General CommitteesI thank my hon. Friend—having had five years in this job, he is well aware of the intricacies of some of the issues. However, the point that I am making is clear: the Prime Minister negotiated a 20-month implementation period to allow this and other measures to be agreed.
The hon. Member for Motherwell and Wishaw, who speaks for the SNP, said that we want to see continuity. That is precisely what this measure does: it ensures continuity. The measures agreed at the Fisheries Council before Christmas will continue past the date on which we leave the European Union. It has always been clear that that will be the case. I have to say to her, however, that members of the Scottish fishing industry—those to whom I spoke, anyway—are fully behind Brexit. They relish the opportunity we have to be an independent coastal state and to exploit the resource available to us.
Which group of fishermen did the Minister meet? Were they east coast fishermen, as opposed to the guys on the west coast, who are very much against Brexit?
The guy I spoke to was on the east coast and very keen to exploit the opportunity. However, I am aware of some of the west coast issues as well, and they would need to be addressed. East coast fishing is big business, and its fishermen are concerned for us to move ahead. In that regard, fishermen on the east coast are absolutely out of step with the SNP’s view.
The Labour Front Bencher, the hon. Member for Plymouth, Sutton and Devonport, asked why we had removed the requirement to enforce compliance with the rules effectively and proportionately. Under common law, the UK Government are already required to act in that way, and that is well established.
The hon. Gentleman talked about why the draft SI might result in a lack of regulatory oversight, which follows on from my previous point. It is not possible to create equivalent bodies through these SIs. Instead, the Environment (Principles and Governance) Bill will create the office for environmental protection and introduce other measures.

Commons ChamberWhen the Labour party introduced a points-based system, the numbers went straight up. Australia has a points-based system and higher immigration per capita than Britain. A points-based system would give foreign nationals a right to come to Britain if they meet certain criteria. An immigration system that works for Britain would ensure that the right to decide who comes to the country resides with this Government.
The Logan practice in my constituency—it is my own GP practice—has already sponsored medical students from the American University of Beirut for a four-week learning experience. This year’s student, Ghaith Rukba, a Syrian national, has been refused entry, although he would be coming on exactly the same basis as previous applicants. Will the Minister meet me urgently to review the case, as Mr Rukba is due to arrive on 24 September?
It is certainly the aim of the Government to ensure that those who wish to come to our blue-chip universities—the Russell Group universities—to study can do so, but I understand that there are specific cases for courses. I would be happy to meet the hon. Lady to discuss that case and facilitate it.

Commons ChamberI shared the platform with the Scottish Minister, Keith Brown, at the HS2 supply chain conference on 5 November in Edinburgh. We discussed the benefits that Scotland will get from HS2. My right hon. Friend the Secretary of State has arranged to meet Keith next week.
The Minister will recall that he was previously asked by my hon. Friend the Member for Kilmarnock and Loudoun (Alan Brown) about the potential for increased journey times north of Crewe to Scotland under the current proposals for HS2. At the time, he suggested that upgrades on the line were already under way. Therefore, will he now commit to providing the Scottish Government with a definitive timetable for those upgrades?
I can tell the hon. Lady that HS2 will deliver increased benefits to Scotland. From day one, journey times from Glasgow will be reduced from four hours 31 minutes to three hours 56 minutes. Indeed, the full Y network will benefit Scotland to the tune of £3 billion. Interestingly, she does not mention Nicola Sturgeon’s own bullet train, the Glasgow-Edinburgh scheme, which she announced as infrastructure Minister in 2012. It appears that Scotland’s First Minister has now given her bullet train the bullet.
