We have been consistently clear that we are concerned about the humanitarian situation in Gaza. We have called on the Israelis to open up more aid corridors and have them open more often; they set out a series of steps just recently, and now we want to see them deliver on those.

The middle east is in a crisis, and I and thousands of my Riverside constituents have been calling for a ceasefire to end the destruction in Gaza and prevent a widening conflict in the middle east. The Prime Minister has talked about diplomatic action towards a two-state solution. Can he say what action he is taking against the far-right Ministers in the Israeli Government who are opposed to a two-state solution?

We have been very clear that our view is that we should have a two-state solution, and we are making sure we do everything we can to contribute to that aim.

I am sorry to hear about the delays faced by my hon. Friend’s constituents, which I know will be disruptive to their lives. It is important that we have proper connectivity in our local areas, and I will ensure that he gets the relevant meeting he needs to put pressure on Network Rail to improve the service it is providing.

Q13. Children and young adults are most likely to be the victims or perpetrators of knife crime. Ava White was 12 years old when she was stabbed and killed by a 14-year-old in Liverpool city centre in 2021. Danny Jamieson was 16 when he died as a result of knife crime. Their mothers, Leann and Mandy, are campaigning for tougher sentences for knife crime. Will the Prime Minister support the Danny and Ava campaign to end the scourge of knife crime on our streets?

I express my condolences to Danny and Ava’s families, and the families of all the young people whose lives have been so tragically cut short by knife crime. We have plans in place to cut knife crime, and they are working—we have confiscated over 120,000 weapons, we have cut violent crime in half since 2010, and more dangerous criminals are going to jail for longer. We are bringing forward legislation to increase sentences for knife crime and to ban zombie knives, and I very much hope that the hon. Lady and her party will support those proposals when they are put before the House.

My hon. Friend is right that we need to redouble our efforts and inject fresh energy into demonstrating progress towards that better future. The most immediate thing we can do is ensure that there is a future in Gaza after Hamas that provides Palestinians with the opportunity to live with dignity and security. That is something that we are actively engaged on with our international counterparts.

Prime Minister, you state in your statement that you stand with the people of Palestine and recognise their suffering, but according to NGOs on the ground in Gaza, 100 children are dying every day due to Israeli aerial bombardment. Military solutions are not going to end this conflict. Only an immediate ceasefire will, so are you going to call for an immediate ceasefire—yes or no?

This House stands united in saying that Israel has a right to defend itself. Then it should stand united with Israel’s right to defend itself in line with international humanitarian law.

I thank my right hon. Friend for his comments—he is rightly a champion of the Jewish community in his constituency. Like him, I am clear that there is zero tolerance of antisemitism in the UK. We will continue to do everything we can to ensure the security and safety of our Jewish citizens.

I stand with this House in condemnation of Hamas’s appalling killing of innocent Israeli civilians and call for the immediate safe return of all the hostages, but I am very concerned about the increasing numbers of deaths of innocent Palestinians. The forced mass displacement of Gazans is leading to a massive humanitarian crisis, so can the Prime Minister explain what the Government are doing to prevent this? Has he demanded an immediate ceasefire to end the collective punishment of civilians?

I believe that we must absolutely support Israel’s right to defend itself and to ensure that attacks like this cannot happen again, but as a friend, we will continue to call on Israel to take every precaution to avoid harming civilians, and we will provide humanitarian support.

My right hon. Friend is absolutely right to raise this important issue. While we are getting on providing significant support to families with the cost of living, the Labour Mayor of London, to whom transport is devolved, is busily putting it up, imposing the ULEZ charge against the overwhelming views of residents and businesses. It is disappointing that he is not listening to the British public and the public in outer London, but what is more, his plan to raise costs on working families is totally backed by the Leader of the Opposition.

Q2. Prime Minister, new data from the End Child Poverty coalition and Loughborough University shows that your Government’s austerity measures have plunged 4.2 million children into poverty, 70% of them in working households. In Liverpool, Riverside, 42% are living in poverty—that is up 7% since 2015. Will the Prime Minister commit to scrapping the cruel and ineffectual two-child limit, lift 250,000 children out of poverty and meet anti-poverty organisations?

I gently point out to the hon. Lady that there are, in fact, 400,000 fewer children in absolute poverty than in 2010. We know that work is the best route out of poverty for families, so with employment at record levels, as we saw yesterday, I am pleased that there are now over 600,000 fewer children in workless households than in 2010. The specific policy she raises actually ensures fairness by asking families on benefits to make the same financial decisions as families supporting themselves solely through work.

