First, I thank my hon. Friend for stepping up in place of the Chair of the Backbench Business Committee. I am sure that all Members will join him in sending our thoughts and love to the hon. Member for Gateshead (Ian Mearns) and his whole family at this difficult time. I also thank him for the advert for future Backbench Business Committee debates.

My hon. Friend is absolutely right to point out the abysmal record and broken promises of Labour’s London Mayor, whose war on motorists will, I am afraid, continue. He is targeting people through the ULEZ and low-traffic neighbourhoods, which disproportionately hit those on low incomes. Meanwhile, Transport for London is not in a financially stable position, and every year, 15,000 fewer homes are being delivered than the Mayor promised in his London plan. Labour has a record of failing not only those in Wales, Birmingham, Nottingham and countless other places, but Londoners, who will be safer with Susan Hall. I urge all hon. Members to support her.

The Prime Minister has said that he would hold a general election in June or July if the results of May’s election were not that bad for his party. May I ask the Leader of the House to persuade the Prime Minister to consider the good of the country when considering and deciding on the timing of the general election?

I thank the hon. Lady for that innovative question. Dates of elections are way above my pay grade, but I will again urge everyone to vote Conservative when that opportunity arises.

I will ensure that the Secretary of State for Education has heard what the hon. Lady says, and I will draw her attention to that report. I think that is how I can best serve the hon. Lady today.

In the midst of a cost of living crisis of his own making, the Prime Minister this week placed a £1,000 bet with a TV presenter. What message does that send to our constituents, many of whom are struggling to pay their bills?

The hon. Lady accuses the Prime Minister of causing a cost of living crisis. She knows that the pandemic had knock-on effects because of the spending we had to do, including on the furlough scheme, which the Prime Minister designed when he was Chancellor. That scheme kept people, families and businesses going throughout that period and enabled us to make a swifter economic recovery than many comparable nations. The Prime Minister is not responsible for the war in Ukraine or any of the other geopolitical and global shocks we have to endure, which are causing financial pressure on the nation and on households. During this time, we felt it right to stand up an enormous package of support for households to alleviate the cost of living. More than £100 billion, and growing, has gone towards supporting people, which shows that this Government understand what they are going through and will do everything we can to support them.

The hon. Gentleman is absolutely right: households and businesses need to know that they are getting competition at the pump and the best price, and that any savings that are made—due to changes in oil prices, for example—are being passed on to the customer. He will know that we have brought forward work with the Competition and Markets Authority to stand up PumpWatch, and the Secretary of State for Energy Security and Net Zero gave an update to Members of Parliament on this issue a couple of weeks ago. That work will ensure competition, but it will also enable consumers to see what different retailers are doing, which will be a big step forward. If the hon. Gentleman wants to give me the details of the retailers that are not treating his constituents fairly, I will make sure that the Secretary of State sees them.

Today is Time to Talk Day, the nation’s biggest mental health conversation. Good-quality youth services can have a positive impact on young people’s mental health: places such as the young persons hub and Tokko Youth Space in Luton, and people such as our outreach workers from Luton Council and Central Bedfordshire Council, are all really important in enabling young people to open up and feel listened to. Will the Leader of the House consider allowing Government time for a debate on the important role of youth organisations and services for young people’s mental wellbeing and personal development?

On behalf of all right hon. and hon. Members, I thank the hon. Lady for raising Time to Talk Day—I know that many colleagues will be involved in raising awareness and making full use of the opportunities to do so. She is right that mental health is a particular issue affecting young people. It always has been, but particularly after the dreadful pandemic years we really need to ensure that our young people have everything they need to thrive and have good mental health. The hon. Lady will know how to apply for a debate in the usual way.

I thank my hon. Friend for raising this important point on a subject close to her heart. She will know that since we left the EU there have been good opportunities for our fishing communities. In one instance, a fishing port not far away from her has seen its annual sales go from £40 million to £70 million. This should be a success story and, of course, what benefits the fishing community benefits hospitality, leisure, retail and many other things. She will know that there will be an opportunity to raise this matter with the Secretary of State on 7 December and I urge her to do so.

Today is Fuel Poverty Awareness Day, and I thank National Energy Action for its work ensuring everyone can have a warm, safe and healthy home. I recently met with Friends of the Earth Luton, as part of its United for Warm Homes campaign, who told me that in my constituency there are 36 energy crisis hotspots, representing over 50% of neighbourhoods in Luton South, where below average incomes meet high fuel bills. Will the Leader of the House provide Government time for a debate on an emergency home insulation programme to start in neighbourhoods hit hardest by the energy crisis?

