Commons ChamberMembers of the Muslim community in Aylesbury are extremely distressed by recent events in East Jerusalem, describing this as a moment of deep anguish and sorrow. They want an immediate end to the eviction of Palestinians from their homes, as well as immediate and concrete progress towards a two-state solution. Does my right hon. Friend agree that that is, in fact, the only way to deliver Palestinian self-determination, to permanently end the Arab-Israeli conflict and to preserve Israel’s Jewish and democratic identity and, therefore, that his Department remains committed to achieving a solution based on 1967 borders, with agreed land swaps?
I think that Members in every part of this House, and our constituents, will have been deeply distressed by the images we have seen from some of the most holy sites not only in Islam but in Christianity and Judaism. It is in everybody’s interest to de-escalate, to bring this current period of violence to a conclusion and, as my hon. Friend says, to work towards the long-standing UK Government position of a peaceful, two-state solution based on the lines, with agreed land swaps, through a political process.

Commons ChamberLike many across the House, I share the hon. Lady’s concern about what we saw with the recent football episode. Given the strong lead taken by the Prime Minister and the Culture Secretary, we also saw a swift rowing back from the earlier planned initiative. The hon. Lady makes an interesting point about reform, and of course we take those on board.
The measures announced by the Foreign Secretary are extremely welcome, underlining the Government’s commitment to tackling corruption and its toxic impact on some of the poorest people in the world. Can he reassure me that these new sanctions will work in conjunction with other measures that the Government are taking to tackle global corruption, including spending more to support open societies and to help resolve overseas conflicts?
My hon. Friend is absolutely right. We have prioritised, amid a difficult settlement this year, the open societies agenda, and there is £419 million going into it. I cannot tell him the precise allocation country by country, because we are quite careful not to do that—it often gives such regimes and countries a tool or influence, and it exposes charities, non-governmental organisations and journalists to greater vulnerability.

I am not aware of any formal talks towards a formal trade partnership with China currently taking place, but we must be clear eyed about this. We must co-operate with China, but we will not be held back from shining a light on human rights violations.
Freedom of speech is a fundamental part of our British democracy. Can my hon. Friend confirm that he unequivocally supports the right of Members of this House to criticise China over human rights abuses? Does he agree that it is our duty to draw attention to outrages perpetrated by the Chinese Communist party in Xinjiang and elsewhere whenever we learn of them?
My hon. Friend is absolutely right. The fundamental difference between our two countries is that parliamentarians in the United Kingdom have freedom of speech and are allowed to raise issues in this place and outside it without fear or favour—that is the fundamental difference that China does not quite seem to understand. Its attempt to silence those highlighting violations in Xinjiang is not only, frankly, ridiculous; it is unacceptable and unwarranted. The Prime Minister has made it clear that the freedom of parliamentarians to speak out in opposition to human rights violations is fundamental, and that is why this Government stand firmly with all those who have been sanctioned.

I thank the hon. Lady for her point, but, as I have said previously in this session, our strategy is demonstrated by our action. We have taken both practical and diplomatic action with regards to Hong Kong; we also take international action and bring together our international partners, including Australia and New Zealand, to whom she refers. As I said to my right hon. Friend the Member for Bournemouth East (Mr Ellwood), who is not in his place, when the integrated review is published it will very much reflect the broader strategy globally.
The legally binding joint declaration was signed by China as well as the UK and makes clear that Hong Kong will have a high degree of autonomy. Does my hon. Friend agree that China must respect that, and will he assure the House that the UK will redouble its efforts with international partners to ensure that China does not just hear words of condemnation, but feels appropriate acts that demonstrate our disdain for these despicable attacks on democracy?
My hon. Friend is absolutely right to raise that. We consistently raise our concerns with the Chinese authorities, and the Hong Kong authorities as well. As I referred to earlier, we have raised our concerns at the UN, where 38 countries joined our statement on 6 October expressing our deep concern about Hong Kong, and we will continue to bring together international partners in that regard to stand up for all Hongkongers.

Commons ChamberI think it is true to say that, particularly in eastern and central Europe—I think in particular of Czechoslovakia, where my father came from—the trade union movement has been closely aligned with the human rights movement and the cause of liberty for many years, including under the Soviet Union. I join her in the spirit of solidarity with unions that are feeling imperilled at this time. We certainly stand with them, as we do with the journalists, for the basic principles of freedom and liberty that unite us all.
We have already heard about the appalling treatment of journalists by the Belarusian authorities, and I welcome my right hon. Friend’s condemnation of that behaviour, as well as the financial support for those trying to shine a light on the disgraceful events in Belarus. Does he share my concern about censorship in Belarus, given that the Committee to Protect Journalists reports that mobile internet services have been deliberately disrupted, and independent news websites have been blocked? Does he further agree that there must be free and unfettered access to news and information in Belarus?
My hon. Friend is right, and the first liberty that any despot or dictator goes for is freedom of speech, or freedom of expression, because those are the liberties that guard all the others, and they shine a light on mispractices that take place. We absolutely stand with the people of Belarus for freedom of expression, and against any attacks on journalists, the media, or social media, including the internet.

