T5. I was grateful to the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Copeland (Trudy Harrison), for her response to my Adjournment debate last week about our campaign on bathing water status for rivers, and specifically the River Nidd in Knaresborough. Will she meet me to discuss that campaign and the process for inland bathing water accreditation?

I hear that it was a lively debate, and I congratulate my hon. Friend on his campaign. We are actively encouraging more applicants for bathing water status, and I look forward to receiving the application for the River Nidd and discussing it with him. As I think my hon. Friend the Member for Copeland said in that debate, it is time to get your Speedos out.

My hon. Friend has engaged continuously on this issue and is really standing up for his Bolton North East constituency. I assure him that only the most polluting older vehicles are charged in a clean air zone, and it is not a congestion charge; the Greater Manchester plan does not include charging private cars, and the evidence provided by Manchester authorities to date shows that this is not needed. We have provided £41 million in advance of the zone to help drivers and businesses in Greater Manchester that are least able to upgrade their vehicles, with further funding to be allocated. Manchester authorities are consulting on their plan until 3 December, and I encourage people to engage with the consultation.

In Harrogate and Knaresborough there are three air-quality management areas. The one at Bond End in Knaresborough saw junction improvements a couple of years ago that improved the situation, but another, at Woodlands junction in Harrogate, continues to break NOx levels, and that must change. What help is my hon. Friend giving to local authorities to help them to reduce NOx levels?

I thank my hon. Friend for putting the case for those roads. Local authorities have a range of tools that they can use to reduce air pollution, and we are building on them through the Environment Bill to ensure that local authorities have a clear framework and simple-to-use powers to tackle air-pollution issues in their areas. We are also broadening the range of bodies required to take action to improve air quality. As a former Transport Minister, my hon. Friend will understand what I mean by getting other bodies involved—we want them to work closely on the air-quality management plans. We will also continue to provide support through the air-quality grant.

I thank my hon. Friend for his impassioned question. The national planning policy framework makes it very clear that new developments should be made safe and resilient without increasing the risk of floods elsewhere. The Environment Agency and Rotherham Council have been working together in partnership to find a solution to flood risk in the area. Early studies of the proposed Whiston flood alleviation scheme indicate that the scheme could better protect about 60 houses.

The first road investment strategy did include some smaller scale improvements to that section of the road to improve safety and journey quality. However, it is a very challenging area in which to make improvements: it is a protected landscape and a very beautiful area, as my hon. Friend showed me when he drove me along the routes last summer and I heard at first hand the opportunity presented by such investment. We have started the second road investment strategy process, and Highways England is developing route strategies to inform that process. I will obviously take account of my hon. Friend’s contribution in the process, and I will make sure that Highways England liaises with him locally.

I welcome the upgrade of the A303, particularly where it joins the A358 and links from the A30. However, at the recent Neroche annual parish meeting, which I attended, it was suggested that the preferred options would be submitted to the Government by 2018 and there was a certain mithering in the audience about whether the Government would actually go ahead and build the road. Will the Minister confirm that this will take place by 2020, as it is so crucial for the wider south-west, not just Taunton Deane?

I can understand why there is local cynicism, because the scheme was cancelled by former Governments, but let me provide some reassurance. We are looking at consultations starting next year, the development consent order process in 2018 and the start of work in early 2020, so I am happy to provide the reassurance that my hon. Friend wants.