I thank the hon. Lady for her question and I shall ensure her suggestion is heard by the Secretary of State. She will know about the financial support that we have given households, as well as recent measures in the autumn statement, that mean over £100 billion in support has been provided. On average, low- income households have received £2,500 a year to enable them to cope with higher energy bills. Through her auspices, her constituents could make use of a number of insulation schemes, including those in the private and public sectors. I will ask the Department to ensure she is aware of all those schemes.

Summer holidays should be a time for children to get out and about and enjoy themselves, but almost half of parents say that the cost of living crisis has had a negative impact on the number of opportunities their children have to be physically active and to take part in sport. May we have a debate, in Government time, on the impact of the cost of living crisis on the ability of children, particularly those from low-income families, to participate in the sports they love?

That is an important matter and a timely one, as we are going into the summer recess. The hon. Lady will know that the Government spend about £200 million on holiday activities for families and, through the Department for Culture, Media and Sport, we work with many sporting bodies that will be offering particular activities, especially over the summer, that enable people to try new activities and take them up, whatever their resources. I will ask the Secretary of State to update all Members on what those opportunities might be, but I know that many sporting organisations take their outreach work and support for all communities very seriously indeed.

I thank the hon. Lady for her question. As she will know, that is a matter for the Department for Work and Pensions. Given that there will not be an opportunity to talk to the Secretary of State in this House until the autumn, I will make sure that he has heard what the hon. Lady has said today. The ombudsman is also not a matter for me.

This Sunday, Luton airport celebrates its 85th anniversary. The airport is essential to Luton’s local economy, responsible for many good jobs, and as a wholly community-owned airport, has provided £180 million over the past 25 years for community investment projects. It is now aiming to be the UK’s greenest airport with the most far-reaching environmental measures, so would the Leader of the House provide Government time for a debate on the contribution that airports such as Luton must make in order for the UK to meet its climate commitments?

I thank the hon. Lady for affording us all the opportunity to send our congratulations, and I hope there are good celebrations taking place to mark this moment. Regional connectivity is absolutely vital, and of course Luton airport also serves our capital. It is fantastic that it has managed to do so much for social value in the community as well, and I applaud it for its ambitious environmental objectives. I am sure that, if she were to apply for a debate, it would be well attended. It may be a topic she wishes to include in any contribution she makes to the Sir David Amess Adjournment debate, but she will also know that there will be opportunity in the autumn to raise it again on the Floor of the House.

I think the whole House would want to congratulate the hon. Gentleman’s daughters and everyone else in that team on all their dancing achievements.

The hon. Gentleman may know that the Home Office now has surgeries to assist colleagues in getting answers on outstanding matters such as he raises. My office can be in touch with his office to make sure they have all the information, but those surgeries can be virtual, they will be specific to the cases he wishes to raise and can be organised quickly.

Labour is now the largest party in local government and I am pleased that Luton held on to a strong Labour council. Importantly, just like the parliamentary Labour party, Luton now has a majority of Labour women as councillors. Can we have a debate, though, on tackling the barriers that many women and young people from diverse and working-class backgrounds face in trying to serve their communities in local government?

Those are important issues and I know the Local Government Association is focused on ensuring that any barriers that exist are removed, tackled and addressed. I would say, because we often hear about the negatives of serving in elected roles, whether in this place or in local government, that the good far outweighs the bad. If people feel that they want to step up and serve their community, the chances are that they are going to be good at it and we should all encourage them.

Today is Time to Talk Day, when we are all encouraged to take some time in our day to have a conversation about mental health. I encourage all Members to do so. Many people are unable to access mental health services or the support they need. Recent figures from the Royal College of Psychiatrists show that 78% of mental health patients end up seeking help from emergency services. Can we have a debate in Government time on what the Government are doing to improve access to community mental health services, to ease pressure on our ambulance services and A&E departments?

I thank my right hon. Friend not just for that question, but for all the work that she has done in this area. She held the brief in ministerial office, but, on leaving that office, she has continued her interest and has worked on a number of policies to help move on this agenda. She is absolutely right: we cannot expect people, including Members of this House, to make those changes to their lifestyle—the kind of car they buy, how they heat their homes and so forth—unless we have the infrastructure in place, and unless we have the innovation and the support for that innovation to bring forward products that people will want to take up. I shall certainly take up that suggestion, and she will know better than I who I should take it up with.