Commons ChamberI am always happy to meet parliamentary colleagues about important issues such as this. The likely timing of the Court of Cassation judgment may make it difficult to do so before Monday, but I assure the hon. Lady that we will continue to make every effort to prevent the death penalty, whether it be in Bahrain or more widely. I assure her that even if the death penalty is upheld by the Court of Cassation, that will not be the end of our efforts to prevent the death penalty in Bahrain. As I say, I am more than happy to facilitate a meeting with her and with parliamentary colleagues.
I wonder whether my right hon. Friend could tell the House what wider measures his Department is taking to ensure political reform and democratic accountability in Bahrain.
Bahrain remains one of only two countries in the Gulf with an elected Parliament. UK support has strengthened the institutional capacity of the Bahraini Parliament’s secretariat, and we have enhanced the skills of staff to support MPs in their oversight of the Government. In addition, we have helped local NGOs to raise Bahraini youth awareness of democracy and parliamentary work, and we will continue to pursue those things.

Commons ChamberWhat has happened to the people of Hong Kong is chilling. In one sinister moment, their rights and freedoms have been swept away. These are rights and freedoms that we perhaps take for granted too often here, but we must defend them to the hilt. Will my right hon. Friend reassure the people of Hong Kong that it is not only the British Parliament but the British people who stand alongside them, and will he therefore make it clear that Britain will do whatever it takes to make the Chinese understand that they cannot behave in this way without consequences?
My hon. Friend is absolutely right. It feels to me, from the various interventions and points that have been made in relation to the polling that has been done on this, that we are sending out a clear message to the people of Hong Kong: we stand with you as a Government, as a House and as a country.

I thank the hon. Lady for her question. Of course, any asylum issue is a matter for the Home Office. I understand that advice has been put out to take into consideration across our network the situation that Uyghur Muslims find themselves in.
Does my hon. Friend agree that if China is to play a leading role in the international community, it must quite simply abide by international laws and human rights?
My hon. Friend puts it absolutely correctly. As I said earlier, our approach to China should be clear eyed and rooted in our values and our interests. China is a leading member of the international community and we have a strong and constructive relationship in many areas. It has to be part of the solution to many major global problems, whether that is global health, as we have seen in the past few months, or climate change. It has always been the case that where we have concerns, we raise them, and where the United Kingdom needs to intervene, we will.

