Commons ChamberWe recognise the concerns about the level of knife crime. That is why I will be chairing the first serious violence taskforce this afternoon, following the summit we held a few weeks ago, bringing all parts of Government together to ensure that we are putting all efforts into dealing with this issue. Diverse elements need to be addressed, and we need to ensure that we turn young people away from violence. That is being done in various ways across the country, and Government are clear about the need for us to work with local authorities and others across the board to deal with this very difficult issue.
I know the Prime Minister will welcome the news that Asia Bibi, who was persecuted for her faith, is on her way to Canada, which has offered her sanctuary. I think everyone wants to know the Prime Minister’s answer to this question: why did Canada offer sanctuary to Asia Bibi, but the United Kingdom did not? Will future such cases of religious freedom be looked at differently by the United Kingdom?
I join my hon. Friend in welcoming the reports that Asia Bibi has been able to travel freely and can now make decisions about her future. Our concern was always her safety and security. We were in close contact with the Government of Pakistan and a range of international partners who were considering the offers that would be available to Asia Bibi. Canada made this offer, and we felt it was right and appropriate that we supported that offer. That is important. We have a proud record of welcoming people here who have been persecuted because of their faith, and we will continue that record, but in individual cases like this, it is important for international partners to work together with the key aim constantly of ensuring that the safety, security and best interests of the individual are put first and foremost.

Commons ChamberI am very happy to echo the hon. Lady’s comment. EU citizens make a valuable contribution to our society and our economy. We are the better for the contribution that they make. That is why the Government have been clear in guaranteeing and protecting the rights of those EU citizens. We are one community and we should move forward as one community.
Paragraph 10 of the conclusion says that further extension
“cannot be allowed to undermine the regular functioning of the…institutions.”
Prime Minister, that is exactly what would happen if we take part in the European elections. We would get far-right, extremist individuals, such as those protesting outside No. 10 on 29 March, exploiting people’s grievances for their own interests. I sit on the Home Affairs Committee, and—the Prime Minister knows this well—there over 100 live investigations into extremism, most of them involving far-right extremists. Taking part in the European elections would give legitimacy to some of those vile individuals and their beliefs. Prime Minister, my constituents say: please deliver by the 22nd, so that we do not take part in the European elections; and if not, this has gone on long enough—deliver on the democratic mandate that the people have voted on and leave without a deal.
I absolutely agree that we should be working to ensure that we leave the European Union with a deal, and without having to hold those European parliamentary elections.

Commons ChamberAs I said last night, we will be approaching these discussions in a constructive spirit, but underlying that will be the need to ensure we deliver on the referendum result and deliver Brexit.
I very much welcome the recent statement by the Foreign Office that Britain must do more to support persecuted Christians. In the light of that, will the Government now review their position on the Asia Bibi case and offer her asylum in the UK, so she can choose a safe destination, instead of asking a third country to take her in? That would mean shifting our moral responsibility to another country, which cannot be right.
I hope I can reassure my hon. Friend by saying that, as I have said previously, our primary concern is the safety and wellbeing of Asia Bibi and her family. Obviously, the UK’s high commissioner in Islamabad is keeping me and the Government up to date with developments. We have been in contact with international partners about our shared desire to see a swift and positive resolution in this case, and a number of countries are in discussions about a possible alternative destination for Asia Bibi once the legal process is complete. I will not comment on the details of that, however, because we do not want to compromise Asia Bibi’s long-term safety.
On the timing, I think the Foreign Minister of Pakistan has confirmed that Asia Bibi will remain under the protection of the Pakistani Government until the legal process has concluded, and the Prime Minister of Pakistan has supported the Supreme Court and promised to uphold the rule of law. What matters is providing for the safety and wellbeing of Asia Bibi and her family.

Commons ChamberI absolutely agree that there is no place for these kinds of threats, and for the abuse and harassment that has, sadly, been taking place. Members of this House, and indeed members of the public, should be able to hold different opinions, and hold them passionately, and debate them with passion and vigour, without the threat of physical violence and the sort of harassment and bullying that has happened online.
The Prime Minister has said that the assurances she has from the EU would give legal certainty and clarity. If there is a dispute in that matter in relation to what is in the withdrawal agreement, who will be the final arbiter on it? Will that go to article 174, with the European Court of Justice to look at European law? Who will be the arbiter on that?
The arbiter would be the arbitration panel; a process of governance is set out in the arrangements that we have set out in the withdrawal agreement and, looking ahead, for the future relationship under the political declaration.

Commons ChamberWe have negotiated the deal with the European Union that covers many aspects over and above the issue of the backstop. The one that Members of this House have raised concerns about is the particular aspect of the backstop in relation to whether or not it can be indefinite or is only temporary. It is that specific point on which we are seeking these reassurances.
Like many other colleagues, I was hoping to speak in the debate and outline my reasons why I would be opposing this deal and voting against it. Can the Prime Minister clarify this specific point for me? She has talked about manifesto commitments. May I refer her to page 36 of the Conservative party manifesto, which says:
“As we leave the European Union, we will no longer be members of the single market or customs union”?
How does that reconcile with the deal that we have and the Attorney General’s advice at paragraph 7 on the customs union and the single market?
It is indeed reconciled with the fact that the future relationship we will have with the European Union will ensure that we are not in the single market and not in the customs union. Indeed, in the withdrawal agreement, in relation to the backstop in Northern Ireland, Northern Ireland will not be in the single market. The point about the backstop is that it is only intended to be temporary. Coming out of the single market, coming out of the customs union and coming out of all the other aspects of the European Union membership that people voted against and wanted to see us come out of is delivered in the future relationship we have with the European Union.

