Commons ChamberSome of our most fantastic brands and products come out of Scottish businesses and all the trade deals that we are putting together and negotiating have some of those at the top of our call list. We want to make sure that that continues by opening up more markets, which will provide opportunities for fantastic Scottish whisky, amazing Scottish beef and many other products, many of which are green products that are helping to solve some of the climate challenges that we all face. We want to make sure that those businesses can export not only to our EU partners but more widely, and we want to see that grow.
Built into the New Zealand agreement in principle are a clear set of quotas that grow over a number of years to ensure, on the hon. Gentleman’s point, that we can see those changes in imports work well with our own commerce. As I make new trade deals, I want to ensure that our farmers are finding new markets for their products. We are seeing, as I mentioned in my statement, a growth in markets across Asia, where the call for high-quality produce is growing by the year, and we want to make sure that our farmers and our businesses are part of that success.
May I use this opportunity to welcome my right hon. Friend to her place? I wish her all success, and I welcome this statement. Many of my constituents are deeply concerned about climate change. Could the Secretary of State outline how this new free trade agreement will promote our efforts to tackle climate change as well as growing our respective economies?
As I said earlier, it is absolutely critical to this Government that, as we find ways to grow our businesses and grow our economic growth, we also, right alongside, continue to champion, as we are with the presidency of COP26, the solutions that we all need to find to meet that climate challenge. This is a really exciting free trade agreement in which there is a very strong environment and climate change chapter, where we set out very clearly our mutual commitment to the Paris agreement and all that goes with that, and the challenge of keeping 1.5° C alive. For all our constituents, we should have confidence that that mutual support for meeting that challenge is absolutely embedded in this deal. We will have the opportunity, as our innovators and our businesses come up with new solutions, to take those goods and services to New Zealand with no tariff limitations.

It is a pleasure to serve under your chairmanship, Ms Bardell. I thank my hon. Friend the Member for Tiverton and Honiton (Neil Parish) for securing this important debate. I speak as a fellow member of the EFRA Committee.
As we embark on the next stage of our role as an independent trading nation in the world, it is vital for our food, farming and agricultural sector to ensure that the Trade and Agriculture Commission has teeth, is fit for purpose and has sufficient weight in providing critique, feedback and recommendations that will enhance any future trade deals for the better. It should work to open up export opportunities for our farmers and ensure a competitive domestic farming sector that is able to provide sustainably produced, affordable food. I fear that in its current form the Commission does not have the teeth it deserves in order to ensure those objectives.
Last week I was lucky enough to visit the Great Yorkshire Show, to meet farmers and hear their views about the direction that the Government are taking. I even sat on a panel discussion kindly hosted by the Future Farmers of Yorkshire, taking part in a debate entitled, “Brand Britain on agriculture’s global stage”. What is clear, as strongly communicated to me at the show, is that there is uncertainty in the industry regarding the future of international trade. The hot topic was the recently agreed Australia trade deal, particularly the impact that could have on beef and lamb farmers, and the possibility of an undercut by Australian imports.
In my view those fears will be unfounded, based on the trade deal struck, the transition period agreed and the projected modelling. For example, Australia currently exports only 0.15% of beef to the UK. However, one message clearly communicated to me was the much greater concern related to the uncertainty for British agriculture represented by future trade deals to be negotiated, particularly with the US, Canada and South American countries such as Brazil, and to what extent the free trade deal agreed with Australia will set a precedent for those negotiations.
There are concerns about discrepancies in animal health and welfare standards, environmental protection, plant health and food standards in those countries. With a strong domestic DEFRA agenda focused on rewarding UK farmers for increased environmental protection measures, alongside the Government’s current positive drive to raise further the UK’s animal welfare standards, it is feared that, unless those discrepancies in standards with other countries with which trade deals are likely to be agreed are taken into account throughout future negotiations, UK farming and domestic market opportunities will be at a disadvantage.
It is, therefore, vital to ensure that the Trade and Agriculture Commission has the teeth and the ability to scrutinise those deals. I would like the commission to be up to that job, and have the weight to do it, so that our trade negotiators are fully informed and can make decisions accordingly. Of course, the role of the Trade and Agriculture Commission is to seek out both the impacts and the opportunities for our food and farming sector, so that we can ensure that “Brand Britain” for our agriculture sector is feasible and viable domestically, but also works and seeks out opportunities on the global market. In seeking out those global markets, we must be in selling mode, building relationships across the globe. That means ensuring that we have trade attachés and agricultural trade counsellors in vast numbers, strategically positioned across the globe in markets that we want to explore. Those must be in place now.
In summary, the Trade and Agriculture Commission has a vital role to play, but it must have teeth and it must be listened to.

I thank the hon. Gentleman for that question. He is right that the EU will remain a large and important trading partner for us, particularly in agriculture. On his question about what impact an agreement with Australia would have, look, there will be no change to our standards as a result of the FTA—no change to our import standards. It should not have any impact on the EU.
We already have a comprehensive free trade agreement with the EU, which is the trade and co-operation agreement, and I should point out that the EU has an extensive veterinary agreement with New Zealand. That agreement is of great interest in terms of it recognising the equivalence of New Zealand’s veterinary outcomes. I do not see any danger in a free trade agreement with Australia with respect to being able to maintain our trade with the EU.
Without doubt, farming is one of Britain’s finest industries, and we all want to ensure that British food production has the best opportunities available to it, so will my right hon. Friend explain the role that the newly created Trade and Agriculture Commission will play in scrutinising the free trade agreement? Will he also comment on the opportunities the FTA will create in Australia for our British food producers, as well as in the wider Asia-Pacific?
My hon. Friend is right: this is about opportunity for the UK overall, and specifically for agriculture. It is a gateway to joining CPTPP. New trade deals will bring new export opportunities to British farmers. Global demand for beef and lamb is soaring. We should be wanting to fill part of that global demand. Meat consumption is projected to rise nearly 73% by 2050, particularly in the Asia-Pacific region.

Commons ChamberIs not it fantastic to hear that genuine enthusiasm for business, jobs and the prosperity that results? What a shame we do not hear it from the Opposition. I know that my right hon. Friend the Secretary of State enjoyed her visit to Marrose Abrasives, and there are many opportunities before our negotiations with New Zealand, Australia and the United States. We have conducted public consultations. We have trade advisory groups, so through representative organisations and others, we are open every day to hear from businesses such as Marrose and make sure that their voice is heard and drives our trade policy objectives.

Commons ChamberMy hon. Friend is a strong and passionate voice for Ynys Môn farmers, and the feedback has been extremely positive. Putting the Trade and Agriculture Commission on a statutory footing has been welcomed by NFU Cymru. Indeed, its president, John Davies, said that this
“is a milestone moment and one that should be welcomed by all those who care about our food, environment and high standards of production.”
Latest figures show that the UK’s agrifood sector is now worth £122 billion to the UK’s economy, and there is plenty of room for growth. As we set out into the world as an independent global trading nation, will my right hon. Friend confirm that, even though we have the weight of the Trade and Agriculture Commission in place, UK agriculture will be at the forefront of his mind as we go forward in future trade negotiations?
My hon. Friend is absolutely right, and—crucially—we would never want UK agriculture to be sidelined from our trade agenda. We need and have UK agriculture fully on board, to take advantage of selling our fantastic British food and drink produce to foreign markets. Already, for the first time in many years, we are selling beef to the US, pork to Taiwan, and we have secured better agrifood protection in our recent UK-Japan trade deal.
