Commons ChamberI agree entirely, but I will not linger on the point, because I am sure that my hon. Friend will be making his own speech in his own way very shortly.
What has also happened is that many people have found ways of improving quality and value for money in the goods and services they provide, whether in the public or the private sector. That has generated a good deal of force for the recovery—something that is not fully captured in productivity statistics. Governments do not create wealth; they either get in the way of it or create the conditions for it.
Will the hon. Gentleman give way on that point?
If the hon. Gentleman will forgive me, I would like to make a bit of progress now.
This Government have helped to create those conditions for growth in at least three important ways. First, in the early part of the Parliament, they authorised £175 billion of extra quantitative easing. That was crucial. Secondly, they allowed the so-called automatic stabilisers to kick in—that is, allowing the deficit to widen as eurozone demand collapsed. It is important to recall that the Chancellor was faced, right at the start, with a weakening of demand for our exports in European markets. That caused a great deal of difficulty for British industry. Thirdly, in my view, the Chancellor showed a good deal of tenacity. The coalition has contributed a great deal to restoring confidence. Few predicted that it would last five years. To be frank, I did not think that the Liberal Democrats had it in them to stay the course, but to their credit they have stuck with it, and for that they deserve a good deal of praise.
I thank the hon. Gentleman for his recognition of the coalition, which the broadcasters have lost sight of in reporting what happens in the House. The Budget specifically talked about how Government can get in the way of business, but has it not shown how the Government can, with the right engagement, take positive action, as they have with the North sea oil and gas industry? Entering into dialogue and bringing in incentives will see the industry through the downturn and enable it to reach maturity so that we get a long-term benefit; without the industry, the oil would be left in the ground, and we would get no tax.
I wonder where the hon. Gentleman represents.
Broadly speaking, the hon. Gentleman is right, although I wonder whether we needed quite as many changes to the North sea oil tax regime during this Parliament, particularly since we began it by announcing there would be stability for the medium term in the overall fiscal regime. It can be argued, however, that North sea oil is a special case, and not like the rest of the tax system. Frequent changes in the tax system nearly always have an economic cost in the bottom line for growth.
My colleagues on the Treasury Committee and I will collect as much evidence as possible on the Budget before Prorogation. We will hear from the Office for Budget Responsibility, the Institute for Fiscal Studies and the Chancellor. One measure that was effectively announced before the Budget is the extension of pension freedoms to those who already possess an annuity, and we will take evidence on that major change. Likewise, we will look at the savings measures that have just been announced, not least the savings allowance and the change to the structure of individual savings accounts. Both of those measures sound extremely significant, given that we must revive the savings culture. The Committee will ask about other measures that the Chancellor announced today, including making sure we can be confident that £3 billion will be made available by the tax avoidance measures, the North sea tax regime to which the hon. Member for West Aberdeenshire and Kincardine (Sir Robert Smith) referred, and of course the increase in the personal allowance. There is a great deal for the Committee to do in a short space of time before the election, and we will get on with it as best we can.
We will hear a lot more argument about who is better off. A key recommendation of the Committee in 2010 was that the Treasury and the Chancellor should be required to provide much more information about the distributional impact of tax and benefit changes—who wins and who loses—and, to their credit, they now provide much more detailed analysis at each Budget and autumn statement. For decades, successive Chancellors—my right hon. Friend’s predecessors—were very reluctant to provide that analysis, but they now do so. We will consider the published distributional analysis in the light of the debate, about which we have already heard, about who is better off and who is worse off. It is already clear from the data that almost everybody has borne some of the burden of austerity one way or another, but also that everybody has now almost certainly gained overall, and I will come on to that if I get the chance.

Commons ChamberMy hon. Friend makes an excellent point based on his clear expertise in this area. The Committee on Climate Change has said that for flexible power supply, the UK will
“continue to use considerable, albeit declining, amounts of gas well into the 2030s”
which will leave
“a considerable gap between production of North Sea gas and our total demand.”
It argues that that demand
“can either be met through imports or UK production of shale gas.”
It concludes that
“if anything, using well regulated UK shale gas to fill this gap could lead to lower overall lifecycle greenhouse gas emissions than continuing to import LNG. It would also increase the proportion of energy produced within the UK, improving our energy sovereignty.”
The important thing that has come from these exchanges is that it is the use of carbon that causes the emissions. Therefore, it is crucial that we have a proper emissions trading scheme throughout Europe and that the source of the energy should be as low carbon as possible. Therefore, maximising the economic production from the North sea is an important first step.
The hon. Gentleman is entirely right. It is absolutely essential that we do also maximise economic recovery, and we will be coming on to that later in this debate.

