rail from the capital. Will the Prime Minister, whose constituency is on the same line, join me in the Fast Track Worcester campaign to deliver us a two-hour service?

Commons ChamberWhat I remember is meeting the hon. Lady last year, with her constituent, and going through all the things that we could try to do to help. My understanding is that Ms Matthews did secure funding from the homicide service for the cost of a legal representative in Greece, and that that also covered her travel costs to attend the trial, as well as costs for key witnesses to give evidence at the trial. I believe that the Foreign Office is also working hard to provide consular service support for Ms Matthews. Of course, we will go on helping in any way we can, and I give the hon. Lady that guarantee today.
As for the case in Thailand, I think that because of the uncertainties over that case and the fact that two British citizens were murdered, it is right to offer the Thai Government the assistance of British police, and for the police to go out there to look at some of the technical evidence in particular. I was very pleased that the Thai Prime Minister agreed to that while we were at the Europe-Asia summit in Milan last Friday.
On all these cases, I am very happy to help, and I should be very happy to hear from the hon. Lady what more she thinks we can do in regard to the important case that she has raised.
In 2009, under the last Government, the number of young unemployed people in Worcester was more than twice the number of apprenticeship starts, but that situation has now been turned on its head, and the latest figures show that there are almost three times as many apprenticeship starts in the city as there are young unemployed. Does the Prime Minister agree that his plan to create a million further apprenticeships can help us to eliminate youth unemployment?
My hon. Friend is absolutely right. Our ambition is to eliminate youth unemployment by making it clear that it is no longer an option to leave home, claim housing benefit and sign on to jobseeker’s allowance when there could be the chance of a job or apprenticeship or some training, and we are certainly committed to helping in every way we can in Worcester. I note that those on the Labour Front Bench, including the shadow Business Secretary, do not even know where Worcester is—he referred to it in a radio interview as Wichita. I think he has been overdoing the country music and needs to get in touch with his inner Worcester woman.

Commons ChamberThere were different ways in which the problem could have been addressed. I think we all agree that constituencies ought to be the same size. For those who think that there has been gerrymandering, I can only say that had something been done about the situation during the 13 years of Labour Government, we would not be where we are now. Perhaps we would have had 650 constituencies of equal size instead of 600. That might have led to some slightly less glum faces in this Chamber.
I came here to talk about the report, “Inward Investment in Wales”, which is a relevant document for this debate. As Chair of the Welsh Affairs Committee, may I say what a pleasure it has been to work with Members from all parts of the House? Committee members have acted in the highest traditions of Select Committee work in leaving their political affiliations at the door, as I have tried to do myself. [Laughter.] Within the Committee Room, that is. We are not in the Committee now, so I am not necessarily in that mode.
I want to make it absolutely clear that the report is not meant to be a criticism of any Government or any political party. It simply aims to draw attention to certain problems. I will put the report down, having commended it, and talk about what we can interpret from it. Obviously, other people may interpret it in different ways. The main issue we faced was that inward investment in Wales over the past 20 years has fallen off a cliff. During the ’80s and early ’90s, Wales was getting 15% of all investment into the UK. The latest figures that I have seen suggest that it is now about 3%. I hear that it might be even lower, but I have seen no official figures for that yet. Clearly, there is a major problem that needs to be addressed.
I cannot go through the whole report, but something that will have leapt out at people is the recommendation for a dedicated trade promotion agency to go out and sell Wales to the world. That must not, of course, be the Welsh Development Agency, because although that brand is recognised around the world, I do not think that there would be much support for setting it up again as it was. We heard all sorts of evidence, some of it anecdotal but coming from officials, to suggest that this simply is not happening. We heard that International Business Wales is not cutting the mustard when it goes abroad, that people have been trying to sell Wales abroad who do not even speak the language of the country that they are working in, and that UK Trade & Investment has had little contact with Wales in comparison with other regions and nations in the United Kingdom, in particular Scotland.
Clearly there is a major problem. I am not laying the blame at any particular door. However, it needs to be addressed as quickly as possible and I hope that the Welsh Assembly Government will take note of the strong recommendation that there needs to be one dedicated body within the Welsh Assembly whose job it is to go out and sell Wales to the world.
I agree with my hon. Friend’s commendation of the excellent Select Committee report. Does he agree with the recommendation in it, and the evidence that we heard from many bodies including Admiral car insurance, that such a body should have private sector experience among its members? One of the strengths of the old WDA was how it brought private sector experience to bear on the job of bringing inward investment to Wales.
I absolutely concur. There needs to be a mixture of skills in that body. There certainly needs to be a lot of private sector experience, but given the evidence that we heard, it is also important that the people involved can talk to different arms of government in different parts of the world.
Another issue that came out of the evidence that we heard was a general concern about skills. A lot of employers said to us in evidence and outside the Committee that people coming out of schools and universities simply were not equipped for the world of work. The recent programme for international student assessment report suggested that skills among Welsh school leavers in certain areas were well below the OECD average and the lowest in the UK. That ought to worry people.
I have expressed personal concern before about some of the university courses being offered. I do not know if it is still happening, but at one time Swansea was offering a four-year degree in surf studies. As somebody who has spent 20 years surfing, I do not think someone needs a degree in it. I did not get any degree in anything, but that is another story. I certainly do not think I missed out by not spending four years studying something like that. There are a lot of Mickey Mouse courses about, and people come out of them expecting to be able to walk into a £30,000 or £40,000-a-year job, having spent years of their life and quite of a lot of their money on such a course, and are surprised when it does not happen.
When the Committee went to GE Aviation, I talked to some of the directors, a lot of whom had come up from the shop floor. They were quite happy to take on hard-working, bright people who did not necessarily have great academic qualifications, show them all about the job and allow them to rise to the top.
It is interesting to think about the image of heavy engineering and manufacturing in Wales, and perhaps in the rest of the UK. Having worked at British Steel in the late 1980s, even I went into some factories with the Committee expecting loud and perhaps slightly dirty places. That is no longer the case, as those of us who went on the factory visits know. Some of them have to be so clean, to keep dust out of the atmosphere, that they are like hospitals. It was very interesting to talk to Tata and hear that it had taken it upon itself to bring school leavers on to the premises, and to hear how excited those school leavers had been. Some of them had gone on to work at Tata. Why are not all companies doing that?

