I thank my right hon. Friend and colleagues from all parts of the House for their campaigning over many years on this issue. As I said, it is right not only that we extend our sympathies to those affected, but that we carefully consider the recommendations from the Patient Safety Commissioner’s report. I can assure my right hon. Friend that we will do that with all due haste, and I know that the Health Secretary will keep the House updated.

Why did the Prime Minister downgrade the role of Minister for Disabled People? What message does he think that sends to disabled people, and will he commit to reconsider that move and ensure that the role is held by a Minister of State? If not, will he agree to meet with me and disabled people’s organisations to explain his reasoning?

Actually, the Minister for Disabled People, my hon. Friend the Member for Mid Sussex (Mims Davies), is going to do a fantastic job, because she cares passionately about this issue. This Government have a record to be proud of, whether that is supporting many more of those with disabilities into work and ensuring they can live independently, or making sure that children with complex disabilities have access to more changing places across the country. Those are the values of this Conservative Government.

I would also like to say to Brianna Ghey’s mum, who is here, that as I said earlier this week, what happened was an unspeakable and shocking tragedy. In the face of that, for her mother to demonstrate the compassion and empathy that she did last weekend demonstrated the very best of humanity in the face of seeing the very worst of humanity. She deserves all our admiration and praise for that.

Public servants should rightly focus on delivering for the public and taxpayers. It is disappointing to hear from my hon. Friend that his local Liberal Democrat council is not doing that—instead reducing, as I have heard, staff contact hours and costing residents more. I urge the council to reconsider its decision, because his residents and constituents under South Cambridgeshire District Council clearly deserve better.

Q9. In Lewisham we are gearing up to mark the 75th anniversary of HMT Empire Windrush arriving in the UK. Our deputy mayor Brenda Dacres is co-ordinating our local events and is herself a daughter of Windrush generation parents. Sadly, at the same time, she is organising advice surgeries for families who have been denied their rights and are still waiting for support from the Windrush compensation scheme, four years after it opened. With that landmark anniversary coming next month, will the Prime Minister commit to ensuring that everyone finally gets the compensation they deserve?

I pay tribute to the hon. Lady’s constituents for all the work they are doing locally. The Home Office and the Government are delivering on the vast majority of the recommendations from Wendy Williams’s report into the situation. We have already paid out or offered more than £70 million in compensation, I believe, and there are hundreds of engagement events happening to ensure that people are aware of what they are able to access. We will continue that engagement, as we promised.

I share my hon. Friend’s disappointment that after a decision taken by the Labour-run council behind closed doors, there will no longer be a Christmas market in Lincoln, ending its 40 years of history. Lincoln deserves better, and I urge the people of the city to vote Conservative.

Q3. Ahead of tomorrow’s local elections, I have been campaigning in Medway and Swindon. The word on the doorstep is that people are ready for a change, and will be switching their votes from the Conservatives to Labour. However, I am concerned that only 4% of those without valid ID have applied online for a voter authority certificate. Will the Prime Minister commit to a post-election review of how many people have effectively been disenfranchised by his Government’s response to the virtually non-existent problem of voter fraud?

I commend my hon. Friend for her work in this area. I absolutely recognise the concern that she raises, both on the environmental impact of disposable vapes and on their appeal to children. The Department of Health and Social Care has announced a call for evidence to look at reducing youth vaping, including on vape appearance, flavours and marketing. We have also been clear that all electrical waste should be disposed of properly, and the Department for Environment, Food and Rural Affairs is looking actively at what changes in legislation might be needed to ensure that the vaping sector foots the bill for the collection and treatment of its used products.

Q6.   As we celebrate the lives of Lily Savage and Dame Edna Everage, Turning Point UK is planning to protest at a drag story time event in my constituency on Saturday for the third time this year. Those events are friendly, inclusive opportunities for children to hear a story and learn about equality. By contrast, Turning Point UK members seek to intimidate our young people. They share misleading images on social media implying that the events are inappropriate. Will the Prime Minister condemn Turning Point UK’s attempts to spread hatred and division in my constituency and across the country?

