Thank you so much, Mr Evans, because the clock in here is very confusing.

Biodiversity is at the root of everything we are now trying to do. Instead of just focusing on special areas—for example, those funded by our higher level studentship grants, which do great work—we need to raise the general standard of biodiversity across the board, and it is something that we need to introduce in our new legislation. For that, we need accurate monitoring and data, spatial plans and a statutory requirement to monitor what is being paid for. I would ask the Treasury, “Please, can we include the net gain principle in the Environment Bill?”

As many of my colleagues know, soil is one of my passions—strange, but true. A third of the world’s arable soils are degraded. Every minute, we wash away 30 football pitches’ worth of soil and send it down the water courses. In England and Wales, the loss of our soils is costing our economy £1.2 billion. That is unacceptable and we need to do something about it.

Soil delivers so many of our services: it cleans water; it holds water; it grows the food we need; and it holds carbon. That carbon-holding property is crucial and we could really tackle our climate change targets if we addressed soil.

My hon. Friend makes a powerful point and I totally agree with her on soils. Does she not agree that the key is to raise organic matter? Raising it in soils means more carbon captured and also more water absorbed and held, which means sustainable crops in extreme weathers and huge benefits to our local environment.

I entirely agree, and that is exactly why I wanted to have the debate now. I do not know whether my hon. Friend has seen a copy of my speech; but he is right. There will be opportunities and challenges for the food and farming sector in leaving the European Union. Developing a comprehensive and accurate food labelling regime is an indispensable element of that.

I applaud my hon. Friend for obtaining the debate, at just the right moment. Often when we shop online we do not know whether the food is British. Could consideration be given to a button to press when doing an online shop to enable people to choose from just British produce? Surely that would really help us as we leave the EU.

I entirely support that; it is another sensible suggestion of where we should consider country of origin labelling. Parents would look at that in great detail and want to make an informed choice for their children. It goes back to the point that consumers need information so that they can make a detailed, informed choice. On the point I was making, I hope that the efforts Ministers were planning to expend on the EU in that regard will now be channelled into examining the opportunities for the UK on this issue on a similar broad basis. I am sure that the Minister will look at this in detail.

I will focus the rest of my remarks on the difference between fresh meat, which, as I have said, is subject to mandatory country of origin labelling, and the wider range of processed meat products, which are not. That is the most striking example of the regulation needing urgent improvement. It should not always fall to a Yorkshireman to plead for plain-speaking and straightforwardness in this place; I know that the Minister will probably argue that the south-west does an equally good job of speaking straightforwardly—calling a spade a spade. However, the current divergence between country of origin rules for meat and processed meat products is a significant source of unfairness and confusion within the UK meat market.

The lack of mandatory labelling for processed meat products and our own Food Standards Agency guidelines mean that those products can legally be labelled as British or “made in Britain” if they are only processed in this country, even if they are made from non-British meat. It is important to bear it in mind that products not currently covered by mandatory country of origin labelling make up a huge share of total meat consumption, including pies, ready meals, ham, bacon and sausages. Crucially, those products are displayed side by side on supermarket shelves with fresh meat that is subject to mandatory country of origin labelling requirements. A national origin label on two very similar products sitting next to each other can in fact mean very different things, potentially misleading the consumer and disadvantaging both them and British agriculture.

There is a significant number of welcome voluntary schemes that encourage country of origin labelling of processed meat products, such as the Red Tractor label and the voluntary standards agreement agreed by the industry and DEFRA in November 2010, but the fact that they are voluntary obviously limits their effectiveness. The number of different labelling schemes, each with their own standards and applying to some producers but not others, risks confusing consumers and prevents a level playing field on which products can be judged according to one ultimate standard.

Current food standards guidelines suggest that the country of origin of principal meat ingredients should be declared, and that any information provided cannot be misleading. Sadly, that is not sufficient to prevent unclear or inaccurate labelling of processed meat products. For instance, a packet of two gammon steaks from one of our leading supermarkets can be labelled

“produced using pork from the UK”

on the front, while the back of the packet reveals the more complete information in small print—that it was

“produced in the UK using pork from the EU”.

Similarly, a spaghetti bolognese ready meal from another leading supermarket can bear the Scottish flag on the front to indicate that it contains Scottish beef, clearly implying that the meat in the product is 100% of UK origin. However, in small print on the back is the information,

“produced in the UK using Scottish beef and Italian, German and French pork”.

