Friend makes an excellent point about the link between the Iranian ships that loiter in the region and the items that are shipped to the Houthis, which we know come from Iran, because of the interdictions that we have made previously. It is probably wise if I do not go into too much detail, but to say that we are aware of this is absolutely correct, and the whole world needs to carry on piling the pressure on Iran to cease and desist from this behaviour.
The Defence Secretary was right to highlight the risk to humanitarian aid in the region, not least given the catastrophic situation in Gaza. What steps has he deployed over the last four months, through air capability as well as sea capability, to establish routes for aid to reach Gaza by sea or by air?
I would link that with the action we have been taking to degrade the Houthis’ ability to prevent aid from reaching people. As I said in my statement, the Yemenis obtain almost all their food via the Red sea, so I would class all the action that we have taken, in three rounds of strikes, as very much part of getting that food into the country. As I mentioned, we provide significant amounts of aid, we feed about 100,000 Yemenis a month on the back of it, and it is the Houthis who are trying to prevent that from happening.

The Secretary of State is completely fabricating what happens. It is the trade unions who work with the staff and the employers to put a safe agreement—
Thank you, Madam Deputy Speaker, for your guidance. I will rephrase what I was saying. The reality is that safe agreements are negotiated between the staff and the employers. That happens on the ground; the process and the outcomes protect the NHS, because that is what staff want to do. Will the Secretary of State ensure that he reflects the truth of what happens in the NHS?
I would just say to the hon. Lady, who I know has received money from GMB, the National Union of Rail, Maritime and Transport Workers, Unite the union, CLP among others—nothing wrong with that; I am just putting it on the record—that she is wrong factually about the way the last two strikes, last week and in December, occurred.

Commons ChamberI pay tribute to those in the NHS: there is a very good reason why, when the public sector in this country got a zero pay rise last year because of covid, over 1 million people in the NHS did receive a pay rise. At the moment it is worth about £1,400 per individual. I appreciate that in these times, with Putin’s evil war and the impact that has had on inflation, everyone would like more money as a pay rise, but the Government must consider what that would do to people’s taxes, to interest rates and to mortgage rates. We would get into a circle where we are never able to get inflation down. Inflation is the biggest evil of all. We are taking sensible steps to address it. That lot over there simply want to roll over and not address the difficult problems.

With the Royal College of Emergency Medicine highlighting more than 300 excess deaths every single week, where is the Government’s minimum service level agreement to the public? The best way to avert a strike is to negotiate. Within the Secretary of State’s legislation, what obligations will there be on Government to enter meaningful negotiations, and how does he describe “meaningful”?
I want to pick up the hon. Lady on those figures, because the NHS itself says that it does not recognise those numbers. When we have a strike such as the one on Wednesday by ambulance workers, there is no way that she or anyone else in this House can realistically argue that people will somehow be better off without a national minimum safe level of service. That is what we will focus on, and that is why she and Opposition Members should support this Bill.

Commons ChamberI pay tribute to my hon. Friend. She mentioned some figures. The ones that really stuck out for me were that, in 2021 alone, global technology companies reported more than 29 million suspected instances of child sexual abuse material on their platforms. To be clear, that is just social media platforms; that is not the whole of the internet. There are 85 million files, including images of videos of child sexual abuse. She is absolutely right about the scale of the problem. As she will know, the Online Safety Bill contains clauses to deal with some of this. I think she is referencing two parts of this: the strictly illegal aspects—the Home Office clauses; and the wider issues that the Department for Digital, Culture, Media and Sport is taking forward in the Bill. That Bill is active and in front of the House, and she is right to highlight the necessity of its completing its passage.
This is the most disturbing of reports—probably one of the most disturbing things that any Member could read. We know that 80,000 children are in care; that is due to increase by 25% over the next decade without intervention. We know, too, that children in the care sector are at greater risk of child sexual exploitation. How will the Secretary of State be working with the independent review on children’s services in the care setting? Moreover, will he work with the Education Secretary to bring an immediate end to the use of unregulated care settings?
I can tell the hon. Lady that we are setting up a cross-Government group to specifically work on the issues that she has raised, and that will include my right hon. Friend the Education Secretary.