Commons ChamberThe amount given to the Welsh Government as a consequence of what is being spent on enterprise zones in England is calculated in exactly the same way under our Government as under the previous Government. The Minister in Wales has received £10 million towards enterprise zones, but she also has a budget of nearly £15 billion at her disposal, and she can decide how she spends that. I encourage the hon. Gentleman to encourage her to look at what she can do in those enterprise zones to encourage businesses.
7. What recent discussions she has had with (a) ministerial colleagues and (b) others on the work of UK Trade and Investment in promoting inward investment in Wales.
I have regular discussions with ministerial colleagues, UK Trade and Investment and others on promoting inward investment in Wales. I have met the new chief executive of UKTI in the last month and yesterday I met the senior investment adviser for Wales as part of continuing discussions better to promote Wales to potential investors.
I thank the Secretary of State for that answer. The Select Committee on Welsh Affairs recently heard from the chief executive of UKTI, but he, like our Committee, is still waiting in hope for his first meeting with the Welsh Minister for Business, Enterprise, Technology and Science. Given that surprising fact, and the fact that the Secretary of State herself has met the Committee and UKTI many times, what advice can she give the Welsh Business Minister on pushing the respect agenda and the interests of Welsh business?
My hon. Friend knows that I try to give encouragement to the Welsh Labour Minister for Business, rather than giving her advice, but I am pleased that the Welsh Affairs Committee is investigating trade and investment, and I look forward to giving evidence to the Committee next month. I continue to hold a series of meetings to see how we can assist and work with the Welsh Government to improve those figures.

Commons ChamberI thank the hon. Gentleman for what was again a thoughtful comment. It is recognised that there is a debate to be had on the Barnett formula between the Government in Cardiff and the Government in London. Where the Welsh Assembly wants to speak up on behalf of the people of Wales about the implementation of Holtham, that is the proper way to proceed. I welcome the fact that the coalition Government have announced movement on the West Lothian question. It has received a lot of attention in this debate, but when there was a Back-Bench motion on the West Lothian question, my hon. Friend the Member for Carmarthen West and South Pembrokeshire (Simon Hart) and I were the only two Welsh Members present. However, it is important to take the issue into consideration, because ultimately—I think it was the hon. Member for Alyn and Deeside (Mark Tami) who also said this—it is important that, for example, Members from north Wales should have a voice on health issues in England. As someone who is dependent on health services provided in Liverpool and other parts of England, I sympathise with that view. Another argument, however, asks why we should have a voice on the health service in England if we do not allow any English Member to have a voice on the health service in Wales.
As an English Member, and a member of the Welsh Affairs Select Committee, I recognise that problem. Does my hon. Friend acknowledge that the cuts being made by the Welsh Assembly Government are placing an extra burden on those parts of England whose health services are used by people coming from Wales? Does he agree that the commission should take that into account?
I agree with my hon. Friend; that issue is being brought into sharp focus by the health service cuts in Wales. We have heard a lot about spending the health pound in Wales, which is something that I generally welcome, but sometimes the expertise for those services happens to exist in Liverpool or Shrewsbury—
Indeed. In those circumstances, it is crucial to recognise that there is an issue that needs to be addressed.
There are other reasons why we should welcome the Silk commission. When the referendum in 1997 produced a narrow decision by the people of Wales in favour of establishing the Welsh Assembly, Ron Davies, the Secretary of State for Wales at the time, famously said that devolution was a “process, not an event”. The reason for welcoming the commission is that, for too long, the devolution process has been one that has been internal to the Labour party. It has been driven by a need to keep the Welsh Labour party united, rather than by a need to ensure that the people of Wales have the best possible governance.
