Does she agree that it is wrong for people who are already in arrears and need help with their bills to have to pay about 2% more, which I think is estimated at £84 between October and December?
The hon. Gentleman is right to emphasise that point. He lives on the cold Gloucester plain, which can get very chilly and snowy at this time of year, so he will understand the desperate anxiety that many people in this situation are feeling. I hope the Minister will take urgent action on this, because it is not a situation that affects people in only one part of the country. It is often people in privately rented accommodation, and these prepayment metres are literally taking all the money they have.
I want to briefly mention the inherited debt problem, which some Members will be aware of. When a tenancy changes, new tenants move in and inherit the debt from the tenants who were there before. In some cases, they put their £10 in thinking that it will keep them going for a couple of days, not realising that they are carrying the debt of the tenants before. That £10 then disappears, and they find themselves having to put in £50 or £60—which they may not have readily accessible, given all the costs that go with a new tenancy—and negotiate with a completely new provider. There has to be a way of regulating that more and getting the regulator to be much more proactive and agile in these situations, so that we do not have this inherited debt problem and new tenants do not have to suddenly find hundreds of pounds just so that they can switch on their heating. I hope that the Minister will address that problem in his remarks.
Will the Minister also comment on the practical difficulty when a supplier changes? I am aware of a constituency case in which service was very disrupted when a prepayment meter switched from npower to E.ON, which eventually got on top of the mess it inherited from npower, but the tenants had a very difficult time with only basic information. What can be done to clarify and explain the enormously costly standing charges and unit cost prices currently being charged to those in the most vulnerable housing in the UK?

Commons ChamberI thank my hon. Friend for his comments. I am not going to talk too much today about the differences between, and indeed the closeness of, Hong Kong and China.
Our exports to China doubled between 2010 and 2016, but they are very dependent on the success of a handful of companies, especially Jaguar Land Rover. What holds us back, and where we have to make much greater progress, is market access. With an excellent new director general of trade and investment in Beijing, recruited from industry, I hope that Ministers will drive real progress in this strategic partnership to deliver greater access for British services, in particular.
Does the hon. Gentleman accept that we should be focusing on the role of innovation, universities, science and technology in the context of Brexit?
Yes. The hon. Lady is absolutely right in general. I was going to touch on the importance of education as one of our high-growth exports, and that has to be innovation-led. FinTech, but also lots of other techs, is an area where we can do much more. She is right on that.
Meanwhile, in ASEAN—the Association of Southeast Asian Nations—total exports in the last year for which for we have complete figures were up by 4%. Exports to two of my markets—Indonesia and the Philippines—were up strongly, while Malaysian exports dropped slightly, but from a much higher starting point. Goods exports in the past six months rose by 8.3%, demonstrating that this progress was not just a flash in the wok. We have real success, particularly with business services and insurance, but also with FinTech, MedTech, and even EdTech—not to be confused with EdStone. It is worth noting that we now sell more in education than in insurance. Our partnerships on education in Malaysia are a strong example of what can be done. It remains a strong goal for us as a nation, but also a dream of mine, to establish a British university in the Philippines and in Indonesia.
This matters, because one of the joys of being in business in Asia in general is that long relationships and trust drive business as much as the quality of the product and the transaction itself, and those relationships start early, at schools and universities. In the long term, our education presence and links will enable us to catch up with our main European competitors—Germany and France—in exports of goods, while retaining our advantages in services. This is why we should not include students in our immigration figures, as it leaves an impression of not welcoming foreign students. Moreover, our universities’ growth in foreign student numbers has been well below the growth realised by other Anglo-Saxon countries such as the US, Canada and Australia. This is an opportunity that we can seize, and I hope that the Minister will refer to it.
The prosperity fund will play a key role in growing our bilateral business opportunities. I encourage Ministers to ask that trade envoys be involved at an early stage of any proposal. The Minister knows that not long ago we had three trade envoys in ASEAN, but now only myself. I hope he will encourage the Prime Minister to consider appointing additional bilateral trade envoys to ASEAN nations, which, in turn, can help take forward the bilateral trade relationships by including the business of business in the annual high-level Government-to-Government meetings.
In recent years, British businesses have made great strides in ASEAN markets. For example, we partner with Indonesians to win airport refuelling contracts. We have developed a biogas bus service in Bali from recycled cooking oil. We provide teacher training in Borneo. We advise on air traffic management, engineering consultancy services, rail projects, and public-private partnership structures for hospitals. We equip their airlines with engines and supply most of the exciting parts of their Airbus aircraft, and we are setting up a toothpaste factory and emergency power generation, as well as a new velodrome, and much more besides, to help make the 2018 Jakarta-based Asian games a great success. From museums to marine energy, there is much that we are doing in the world’s fifth largest country. It has been described by The Guardian as the “Biggest invisible thing on earth”, but it is not remotely unknown to us.