I am not aware of the specific allegations that the hon. Lady brings to light, but in general we should treat everybody with respect, understanding and compassion, and people should be allowed to gather and associate freely, within the bounds of the law. But, as we have said, it is important that the material that children are exposed to in classrooms is sensitive and age-appropriate, and that is why we are currently reviewing the relationships, sex and health education guidance.

While I broadly agree with my right hon. Friend that that is the best way to help people over time, in a particular circumstance such as this, and given the types of people we are trying to help, I believe that direct cash transfers are the right way, rather than going through the tax system. I have talked to my right hon. Friend the Energy Secretary about the issue that my right hon. Friend raises. He is right to raise it, and I know that the Energy Secretary is focused on ensuring that the fuel duty cut is passed on.

Does the Chancellor now admit that he got it wrong in excluding disabled people from the warm home discount, which excluded 210,000 people who desperately needed help? Can I have confirmation that this announcement means that those 210,000 people are now eligible?

The warm home discount is an existing scheme that covers only 3 million households. It is also funded by other billpayers. What we are doing today is setting out Exchequer-funded support to all those on means-tested benefits, so that anyone on those benefits will benefit from the £650. Additionally, those in receipt of any other disability benefits, which are non-means-tested, will receive £150.

T2. Research by Scope showed that one third of disabled households were already living in poverty last year. NatCen’s recent report on health and disability benefits, which was commissioned by the Government, further illustrates the devastating impact of insufficient financial support. What do Ministers have to say to disabled people who are already struggling and are now living in fear of worse to come?

We are spending record amounts on supporting those who are disabled. Relative to the OECD, I think we are spending in excess of the average for other leading countries. My right hon. Friend the Secretary of State for Work and Pensions has a particular programme of support in place to help those who are disabled to move into employment; plans were announced earlier this year.

My hon. Friend makes an excellent point, and the way he framed it was spot on. He will be reassured to know that the Chancellor of the Duchy of Lancaster has written to IPSA on behalf of the Government, the Prime Minister and I to express our views on the situation, to inform it about the pay policy that we have put in place in the public sector and to urge it to take account of that when it sets pay policy. Of course, it is an independent body, but I hope very much that it will look at what we are doing.

The Youth Violence Commission report, published earlier this year, highlighted the importance of high-quality youth services provision, yet in a recent written response to the report, the Under-Secretary of State for the Home Department, the hon. Member for Louth and Horncastle (Victoria Atkins), made no mention of the youth investment fund, and neither did the Chancellor today. Indeed, when the hon. Member for Southend West (Sir David Amess) asked about it, the Chancellor did not seem to know what he was on about. Does this mean that the promised and already delayed £500 million has been shelved?

No, it has not been shelved, and I can he tell the hon. Lady that there is extra funding in this spending review for youth services. There is an amount of money for extra capital projects for youth clubs and, of course, funding for the National Citizen Service. More generally, the Government will review their approach to all youth services later this spring, and my right hon. Friend the Secretary of State will set out the details in due course.

My hon. Friend is absolutely right. That is something the Committee on Climate Change also mentioned, which is why in the Budget we doubled the investment that we put into flood defences. That was the right thing to do. It will build resilience in our communities and protect our natural environment. I do not know the specifics of the timing of the announcement that he alludes to, but I am happy to go away and take a look at it. I know how important it is to him and his constituents that we are able to protect them from the devastating flooding that we have seen in recent years.

Disabled people and charities are concerned about the lack of support available to enable high-risk individuals to return to work safely when the shielding programme ends. Ministers have said they expect employers to do the right thing and ensure that workplaces are covid secure. Where it is impossible for an employer to do this, individuals could be forced to put their health at risk just to make ends meet. Will the Government consider extending the full job retention scheme for those who are not able to return to work safely?

Based on the medical advice, it has been determined that the shielding population can return to work safely after the end of the month. That is already clear and has been announced. We have published extensive guidance and guidelines for workplaces to make them safe, so people can take comfort from that. If there are more things that we need to do, I am sure the hon. Lady will send them to the Business Secretary for the workplaces, or indeed to me, and we will happily take a look at them.