Commons ChamberThe specific examples given by the hon. Gentleman were not raised, but the overall issue of the prevention of sexual violence in conflict was referred to in the meeting between the G7 leaders and the Gender Equality Advisory Council, which was set up by Prime Minister Trudeau. I was also able, within that, to talk about the issues of human trafficking and modern slavery, particularly modern slavery for the purpose of sexual exploitation.
Paragraph 20 of the communiqué states:
“We…call upon Iran to play a constructive role”
for
“peace in the region.”
The same statement was made at the 2015 G7. Iran has continuously displayed aggressive behaviour in the region, and Morocco has now expelled its ambassador. The Prime Minister has spoken of appropriate action and has said that “some action” will be taken to stop Iran’s destabilising activity. What does she mean by “some action”, and what is her timeline for taking that action?
My hon. Friend is absolutely right: paragraph 20 of the communiqué does refer to Iran. It also states:
“we call upon Iran to refrain from launches of ballistic missiles and all other activities… inconsistent with UNSCR 2231—including all annexes”.
That, of course, refers to the joint comprehensive plan of action. We also—as my hon. Friend said—call on Iran to
“cease proliferation of missile technology”
and action it is taking that is
“destabilising for the region”.
We will work with our European allies and others on a wide variety of issues relating to Iran, and we will make every effort to bring Iran to a situation in which it is not interfering in other states in the way that we know it is at the moment.

Commons ChamberMay I first say to the hon. Lady that I share the outrage at this intrusive behaviour that she has referred to and the distress it can cause to victims? We are determined to ensure that victims do have confidence that their complaints will be taken seriously. It is possible currently to bring prosecutions, but my right hon. Friend the Justice Secretary is examining the state of the law at the moment to make sure it is fit for purpose and, as part of that work, he is considering her Bill in detail.
We absolutely share my hon. Friend’s concern about ensuring that we are supporting local communities, and that we are delivering better infrastructure in those communities and maximising the potential of our country. The housing infrastructure fund is an important part of that. We need to build more homes across this country, but we also need to ensure that the infrastructure is there to support those homes and help those local communities. That is exactly what we are doing.

Commons ChamberOne of the darkest stains on the international community’s conscience was the inaction by the EU and the United Nations in preventing the massacre of Muslim men in Srebrenica. International humanitarian and military action was right then. It was right in Bosnia and it is right now to prevent the massacre of innocent people in Syria. We have a moral duty to act.

Commons ChamberThe right hon. Gentleman really needs to reflect on what Labour would be doing if it was in government. You can only pay for our public services if you have a strong economy. What would we see with the Labour party? We do not need to ask ourselves what we would see, because the shadow Chancellor’s adviser told us at the weekend:
“We need to think about the obvious problems which might face a radical Labour government, such as capital flight or a run on the pound”.
That is what Labour would do: bankrupt Britain. The police would have less money under Labour than under the Conservatives.
I thank my hon. Friend for raising that point on behalf of communities across the country, which he does from the unique position of his own experience and understanding of these issues. It is important that we take account of specific requirements of someone’s faith, especially when they have lost a loved one and are grieving. Although, as he will be aware, coroners are independent judicial office holders, I understand that the Ministry of Justice is speaking to the Chief Coroner about this point to see what more can be done. I am sure that my right hon. Friend the Lord Chancellor will be happy to meet my hon. Friend to discuss the issue further.

Commons ChamberOf course we want to ensure that the City of London retains its place as the world’s leading financial centre. That has been reconfirmed recently. I say to those who think that the City of London will be damaged by our leaving the European Union that the very reasons why the City is so important in an international financial sense are the very reasons why it is important for the City to retain that financial services provision for the rest of the EU as well.
Page 7 of the Europe Council conclusions refers to
“combating terrorism and online crime”
and
“readiness to support appropriate measures at EU level”.
Germany is introducing legislation to have extremist material taken down within 24 hours. Is that something that the United Kingdom will be doing and urging other European countries to do? We are all in it together to defeat these poisonous ideologies.
The taking down of material is very important, as my hon. Friend says, and through the Counter Terrorism Internet Referral Unit we have been taking down significant amounts of material. My right hon. Friend the Home Secretary is working with the tech industry and with internet service providers, and they have established a global forum. We want to ensure that this material is taken down not within 24 hours, but within one or two hours. That is what we are working towards with the industry.