What we do in Indonesia is one example of realising the great opportunities in Asia and in ASEAN in its 50th anniversary year. It is a region where the GREAT campaign is well recognised and the Union Jack a strong brand, and London is the best showcase for its international growth and aspirations. As I have indicated, we can do much more, but we build on strong foundations. Let us not be shy to tell our story and do more.

It is a pleasure to serve under your chairmanship, Mr Hollobone. I extend my congratulations to the hon. Member for Gloucester (Richard Graham) on securing the debate. Indeed, I recognise his record of being critical of China as regards Hong Kong and his recent intervention in the House on the case of Mr Lee Po, shortly after his disappearance.
When we balance the relationship with China, our great partner, we must recognise the importance of putting on record what we hold dear about human rights, equality and freedom. That is not always easy, but it is important to uphold. I am sure that hon. Members recognise the continued importance of Hong Kong to the UK. Our shared history, the development of economic ties and the fact that more than 3 million British citizens are currently resident in Hong Kong mean that the UK will continue to have a very special relationship with this special administrative region. With more than 600 UK businesses registered there, an export market worth £8.6 billion and a UK investment stake of more than £33 billion, the signs are clear that trade is healthy.
I will focus on two specific areas, both relating to the key issue of stability. The one country, two systems framework is crucial in underpinning confidence in Hong Kong—in the place of Hong Kong, which we all love. We all want reassurance that there is a robust and structured judicial framework and that the rule of law is upheld. The hon. Member for Gloucester is right to describe the importance of the rule of law as defined by the independence of the judiciary. He is also right to praise China for its robust approach to addressing corruption in the wider piece—not just in Hong Kong but in the wider country—and the zealousness with which corruption is being addressed demonstrates that there is an ability to uphold the rule of law where necessary. The rule of law can therefore be upheld in Hong Kong; it just takes political will to make that happen.
The joint declaration is crucial in upholding understanding and confidence in Hong Kong. We all know that many perceive Hong Kong as the gateway to the broader Chinese market and to China culturally, and it is perceived as a place where corporate structures can grow within a familiar system. The dynamic in Hong Kong and the Legislative Council is changing, and we have heard from the hon. Member for Strangford (Jim Shannon) that there is a sense that whereas protest was peaceful several years ago, in the past few years it has started to become less peaceful. There is more use of police and certain tactics that are not welcome in controlling crowds, which is the sort of tone that needs to be underlined in this debate.
Equally, what we are seeing happen at constitutional level and in debates in the Legislative Council—the filibustering, the discussions, the lack of harmony—are all things that, in a sense, change the temperature in Hong Kong. They are the sorts of things that, as a partner of Hong Kong, we need to underline and draw to China’s attention. I would welcome the Minister’s assessment of the current situation in Hong Kong on constitutional reform, on the peacefulness or non-peacefulness of demonstrations and on how young people feel. The hon. Member for Gloucester was right to read out an email from a young person, and I have been approached both by British-born Chinese and by Hong Kong students who are studying here. They are concerned about their future in Hong Kong, and they want to enjoy in Hong Kong the kinds of freedoms that we enjoy here.
Upholding the one country, two systems principle goes beyond ensuring commercial interests. Members are right to mention the debate we had this morning, in which I talked about our triangle of aims in foreign affairs. The triangle has three parts: first, economy and trade; secondly, security—I am pleased that the hon. Gentleman has raised the South China sea issue, because we do not speak about that as much as perhaps our partners would like—and thirdly, human rights. We cannot just have to ourselves the freedoms and rights that we enjoy here; we must hold them up abroad, too.
Upholding the one country, two systems principle goes beyond just ensuring commercial interests; it is about that triangular approach. I think particularly of our great collaborations on the rule of law. We share best practice in our legal teams with Hong Kong, and so on. The hon. Gentleman mentioned IP, but there are a number of other areas where there is so much to be shared, enjoyed and built on, and I worry that the human rights side could be slightly staining what our other excellent endeavours might achieve. We must ensure that we bring human rights and cases such as that of Lee Po to the fore so that we can all move at the same pace on the three elements of my triangle.
The hon. Lady is making a number of good points, as one would expect from someone who has been engaged on this issue for a long time. Does she agree that it is important that we offer constrictive criticism as friends in a partnership between two nations, and that we highlight what more China can do to win friends and, above all, trust as she goes increasingly global? The idea behind one country, two systems and the 50-year period of the joint declaration was that by the end of that period the systems in Hong Kong and China would be so similar that there would be no need for one country, two systems any longer. Does she think that things are heading in that direction at the moment and that the systems are getting more similar, or is there a risk, in the worst case scenario, of the two systems moving further apart?
