We have promoted a greater sense of devolution, and this comes back to my point about trusting communities, councils and people at the grassroots to get on and deliver for their communities. It is this Government who have given local authorities the tools and resources they need to do their vital work, and it is Conservative councils that are providing value for money and delivering quality services for their residents while keeping council tax lower than in Labour and Liberal Democrat council areas. This includes doing the right thing on recycling, with Conservative councils recycling, reusing or composting around 49% of their waste, compared with 36% under Labour councils. This is about local delivery, which is what much of the current campaign and the votes in the forthcoming local council elections will be about.
One area in which the Secretary of State and the Government have failed to invest since 2010 is staff. The Government may offer warm words, but a 21% real-terms pay decrease for some of the worst paid workers is completely unacceptable. How is the Secretary of State going to address that issue?
I hope the hon. Lady will have noticed that, according to the latest figures, real wages are actually going up. I remind her of the fact that pay restraint across the public sector was a consequence of the mess that we inherited from the last Labour Government. I know that this has been difficult; it has been really tough and incredibly hard. Equally, we are determined to maintain the strong economic path for our economy and to ensure that our public finances are now back in the right space and not left in the fashion that the last Labour Government left them in. I am mindful of the essential role our local authorities play in helping the most vulnerable in our society, and I recognise the growth in demand in adult and children’s social care and the pressure that that brings.

Commons ChamberI have just been told that it is my hon. Friend’s birthday today. I wish him a happy birthday and note his pitch for perhaps a birthday present. We will note it down.
A constituent of mine has been a faithful council tenant for 30 years. Over this time, she has invested much in her home. Her ex-partner served notice when he moved out, and now City of York Council is moving to evict her next week. This is having a serious impact on her mental health—among other things, it has led to her feeling suicidal—yet the council still plans to move her. Will the Minister urgently meet me to discuss this case and the mental health assessments of tenants that should take place?

Commons ChamberThe budget Bill will effectively reflect the priorities set by the Northern Ireland civil service—these are not numbers that I set myself in bringing forward the legislation. As the hon. Lady will know, the Northern Ireland civil service has recently reallocated an additional £40 million to address pressures such as those within the health service. I am sure that she will have an opportunity when we debate the Bill to underline important points about the delivery of services in the areas where some of the pressures lie at the moment, and on the need for reform and getting on with the job.
It is disappointing that we have reached the point where the Secretary of State has to set a budget. Will he set out clearly how the process will be properly scrutinised and say what time will be allocated for that? I am deeply concerned that, by default, more and more powers are drifting away from Northern Ireland to this House. Does not that show that more emphasis needs to be put on the mediation process?
May I amplify what I said in my previous answer? The budget lines—the numbers that will go into the Bill—will not be set by the House; we will be approving them. Effectively, they will provide the legal authority for the budget that the Northern Ireland civil service has been operating to thus far, based on civil servants’ assessment of the priorities of the outgoing Executive. That obviously reflects changes that have taken place this year. This should not be seen in any way as me or the Government somehow stepping in and saying, “You’re going to put this budget line here.” I will simply take the recommendations provided to me, and it is important that I make that clear on the Floor of the House. As I said, this should not be seen as a step towards direct rule. It is about implementing and giving statutory authority to the budget. I acknowledge that this is a serious step and I do not want to be in this position, but I have to be as a consequence of the need to have legal authority in place by the end of the month. I am sure that the House will have an opportunity to debate the Bill when we return from the November recess.