Commons ChamberMy hon. Friend is of course absolutely right about this. The absolute truth is that we need to have modernisation—we need to improve our railways. If we work together to do it, we can have a far improved railway and bring back passengers, and we can make easier things such as ticketing—currently, only one in eight tickets are purchased in a ticket office, yet we have the same set-up, with people sat behind the glass, as we have had since the 1990s. My hon. Friend is absolutely right: we can modernise and improve the railways, but what is required is for the Labour party, which is much closer to the unions, to endorse that.
Perhaps if I can, Madam Deputy Speaker, I will clear up my exchange with the right hon. Member for Hayes and Harlington (John McDonnell). I understand that it is his constituency Labour party that has received the £30,000 in RMT funding.
When there is an impasse in negotiation, it is the responsibility of all the partners to do whatever they can to resolve the dispute. I have been talking today to railway workers, and they are desperate to see an end to this dispute, but they do need a change in the dynamics. Will the Secretary of State stop his grandstanding, enter the room that the unions are willing to occupy, and engage in dialogue and see where that takes him?
The hon. Lady, whose own constituency Labour party received £3,000 from the RMT, may have missed the leader of her union address a press conference about an hour ago, where he made it clear that he had walked out of the talks to which she is encouraging the employers to return. We are ready to speak. We want to see this settled. Pay offers have been put down, but modernisation is required in return. It takes two to tango.

The choice is clear: we can stick with the same old failed model, which makes the railways uncompetitive and jeopardises thousands of jobs as people abandon the rail network, perhaps forever, or we can come together to overhaul our railway industry, build a service that people want to use and give the railways a bright future. It is time for the unions to call off these absurd strikes. Strikes should be the last resort, not the first resort. If the unions will not stop, we as Members of Parliament, whose constituents rely on the railways for their work, to see their families, to get on and to use public services, must speak with one voice. People throughout the land will look to this House today to see how their Members of Parliament vote.
I am grateful to the Secretary of State for giving way. It is unfortunate that he has misjudged the tone of this dispute. We are talking about—[Interruption.] Shh. We are talking about the livelihoods of public servants and about their job security. If he was serious about resolving this dispute, not only would he insist on coming to the table; he would be open to listening to what the unions have to say. Why won’t he?
I would welcome guidance on a very serious point, Madam Deputy Speaker. I thought that Members had to point to the Register of Members’ Financial Interests when they speak in this House. I believe that the hon. Member for York Central (Rachael Maskell) has received a £3,000 donation from the RMT. Today’s vote is specifically about the RMT and its strike, so I would welcome any guidance on that matter.
I do not agree with the hon. Lady about the tone of all this. It is incredibly important that people are getting around the table and talking. Talks have been going on. Unfortunately, even though talks were going on, the unions sold a strike to their members on false pretences: on the basis that there would be no pay rise, when in fact there was always going to be a pay rise because the public pay freeze had come to an end.
I think that now is the time for this House to come together to show that we support hard-working commuters, key workers, the public and the pupils we have spoken about who are taking their A-levels and GCSEs, each of whom will be unable to go about their business. Or will Labour Members vote with their union baron friends, as we were just hearing, in favour of these reckless, unnecessary, self-defeating, premature strikes? Tonight, the voting record of each and every one of us will be on display. The record will show that those on the Government Benches stood united in favour of the people we represent. The question is, where do that lot stand? I commend the motion to the House.

