NHS England is, I understand, increasing the baseline funding of the Hammersmith and Fulham clinical commissioning group to ensure that it is not financially disadvantaged by hosting GP at hand. But to improve its service to patients, the NHS is going to need to embrace innovation. Digital technologies such as those used by GP at hand do offer convenience for patients and often allow clinicians to work more efficiently. That is why our new GP contract gives everyone the right to digital first primary care, including web and video consultations from 2021, if that is what they want to receive.

Q11. Seventy-five years ago tonight, the first steps in the liberation of Europe were taken by the Oxfordshire and Buckinghamshire Light Infantry, when they flew by glider to liberate Pegasus bridge. As the Dakotas over Normandy commemorate this feat, will my right hon. Friend join me in celebrating and commemorating all the ordinary and yet extraordinary men and women, from every corner of our country, who turned the tide of the war in freedom’s favour?

I am grateful to my hon. Friend for highlighting the particular example of Pegasus bridge and the heroism shown by servicemen from our two counties. He is right that today we need to pay tribute to the men and women who took part in the success of Operation Overlord, from whichever part of the United Kingdom or from whichever allied country they came.

My hon. and learned Friend the Solicitor General tells me that he looks forward to being there. It is not really for me to speak for the Law Officers, but I know that both the Solicitor General and the Attorney General are utterly committed to their parliamentary and governmental responsibilities.

I am grateful to the Minister for the commitment he just gave, but it sounded very similar to the compromise amendment that stands in my name on the Order Paper but has not been selected. Will he clarify that it is a full reasoned position statement laying out the Government’s political and legal position?

It is a lot more than a helpline; it is the continuation of payments, salaries, wages and payments to contractors and suppliers. I hope that that will be welcomed across the House.

I thank the Minister for his statement and commend Oxfordshire County Council for the swift work it has undertaken today, particularly to ensure that schoolchildren have been fed all over Oxfordshire. Will he please offer some reassurance to the 400 staff employed at Oxford’s John Radcliffe Hospital with regard to their jobs and to my constituents concerned about the continuity of services there?

Before coming to the House, I had a look at the latest briefing from the Department of Health and Social Care, and the John Radcliffe Hospital was reporting no disruption to services—we have had no notification of any problems. I am close enough in constituency terms to the John Radcliffe to know how important that modernisation project is. On schools, it is welcome that the message from Oxfordshire, Tameside and other local education authorities has been that business has been continuing as normal today.

24. What steps he is taking to modernise the court system.

With permission, Mr Speaker, I will answer Question 19 together with Questions 20 and 24. We are investing £1 billion in the modernisation of Her Majesty’s Courts and Tribunals Service. This summer, we launched the first online courts pilots, covering divorce, social security and civil money claims. In October, I visited the Manchester civil justice centre and saw some of that work first hand.
