Commons ChamberFollowing the frankly appalling behaviour of the Labour party leadership to disrupt the SNP’s Opposition day debate on 21 February —[Interruption.] Obviously, they do not like the truth. The Leader of the House told the House that she was sympathetic to the idea not only of the SNP getting another Opposition day debate but of taking it from the allocation given to the Labour party. Could she update the House on how her thinking has developed on those points?
Further to that, on the issue of ministerial responsibility, yesterday it was revealed that neither the Conservatives’ branch manager in Holyrood nor their Energy Minister supports the Government’s energy policy. Will the Leader of the House confirm whether the principle of collective responsibility in government applies to junior Ministers? If so, what advice would she give to any Minister who is unable to support such a key plank of Government policy, either publicly or in any Budget votes ahead?
Finally, the Secretary of State for Science, Innovation and Technology has cost the taxpayer £15,000 after falsely accusing an academic of supporting Hamas. Could we have a debate on the limits of privilege, specifically whether it is now the Government’s policy that Ministers can say whatever they like outside Parliament and be financially indemnified from the consequences by the taxpayer? Does she consider it the taxpayer’s job to underwrite financially the Conservative party’s culture wars whenever its members overstep the mark?

Commons ChamberI thank the Leader for giving us the business and, again, endorse the remarks that the shadow Leader has made about standards. I wish to add my own remarks about the 35th anniversary of the Piper Alpha tragedy. I am sure our thoughts are very much with all those who continue to be affected by the tragic events that took place 35 years ago to this day.
I also wish to say how pleased I am that the Leader of the House enjoyed her visit to St Giles’ Cathedral yesterday for the service of thanksgiving. I hope she did not suffer from a bout of sword envy when she saw Dame Katherine Grainger carrying out that duty yesterday.
This week sees the 75th anniversary of the foundation of the NHS, the inspiration for which came from the experience of the Highlands and Islands Medical Service, established in 1913. I add my own words of thanks for the contribution NHS staff, past, present and future, have made and will make to our collective health and wellbeing as a nation.
Last week, I asked the Leader of the House to make time for debates on why six police forces in England continue to remain in special measures and on why NHS staff sickness in England has hit a record high. There are, alas, no signs of any debates forthcoming on those issues. Can I add to that list a request for a debate on why 28 NHS trusts and integrated care boards across England are in similar special measures, so we can find out what the Government intend to do about that?
This week, members of the Orkney Islands Council agreed that they should explore options for alternative models of governance, including exploring their Nordic connections. There have been some suggestions that they might wish to rejoin Norway and exploit those historical links. It is easy for Members on the SNP Benches to see the attractions of being part of a small, prosperous, energy-rich, independent country of 5.5 million people, so the only question is the constitutional means by which that could be given effect, if a part of the UK wished to leave. Asking for approximately 5.5 million friends, could we have a debate on how that might happen please?
I join the hon. Gentleman in congratulating Dame Katherine Grainger on the incredible job she did. There was a lovely moment in the cathedral when we caught each other’s eye and gave each other a massive grin. She did a tremendous job and it was an incredibly moving service. I again thank everyone who took part in that.
The hon. Gentleman quite often criticises me for being well prepared for our exchanges. I am a former Girl Guide and I believe in that sort of thing, but it is very easy to prepare to answer his questions because they are usually focused on one thing, which is not an issue that is of any relevance to the people he represents. If he were less focused on the cause of independence and more focused on their needs, we might have more clarity on the confusion and concern about the new policy on fishing-free zones this week, announced by the SNP’s coalition partner, which will increase those areas to 47%. Given his brief, he might like to look into that.
If being well prepared is the qualification for a person doing my job, surely it is self-delusion and lack of self-awareness that is the necessary condition to do the job of Opposition Members on the SNP Benches, because only an SNP spokesman would come to this session to ask me a question about police investigations and police performance. Perhaps that self-delusion is hard to sustain in the wake of tens of police investigations. There was more news this week of missing accounts, frustrating the SNP’s auditors from being able to complete their task, and of exactly how much Scottish taxpayers’ money has been spent by the SNP on just one of their foreign jollies. For COP27, they blew nearly £150,000. Not content with staying in Sharm El-Sheikh and flying back to Scotland, they also managed to do an overnight in Milan. No wonder so many of the hon. Gentleman’s colleagues are heading off. Quitting because the going is too tough in opposition is really quite something.

