May I begin by echoing your remarks, Mr Speaker, about Stephen, who is in the Gallery? He has been an incredible servant and a good friend to the United Kingdom, and we wish him well in everything he does in the future.

Today’s Budget will be a Labour Budget with Labour values to deliver for the British people’s priorities. I know what it feels like to sit around the kitchen table worried about bills that cannot be paid. That is why this Budget is for families who I know are equally worried about the cost of living today. That is why we are rolling out free breakfast clubs, free childcare and free school meals. Today, we will be going further to deliver the change that we were elected to bring about, cutting NHS waiting lists, cutting the national debt and cutting the cost of living.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

For years and years, rail fares have gone up and up, but that is set to change next year. Can the Prime Minister confirm that commuters in my constituency will see a saving of around £400 on their annual season ticket as a result of this Government freezing rail fares? Can he confirm that it is only possible because we have a Labour Government?

I can confirm that next year we are freezing rail fares for the first time in 30 years, saving millions of commuters hundreds of pounds. That is only possible because we have a Labour Government investing in Great British Railways and putting more money in the pockets of passengers. We can contrast our approach with that of the Leader of the Opposition, who says that the minimum wage is a burden and wants to means-test the state pension.

We have made a significant contribution. As we go forward, we are looking at public and private commitments to the reconstruction project that needs to take place—not just the aid, but the rebuilding. That is a huge challenge that faces us all, and we will rise to that challenge with others.

I welcome the Prime Minister’s statement, and I hugely welcome the ceasefire and the initial Gaza peace plan, including the release of hostages and prisoners, the stopping of the bombardment of Gaza and the aid starting to trickle in. However, peace is fragile, so can the Prime Minister reassure the House of this Government’s long-term commitment to working with international partners to support the rebuilding of Gaza—physically and politically—to ensure a lasting peace and a pathway to Palestinian statehood?

The right hon. Lady has got a nerve. The Conservatives broke the economy and completely destroyed it. They broke the health service and completely destroyed it. They ruined the prisons and everything else you can mention. They failed on every front. They are in no position to give us lectures on anything. She says that she accepts they failed and they are changing, but they have learned absolutely nothing.

Q2. I welcome the Government’s action last week to tackle rogue traders who install faulty home insulation, affecting many of my constituents. Does the Prime Minister agree that Labour’s warm homes plan will tackle fuel poverty and bring down bills for families as part of our plan for change?

The Conservatives have a lot to answer for in the failing system that they left behind. We have taken immediate action to ensure that consumers insulating their homes are not let down again. We are investing £3.4 billion in our warm homes plan to upgrade 5 million homes.

I thank the hon. Member for raising that tragic case, and I pay tribute to Tracey for her campaigning. I have met a number of families on the issue of bleed kits, so I know at first hand how important this is. We are taking measures in relation to knife crime, including banning the online sale of knives to make them less available, steering young people away from offending and implementing real penalties. I am happy to look at bleed kits, and I will make sure that Tracey gets a meeting with the relevant Minister to hear more about what we are doing and to make her case.

The proposed closure of Luton’s Vauxhall van plant by Stellantis is devastating news for our town, with over 1,000 jobs at risk and the town’s future prosperity threatened. Can the Prime Minister assure me that there will be a cross-departmental response to support the automotive sector and, importantly, good, skilled jobs in Luton?

Yes, I will. I thank my hon. Friend for raising this, at a difficult and uncertain time for workers and constituents in Luton, and their families. That is why we are working with the industry. There will be a statement later today, and it is important that we do whatever we can to support these communities.

I am angry to be put in the position of having to release people who should be in prison because the last Government broke the prison system. The last Prime Minister was repeatedly warned—he had his own release scheme—that he had to adopt the scheme that we have put in place. The former Justice Secretary said that if they did not do it, they would have to get down on their knees and pray. Police chiefs made it absolutely clear, in a letter to the last Prime Minister before the election, that he needed to take action, saying that they would not be able to discharge their duties and that the risk was a loss of the ability to detain suspects. That means an inability to arrest people committing offences—that is how bad it was. They warned him that further delays until after the general election would increase the risks significantly. What did he do? He delayed and increased the risks.

Q8. I welcome the Government’s swift action to bring railways back into public ownership. Great British Railways will deliver much-needed reform, ensuring that the network serves both passengers and rail freight effectively. Will the Prime Minister explain how Labour’s ambitious railway plan will also deliver improvements to rail infrastructure to ensure that my constituents get the service they deserve at Luton station?

I thank my hon. Friend for raising this important matter. One of the first Bills we introduced was to reform our railways after 14 years of chaos. Great British Railways will unite track and train under a single leadership. That means closer collaboration across the industry and faster, more effective decisions on critical infrastructure, and I know how vital that will be in relation to both Luton and Leagrave stations in her constituency. We are carefully considering the best approach, but I assure her we are committed to ensuring that our railways will be open to everyone.
