Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.

That is the kind of offer I would find hard to refuse. Interestingly, we went to all the effort of making the house, then releasing the hedgehog into it, but I do not think that the hedgehog ever lived in it again. I think my garden was much more suited to it than the house. That is not to say that the boxes from Sutton Coldfield will not be a great deal better than those from Taunton Deane.
On the serious points, as we look to conserve and protect our native hedgehogs we have to consider the reasons for their decline. The main threat to the hedgehog is habitat loss, as many hon. Members referenced, particularly my right hon. Friend the Member for Chipping Barnet (Theresa Villiers) and the hon. Members for Blaydon (Liz Twist) and for Strangford (Jim Shannon). Habitat change has been due to such things as agricultural intensification and deterioration in the actual habitat, and that has affected so much of our other wildlife as well.
Schedule 5 of the Wildlife and Countryside Act 1981 focuses on deliberate harm against species. Although I agree with the sentiment behind the proposal of my right hon. Friend the Member for Epsom and Ewell (Chris Grayling) to ensure that we protect our hedgehogs, it is not clear that the species is being threatened in that way. Therefore, that protection under the Act would not address the main challenges that the species faces, although I was interested to hear about the potential collecting and selling of hedgehogs. If there is evidence of that from the British Hedgehog Preservation Society, I would certainly like to see it, because that has not been flagged to me and it would concern me.
I must go on to the points made by so many Members, particularly my right hon. Friends the Members for Chipping Barnet and for Epsom and Ewell, my hon. Friend the Member for North Norfolk (Duncan Baker) and the hon. Members for Kingston upon Hull West and Hessle (Emma Hardy) and for Blaydon, about schedule 6 of the 1981 Act, under which the hedgehog is listed. The schedule makes it an offence to kill or take listed animals by certain methods, such as types of traps and snares.
The quinquennial review process, which many have referred to, reviews schedules 5 and 8 of the Act, and the JNCC will make recommendations with regard to those lists. As I have highlighted to a number of Members, no changes to species protection have yet been recommended to us, nor have any decisions been made. Proposals for change will be formally consulted on later this year, and the Government will then consider the recommendations and advice provided by the JNCC before making any decisions.
Given that the Minister accepted in the debate on the Environment Bill—I am grateful for that—that the current legislative framework is really no longer fit for purpose in today’s world, would it not be better to set aside the quinquennial review and just get on with replacing the system? Carrying on with what we have at the moment will just cause confusion and uncertainty. It would be better to say, “This doesn’t work anymore,” and do something different.
I hear what my right hon. Friend says. We have discussed this at length, and I thank him for that. As I have said previously, it is a priority for us to provide the legislative protections and policy interventions needed for our wildlife, including of course declines in hedgehogs. I am determined that we will get this right, and my right hon. Friend will know that we have recently announced a Green Paper towards that ambition. My Department will begin a review of species legislation, with a view to enhancing and modernising it, and we intend to publish the Green Paper and seek views later in the year. I absolutely agree that we need a better approach to addressing threats to a range of species, and that is what the Green Paper will focus on.
Furthermore, the Environment Bill will strengthen our commitment to such species as hedgehogs. We have amended it to require a new, holistic, legally binding target to be set for species abundance by 2030. The aim of that is to halt the decline in nature. That is a really strong commitment, the like of which we have never seen before. It demonstrates that the Government are determined that we will get this right. Indeed, we have to get it right, and I agree with various Members who have spoken, particularly my right hon. Friend the Member for North Thanet (Sir Roger Gale), who was very forceful. The matter is urgent and we need to get on with it.
We are taking action through a range of measures that I honestly believe will help. My right hon. Friend the Member for Chipping Barnet referred to the net gain provisions in the Bill, which will mean that every single new development will have to put back 10% more nature than was there at the start. I know that many developers will put back more than that, and that will help hedgehog habitats. Through the Bill, we are also introducing local nature recovery strategies, which have been referred to. Those will help to identify local biodiversity priorities in order to improve the co-ordination of the whole conservation effort, but at scale, and they will be beneficial to species such as hedgehogs.