Commons ChamberI thank the Leader of the House for the business and I endorse everything that the shadow Leader of the House said in relation to standards.
I would like to begin by paying tribute to former Scotland manager Craig Brown, one of two great Scots we lost this week. Winifred Margaret Ewing changed the course of Scottish politics when she won her triumphant by-election victory to this place in Hamilton in 1967. Winnie had the distinction of serving across three different Parliaments and opening the Scottish Parliament in 1999. There is no one who did more to popularise and internationalise the cause of Scottish independence. We will miss her greatly.
In Scotland this week, the iconic Caledonian Sleeper rail service was returned to public ownership, where it joined ScotRail, LNER—London North Eastern Railway—Northern Rail, Southeastern, Transport for Wales and TransPennine Express. Although they are often referred to as operators of last resort, experience shows that they make excellent operators of first resort. Perhaps the conclusion to draw is that some things just naturally belong in public ownership, like the water industry in Scotland. Given the current travails of Thames Water, may I suggest that the Leader of the House make time available for a debate on why the public interest should always take precedence over private profit not only in the rail sector but in the provision of water?
I understand that it is the Leader of the House’s custom and practice to spend almost as much time responding to what the SNP spokesperson says as criticising public services in Scotland. Before she gets to that, may I ask that she make time for debates on why six police forces in England continue to remain in special measures and why a report published today shows that NHS staff sickness in England has hit a record high, so that we can find out what the Government intend to do about it?
This is the first time that I have had the honour of responding for my party at business questions. As much as I am looking forward to the Leader of the House’s responses, I am looking forward very much to the inevitable YouTube clip that will follow. In Victorian times, similarly sensationalist outputs were often referred to as “penny dreadfuls”. I very much hope that the Leader of the House does not disappoint in that regard.
I shall try to rise to the challenge. I thank the hon. Gentleman for stepping in today.
May I start by welcoming the fantastic export figures that Scotland recently announced? They are a fantastic tribute to Scotland’s incredible creative businesses and producers, and I congratulate them on that.
I very much enjoyed the hon. Gentleman’s discussing rail travel in Scotland with no regard to the Scottish nationalist Government’s record on ScotRail. While we are on the topic of transport, I was briefly cheered this week that ferry services—[Interruption.] No, this is good news. I was cheered that ferry services were being stood up on the Uist route, but then news reached me that, due to demand outstripping availability, anyone in a camper van was not allowed to use them. I am sure it is nothing personal.
I do not wish to give a long answer, as it would upset the hon. Gentleman and you, Mr Speaker, although I am very sorry that again the SNP has taken an enormous amount of time over the past week to discuss independence but not cancer care, drug deaths, failing education standards, violent crime—at its highest since 2014—or its dismal record on climate change policies. I hope it will get back soon to talking about the issues that constituents are facing.

Commons ChamberI am sure the whole House would want to join the hon. Gentleman in sending our condolences and our thoughts to the Evans and Sullivan families, and praise the families and other voices in the community who have called for calm and explained the role of the police, who are doing a very valuable job for that community. I shall make sure the Department has heard the hon. Gentleman’s concerns today. I am sure that if he were to apply for a debate, it would be well attended.
The running costs for the Scotland Office topped £13 million last year. Judging by its website, its main activity seems to be the production of press releases, mostly extolling the virtues of other UK Government Departments, the subject matter of which allows it to churn out press releases at a prodigious rate of almost a whole two a week. At £180,000 a pop, it must be the most expensive press office in the world. May we please have a debate, in Government time, on what exactly is the point of the office of the Secretary of State for Scotland, what the Department does all day, and why on earth it costs so much?
I suggest that securing record-breaking and historic levels of investment from both the public purse and the private sector should be a starter for 10 for the work the Secretary of State is doing. I gently point out to the hon. Gentleman that the Scottish Government have spent rather a lot of money and time on preparing for independence, which was not the outcome of the referendum that was held. I also suggest that if he wants to preach prudence, he might like to talk to the SNP local authority that this week seems to have decided its main mission is not the emptying of bins or sorting out education, but actually trying to ban bouncy castles.