Commons ChamberI should say to the hon. Gentleman that the detail on that was set out by the Under-Secretary of State for Business, Energy and Industrial Strategy, my hon. Friend the Member for Sutton and Cheam (Paul Scully), yesterday in this House. I will make sure that the hon. Gentleman gets a full note detailing the answers to his questions.
I welcome the statement from the Secretary of State, but the reality is that P&O could adjust its measures and continue to operate—and, of course, operate with different staff, with 800 staff losing their jobs. What consideration has the Secretary of State given to a 10th option of an operator of last resort, such as operates in the rail industry, so that he could immediately take such routes back into public ownership?
The hon. Lady will be interested to hear that I have considered an operator of last resort model. What happens at sea is somewhat different from what happens on the railways by the very nature of the fact that there is an open sea but there are specific rail lines. In this case, of course, we have the beauty of competition. We have Stena, DFDS and some others in that market, and they are plugging the gaps so that, from a capacity point of view, we are okay at this time.

Ministerial CorrectionsToday’s announcement will be a bitter blow to my constituents and the local economy in York, not least because we all know, and the Secretary of State knows, that the trans-Pennine route upgrade will not have the necessary capacity to deliver the rail speeds and connectivity that we need. Will he publish the capacity of that route so that we can understand how my constituents can move west in a timely way?
Yes, I will. The capacity figures are in the document itself. I do not want the hon. Lady to go away from this Chamber and inadvertently mislead her constituents. Journey times from York to Manchester, which are 55 minutes today, will be 28 minutes. There will be a dramatic improvement, and it would be extraordinary if she described that as bad news.

Commons ChamberBut of course, Mr Speaker. York is not just about 200 years of the history of the railways; it is home to some of the leading rail engineers of the future and digital rail, as well as leadership from our operations and rail systems. This cannot just be about hotspots where people have their favoured city; it must also be about bringing the rail community together to ensure we make the most of the future for our rail systems. Will the Secretary of State look very closely at the bid from York?
The hon. Lady is absolutely right. I should point out that the competition has not been launched yet, but I am very impressed by the extent to which the whole House is in favour of their areas. York, of course, will have a very good bid. There is a serious point to this, which is that it is important we have the right HQ for Great British Railways, as we bring the entire network together. I am sure that York, as well as many other towns and cities, will have an excellent case to make.

Commons ChamberOn lateral flow tests, the Department of Health and Social Care will set out more details on what exactly will be required, how they will be taken and so forth. On red lists, I must repeat the general warning that we have always had to live with in terms of coronavirus that one never quite knows what is going to happen with the virus, but 18 months in we are now in a world where we know that vaccinations make a very big and sustained difference, and I hope we move away from a world in which instant changes are required. I cannot absolutely guarantee that, but I think we can see by the direction of movement that things are coming on to a more sustainable footing at the moment notwithstanding whatever the virus decides to do.
A deterrent to international travel is the cost and conditions of the quarantine hotels. My constituents have talked about poor food, being held with poor mental health and being in grief from losing loved ones. My constituent who had rats in his room not just once but twice is still being charged the full cost for quarantine. Will the Secretary of State ensure that my constituent does not have to pay for that experience of sharing his room with rats?
I should say to the hon. Lady that the quarantine hotels are the same hotels that people would be staying in if they were on holiday, on business or anything else. There should never be rats in a room, regardless of anyone’s reason to travel to that hotel. The local environmental health would certainly be interested, as would my colleagues at the Department of Health and Social Care, who run the managed quarantine scheme. That is never acceptable under any circumstances. I should just point out to the House and to the hon. Lady that people should not be travelling from red-list countries without very good reason indeed. I am pleased that we have just taken eight more countries off the red list and I hope that that number will be able to continue to reduce, but people should try to avoid travelling from those countries at all.