That this House supports the recommendations of the All-Party Parliamentary Cycling Group’s report ‘Get Britain Cycling’; endorses the target of 10 per cent of all journeys being by bike by 2025, and 25 per cent by 2050; and calls on the Government to show strong political leadership, including an annual Cycling Action Plan, sustained funding for cycling and progress towards meeting the report’s recommendations.
I thank the Backbench Business Committee for allowing this debate, providing us with another opportunity to discuss the “Get Britain Cycling” report, produced by the all-party cycling group, which I chair jointly with the hon. Member for Cambridge (Dr Huppert). The Backbench Business Committee kindly agreed to two debates in the past, both of which saw unprecedented numbers of Members participating. We asked for this debate because we wanted to discuss the Government’s so-called cycling delivery plan—their long-awaited response to our inquiry and the report we published.
I would like to record our thanks to everyone who took part in our three-month inquiry and to all the organisations that supported it, including British Cycling, the CTC, Sustrans and the Bicycle Association among others. I particularly want to thank Chris Boardman, a phenomenal advocate of cycling in Britain, and Phil Goodwin and Adam Coffman who pulled the report together. I also thank News International, now News UK, for sponsoring the inquiry. Its involvement was the result of a campaign by The Times. Those on The Times have done a phenomenal job in promoting cycling in Britain: it is a great tribute to their colleague Mary Bowers, who was severely injured while travelling to work in 2011.
The Committee heard from hundreds of witnesses, and our report contains some important recommendations. A central recommendation is for long-term, dedicated funding of £10 per head per year, rather than limited funding for eight cities for a couple of years. We want 10% of journeys to be made by bike by 2025—the figure was less than 2% in 2011—and we call for lower speed limits in urban areas. We want more effective enforcement of the law, we want children to be taught to ride at school, we want more segregated cycle lanes, and we want cycling to be considered properly as part of the urban planning process. We also call for top-level, committed leadership, because cross-departmental collaboration is essential if we are to improve cycling conditions in Britain.
The hon. Gentleman mentioned enforcement of the law. A matter of concern, certainly in my constituency, is the need for the employers of lorry drivers to recognise their responsibility not to put drivers under pressure to drive for too long, so that they do not risk being unable to concentrate and to avoid cyclists who are also on the road.
The hon. Gentleman is right. It is also important to note the improvements that can be made. Mirrors, sensors and alarms, for instance, can be fitted to lorries to ensure that it is safe for them to use the roads at the same time as cyclists.

The hon. Gentleman has made an important point. I will speak specifically about audiovisual systems shortly, reinforcing the point he has raised.
On training, one issue that has been raised with me is whether the content of training is adequate. There is also the issue of whether training takes place. It was disappointing that the Department rejected our recommendation that bus and coach drivers should be required to have disability awareness training. Instead, the Department defended its decision, taken last year, to opt out of the EU requirement for such training. Will the Minister think again about this issue and discuss it with his colleagues?
I have listened with interest to hon. Members’ comments today. They have all referred to practical examples of difficulties that occur because the right facilities are not in place. I joined campaigners from the Royal National Institute of Blind People on a local bus journey in Liverpool. They showed me how important it is to receive information, at the right time, about the numbers of the buses that are operating, the routes being run and, indeed, where the buses have stopped. It was clear that the lack of practical information deters many people from travelling, including people with sight impairments, learning difficulties or mental health problems, and undermines people’s confidence to undertake journeys and lead independent lives. Drivers play an important part in providing information, so it is important that they are given disability awareness training so that they have the confidence to do so. I cannot emphasise too much that training should be adequate, available and compulsory.
Hon. Members have raised the issue of audiovisual systems, which are vital. In May last year, of the 46,300 buses in the UK, only 8,500 were equipped with audiovisual equipment. Most of those are in London.
People who use buses in London soon get to know that audiovisual systems work. It seems odd that the rest of the country does not get to benefit as fully as London does from those systems. It is not just blind and partially sighted people who benefit, but tourists, visitors and people who do not know an area. Especially in rural areas, knowing where a stop is plays an important part in informing people, so that they can make the best use of their bus journey.
I thank the hon. Gentleman for those comments. I have noted a number of instances where facilities that are available on buses in London are sadly lacking in other parts of the country. Considering why that might be the case could take us off in another direction, but he raises another important point, namely that facilities required by people with impairments of some sort are also required by many others. Those facilities make journeys easier and give people more confidence in using public transport, so both his points are extremely relevant.
It is a pleasure to serve under your chairmanship, Ms Dorries. I am pleased to have the opportunity to speak in this important debate. I am very grateful that my hon. Friends have given so much attention to the issue of wheelchair accessibility, but there is one specific issue—the need for audiovisual announcements on public transport—that I wish to address.