Commons ChamberI very much welcome the way the Prime Minister has taken forward the will of the British people, including the majority of my constituents. On security and on fighting terrorism and extremism, in 2014 there were 20 Daesh-inspired or enabled terrorist acts around the world, and in 2015 there were 60 such events. The United Kingdom has always had intelligence-sharing arrangements with our partners around the world, wherever they might be. Does the Prime Minister agree that there is a moral obligation on every international partner, whenever they have information that could prevent a terrorist act, to provide it to their international partners? We are all in it together to fight the evil of terrorism.
My hon. Friend is absolutely right that we are working together to fight terrorism. Of course, many of the exchanges that take place on intelligence matters are not part of European Union structures.

Commons ChamberThe hon. Gentleman is right. I believe the British public stand with this Parliament in wanting to see us in defiance of terrorists, defeating the terrorists and showing that the values of democracy and the rule of law—the values of free people everywhere—underpin our way of life. I think people recognise that, and they want to see this House endorse it.
I support all that the Prime Minister has said and done, and my thoughts are with all those who have been affected by this evil act. The assistant police commissioner, Mr Rowley, said in 2016 that two people a day are being turned away from extremism, that it is often members of an individual’s own community who are alerting the authorities and that it is communities who defeat terrorism. May I ask the Prime Minister what further steps we are taking to engage with all our communities so that we can work together to defeat the non-violent extremism that often leads to violent extremism?
My hon. Friend is right that it is important we defeat such extremism and deal with it at that earlier stage. A lot of work is being done within communities and working with communities. Obviously, there is the work that the police do to encourage people within communities to come forward with information when it is possible to do so and they have such concerns. That is important: people need to have the confidence of feeling that they can do that. It is important to create the environment within communities where people who recognise there are those who are trying to destroy our way of life actually feel able to take action about it. My hon. Friend is right: bringing communities together is an important part of what the Government are doing on a number of fronts.

Lady is slightly misinterpreting the speech I gave at Lancaster House, in which I said that there are certain elements of the customs union that we would not wish to be part of because they prevent us from negotiating trade deals on our own, as the United Kingdom, with other countries across the world. I said that the relationship we want with the customs union is to have
“as seamless and as frictionless a border as possible”.
I indicated that that might be called “associate membership” or it might be something else, but we need to do that as part of the negotiations. Our relationship with the customs union will be part of the negotiations that will start when we trigger article 50.
I welcome the Prime Minister’s statement. Paragraph 9 of the conclusions on security refers to the EU working together to fight terrorism. One of the biggest challenges facing Europe and the UK in the next five to 10 years, according to experts such as Peter Neumann, is terrorist fighters returning to their host countries from Syria and Iraq as Daesh is defeated. Was that discussed at European level, and is there an agreed strategy across Europe to deal with it?
That was not one of the issues that we discussed within the business of the European Council last week. However, it is an issue that I have discussed with other member states on a number of occasions in the past, and we are all well apprised of the need to ensure that we have a means of identifying those who are returning. We are working to deal in the most appropriate way with those individuals who are returning. Of course, so far as the United Kingdom is concerned, individuals will be looked at on a case-by-case basis.

Commons ChamberFrom the discussions I have had so far, I think all the indications are that President Trump feels the need and wants to engage more with Russia than has happened in the past. When I spoke to the Republican party in Philadelphia, the message I gave was that I think it is right to engage, but my message in relation to Russia is to engage, but beware.
I very much welcome the Prime Minister’s statement. Paragraph 4 of the conclusions talks about tackling radicalisation, extremism and terrorism in Libya. Recent reports from the United States say that there are 6,000 Daesh militants in Libya; is that figure correct? How effectively are the Government of National Accord, which is the organisation we support, and the organisation led by General Haftar working to defeat Daesh?
Obviously we are doing all we can and working with all parties that we can in relation to the defeat of Daesh. My hon. Friend understands the issue very well. He will know that while steps are being taken in other places—for example, in Iraq—to take military action against Daesh and to have an impact on it there, it is important that we do not see it able to regroup and come forward in other parts of the world where perhaps there is a vacuum that would enable it to do that. As he mentioned, underlying it all is the fact that we need to deal with the ideology. It is not just about the people at the moment; it is about dealing with the ideology. That is where the work to deal with radicalisation is so important.

Commons ChamberThere was some discussion, notably in the context of the migration deal with Turkey, about the relationship with Turkey. As I indicated in response to an earlier question, that relationship is important. The EU-Turkey deal on migration has led to a significant reduction in the number of people crossing from Turkey into Greece. However, we need to ensure that the deal is being properly undertaken. That is why we are giving some extra support to Greece. Other aspects of the deal, such as visa liberalisation, are for the Schengen member states to consider, not for the United Kingdom. Nevertheless, we are all very clear about the significance of Turkey and its relationship with the EU.
I very much welcome the Prime Minister’s statement. Paragraph 26 of the communiqué talks about “condemning” the actions of the Assad regime, Russia, and Iran. Apart from condemning, was there a strategy to look at countering the Iranian aggression in Syria and destabilising activity in the wider region?
First, it was very important that the conclusions that came out of the Council identified Iran, as well as Russia, as being one of the backers of the Syrian regime. It was in the context of condemning what had taken place in Aleppo that that was specifically raised.
As regards Iran more generally and, indeed, what is happening in Syria more generally, of course we continue as a European Union and as a United Kingdom to look for ways to put pressure on those who are backing President Assad, to ensure that we can do what I think everybody in the EU wants, which is to move to a peaceful and stable Syria with a political transition and a proper political process for doing that. That means continued pressure on Russia and Iran.

