My right hon. Friend has a hugely impressive track record of campaigning on all these issues, to enable women and girls to live safely both online and in the real world. She points to some of our previous work. Of course, technology is always changing, and the Government always keep this under review. It is right that we take time to consider the Law Commission’s recommendations, but I would be happy to meet her to discuss it in more detail.

Will the ministerial team go further in protecting women online? Is the Minister aware of the number of women journalists at the BBC who are trolled mercilessly into mental health issues? One dreadful troll was described as being in the Olympic class. These women have never been supported by the BBC, and they have never been given the support they should have been given. Will she join our campaign to secure justice through an independent inquiry into the negligence of the BBC towards its employees?

I thank the hon. Gentleman for bringing that matter to the attention of the House. Of course, the Government have a range of responses to keep all women—not just BBC journalists—living their lives. It is absolutely right that we put in place the further protections that are contained in the Online Safety Bill. If he has further proposals, I ask him to bring them to me and I will be happy to look at them.

I would be delighted to visit my hon. Friend’s constituency—perhaps I can visit the Gloucestershire constituency of my hon. Friend the Member for Thornbury and Yate (Luke Hall) on my way there. My hon. Friend the Member for Redcar (Jacob Young) is absolutely right to highlight the detrimental impacts of this type of behaviour. Of course, our legislation gives those responsible the ability to deal with antisocial incidents. I understand that he faces a particular issue in Eston hills, so perhaps he can take me there and we will see what we can do together.

Is the Minister aware that some kinds of antisocial behaviour sometimes become violent and that some of the young people swept into that have autism backgrounds? Is she concerned that under joint enterprise it is now believed that many young people are in prison who should not be there? Is she worried about joint enterprise and is she making any investigation to do something about it?

I thank the hon. Gentleman for his question. On the broader issue of those suffering from autism, we absolutely are aware that a number of factors contribute to young people sadly being caught up in crime, either as perpetrators or as victims. We are working widely across government with our colleagues in the Department for Education and the Department of Health and Social Care, and I point specifically to the excellent work we are doing in the violence reduction units up and down the country and through the youth endowment fund, which targets and specifically funds projects to help young people avoid a life of crime. I would be happy to talk to him in more detail about the specific issue he raises with me.

Whether the Government plan to make a sustainable transport plan implementation strategy mandatory for every local authority.

Local areas have a key role to play in decarbonising transport and stimulating a green recovery. We welcome plans from local authorities, and have supported their shift to cycling and walking with a £250 million emergency active travel fund.

Will the Minister ratchet up the sense of urgency on this? We need sustainable towns right across the country, and sustainable transport is at the heart of that. We could already transform taxis to electric or hybrid, and change our buses. We can do so much now. Will she put more pressure on—and give more resources to—local authorities so that they lead the way, and will she support our new commission on road air quality?

I assure the hon. Gentleman that I completely share his desire to do things faster than they have been done to date. We have brought forward the e-scooter trials, which will see e-scooters being rolled out in Tees Valley and across the country to immediately harness the benefits of the green air that we are seeing as a result of the pandemic lockdown situation. A whole host of other measures are coming onstream, all backed up by £2 billion of Government support for active travel including cycling and walking. We will continue to work on this through our transport decarbonisation plan.

What discussions he has had with Cabinet colleagues on protecting the health of food delivery drivers during the covid-19 outbreak.

Ministers have been in discussion with Cabinet colleagues about measures to protect the welfare of delivery drivers, including those carrying food.

At a time in this crisis when many of us are very dependent on home delivery, there is growing evidence that children as young as 16 on a provisional licence are wobbling on to the road, holding a mobile phone with Google Maps on it in one hand, to make deliveries. That is a very dangerous situation. Is the Minister not aware of the large number of reports of young people being killed and seriously injured because they are not qualified to drive and are doing a very dangerous task?

Of course the Government would be concerned by the incidents that the hon. Gentleman mentions. Ensuring the safety of drivers making deliveries is of paramount importance, and the Government do not want anyone to feel unsafe or unsure about whether they have the necessary equipment to work safely. That is why detailed guidance has been issued to all transport workers, in conjunction with our colleagues in the Department for Business, Energy and Industrial Strategy.
