I am grateful to my hon. Friend. I think his suggestion to have a rapid review of the evidence is eminently sensible.

I thank my right hon. Friend for graciously giving way. He might want to clarify that this debate is a bit of a game, and is not exactly about fracking. If we are talking about fracking, scientific evidence and data is so critical—it is everything we base our policies on. Does he agree that the data should not just be about seismic activity, and that the effect on water will be critical? I do not just mean water that is put down the drilling space; I mean the effect on hydrology in future years. It is critical that the Government are seen to be serious about the scientific evidence on this.

I am grateful to my hon. Friend on both counts. She is right to say that trying to take control of the Order Paper is parliamentary interweaving rather than the substance of the debate. To take control of the Order Paper, people need to have won a majority in the election. That is how our system works The experience that we had in 2017 to 2019 proved how bad it is for Parliament when the Order Paper is messed around with, so I think that part of it is bad.
On the point regarding water, my hon. Friend is absolutely spot on. That is one of the keys to how things could be done safely, and we must be certain that the water used on site, and water that may be near sites, is safe.

I do apologise for a lack of humility. I shall try to do better in that regard. I am, however, flattered that the hon. Gentleman remembers my speeches from years ago. I admire his attention to the debates in this House. The point I was making then was that a deficit of £150 billion a year, or 10% or 11% of GDP, was completely unsustainable. It is now down to about £50 billion and about 3.5% or 4% of GDP. It is at a manageable level. That is the achievement of the previous Chancellor and the current Chancellor.

Is not one of the fundamental reasons why the economy is in safe hands with those of us on the Conservative Benches that Conservatives have an understanding of the importance of business? My hon. Friend is still in business. Unless one understands how business works and what makes it tick, we cannot raise the revenues necessary to pay for what we need in this country.

My hon. Friend comes from Somerset and her parents are constituents of mine. For both those reasons, she is invariably right and on this occasion particularly so. There is no money tree. It has to come from the success of businesses. It is a matter of balance. The hon. Member for Stalybridge and Hyde (Jonathan Reynolds) wishes to get away from that balance, but it had to be done at the right rate to ensure the least economic problems as taxes were raised and expenditure cut. That has been achieved.

While my hon. Friend is on about sport, may the Bill not help Somerset win the county championship for the first time ever, after coming second this year? Would that not be a real triumph after Yorkshire and Middlesex stitched it up?

I know that my hon. Friend was down at the county ground not very long ago, because I had so many comments about the fact that he had been there. I am sorry that I missed him, because I was down there every day of that championship. I am not sure that Somerset is allowed to collect on the streets with buckets, but smaller sporting charities would be very much helped by the new enabling measures in the Bill.