Commons ChamberThis Government have stood up for British-made steel, and we have taken a number of measures that have improved the situation for the steel industry. The hon. Gentleman says that there is no clarity in relation to Brexit. I am very clear that what we want to achieve is the best possible deal for businesses in the United Kingdom, so that they can trade with, and operate within, the single European market.
I am grateful to my hon. Friend for his question and for recognising the contribution that the Government have made in increasing investment in infrastructure, and the importance of that investment. We have consulted on proposals around a lower Thames crossing. There were more than 47,000 responses to that consultation. Those are now being considered, and my right hon. Friend the Secretary of State for Transport will respond to that consultation in due course.

Commons ChamberIt is important that we understand the possibilities of our future relationship with the European Union. That is why I thought that was important in the negotiations, which will be lengthy. I recognise that there will of course be an element of uncertainty until we have agreed the deal, but that is why I set up an entirely new Government Department to do the work of understanding not just what is important for us here in the UK, but what is of importance for the 27 member states of the European Union. The deal will be not just about the UK, but something that works for both sides.
On Syria, paragraph 20 of the European Council conclusions talks about the
“resumption of a credible political process”.
Is that in line with Geneva I and Geneva II, the peace process and the transition to democracy? We must ensure that the opposition get the right assurances about a fair deal rather than their having to go to the talks and accept a diktat from the Russians because of their upper hand in the aggression and their killing of civilians on the ground.
As my hon. Friend knows, we want the ability to return to talks that can lead to a proper political transition in Syria. The United Kingdom has played an important role and will continue to play an important role in supporting the opposition. Only two or three weeks ago, my right hon. Friend the Foreign Secretary hosted Syria opposition parties here in London, where they set out their future aims and vision for Syria. It was important for us to support them then and we will continue to do so.

Commons ChamberThe hon. Lady is right to refer to the psychological impact that being a refugee can have on children. That is why, as part of the support that we give as a country, through our Department for International Development support of humanitarian aid for refugees, we provide support of that sort to children. On those refugees who are being resettled here under our Syrian vulnerable persons resettlement scheme, one of the issues that we look at is the support and counselling that individuals might require. On the Dubs amendment, discussions have been taking place with local authorities. That is, of course, a matter for the United Kingdom; it was not a matter for discussion at the G20.
I very much welcome the Prime Minister’s statement. Paragraph 44 of the communiqué looks at the strategy to tackle forced displacement of people and protecting refugees. On this day last year, I asked the then Prime Minister about the creation of safe havens for the protection of civilians fleeing Syria, and I was told that that was the “right sort of thinking”. Were there any discussions with other countries at the G20 about the creation of safe havens, either now or in future conflicts?
I understand my hon. Friend’s point and the concept he sets out. It is, of course, very difficult to look at some of these issues in practice in terms of what is happening on the ground. He is right, however, that the communiqué refers to mass movements of people and that we need to think very carefully about the support that we can provide for refugees. That is why this country is proud of being the second-biggest bilateral donor of humanitarian aid for Syrian refugees.

Commons ChamberWe have been looking at this issue for some time, and we have decided that we will bring forward an amendment to the Policing and Crime Bill. However, it is important that the police continue to have a degree of operational judgment about the conditions they wish to put in place in relation to bail. The type of bail the right hon. Gentleman is talking about is pre-charge bail—a situation where somebody has not yet been charged with an offence. Decisions will be taken, as they were in the case of Siddhartha Dhar, by individual police officers as to the conditions that should be applied, and that should continue to be the case.
T4. How many of the approximately 800 British citizens who have joined militant groups in Syria have returned, and how many of them are back in communities?
Around half of those who have travelled to Syria have returned to the United Kingdom. Obviously, the sort of action it might be necessary to take against individuals is considered on a case-by-case basis. That includes considering the sorts of activities in which they may have been involved in Syria and whether any intervention is necessary.

Commons ChamberThe intelligence services in this country obviously look at any attack that takes place elsewhere in the world and at the information available to see what lessons we need to learn. The key has been the increase in co-operation and intelligence sharing off the back of these attacks. It is important we learn lessons when things happen. Of course, because of the attacks we have sadly suffered in the past, the UK has developed, particularly post 7/7, ways of dealing with these issues, and we are working and sharing our experience with others.
I welcome the Home Secretary’s statement and all that she has said. Does she agree with the comments from the Archbishop of Canterbury in Davos that Europe needs to regain the capacity to use theological language to counter terrorism? She is absolutely right that we have to take down the poisoned propaganda online. What steps are being taken to work with faith communities to put up a counter-narrative online?
I was not aware of the Archbishop of Canterbury’s comments, but I think he is right. It is important that theological arguments are used to counter this narrative, which is a perverted theology and ideology, and that is exactly what is happening. The Home Office works with people in communities, and, as I am sure my hon. Friend is aware, there are many imams who put on the internet and elsewhere a counter-theology to ensure that this perversion of Islam does not win through.