That is all hugely unfair to our producers, who have gone to great efforts to ensure that their produce is of the highest standard, which is rightly demanded in this country, and should not have to see their products labelled as being no different from imports from countries where standards are much lower. For instance, research has suggested that an estimated 70% of pork imports fall below UK standards. The classic example of that is sow stalls, which have been banned in the UK for 10 years but remain common practice in many other countries.

My hon. Friend is making a good point. We are not self-sufficient in food in this country. If we get the labelling aligned correctly, does he think that it would give farmers, like those in my constituency of Taunton Deane in the south-west, more opportunities to produce and sell more?

I think it will allow farmers to compete against imports on a fair pitch, as it were. That is very important, because at the moment I feel it is very skewed by the labelling. Whether in my hon. Friend’s patch, up in Yorkshire or anywhere within the UK, including Scotland, Northern Ireland or Wales, British agriculture produces products to some of the highest standards and the highest welfare standards in the world. That is not reflected fairly within food labelling at the moment, and we have to ensure that it is.

It seriously inhibits consumers’ choice if we do not get this right. We know that many consumers wish to buy British meat, in many cases because of the high quality and high animal welfare standards to which it is produced. Research suggests that 74% of people believe it is important that the meat they buy is of UK origin. That strengthens the point made by my hon. Friend the Member for Taunton Deane about what such labelling can do for UK agriculture. However, under the current regime, consumers are restricted in their ability to do so.

For meat and processed meat products more broadly, I urge the Minister seriously to consider establishing a clear single UK country of origin standard, with a single country of origin label on the packet meaning that the animal was born, raised and slaughtered in the country and making it clear that the location of the last substantial change to the product is not an adequate description of its origin.

I also believe that the Government should use their new freedom of action outside the EU to proceed with introducing mandatory country of origin labelling for dairy products wherever possible. The Minister has made clear his disagreement with the unwillingness of the European Commission to act on that issue, and I therefore hope that in making this call I am pushing at an open door.

The future prosperity of the food and farming sector and its ability to maintain and enhance its export performance will also depend on the promotion of traditional regional and speciality foods, which is another issue within food labelling. Given the time, I will not go into that, but it is worth putting it on record that that is an important sector within food labelling that we need to focus on.

Finally, I urge the Minister to ensure that the labelling standards I have described are preserved in future trade agreements with the EU and other countries, so that British agriculture is able to thrive in conditions of fair competition, with accurate disclosure of origin information to the consumer. Accurate, honest country of origin labelling in food is of great importance to the success of UK agriculture, the prosperity of rural communities, the rights of consumers and the competitiveness of our products in the world market. I look forward to seeing what measures the Minister can bring forward in this area as the Government develop the first independent UK farming policy for more than 40 years.

I will say a bit about those zones later, but I think all local authorities will have to consider them. I hope the Minister will have some guidance on that later.

Even in Taunton Deane, which people might consider a beautiful rural area with a few urban centres, there are two pollution hotspots. One is on East Street, which is a busy road going right into the centre of Taunton. The other is on the famous A358—I have spoken about getting an upgrade for that road ever since I arrived in this place—where there is a pollution hotspot in a village called Henlade. We need to tackle that and, although I believe local authorities have the powers to tackle such issues—I have questioned Department for Environment, Food and Rural Affairs Ministers about that—they do not have the know-how on how to put measures in place. More particularly, they do not have the funds to tackle the issue even if they would like to.

I welcome the fact that the Government will produce their consultation on air quality fairly soon, and we look forward to seeing what is in it. I urge the Government—this is particularly a point for DEFRA—to adopt World Health Organisation rules on air quality, as they are far more stringent than the European rules that we have nevertheless shockingly contravened.

I come on to the real reason for today’s debate, which is encouraging the use of electric cars to help tackle air quality. As we have heard, the electric car market is growing substantially. There are many models available on the market now. Some are extremely well designed and are built to last. Many could be built not exactly as kit cars but on a much more local basis. Perhaps that might spawn new industries in our constituencies that could manufacture those cars. I would welcome the Minister’s views on whether we should have some sort of incentive to kick-start those industries.

There are already some world leaders in the industry. Formula 1, which is largely based in this country, has already been driving electric racing cars—there is a new league called Formula E, where they are raced at venues around the world. If we increased productivity and innovation in an industry that we already invest in, we could become world leaders. There would be spin-offs for our industrial strategy, and for technology and innovation, as we leave the EU, and it would work to improve our environment and help to build an environment that works for everyone—a point that the Government have to address. There will be spin-offs all round.