Before the Christmas break, I marked the international day of persons with disability by navigating Middlesbrough town centre blindfolded, with the help of the Guide Dogs association. I was joined by representatives and service users from Middlesbrough Shopmobility, as well as Linda Oliver and her guide dog Zoë. Wearing a blindfold and experiencing the world without sight was extremely unsettling and it gave me a greater understanding of what it is like for a blind or partially sighted person to do what we, the fully sighted majority, take for granted. With many blind or partially sighted people reliant on buses for mobility and freedom of movement, it is concerning and disappointing that they are often prohibited from accessing such a lifeline.
I welcome the progress that has been made to make public transport more accessible for those with disabilities, but I urge the Minister to go further. Blind or partially sighted people whom I met told me that accessing public transport can be a very difficult and disorientating experience. I know that to be true, as I was given the experience of being blindfolded and taken on a short journey on a bus around a town that I am so familiar with. I soon lost my bearings and all sense of my surroundings and became completely reliant on assistance from those around me to get on the bus, find my seat and get off at the correct stop. I agree entirely with the hon. Member for Eastleigh (Mike Thornton) and with the Guide Dogs association, which has pointed out that when we get off at the wrong stop, it is an annoyance, but for a blind person it can be very dangerous.
The changes to the Public Service Vehicles Accessibility Regulations 2000 to make buses more accessible for disabled people are welcome, but sadly fall short of including audiovisual announcements. The Transport Committee rightly highlights the fact that the lack of onboard AV information reduces the willingness of the visually impaired, as well as the wider public, to use buses. AV announcements would help the elderly, who may not be as confident as they once were, or those with special needs, who could strike out more independently if they had the reassurance that AV announcements would bring. Indeed, AV announcements would also help the fully able first-time visitor to a town or city to navigate around.
It is not always possible for a blind or partially sighted person to rely on a bus driver or fellow passenger to tell them when to get off. Bus drivers have a great deal to do these days: they are not only drivers but conductors. It is simply unrealistic to expect them to be able consistently to offer extra assistance to the visually impaired. That is backed up by the figures from the Guide Dogs for the Blind Association report, “Road to Nowhere”, which states that around half of travellers surveyed are not told when to get off at the correct stop.
A constituent contacted me who had taken a bus from Aberdeen to Westhill, and had told the driver that they needed to know when they got to the Tesco store. The driver forgot, which meant that my constituent had to stay on the bus until it returned to the depot and then have another go with another bus driver. There was no way that they could have found their way if they had got off at the wrong stop.
That is a stark illustration of the point I am making. The problem will not cost a lot to put right. Research by the TAS Partnership found that it would cost only £2,100 to install a system to make AV announcements on a single-decker bus and £2,500 on a double-decker bus. The systems could be introduced over a number of years, as new buses are brought into the fleet, to mitigate the burden on bus companies. Is it not ridiculous that we are talking about such sums of money, when AV devices should be an integral part of the plant and machinery of any bus operation? Windscreen wipers were not compulsory years ago. Such devices should be part and parcel of the ordinary running of a bus company. When it comes to the business case, I have not run a bus company, but it would not surprise me if making buses more attractive for people attracted more passengers and encouraged a greater flow of income. It is not rocket science.
The introduction of AV announcements will give greater independence to passengers. I urge the Government to take account of the Transport Committee’s recommendations and ensure that such announcements are phased in over the next 10 years and on all new buses. I applaud the determination of the Guide Dogs for the Blind Association, which is campaigning for the creation of a fund to encourage local authorities and bus companies to install AV announcements. Ultimately, the issue is one of equality, and indeed of disability discrimination. I urge the Minister to consider closely the suggestions made in this debate. They will give our fellow citizens the dignified assistance they request to overcome the hurdles and difficulties they face as they endeavour to play their full and rightful role in our society—difficulties that the majority of us simply never encounter.

Commons ChamberThere are two separate projects in that context, at least as far as the Department is concerned: the additional vehicles for the supertram, about which we have already made an announcement; and a further proposal, for which—the Under-Secretary of State for Transport, my hon. Friend the Member for Lewes (Norman Baker) tells me—there is a submission on my desk as we speak. I shall be happy to look at it and let the hon. Gentleman know how we can take it forward.
I welcome the decision to continue running through-trains to Aberdeen and Inverness, and the fact that that uncertainty has now gone. In choosing the rolling stock that takes those journeys, will the Secretary of State ensure that we can maximise the journey improvements north of Edinburgh on the unelectrified part of the line?
Judging by the technical information that I have seen so far, I believe that both options would deliver almost exactly the same journey time, so I do not think that our choice of IEP mode will affect the journey time to Aberdeen or Inverness.