Commons ChamberI assure the hon. Lady that there are tried and tested arrangements in place for military support to be provided to the police when necessary. We looked at this issue again after the attacks in Paris earlier this year. Exercise Strong Tower took place on the streets of London this summer. Hundreds of individuals took part in the exercise, which involved not just the police but the military.
As somebody from a Muslim background, I agree with the Home Secretary that this was an evil act carried out by an evil organisation and that we must unite to defeat Daesh, including its ideology and propaganda. It is estimated that 80% of attacks aimed at the United Kingdom in the last five years have been prevented thanks to intelligence sharing with the Saudis and other Gulf Co-operation Council countries. Is that correct, and will we continue with that intelligence sharing?
I do not comment on any particular information or intelligence that leads to our being able to disrupt attacks. We work, of course, with a number of countries in relation to intelligence sharing, and I can confirm that, as the Prime Minister said this morning, in the last 12 months, seven terrorist attacks have been disrupted in the UK.

Commons ChamberMy hon. Friend makes a very important point. In the fight against those terrorists who are led by Islamist radicalisation to take action, and indeed those doing the radicalisation, we need to look very carefully at that issue. She is absolutely right about that. The Government have a commitment to bring forward a counter-extremism strategy. The strategy will be about promoting the values we share in this country; the values that make our pluralistic society what it is, and that make it a society that many people wish to live in and enjoy. We must ensure that our narrative against those plying a distorted view of Islam is strong so that we can encourage people to recognise that Islam is a peaceful religion, not a religion that is leading to acts of terrorism.
Robert Hannigan, the new head of the Government Communications Headquarters, has recently said that some technology companies are the command and control centres of terrorism because they positively fail to comply with Government requests to take material down in the post-Snowden era. Will these new measures help address that?
My hon. Friend is right. There is a very real responsibility for the communications service providers—the internet providers—in relation to the access that the authorities need for these powers. We need to make sure that the legislation is appropriate so that there can be confidence in it. The counter-terrorism internet referral unit has been, and is now, taking down about 1,000 pieces of terrorist material per week from the internet.

Commons ChamberYes, the point of the blanket ban on the sale of these substances is that it will include powers to be able to ensure that there will be sanctions for those who carry on trying to sell them. Another issue of concern is people being able to buy these substances over the internet, and we will be looking at that. In addition to the head shops, that is a matter of concern, and so all those angles will be covered in our Bill.
In recent years, we have seen the devastating impact that extremism can have, not just on individuals and families, but on different communities. Britain is an amazingly diverse, tolerant and inclusive country, which many people are rightly proud to call home. Here, everybody is free to lead their lives as they see fit; to follow any religion or none; to wear what they like; and to establish faith schools and build places of worship. But there are those who seek to sow division, to spread hatred and intolerance, and to undermine our values—cherished values such as our regard for the rule of law, democracy, equality and free speech, and our respect for minorities.
Of course freedom of speech is a basic right that we should all respect and cherish, but does the Home Secretary agree that it comes with responsibility. People should not mock people’s faith, because that could lead to intolerance, which then leads into extremism and radicalism, which we should all do everything we can to prevent?
My hon. Friend is absolutely right to say that with rights come responsibilities. Just as everybody is free to choose to follow whatever religion or faith they wish, so they should respect the right of other people to do that.
Extremism affects people in all corners of our country and comes in many forms—non-violent as well as violent; Islamist as well as neo-Nazi—and there are signs that it is a growing problem. In 2013-14, the civil society organisation Tell MAMA received 734 reports of anti-Muslim incidents—up 20% compared with the same period the previous year. In 2014, there were more than 1,100 anti-Semitic incidents, which is more than double the number of the year before. We also know that thousands of people follow extremist groups online. Extremism, and the twisted narratives that support it, cannot be ignored or wished away. We must confront it head on and form a new partnership of every single person and organisation in this country who wants to defeat it. We must unite around the values that so many of us share, and which allow us to prosper and live in peace. That is why Her Majesty’s Government will introduce a comprehensive counter-extremism strategy to promote social cohesion and protect people from extremism.
The Home Secretary is being very generous and I am always very grateful to her. On the specific issue of counter-terrorism, she has done brilliant work on dealing with hate preachers coming into the country and on kicking them out of the country. One issue that urgently needs addressing is that some who have been banned from coming into this country are able to air their views here from satellite television channels from outside it. Will the new Bill be able to address that?
I can assure my hon. Friend that that is exactly one of the issues that we will be looking at. It may require legislation but it obviously requires discussions with internet companies and others, and I am pleased to say that the Prime Minister has appointed Baroness Shields, who, as my hon. Friend may know, is well versed in these matters of technology, to look at exactly this issue of extremist material online and how we can deal with it.
As part of our wider work on extremism, we will introduce an extremism Bill, which will provide three important new powers. Those will allow us to: restrict extremists, to stop them engaging in harmful activity, through new extremism disruption orders; ban extremist groups that promote hatred but which fall short of proscription through banning orders; and close premises that persistently host extremist speakers and events with new closure orders. As I have said, the Bill will form one part of our wider strategy, which contains a range of non-legislative measures, including a major new programme to help people in our most isolated communities play a full and successful role in British life. That will include training; help to find work; and intensive English language training. It is imperative that we work together to tackle extremism and that, as we do so, we challenge it from every possible angle.
It is clear that we must not only work hard to defeat damaging and divisive extremism, but ensure that, in the fight against terrorism and other serious crime, the security and law enforcement agencies have the powers and capabilities they need to keep us safe from those who have been twisted by extremism and seek to do us harm.
Last summer, we legislated to deal with two urgent problems relating to communications data and—separately—the interception of communications. That put beyond doubt both the legal basis on which we require communication service providers to retain data and the application of our laws on investigatory powers to providers overseas. But the Data Retention and Investigatory Powers Act 2014 contained a sunset clause, which means that new legislation is required before the end of next year. The Act contains measures to deal with only limited and specific problems, and there are still significant gaps in our law enforcement and intelligence agencies’ capabilities.
That Act also places a statutory obligation on the independent reviewer of terrorism legislation, David Anderson QC, to carry out a review of investigatory powers. That review is now complete and will be published shortly. It is a comprehensive and thorough document and I wish to take this opportunity to thank David Anderson for his work.
The Government are considering the content of the report very carefully as we frame the investigatory powers Bill, which will be brought forward in the coming months. The legislation will cover the full range of investigatory powers that David Anderson has reviewed. Although I cannot provide full details on the Bill while we are still considering the report, I can assure the House that, in considering these sensitive powers, we will look to balance the important needs of privacy and security.
It is also right that any legislation should be given full and proper consideration and I can assure the House that hon. Members will be given the opportunity to scrutinise this legislation thoroughly.
In the previous Parliament, we took robust action to reform the chaotic and uncontrolled immigration system that we inherited from the Labour Government. We transformed the immigration routes for migrant workers, reduced red tape and increased flexibility for businesses, and introduced a new route for the exceptionally talented. We took action to ensure that students who want to come to Britain really are coming here to study.