What I have done is insist on a highly substantial commercial arrangement with two very established cross-channel ferry operators and given a small amount of business to a new operator. If there is a no-deal Brexit, which I hope will not happen, we have several other measures that we can bring into place.
Will my right hon. Friend assure the House that he is in consultation with not only Dover and Calais but other ports about what would happen in the event of no deal, which I sincerely hope will not happen? The way to avoid no deal, of course, is to vote for the deal. In Taunton Deane, many businesses, lots of them small, rely on exporting and ferries. They must not be hampered and we must act responsibly to give them assurances.
The clearest assurance that I can give is that I have been to Calais and met my French counterpart to talk about this issue, I have met the president of the Nord-Pas-de-Calais, and officials have had discussions, and I have had no sense from any of those conversations that the French want anything other than to maintain the fluid movement of trade through the channel ports. That is something to which we should all aspire.

Commons ChamberOne thing that would reduce road congestion is, of course, getting people out of their cars and on to their bikes. We very much welcome the upgrade of the A358 in Taunton, but does the Secretary of State agree that whatever route is chosen by Highways England, the provision of adequate cycling infrastructure should very much be part of upgrades?
I always hope that when a new road is put in place, provision will be made for other users—cyclists and pedestrians—alongside that road, particularly in respect of a major road like the A358. That new road will of course mean that there is substantial additional capacity on the old road, which will become much less congested, but I am sure that Highways England will be looking carefully into how it can make provision for all road users.

Commons ChamberAs the hon. Gentleman will know—and I have given this assurance to my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton)— I am acutely aware of the issues in Stoke-on-Trent. I want to ensure not only that the high-quality service that it deserves is protected, but that HS2 trains run through it, which is also what it deserves. I have given that clear commitment to the people of Stoke. I want them to have a first-rate rail service, and HS2 will make it possible for them to have an even better rail service than they have at present.
Let me say more about the affected communities. Last week we announced an additional £5 million for communities and businesses that are disrupted by the construction of phase 2a, which can be spent on public projects, community centres and so forth. That will add to what we have already committed in terms of the mitigation and compensation in place, and we will carry on looking at ways in which we can minimise the impact on local people and the areas affected.
I am totally in favour of the project, as train travel is environmentally friendly because it gets people out of their cars and on to trains. But will the Secretary of State reflect on the potential loss of ancient woodland because of HS2, and whether consideration might be given, where possible, to using tunnels so that we keep these wonderful, magnificent trees? We have only 2% of them left in the whole country. Will we consider doing this? If not, and if there is unavoidable loss, could we consider 30% amelioration, as recommended by Natural England, rather than the figures bandied about today?
I am very well aware of the potential impact on ancient woodland. We have already made changes to the design of the project to try to mitigate that impact, and there is an absolute commitment to look to plant afresh and to develop environmental measures to compensate for any loss of woodland. Also, there are some exciting potential projects on the route that can enhance the natural environment at the same time as we are having to make changes elsewhere. I assure my hon. Friend that we are very sensitive to the issue she mentions, and we will do our best to make this project in as environmentally friendly a way as possible. We cannot build something new like this across the whole country without having some impacts, but we can try to mitigate them and put money into positive alternatives. That is what we are committed to, and that is what we will do.
This is a step on the way towards creating a 21st century new rail network: phase 1 to Birmingham, phase 2a to Crewe, eventually phase 2b to Manchester and Leeds, and then across the top with Northern Powerhouse Rail, and then, through that, the connections to the north-east, which the shadow Secretary of State will hold dear, to Scotland—colleagues on both sides of the House representing Scottish constituencies are keen to see that connection put in place—and into north Wales through the Crewe hub that we are working on at the moment.
This project will provide the capacity our transport system needs in the 21st century. It will deliver better journey times and, particularly importantly, much better connections between our northern cities—Birmingham, Sheffield, Leeds—where there are poor connections at the moment; this will make a huge difference to them. But above all this is about making sure this country has a 21st century transport system. I hope the project commands support across the House. I know that some Members have issues both about the principles of the project and constituency impacts. To those with constituency impacts I simply say again that we will do our best to minimise those and to work as closely as possible with them to make sure that people who are affected are treated as decently as possible.
This Bill is enormously important to this House, to the future of this country, to our nation, to strengthening our Union, and to delivering economic growth across the whole country, and I very much hope that this House will give it its support today.

