Commons ChamberThe Government are on the side of hard-working families. I remind the hon. Gentleman that under the last Labour Government band D council tax more than doubled. It is also worth highlighting that council tax in England is down 6% in real terms since the last Labour Government.
Conservative-controlled West Oxfordshire District Council has one of the lowest council tax rates in the country and some of the best services due to its innovative cost-saving measures. Does that not show that Conservative councils save money on back-office costs and provide better services for local residents?
I totally agree with my hon. Friend’s message. I am sure that others outside this place will have heard it, too, as we look towards local council elections, with Conservative councils delivering more for their residents and better value for money.

Commons ChamberObviously, we will consult widely on the UK shared prosperity fund. We still have the spending review to be conducted later this year, but we are determined that, as we leave the European Union, we will have these new funding arrangements in place to deliver for all of our United Kingdom, to raise the sense of opportunity and prosperity, and to make a success.
Since 2010, over 500,000 people have been helped into home ownership through Government-backed schemes, including Help to Buy and right to buy. Our recent evaluation of the Help to Buy equity loan scheme found that 58% of people using the scheme were under 35 years old.
As well as challenges, the Oxfordshire Cotswolds garden village provides a real opportunity for us to have the affordable starter homes that for so long have been lacking in places such as West Oxfordshire. What are Ministers doing to provide district councils such as mine with support to provide the housing mix that our area needs?
I warmly welcome the plans for the homes in the Oxfordshire Cotswolds garden village. My hon. Friend asks about supporting local authorities, and I would say to him that we have abolished the housing revenue account borrowing cap. That, alongside the £9 billion affordable homes programme and the revised national planning policy framework, empowers local authorities to deliver the right mix of homes for their area.
The hon. Lady should look at the settlement that we have provided, which involves an extra £1 billion for local government across the board. Indeed, it represents a real-terms increase that is intended to make a real difference to how we support councils to meet pressures and challenges.

Commons ChamberWe are undertaking a review of local authorities’ relative needs and resources to address concerns about the fairness of the current system. That will determine the new baseline funding allocations for local authorities through a more up-to-date, transparent and fairer funding formula.
I recognise my hon. Friend’s point about remoteness and accessibility, and the impact of journey times on things like labour costs. My officials are working with the Department for Transport to look at how the extra costs can be taken into account.
Fifty per cent. of Oxfordshire County Council’s budget is spent on social care. Many of the things that my constituents discuss with me, such as potholes and school funding, are directly or indirectly related to local government funding. What steps are being taken to ensure that regional differences are addressed so that rural areas like West Oxfordshire get the funding that they need and deserve?
We will use the best available evidence to ensure that the relative needs and resources of councils up and down the country are properly taken into account to reflect a number of the important points that my hon. Friend and others have made. We are working closely with representatives across local government to do that.
We are determined to take action, and the consultation actually contains the technical elements to make sure we get it right and see a practical impact.

Commons ChamberI am grateful to the hon. Lady for highlighting the particular case in her constituency. The purpose of the consultation that I set out—the technical consultation that I intend to issue next week in relation to the banning of combustible cladding—is absolutely about seeking to give that clarity. It will obviously allow people to respond to that to ensure that this is in the right place, but issues over the nature of the materials to be used are absolutely at the heart of it.
When I attended the very moving event held in Speaker’s House and spoke to survivors, one of the most striking and moving points made was residents telling me that repeated complaints and concerns had been raised but had not been listened to or acted on. Does my right hon. Friend agree that the point in the Hackitt report where she recommends a clear line of complaint, recognition and action must be acted upon if we are to rebuild trust—not just in relation to Grenfell, but everywhere with tenants in high-rise buildings?
Trust lies at the absolute heart of all this, and the issue of escalation is one that Judith Hackitt refers to starkly and clearly in her report; it is one of the key recommendations. Obviously, all of it sets out change that needs to happen, but it is important that the complaints—the voices—are listened to and that there is a means of escalation so that change can happen.