Further to the excellent points made by my hon. Friend the Chair of the Backbench Business Committee, I wish to raise the issue of our public swimming pools being at risk of closure, as they have been excluded from the vulnerable sector designation by the Treasury for support with energy bills. Swimming pools face huge increases, including the fantastic pools at Inspire sports centre in Luton South, with which the Leader of the House is familiar. This will impact not only children learning to swim and our public’s health, but the development of our elite sportspeople, particularly those in my constituency who win medals in diving. I seek further advice from the Leader of the House on how we can raise this important issue—I was unable to ask about it earlier this morning at Digital, Culture, Media and Sport oral questions—and on what more we can do to ensure that we can save our swimming pools.

I thank the hon. Lady for raising that important point. I am very familiar with the particular pool that she mentions—I will probably have flashbacks later on in this question session, remembering my time there. This is an important matter not just for swimming but for sports such as diving—divers need warm water to do that at the level that they do in her constituency. I know that this is an issue of interest a number of Members, so I will talk to the Secretary of State to see whether something particular can be done for this sector. I know that she is very focused on protecting these community assets and on ensuring that, after the period of covid when people were not able to do these activities, we do everything we can to encourage people back into exercise and a healthy lifestyle.

Given the new Leader of the House’s experience of the fantastic Inspire sports centre in Luton South, may I ask her to join me in congratulating Amy Rollinson from Luton Diving Club on her bronze medal at the Commonwealth games? In view of the devastating floods in Pakistan—a third of the country is under water, 35 million people are affected and over 1,200 people are dead—please may we have an urgent debate about UK aid to Pakistan?

I happily join the hon. Lady in her congratulations on the achievements in diving in her constituency. She will know that we have given many millions in aid money to help the situation in Pakistan. Our high commission there is doing all it can to assist the Pakistan Government with the very difficult circumstances they are facing. I thank my hon. Friend for being such a champion for his constituency and for this sector in particular. He is right that these deals will make it less costly and much easier to sell those iconic products. I know that he will be encouraging pottery firms in his constituency to ship to Australia and New Zealand, benefiting from the removal of the 5% tariff.

T4.   During recess, I visited a constituent on his farm. We discussed how farmers want a level playing field when it comes to trade, and their concerns about the Government’s trade agreements undercutting UK food standards. Will the proposed deal with Australia reduce tariffs on meat produced using growth-promoting antibiotics, which UK farmers are banned from using? If so, how is it consistent with the repeated promises made to our farmers that they would not be undermined by food produced to lower standards than they are required to meet?

I do agree with my hon. Friend. The right hon. Member for Ashton-under-Lyne will reflect on what she has done this afternoon, and if she does have ambitions in the leadership department, I would ask her to reflect on whether what she has done today is the hallmark of a leader.

The ministerial code states that the register of interests must be published twice a year. The latest one is five months late, so it has been 10 or 11 months since the last one was published. At the Public Administration and Constitutional Affairs Committee last week, Lord Geidt told us that he was determined that a full list of Ministers’ interests would be published

“as quickly as possible…by the end of this month.”

Can the Minister confirm that all Cabinet Ministers have resubmitted their interests and give a more precise date for when the new list will be published, given that the end of the month is during parliamentary recess?

I am sure that the right hon. Lord Geidt will publish the register before the end of this month. That is what he has said; I am sure that he will wish to do it in a way that is helpful to the House and that he will have heard what the hon. Lady has said. I do not know which Cabinet Minister has filled out which form; all I can tell the hon. Lady is that as a Minister of the Crown, I have certainly filled out mine, and I am sure that my colleagues have done so as well.

Future Relationship with the EU

I can give my hon. Friend those assurances. Services were one area where we were very poorly served by our membership of the EU. As well as the negotiations, the Department for International Trade has been doing fantastic work in signing roll-over trade agreements and new agreements with many nations. There are fantastic opportunities for our service economy in those nations.

Investing in green industries and our transport infrastructure will be key to building back better after the pandemic and transitioning to net zero. With Government support, the automotive sector, including Vauxhall in my constituency, could move more quickly to producing more electric vehicles and councils could move to implementing the required green infrastructure to support them. Will the Minister outline whether a position on what is considered state aid has been reached, and whether any agreement will enable Government to invest in and subsidise green sectors?

There were certainly elements of the Chancellor of the Duchy of Lancaster’s statement earlier in the week that touched on that, but the hon. Lady is absolutely right to say that we want to be able to secure opportunities to set the conditions for our economy to thrive. Clearly, we have very challenging environmental goals that we wish to reach. Those are the freedoms we are working and fighting for.