Commons ChamberThe only station that I am going to be leaving is Euston station for a visit to the midlands this morning. There has been no £2 billion bail-out of Virgin Trains East Coast. The contracting with Carillion was actually not with Carillion, but with a consortium of companies that are equally responsible for delivering the contract and will do so. I am happy to stand here to defend the record of a Government that have done more for our transport system than has happened in decades. That is in sharp contrast with what the Labour party did over 13 years in government, which was very little indeed.
Figures for transport spend in the south-west show a significant increase—part of a pattern, Mr Speaker—totalling £1.7 billion in 2016-17 alone. That spend is helping to deliver a package of investment worth over £2 billion on the strategic road network in the south-west, as well as investing more than £400 million in the rail network.
I very much welcome the commitment to funding for the notorious A358 in my constituency, and I am pleased that the Secretary of State and Highways England listened to local concerns and my calls for a new consultation, which opened just this week with three proposals. However, I would like an assurance that the upgrade will deliver not only strategically, but for local people and for productivity in Taunton.

Commons ChamberThere is a two-stage programme of modernisation for rail in the north, despite the nonsense that the shadow Secretary of State was talking earlier. Initially, we are replacing every single train in the north. We have modernised the Calder Valley line and are about to launch the modernisation of the main trans-Pennine route between Leeds and Manchester.
Of course we have done other things, such as electrifying the railway line from Liverpool to Manchester and creating the first ever link between Manchester Victoria and Manchester Piccadilly. A whole range of things is happening. What we said at our conference and will be confirmed at the Budget is that we will set aside funding to create the links between HS2 and Northern Powerhouse Rail. I am now waiting for the detailed Transport for the North proposals for Northern Powerhouse Rail. In the short term, we modernise the trans-Pennine route, and in due course we will build Northern Powerhouse Rail to ensure that we have those better links for the future.

Commons ChamberThere will be debates on the Budget and on any changes that we bring forward to the welfare system. I simply remind the hon. Gentleman that it is important for the Government to ensure that we provide support where and when it is needed, but that we also seek to get the best value for taxpayers’ money in delivering that support.
Trees are important to us all, and some might say that they are important in transforming much of the hot air that we expel. [Hon. Members: “Withdraw!”] I say that tongue in cheek. Ancient trees, in particular, are so biodiverse, and there are only 2% left in this country. Will the Leader of the House kindly permit us time in the Chamber for a debate about the protection of our precious ancient woodland?
It is important to ensure not only that we protect ancient woodland, but that we create woodlands for the future. One of the most exciting developments over the past two or three years has been the Woodland Trust’s plan for new forests in England, Wales, Scotland and Northern Ireland to commemorate the centenary of the first world war. There is one in my constituency, where farmland is being turned into forest that will be enjoyed by generations to come. My hon. Friend is absolutely right. We need to protect what we have got, but we need to create the ancient woodlands of the future as well.

Commons ChamberI will remind the Business Secretary about that commitment. We all take the future of the steel industry immensely seriously, and yesterday’s statement contained provisions on high energy users and energy costs. We realise that there is a lot to do, and I can assure the hon. Gentleman that the Business Secretary and members of the Business, Innovation and Skills ministerial team take the issue immensely seriously.
Will the Leader of the House kindly explain what opportunities there are to discuss the recognition available to armed forces personnel, including some marines in Taunton Deane, who have served in often highly dangerous counter-piracy operations off the horn of Africa? If that recognition comes in the form of a medal, will those brave men and women be able to wear that medal proudly, which is not the case with all medals?
One or two Members have raised that issue before, and I find it baffling that we even have to discuss it. My view is that if somebody serves our nation and is awarded a medal for doing so, they should be able to wear it. I wish my hon. Friend well in her campaign. She has my support for what she is trying to do, and I will make sure that the Secretary of State for Defence is well aware of what I think is just plain common sense.