Commons Chamber6. What steps her Department is taking to tackle extremism.
Today I delivered a speech on the challenge of extremism in which I set out the need to develop a better understanding of the threat from extremism; to promote more assertively our values and the proposition that everybody living in this country is equal and free to lead their lives as they see fit; to ensure an effective response from the state; and to build up the capacity of civil society to identify, challenge and defeat extremism. I made it clear that the challenge to the extremists must be centred on a new partnership consisting of every single person and organisation in our country that wants to defeat extremism.
In the light of recent incidents, including that of the three young London girls who travelled to Syria, does the Secretary of State have any plans to set up a hotline for parents concerned about extremism, so that they can seek professional advice if they believe their children could be at risk, as is the case in Australia?
There are a number of opportunities available to families to report concern, including the anti-terrorist hotline. The Metropolitan police also made a further call to families last week to encourage them to report as early as possible, and organisations such as Families Against Stress and Trauma are actively working in communities to help people understand what they need to do when they are concerned about their children.

Gentleman is absolutely right that many families up and down the country can find that a family member has gone to fight, whether it be in Syria or Iraq, possibly with ISIL or the al-Nusra front, or to al-Shabaab in the case he outlined. I pay tribute to the families that have spoken out about their experience and are using it to try to help ensure that more young people do not go to fight with terrorist groups as their family members have. It is also important to give support to families that go through this trauma, as it can often tear families apart.
22. On tackling extremism and terrorism, will the Government work according to the 2013 report on tackling extremism, which emphasised the need for freedom of expression and respect for faiths? If that is the case, does the Home Secretary agree that we need to be careful not to mock people’s faith, as this can lead to intolerance and play into the hands of extremists and terrorists?
I agree. Freedom of expression and speech is a fundamental British value, but if taken advantage of by extremists, it can cause fear and set communities against each other. It is absolutely right that we expect people to respect each other’s faiths. There are people of many faiths in this country, and we want to see respect for those different faiths. That is crucial. I think that we should speak out for our values against those who would sow the seeds of hatred, intolerance and prejudice.

