Mr Speaker, as this is the last Prime Minister’s questions before recess, I know that the whole House will want to join me in wishing you and all the House staff a very merry Christmas and a happy new year. I know that Members will also want to join me in sending our warmest wishes to our armed forces based at home and stationed overseas, our emergency services and all those who will be working over Christmas too. Finally, I know that everyone will want to join me in wishing Mark Drakeford all the best as he moves on from his many, many years of devoted public service.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

May I concur with the Prime Minister’s comments about our armed forces, Christmas and Mark Drakeford?

My constituent Fred Bates is 74, he has liver cancer and he is a victim of the contaminated blood products scandal. The Prime Minister had a chance to do right by Fred last week, but he failed to do so and lost the vote in this House. After half a century, Fred wishes to know when he and fellow survivors will be compensated and get justice.

As previously discussed, depending on people’s particular employment circumstances, they might well be eligible for statutory sick pay even though they are self-employed or in the gig economy. We have already taken measures to ensure that they are eligible for those benefits and for employment and support allowance from day one, rather than day four and day eight respectively, and we have further strengthened the safety net with an investment of £1 billion.

Hundreds upon hundreds of aviation workers in my constituency were sent home today. Coronavirus has devastated the airline industry. Because they had less than three years’ experience, 21 days’ pay is all they get, with no prospect of a job going forward. Can the Chancellor give us more information on the aviation package that he has announced tonight?

We are in active dialogue with the key companies in the sector, both airlines and airports, to discuss what specific support might be required. In the circumstances, it would not be appropriate for me to comment on the measures that individual companies might want to engage with us on, but the hon. Gentleman can rest assured that we are working hard for the industry.

T9. Given that local services face a funding gap of at least £5.8 billion by 2019-20, when will the Minister provide an update on the roll-out of the 100% business rates retention pilots and end the uncertainty faced by Manchester City Council and Trafford Council, which cover my constituency?

I am delighted that Manchester, like several other authorities, is a beneficiary of the Government’s 100% business rates retention pilot, which is ensuring that local authorities keep an extra £1 billion this year. We will announce plans for a further round of pilots shortly after the local elections.