Commons ChamberI doubt very much that the attention of the nation will be on the Liberal Democrat conference next week. Indeed, I doubt very much that the attention of most Members of the House will be on the Liberal Democrat conference next week. I say to the hon. Gentleman that the job of Members also involves working in their constituencies. I suspect that next week, most Members of the House will be found not glued to the speech of the hon. Member for Westmorland and Lonsdale (Tim Farron), but doing valuable work in their constituencies. I assume that the same will be true of Scottish National party Members, although they do have MSPs who do most of the work in their constituencies, so I can understand if they feel a bit under-occupied. Perhaps they will think of tuning in to the speech of the hon. Member for Westmorland and Lonsdale.
The hon. Gentleman referred to the anniversary tomorrow of the Scottish referendum. The Scottish National party still has not quite come to terms with the fact that the Unionists won the referendum and the people of Scotland chose to remain within the United Kingdom. Every week is a bit like groundhog day with the hon. Gentleman as he talks about the tension between England and Scotland and—rather nonsensically, because it is not true—about our apparent attempt to turn the SNP into second-class Members. Of course, if he read the detail, he would know that that is all total nonsense. They simply have not come to terms with the fact that the people of Scotland—very wisely, in my view—voted for the United Kingdom and not against it.
The hon. Gentleman referred to the composition of the Joint Committee on Human Rights and the fact that it is balanced equally between the Commons and the Lords. I simply say to him that that is because it is a Joint Committee. It would hardly be a Joint Committee if all its members were Members of the House of Commons. I appreciate that he would like to change many parts of this place, but the workings of a Joint Committee have been in place for a long time, and they represent a balance between both Houses of Parliament. That is not something that we intend to change.
Finally, it has always been the policy of this Government, the coalition Government, and the Labour party in government, that if a sufficiently serious matter occurs, this House—subject to your consent, Mr Speaker—will be recalled. That has happened many times over the years since the hon. Gentleman and I were elected to this House, and it will not, and should not, change. The three weeks that lie ahead are an important part of our political calendar and give people time to do valuable work on behalf of their constituents. I know that is what most Members of the House will be doing.
There is a clear need for new investment in low-carbon technology, and the new nuclear power station at Hinkley Point is an essential element of that. Associated skills programmes are already running, and 25,000 jobs have been promised locally. Will the Leader of the House come to the House to update it about progress on this crucial power station?
It is essential that that project goes ahead, as its success will be an integral part of this country’s future energy strategy. We must ensure that we keep people’s houses lit and businesses running, and this morning we heard questions to the Secretary of State for Energy and Climate Change. I assure my hon. Friend that the Secretary of State will keep the House regularly updated about progress on that important project.

Commons ChamberI think this is very much a matter for the Prime Minister. We have barely started the renegotiation and the European Union Referendum Bill has not even had its Second Reading, so I think these matters are for the future.
The town of Wellington is in my constituency and the famous Wellington monument is prominent from the M5 as one goes south. The town will be having lots of celebrations for the 200th anniversary. May we have a debate to celebrate and discuss this wonderful anniversary? Might the Leader of the House find a little pot of money to restore the wonderful Wellington monument, which is in such great need of an upgrade?
I hate to disappoint my hon. Friend, but I do not have a budget from which I could give her that small amount of money. There will, however, be many opportunities to lobby those of my colleagues who do have such a budget. I commend her for the work she is putting into her constituency to celebrate this great anniversary of a great moment in our history. The anniversary is being celebrated in a variety of ways around the country, including with the production by the Royal Mint of a celebratory coin, although I gather that on the other side of the channel there has been some resistance to producing a euro coin to celebrate the same event.