Commons ChamberThe hon. Lady can put her questions to the Chancellor shortly, but I would point out that all organisations are facing rising costs. That is in part why we have acted so swiftly; even today we will be putting through legislation to help with business and the cost of living.
The Prime Minister has been in office for six weeks, but notoriously, even with the rigours of the Budget, has yet to find time to call the First Ministers of Scotland or Wales. Does the Leader of the House think the Prime Minister will remain in office long enough to be able to do so?
I know the Prime Minister takes seriously her responsibilities to work constructively with the other Administrations, and she will always do so.

Commons ChamberI thought that the hon. Gentleman might make a pun about hot air and the ability of this House sometimes to produce it. Obviously, there are mixed ways of waste disposal, and producing energy from waste is not a bad thing to do. We need a mixed and diverse energy strategy. However, I am fascinated about the concern that the socialists always have for north London.
Ploughing matches and tractor runs are really important parts of rural life in the north-east of Scotland and far beyond, bringing the community together and allowing for the transfer of skills in the agricultural community. However, they are being put at risk by a rule change introduced by the Treasury from 1 April that will forbid the use of red diesel in vehicles for such purposes. Could we have a debate in Government time to discuss the deleterious impact of that rule change? Farmers, rather than flushing their tanks, may simply not take part, to the detriment of all. Can we have that debate to discuss how we might perhaps flush this unnecessary rule change instead of asking farmers to do the same with their tanks?
In Somerset, they have ploughing matches, which are, as the hon. Gentleman says, things that people enjoy. Actually, a late cousin of mine was exceptionally good at winning those ploughing competitions, so I have a great deal of sympathy with what he is saying. Of course, taxation is a matter for the Chancellor, but I will ensure that his point is passed on to the Treasury.

Commons ChamberI echo what has been said and offer my thanks to those involved in the recruitment process and to those who have given their service. I also pass on our best wishes to Ms Middleton, who seems to be an eminently suitable appointee for the role.
I thank the hon. Member for giving way. I have no knowledge of or animus towards the individual concerned, but once again it is the great and the good. She is someone who has just recently retired from HMRC. How cosy that they all slot into these positions. It is never truck drivers who are keeping the country going, or nursing sisters who are keeping the health service going, or those from a whole range of occupations—it is always out of the quangocrats and retired civil servants. I would hope that the Scottish National party and our own Front Benchers would be saying, “We need a broader range of people in public appointments, and not just the same merry-go-round of the great and the good”—however good they may be, and who knows whether they are great.
I feel like I have been given an unexpected opportunity to hold court, which I shall not take. Nevertheless, the right hon. Gentleman is correct: we are very much of a bias towards the good, rather than the great, and it is perhaps unfair to load all those concerns on to this particular appointment. I am sure the Leader of the House will have plenty to say in response to that. All public appointments, in our opinion, should be drawn from the truest possible breadth and depth of the talent that is available.

Member’s argument as closely as I can, and it seems to be that he is arguing that the Government brought in EVEL to strengthen the Union and now are scrapping EVEL also to strengthen the Union. Does he realise that this just makes it look like his Government are clueless, directionless and, when it comes to the constitution, simply making it up as they go along?
I do not accept the hon. Member’s analysis. The introduction of EVEL was an attempt to answer the West Lothian question, which many people have struggled with for many years. But listening to the hon. Member for Perth and North Perthshire (Pete Wishart), it is very clear that he loves this place so much and wants to participate. I sometimes wonder whether he really does want independence for Scotland, given his great love of taking part in parliamentary activity here at Westminster.
The existence of a parliamentary procedure that separates English or English and Welsh MPs from Scottish and Northern Irish MPs offends this core principle of acting for the whole of the United Kingdom. As we have heard, it allows our nationalist opponents to misrepresent the treatment of Scottish MPs at Westminster as second class. In the very short time available to me, let me say that, however well intentioned, the severe limitations of the EVEL procedure are now very apparent for us all to see, and retaining it would serve no practical use whatsoever. The time has come to put it out of its misery.