On my hon. Friend’s first observation, all I can say is “Ouch!” But thank you: I look forward to the game.

On the second, more substantive matter, this Government have passed the serious disruption order, which will ensure that the police have the powers they need to tackle slow-moving protests. It is a power that the police specifically asked the Government for. We have delivered it and put it in legislation, and my hon. Friend knows what I know, which is that the Labour party tried to block that from happening.

We have 4 million children living in poverty in this country, yet we are the fifth richest economy in the world, so why does the Prime Minister not support universal free school meals for all children, to help end child poverty?

The numbers are actually as follows. Since 2010, there are 1.7 million fewer people living in poverty as a result of the actions of this Government, and that includes hundreds of thousands fewer children living in poverty. Most importantly, like the hon. Lady, I want to ensure that children do not grow up in poverty, and we know that the best way to do that is to ensure that they do not grow up in a workless household. That is why we have reduced the number of children growing up in a workless household by several thousand, and that is the most powerful thing we can do in the long run to give those children the best possible start in life.

I can give my right hon. Friend that assurance. I know this is something that he cares passionately about. The implementation of the protocol is having an impact for communities in Northern Ireland. That is why it needs to be addressed, which is what we are attempting to do through constructive dialogue, but the goal in that must be to ensure Northern Ireland’s place in our precious Union.

Since the election of the fascist Israeli Government in December last year, there has been an increase in human rights violations against Palestinian civilians, including children. Can the Prime Minister tell us how he is challenging what Amnesty and other human rights organisations are referring to as an apartheid state?

I am not sure that I followed the hon. Gentleman’s question, but I know that while many families are facing difficult times, we are providing significant support for them—in total, £37 billion, or 1.5% of GDP. The support we announced today and in February is worth up to £1,200 for a typical vulnerable household—a third of the country.

In my Liverpool, Riverside constituency, 10 children in a class of 30 are living in poverty, with two thirds living in working families on poverty wages. The targeted one-off payment does not go far enough. Does the Chancellor not agree that increasing welfare benefits in line with inflation and lifting the two-child cap will tackle this problem long term, whereas what he proposes today is a sticking plaster on a gaping wound?

The hon. Lady may not have heard what I said the last few times I answered this question. What we are doing is more generous than uprating. Uprating is worth on average just over £500; the one-off payment we are providing is £650.

The Government, of course, recognise that inflation is rising and are closely monitoring the situation together with the Bank of England. We are also putting in place policies to help families meet the rising cost of living, such as freezing duties, cutting the tax rate in universal credit and increasing the national living wage. Last month I announced to this House a £9 billion package of support to help households with rising energy bills.

The question was about what assessment has been made. The Resolution Foundation predicts that inflation will rise above 8% but benefits will increase by only 3%. Liverpool has some of the most deprived communities in this country, with 33% of children in my Riverside constituency suffering poverty. Does the Chancellor believe that now is not the time to increase national insurance contributions while the cost of living is increasing, forcing people into poverty at the highest level since the 1970s? Will he commit to putting measures in place in the spring statement?

First, may I put on record my thanks to my hon. Friend, who raised this issue with me some months ago in the run-up to the spending review? I hope that he and his communities are pleased with the funding that was allocated, thanks to his and other interventions. I am of course prepared to work with him and the Secretary of State for Business, Energy and Industrial Strategy to consider all relevant proposals and assess the right options for the taxpayer in this country.

T4. Hospitality is one of the major sectors in Liverpool, Riverside, representing up to 20% of the economy and accounting for 50,000 jobs and 4,000 businesses this time last year, but, sadly, many have been forced to close due to covid. While the freeze on VAT on hospitality until April next year is welcome, the 50% hike to bring it up to 20% in six months’ time is causing a real panic to small businesses in my constituency. Will the Chancellor acknowledge that the planned hike to VAT in hospitality poses a significant risk to our economic recovery and that what we need now are measures that shore up our recovery rather than slow it down?

We did have a measure in last week’s Budget to support the hospitality sector with its recovery, and that is the £1.7 billion cut to business rates next year. That represents the largest single-year cut to business rates in more than 30 years outside of the coronavirus. It provides a 50% discount to hospitality businesses, which I know are important to our local communities. I am sad that the hon. Member did not raise the not one but two levelling-up fund bids that Liverpool enjoyed last week, which I know will also help to regenerate parts of the city and provide improved transport connections to benefit local businesses.