Commons ChamberThere is a saying that charity begins at home, and over the past few months we have witnessed extraordinary acts of charity and kindness across the United Kingdom. Confronted by coronavirus, people have volunteered to help neighbours who are shielding, donated to food banks to help the hungry and contributed to appeals raising funds. We have truly seen the best of British. However, charity does not end at home. Our help is needed not just here, but in other countries and on other continents—perhaps nowhere more so than in Africa. That is why I whole- heartedly support these measures and will speak specifically to those affecting the African Development Bank.
The bank is, as we have heard, an important player in African nations’ development, and crucial in the reduction of poverty. Right now, there is a pressing need for the bank to help African countries cope with coronavirus. Many of them do not have the resilience that exists here in the UK. A considerable number have to cope with malaria, and Congo is tackling an outbreak of Ebola. There are fears that covid-19 could lead to a wider food and health crisis, and deep concerns of lasting damage to economies that are already fragile. Although there has undoubtedly been considerable progress in economic development over the past 10 years or so, there is a real risk of that being undone. The African Development Bank is being called on to ensure that that does not happen and to provide immediate help in many parts of the continent.
That underlines the role that the African Development Bank has built in recent years. Its High 5s initiative focuses on providing infrastructure through prioritising the needs that are most pressing across the continent: sanitation and water, energy, transport, finance and agriculture. Those are ultimately all about enabling and equipping the people of Africa to improve their own lives.
The UK’s contribution to the replenishment of the African Development Fund will undoubtedly have a marked beneficial impact on the objectives of inclusive and green growth. The greater focus on climate and gender in designing projects agreed as part of this replenishment are extremely welcome reforms to the bank. I am also pleased to see a commitment to speedier delivery of project funds. Similarly, it is encouraging to see that approximately £100 million is dependent on a positive mid-term review, underlining the need for contributions from the UK to be based on effective performance. I look forward to hearing more from the Minister about how that will be assessed.
On the instrument on further payment to capital stock, it is worth highlighting the beneficial impact that a relatively modest immediate payment for shares brings, as the increased capital stock then enables the bank to leverage its balance sheet on the capital markets to mobilise private sector financing for projects. It is a matter not simply of giving money, but of demonstrating confidence and thus building even greater capability.
The instrument on the multilateral debt relief initiative honours our commitment to cancelling the debt of some of the poorest nations in the world, and I fervently hope that the UK’s financial assistance to the African Development Fund will make a material difference to those countries’ ability to tackle poverty and develop economically now that the burden of unmanageable debt has been relieved.
Although the UK’s shareholding in the African Development Bank is relatively small, I know from conversations with senior members of staff at the bank that we are seen as a very important stakeholder. Our commitment at this time sends a strong message to other shareholders and donor nations. That is surely welcome.
One reason I was keen to speak on the African Development Bank is that, among multilateral development banks, it is in a unique position. It is headquartered and based in Africa and has teams on the ground that really understand African nations and can interact with Governments to help both public finance management and governance. With technical and financial expertise, it is able to mobilise resources and improve capacity so that countries can reduce their dependence on donor funding.
These instruments today are a reminder of the potential for the UK and African nations to forge closer and stronger relations, especially as we leave the transition period following our departure from the EU. Our historical relationship and, in the case of many African countries, shared membership of the Commonwealth also provides opportunities. The president of the African Development Bank himself said on a visit to London in January:
“As wealth grows in Africa, it leads to wealth growth for the UK.”
He pointed out that our strong trading and cultural ties give British investors a head start in Africa, where, as he put it, there are
“huge markets, brimming with enormous investment opportunities.”
It is therefore perhaps something of a pity that foreign direct investment from the UK to Africa has fallen by a third since 2015, but I hope that the Government’s commitment to the African Development Bank, as demonstrated by this new funding, will provide at least a nudge to investors to consider the potential for imaginative and bold action that could bring mutual benefit.
It is important that the British taxpayer has confidence that the money devoted to development is spent wisely and carefully. There have been too many cases in the past of waste, profligacy and worse. Wherever our development funds are sent, there must be thorough auditing of projects and robust analysis of their real-world impact on the people in greatest need.
Does my hon. Friend agree that the prime way of ensuring that there is really good value for money, apart from all the structures that have been put in place, is the Independent Commission for Aid Impact, which was set up by the coalition Government in 2010? It is the taxpayer’s friend. It is independent of Government; it reports not to the Executive or to the Department but to Parliament and, at the moment, to a Sub-Committee of the International Development Committee. Does he agree that it is very important, for precisely the purpose he set out, that ICAI should be retained in full?
I do indeed, and I take the point that my right hon. Friend makes. I was going to mention that I am indeed pleased that the Independent Commission for Aid Impact is currently conducting a review of the effectiveness of DFID’s support for the African Development Bank Group. It is perhaps a pity that it was not able to report before the decisions that will be taken today, but that is understandable given the limitations caused by coronavirus. As a general principle, it surely makes a lot of sense to have the independent scrutiny that my right hon. Friend refers to.
Additional scrutiny of how we spend development money is inevitable. As here in the UK we confront the worst recession we have known, it will be vital to demonstrate how supporting development initiatives is beneficial to us all. I feel confident that Ministers will ensure that that is the case with the moneys we are discussing. The Minister may even wish to provide me with some reassurance on that momentarily.
It is right that, even in difficult economic times at home, we continue to support those elsewhere who are much worse off. These funds for the African Development Bank and those for the International Development Association of the World Bank illustrate how Britain can be a force for good by making solid financial and political commitments that contribute towards economic development and social progress around the globe.

Commons ChamberThe hon. Lady raises a perfectly good point. We will talk with all our international partners about this. China’s size and scale and potential growth means it has asymmetric economic power in this regard, but of course we are not going to just turn a blind eye. I have set out the measures, and we will look very carefully with our wider partners at what further action we can take. We want to try to engage with China and moderate its conduct, and that will be the lodestar for the action we take and that we try to galvanise the international community to take.
The Foreign Secretary’s statement standing up for the people of Hong Kong is very welcome, not least given our historical ties and responsibilities. Will my right hon. Friend outline to the House what action he is taking with other members of the Commonwealth to combat the proposed actions of the Chinese Government?
I spoke last night to my opposite numbers from New Zealand, Australia and Canada, along with Secretary of State Mike Pompeo, but that is the starting point, not the point of arrival. We have got to make sure we build this up into a broader groundswell. Working with Five Eyes and our European partners is important, but I have also spoken both to people within the Commonwealth and outside—I spoke to my Japanese opposite number this morning—and we must try to make this as broad a group as possible, based on a like-minded attachment to the principles of, and adherence to, international law.
