I was pleased to speak with Prime Minister Netanyahu, who thanked the UK for its support of Israel’s security over the weekend. We discussed the situation and how Iran is isolated on the world stage. I also made the point to him that significant escalation is not in anyone’s interest and that it is a time for calm heads to prevail. I also reiterated our concerns about the humanitarian situation in Gaza. I welcome the statements and commitments that the Israeli Government have made about significantly increasing aid into Gaza, and now we need to see those commitments delivered.

Q12. Residents in Smalley and Denby now face two huge solar farm applications. There is only a 500-metre gap between them and both sites are wholly in the green belt. Does the Prime Minister agree that we should change planning guidance to make it absolutely clear that productive farms in the green belt are not the right place for solar farms, and that the investment and the time being spent should go on sites that might be appropriate, such as car parks, brownfield land or roofs of industrial buildings, rather than wasting people’s time and causing fear?

My hon. Friend is right that, particularly at a time of increased geopolitical risk, we must protect our nation’s food security and therefore our most valuable agricultural land. We do want to see more solar, which is one of the cheapest forms of energy, but, as he said, on brownfield sites, rooftops and away from our best agricultural land. That is why our recently published national infrastructure planning rules set out the requirement for solar not to be placed on what is described as the best and most valuable versatile land where possible. The Secretaries of State for Energy Security and Net Zero and for Environment, Food and Rural Affairs are ensuring that developers and planning authorities strike the right balance so that we can deliver what my hon. Friend wants, which is more British food grown here at home.

Not only are we going to deliver on our manifesto commitment to build 40 new hospitals across the country by 2030, we are not stopping there; we are also delivering 100 hospital upgrades across the country, and crucially more than 100 new community diagnostic centres to speed up treatment for people, including in the constituency of the deputy Leader of the Opposition, and the constituencies of the shadow Work and Pensions Secretary, the shadow Energy Secretary, the shadow Justice Secretary and the shadow Attorney General. That is how committed we are.

Let me end on this. The Leader of the Opposition mentioned Hillingdon Hospital in Uxbridge. I want to help the people of this country. I want to make sure that not only can they get to work but they get the care that they need. Why on earth does he want to charge them £12.50 every time they visit their GP and hospital?

Q3. There was welcome news this morning of inflation falling by more than expected. Businesses in my constituency are trying to plan their pricing for next January and are struggling because of the proposals to introduce the extended producer responsibility. They do not yet have the information on how much it will cost or how it will work. Will the Prime Minister look at pausing and resetting that programme, so that in January we do not see price rises in our supermarkets without the consequent reduction in packaging and increase in recycling that we all want to see?

This is something that has been raised with me by those in the industry. We are committed to protecting the environment and delivering on our net zero targets, but the Department for Environment, Food and Rural Affairs is continuing to engage closely with manufacturers, retailers and packaging companies on the precise design of the scheme. I know that Ministers will continue to keep this House and my hon. Friend updated.

It is great that the Labour party has realised that it is the taxpayer’s money and not the Government’s money. I am glad that it has joined us in recognising that. I can say categorically that no one has written this off; we are going after it, as the Chief Secretary said. We invested £100 million last March in creating a taxpayer protection taskforce staffed with over 1,200 people to recover hopefully up to £1 billion. That is just one of the many things we are doing, as well as taking more powers to go after rogue directors, enabling Companies House to do exactly that. The hon. Lady asked about the National Crime Agency. I am pleased to tell her that it has already helped in investigations that have led to 13 arrests with regard to bounce back fraud, so that work is already under way.

T4. Does the Chancellor agree that one of the key lessons from the pandemic was about helping people to improve their own financial resilience by saving? Will he now finally support measures to extend auto-enrolment down to the first pound of earnings and down to those aged 18, so that we can help everyone start saving for a pension for their retirement?

Those in the public sector who earn less than £24,000, which is the UK national median wage, will receive a fixed increase of at least £250. That is 2.1 million people—38% of the workforce. [Interruption.] Well, it will depend on each worker’s exact salary, but there will be a fixed increase of £250 for all of those 2 million workers.

I welcome much of the Chancellor’s statement, and look forward to sending him the bid for the Ripley-Codnor bypass. Is he able to offer any encouragement to the supply chain of the hospitality industry? He is supporting the restaurants and pubs that are closed, but not the important businesses that supply them and also cannot trade because they have no customers to sell to.

Obviously those businesses will be able to use the generous terms of the furlough scheme for their staff through the winter period. The more than £1 billion of funding that we made available to local authorities before the start of the latest national restrictions was also to support businesses and local economies in the way that authorities saw fit throughout the winter period. That funding is available at a local level, perhaps to do some of the things that my hon. Friend mentioned.

Sovereign gilt issues will remain a reserved competency, but one of our hopes is that creating a sovereign green bond market will catalyse a domestic green bond market, as we have seen elsewhere, which would provide a benchmark for private companies to issue private green credit. I hope that will provide more capital for more companies in every part of the UK.

I thank the Chancellor for his statement. Does he agree that our financial system should also be the cleanest in the world and free from dirty criminal and corrupt money? Would he look further at the failure to prevent economic crime across our financial sector?

My hon. Friend has focused on that issue for as long as I have been in this House—and rightly so. He will know that we passed the Sanctions and Anti-Money Laundering Act 2018 the year before last, and in the Budget we said we would consult on introducing an economic crime levy that would provide additional funds to combat the scourge of crime in our financial system. My hon. Friend the Economic Secretary will be outlining further measures on market abuse in the debate on the Financial Services Bill.

I thank the Chancellor for his announcement today, which is exactly what Amber Valley businesses have been asking for. Is there any way he can allow them to bring back some employees part-time, earlier than his extension, so that they can perhaps reopen their businesses next month rather than having to wait until a later date?

That is a very fair question and one that I have looked at. There is an issue of operational complexity in designing the part-time aspect of the scheme in consultation with business and unions to ensure that we can enforce it properly. I think that the earliest that we can reasonably do it is in the extension period, as I mentioned. Of course, if there are ways for us to do that sooner, we will, but I would not want to commit to that today as it is a complicated thing to get right.

We are undertaking a fair funding review of local authorities’ relative needs and resources to address concerns about the fairness of the current system, and I am pleased to say that we are making good progress in collaboration with the sector in order to introduce a simple, fair and transparent funding formula.

Councils across Derbyshire have suffered under the previous funding formula, and I welcome the consultation and the fact that Derbyshire is one of the business rate retention pilots. Does my hon. Friend agree that local councils could achieve a double whammy by encouraging local growth and creating more jobs, and also by raising their own funds through the increased business rates?