My hon. Friend is making a powerful argument. I entirely agree that we have to improve air quality. The 9% target—I think it was provided by the Select Committee on Energy and Climate Change—is one that we really need to aim for. Is one of the biggest barriers to the growth of low emissions vehicles not the high depreciation costs that are incurred at the moment? Does my hon. Friend have any ideas about how the Government could help overcome that?

I will leave the Minister to come up with some answers on that.

I have been having discussions with a company called EV Hub Global, which has a 21st century idea: a hub —a filling station—for electric cars, run on a membership basis. We cannot increase our use of electric cars by the numbers that have been predicted unless we have the right infrastructure in place to refuel them. At the moment, there are 1,000 rapid chargers available in the UK and approximately 100,000 electric vehicles, and 50,000 taxis have got to be off the road by 2020. If they are all going to go electric, and if we are all going to buy electric cars, we have to have a framework in place to recharge them. Those hubs can help.

People I have talked to in the industry suggest that we should focus on fleet vehicles first—buses, taxis, vans and lorries—and then the domestic car market will follow. I appreciate that we have to be very careful not to create economic difficulties for businesses that use vans; it is a very fine line.

Networks are important, and ideas for incentivising fleet businesses to convert to electric vehicles are crucial. Our electric charging facilities have to get faster. People do not want to spend an hour charging up—they want to spend 30 minutes or less—so we need innovation to help that. Equally, we need storage for the charging facilities so that they do not have an adverse impact on or disrupt the grid. Charging hubs or extra facilities need to be where we most need them, so we should focus on cities and airports first. There will be a new runway at Heathrow, so it will be important to focus on that. We must plan how we will work these ideas into towns such as Taunton, which has just been given green town status, to reduce high-emission cars. There are some big opportunities here.

I again thank my hon. Friend the Member for South West Bedfordshire for bringing this subject to our attention and for giving us the opportunity to speak. There are huge opportunities, so we should be positive about the world of hybrid and electric cars, but the framework has to be in place. I very much welcome the Minister’s view on how he will enable that. Over and above everything else, we have to tackle this dreadful air pollution.

The hon. Lady is absolutely correct. I will go on to pay tribute to the EFRA Committee and the work that it has done on this subject. I know that it has forthcoming inquiries on the topic as well. I entirely agree with her. I want to touch on the dairy sector later in my speech, but this issue goes right across the fresh produce sector, and we have to get fairness there.

I was making the point about the sheer scale of the industry and whether the Groceries Code Adjudicator has enough resources to do its job. Why does the adjudicator have a team of only five, and why is the adjudicator employed for only three days a week? Is that because there is not a real problem of the supermarkets using their massive size and resources to abuse their dominant market position? Or is the problem simply not being taken seriously enough, with the result that those are the resources available to the adjudicator?

The powers of the GCA have also been called into question. My hon. Friend the Member for Brecon and Radnorshire (Chris Davies) has touched on this. I remember making a contribution on Second Reading of the Groceries Code Adjudicator Bill, when it was not envisaged that the adjudicator would be able to fine companies from day one. I warned then that, without adequate teeth, the GCA would be like a referee without a whistle. I think that another Member in that debate said that it would be like a referee without a red card in his top pocket. The fear with all new regulatory bodies is that they are set up too cautiously and they become ineffective talking shops, unable to gain influence or authority in the sector. It was therefore a welcome development when, before the Bill’s Committee stage, the Government accepted the argument about giving the adjudicator the ability to fine retailers. Secondary legislation was introduced to give effect to the power to impose penalties on the large supermarkets of up to 1% of their annual UK turnover. That was another positive step forward—a step in the right direction—as the adjudicator requires teeth to send a strong message to the supermarkets that treating suppliers fairly is not optional.

It is deeply unfortunate, however, that the adjudicator’s ability to impose robust fines will come in after the GCA’s investigation into allegations that Tesco overstated its profits by £250 million. Should a breach of the code be found to have occurred, the only possible sanctions will be to name and shame the retailer, which is redundant at best, as the matter has already been widely reported in the media. In the light of the GCA’s limited resources and the late arrival of its powers, it is fair to ask what the adjudicator has achieved in the two years since it was established.

I, too, congratulate my hon. Friend on securing the debate. We have discussed this issue at length during the EFRA Committee’s farm prices inquiry, and it is very pertinent. I wonder whether the adjudicator is working three days a week because she does not have enough powers to fill the other days. She is legally prevented from looking for evidence, and her remit extends only to direct suppliers, which leaves out the majority of farmer suppliers, which in turn does not encourage them to bring evidence forward.