Commons ChamberI think everyone can see the rank hypocrisy in the UK Government, who seek to deny a future referendum on Scottish independence, simultaneously and unlawfully misdirecting money towards carrying out opinion polling on Scottish attitudes to the Union that was intended to go to the public health efforts against covid. Why, if now is not the time, was that polling activity undertaken? Will the Leader of the House use his good offices to prevail upon his colleagues to place the outcomes and findings of that research in the Library, so that the public might better understand exactly what it was that they got for their money?
When important communications have to be sent to the country at large around something such as covid, it is important to understand how people feel and how they will respond to the messages. The hon. Gentleman raises the question of Governments listening. I recall that the Shetland Islands last September asked whether it could look at ways of having more independence, possibly including becoming a Crown dependency. As Lord President of the Council, I am particularly interested in that question of its becoming a Crown dependency, because that activity would then come through the Privy Council. Of course, the Shetland Islands would be one of the richest sets of islands almost anywhere in the world if it were able to have the oil revenues that would accrue to it. I wonder what the Scottish Government are doing in response to the Shetland Islands. They are so keen always to have votes and so on; perhaps they will have a vote on independence for Shetland.

Commons ChamberMy hon. Friend is absolutely spot on. The planning system has failed people. It has not always given them the houses that they want. Surveys have always indicated that people want houses, ideally with gardens—although that may be difficult in my hon. Friend’s constituency—and then clever people have thought that they should be given tower blocks, which they have never wanted; this is shown in surveys going back to the 1940s. I have always thought that we should look at where and in what sort of houses the architects and the politicians live. By and large, that is what we should then provide for our constituents and we should have a planning system that does that.
I am glad to say that the Government are bringing forward ambitious planning reforms that will deliver for the British people, and reinvigorate the home owning democracy of which we used to be so proud and in which home ownership has declined in recent years. This is a fundamentally Conservative thing to be doing: allowing people to achieve their lifetime’s ambition of owning their own home and doing so earlier in their life, rather than later in life. What we were able to do before we were 35, people are now no longer able to do so easily. We must ensure that that is able to happen again, and that will be done through the planning reform Bill.
The Leader of the House may be aware of a report published today by the Social Mobility Commission into the composition of the civil service. The report found that, among top Whitehall civil servants, some 59% attended private schools, compared with 7% in the general population, and that there is a culture in the civil service that seems to favour polish over performance, creating a class ceiling that prevents people from poorer backgrounds from achieving the top jobs. Would the Leader of the House be good enough to arrange for a debate in Government time to allow Members to discuss the findings of this report, and how we might begin to ensure that ability and potential future contribution—rather than the privileges of background—become the key determinants of success and allow the civil service to become a beacon of inclusivity that sets an example to other employers elsewhere in the country?
I actually think that the civil service is a model of good employment practice. Since the Northcote-Trevelyan reforms in the middle of the 19th century, it has been merit based, and that is absolutely how it should be. People get on in the civil service if they are good at their job and perform it well. Our civil service does a remarkable job, and in some cases—looking towards the Box, if I may—an outstanding job, of serving the people of this country. In my own office as Leader of the House—a small office—we have an apprentice, and we had an apprentice before who has been promoted and is succeeding considerably within the civil service. That is a good way of improving accessibility to jobs within the civil service to a broader range. I have not read the report, although I have heard of it and heard some of the headlines about it. It seemed to be concerned that people in the civil service remained calm in a crisis. It seems to me that it is essential to remain calm in a crisis; that is exactly the sort of thing we need from our civil servants.