The concern about the impact that Government work has on the British Muslim community was precisely why we decided when we came into government to separate the integration strand of Prevent from the counter-terrorism strand. We felt that there was a concern about Prevent’s operation precisely because of its counter-terrorism element. Therefore, the integration elements were not looked at as positively as they should have been.
What do we need to do as a Government from this point? My right hon. Friend the Education Secretary will indicate what action he will be taking in connection with schools in Birmingham and related matters. All of us need to operate collectively at the grassroots level to make sure that we are reaching out to British Muslim communities and others and are undertaking the work that some of my hon. Friends have mentioned in Bury and elsewhere to bring faith communities in particular together.
As somebody from a Muslim background whose father was an imam, may I ask the Secretary of State whether she agrees that one of the major failings of the previous Government was that they failed fully to integrate communities? The previous Government looked at integration through the narrow prism of counter-terrorism, which led to a major breakdown with the Muslim communities around the country, and we must address that. Linked to that, does she agree that we have to address the issue of extremism and radicalisation on the internet, which poses a grave threat to our country?
On the first point, my hon. Friend is absolutely right and that is precisely why we took the decision to separate the strands of the Prevent work. On the second point, he is also right in that we need to work on addressing the material on the internet. The police’s Counter Terrorism Internet Referral Unit has been set up—to be fair, it was set up at the beginning of 2010, so before this Government came into office, but we have accelerated its work, and in recent months, following the extremism taskforce identifying this as a particular issue, an increased number of items have been taken down from websites because of terrorism content.

Commons ChamberThe reason I have been on my feet for more than an hour is that I have been incredibly generous in taking interventions from Members in all parts of the House. This is an important Bill, which we must get right, and an important new clause. I am taking interventions on new clause 18 in particular because I recognise that Members have not had as long to consider it as they would perhaps have wished.
The Government have been considering the matter since we saw the result of the al-Jedda case. I specifically asked officials whether there was anything that we could do to ensure that we would be able to take action against people whose activities, particularly those related to terrorism, were seriously prejudicial to the state. Lo and behold, we discovered that had it not been for the law that the last Government passed, I would have been able to deprive al-Jedda of citizenship.
As another naturalised British national, I fully support what the Home Secretary is doing. May I ask her for clarification? Five British nationals had their nationality taken away under the previous Government, and 16 had their nationality taken away under the current Government between 2010 and 2012. What has happened to those people? Have we been able to return them to their countries of origin? If not, is that why the Government are pushing forward with the new clause—so that we can do that in future?
My hon. Friend makes an important point. In some cases we are able to return people, and we do a lot of work with other countries, through our agreements on deportation with assurances, to ensure that we can deport people elsewhere. Of course, there was a particular case in which we could not take such action against an individual because it would have rendered them stateless, notwithstanding the fact that they were in a position to apply for citizenship of another state.

Commons ChamberThe right hon. Member for Blackburn (Mr Straw) has said that we need to learn the lessons from Kosovo. Has the Secretary of State seen the comments that were made by the then Secretary of State for International Development, Clare Short? She said that Britain refused to take a quota:
“We are not working on numbers. We are working on vulnerability and need”.
She went on to say:
“We believe that the refugees should be cared for in the region”.
Does the Secretary of State agree that our approach is very similar to that of the previous Government to the refugees in Kosovo?
My hon. Friend makes a very good point and he is absolutely right. The important thing is that the United Kingdom asks what is the most appropriate way to support refugees who have been displaced by conflict, as in Syria. First and foremost, it is humanitarian aid in the region that is needed, but it is also right for us to take vulnerable cases and we have set no quota.

Commons ChamberThis is about putting in place a number of legal changes that will help ensure that the system can be better managed. Alongside that policy change, as I have evidenced in the fact that I have abolished the UK Border Agency and set up the two new commands within the Home Office, we are of course making changes in how we manage and administer the system to make it operate more smoothly and rather better.
Will the Home Secretary confirm that limiting the number of bail applications that can be made is nothing new? Under the Bail Act 1976, the number of applications one can make in criminal cases is limited before exceptional circumstances have to be shown, so this is nothing new and we are simply improving the process.
My hon. Friend is right. We have seen cases in which people have made repeated bail applications, which then have to be dealt with, and sometimes all that happens is that the application is withdrawn at the last minute, which of course causes problems for individuals.

Commons ChamberWe will continue to argue on a point of law that we believe is arguable before the courts, notwithstanding the view taken by the Court of Appeal, but I cannot prejudge the decision that the Supreme Court will take. It is right that the Government continue to ask for leave to appeal directly to the Supreme Court so that, if the appeal is accepted, the case can be tested in the very highest court in the land.
May I congratulate the Secretary of State on the way in which she has dealt with terrorists and suspected terrorists, because in the past three years, she has rescinded the British nationality of 16 individuals due to acts linked to terrorism that make it not conducive for them to be in this country, which is far more than any previous Secretary of State?
I note my hon. Friend’s comments. When we came into government, we were clear that we needed to ensure that we could act against extremists, including violent extremists, and we have been pursuing that in the way that he sets out, as well as though our policy of exclusions.

Commons ChamberI recognise the hon. Gentleman’s point about ensuring that the reorganisation does not lead to further problems in the short term. Like the longer-term changes to IT systems and processes, it is intended to try to deal with precisely some of the problems that he identified regarding the length of time taken to make decisions.
Will the Secretary of State clarify whether the new system will quickly implement judicial decisions to deport foreign criminals back to their countries?
A number of problems are encountered when trying to deport foreign national prisoners back to their country of origin. The new enforcement command in the Home Office will be able to put greater focus and emphasis on the removal of those who no longer have a right to be here and the deportation of foreign national offenders who should be removed. There are other issues in such cases and those will be dealt with in the immigration Bill that I intend to bring forward.

Commons ChamberI am grateful to my hon. Friend for again raising the internet, which was mentioned in an earlier question. It is important that we look at the use of the internet, and we can do so in a number of ways. The police could take action in relation to some of the things that are put on the internet here, but one of the key things is to work internationally, particularly with the US. Many internet providers are based there rather than here, and are therefore outside UK jurisdiction. We are doing more to talk to the US, and indeed to those companies directly about their responsibilities.
As somebody with an Islamic background, I very much welcome the Secretary of State’s statement. She has announced an excellent and proper way forward to deal with that bizarre, distorted ideology and to promote community cohesion. What representations, if any, have been made to the Governments of Afghanistan and Pakistan on reforming the madrassahs—the religious schools—which have often been a breeding ground for extremism?

Commons ChamberWe have already had one challenge on this ruled on by the Supreme Court, and there is the prospect of others. We have no further right of appeal through the Supreme Court mechanism, so we are introducing what we believe to be a tough set of measures that will address the issue. Of course, it will continue to be possible for sex offenders to stay on the register for life.
I welcome the Secretary of State’s statement. I have appeared in Parole Board hearings. Can the Secretary of State confirm that the police officers who will make decisions will have all the information on an offender that is available in a Parole Board hearing, from judges’ sentencing remarks on dangerousness, to pre-sentence reports and the offender’s full record in custody, so that they can make a thorough decision, so that the public are fully protected?
That is absolutely our intention. The police should have the fullest information possible on which to base their decision on whether a sex offender should stay on the register. Indeed, I expect that when we lay the statutory instrument before the House, we will be able to go into more detail on the sort of information that will be available to the police.

Commons ChamberLabour Members really are going to have to get their story in order as to exactly what they want to do on immigration. We want to ensure that Britain is open for business and that we can bring in skilled workers, which we will be doing, but that we can put in a cap that enables us to reduce net migration into this country. That is what the British people want, and it is what this coalition Government will deliver.
May I welcome the statement as representing a constructive way forward? Does the Minister agree that foreign students should leave the country and reapply if they want to change their course or apply for a work permit?
My hon. Friend has raised an important point. One of the issues around students relates to those who come here to study one course and then move from course to course in order to be able to stay here. We will be looking at that issue in the consultation, and I can assure him that the proposal he has just made is exactly the kind of thing that will be in the consultation.

Commons ChamberThere are two aspects to the expenditure on equipment. Much of the equipment used for screening at airports and some other aspects is paid for by the industry rather than Government. The hon. Gentleman has reminded me that I failed to respond to one of the questions put by the shadow Home Secretary—about capital expenditure at the UK Border Agency. I assure the hon. Gentleman and his right hon. and hon. Friends that, within the capital programme for the UK Border Agency. key aspects of the work needed to enhance our border security, such as e-borders, are protected.
The Friends of Yemen task group reported back to the United Nations in July on a strategy for Yemen. What steps have been taken to implement the findings, prior to the group’s meeting in Riyadh?

Commons ChamberI thank the right hon. Lady for her concern in relation to support for refuges. We will consult on welfare reform proposals more widely, and that issue can certainly be considered. In relation to the support that refuges provide for victims of domestic violence, I am pleased to tell her that this Government have been able to extend until the end of this financial year the pilot period of the sojourner project dealing with victims who have no recourse to public funds. That is another matter on which we are considering longer-term solutions to ensure that refuges can provide support for the women who need their services.
Will the Minister ensure that all domestic violence centres have access under one roof to welfare, housing and the criminal justice system so that the victim can access them at one single point as is the case at the Croydon family justice centre?
I am grateful to my hon. Friend for mentioning the very good model at the family justice centre in Croydon, which is based on an experience that was developed in New York. I was pleased to visit a centre in New York a couple of months ago and see the benefits there. The Croydon model is a very good one, but it will not necessarily fit all areas. In more rural communities, for example, a single point might not be the answer. Some very good work has been done by Cherwell district council on how to ensure that there is inter-agency working in rural areas where a single physical centre is not always the answer.

If he looks at the voting record so far, he will see that the British National party has never managed to get more than 15% of the vote in an election. But let us set that to one side; I actually believe in trusting the people of this country.
I welcome the Home Secretary’s statement as a way of empowering communities and making our streets safe. With regard to unnecessary bureaucracy, what steps are being taken to review the work of the NPIA, which costs millions and achieves nothing, according to some senior police officers?

Commons ChamberI am happy to do so. The previous Government set up a process to consider intercept evidence, and a Privy Council group is in existence to do that. In fact, the right hon. Member for Berwick-upon-Tweed (Sir Alan Beith) is a member of that group. I want to talk to it about how we can take that issue forward in the best and most appropriate way, and I think it is better to do that over time rather than shoehorn it into this review.
We had a previous Government who made legislation for the sake of legislation: in the past 13 years we had more legislation than in the previous 100 years. With regard to point two in the review mentioned by the Secretary of State—photography and terrorism—will she receive representations from the president of the Kent photographic organisation about how badly photographers have been affected by the legislation?