Commons ChamberI pay tribute to my hon. Friend for the work that he has been doing with the midlands engine, and I thank him for welcoming the plan as well. I think it would be a great idea if we were to meet up with the Under-Secretary of State for Transport, my hon. Friend the Member for Redditch (Rachel Maclean), to discuss exactly that.
I thought the Secretary of State must have been reading Labour’s manifesto, in which we set out a comprehensive, sustainable transport plan.
I want to ask about the infrastructure that this Government are building, because we need good infrastructure to see that modal shift and to ensure that transport is not polluting our urban centres in particular. May I ask the Secretary of State why London North Eastern Railway and Network Rail are building 1,297 new car parking spaces in the centre of York? Moreover, on the York Central site, which is owned by Network Rail, a further 2,600 parking spaces are being built, which will suck congestion and pollution into the heart of my city. Will he meet with me to discuss this matter?
I hesitate to mention this, because I do not want to embarrass the hon. Lady, but she talks about our reading from Labour’s manifesto, and I can assure her that that is not the case. It was, of course, an “utterly unachievable” manifesto when it came to net zero. Those are not my words, but the words of the GMB union at the time.
We are not anti-car. I cannot get this across enough. We are investing £27.4 billion in building roads. We believe that not just cars but buses and bicycles require roads to get around. We want those roads to be of good quality. We want to reduce the congestion and therefore reduce the environmental damage as well. Quite simply, we are not anti-car. I know that York will have many different attributes, next to that fabulous York National Railway Museum, which I enjoy visiting so much. Who knows, one day York might be home to Great British Railways.

Commons ChamberI thank my hon. Friend, who does a superb job as the Chair of the Select Committee and has been very consistent in his support for the aviation sector. He will be interested to know, as will the whole House, that we will have a further review date on 31 July. That is a checkpoint for the rules themselves. Currently, the scientific evidence is that PCR tests, in addition to being a bit more accurate, are also the ones in respect of which the genomes can be quickly sequenced to look for variants. My hon. Friend’s point about the FCDO and ensuring that all the advice ties together is well understood; we will make sure we work closely on that.
This week, the Prime Minister and the Health Secretary warned of a considerable spike in infections, with perhaps 100,000 positive cases detected every day. That will clearly put pressure on our testing services, but it will also have a chilling effect on inbound travel, as people choose to travel to nations with lower infection rates. What kind of compensation is the Secretary of State looking to bring forward for the travel industry, because many travel companies in my constituency have really struggled over the past year as a result of the lack of Government support? Will he ensure that the support is long term, so that these companies have a bridge into their future?
It is of course true that there is a third wave, given the delta variant. We in the United Kingdom are in the fortunate position of having our exceptional vaccination programme, which will allow us to open up on 19 July—provided that is confirmed on Monday. I have described from the Dispatch Box today how we will allow people who have been vaccinated through the UK vaccination programme to travel to amber list countries and to return, treating those countries as if they were on the green list. On the other side of that, we will work on a second phase to enable people to travel here. I am working closely with the Secretary of State for Digital, Culture, Media and Sport to ensure that that can restart as soon as possible. We need to be able to trust other vaccination programmes and verify that those travelling here have had a particular type of test, of course. That is the best way to help travel firms in the hon. Lady’s constituency. I must point out that £7 billion is not a drop in the ocean. A lot of money has been spent supporting the travel sector, and we are proud to have done that, but the best thing will be to get the sector open again.

Commons ChamberThe Iceland example is very interesting. I have seen some other countries where they have been doing day zero testing and will privately, in conversation with me, concede that it does not actually provide the answers they require. A test later—whether that is five days, seven days or eight days is to be calculated by the scientists—is a much more possible and probable solution. I gave the example earlier of what happened when one of the airport bosses had his group tested a week later, and he found somebody who already had the virus but was not picked up at the beginning, so I think my hon. Friend is absolutely on to something.
The University of York is going to extraordinary lengths to support international students arriving in the UK—from picking them up at airports to isolating them for two weeks at the university before teaching begins. However, this process could be significantly improved if a clear testing and tracing regime and testing infrastructure were put in place. The Secretary of State has said that there are capacity issues, but why has he not properly planned for this, having known the arrival programme of international students? It appears that he is shifting the responsibility on to universities to manage this situation, rather than sorting it out himself.
No, I do not accept that, because students actually come from lots of different places. Some of them will be in travel corridors and do not need to self-isolate; others will require self-isolation. But in the context of being here—for perhaps a year, two or three years—this, I hope, will be a manageable situation for them. Again, let us not pretend this is all just straightforward, and that somehow we can magic tests that are signed off and work. I remind the House again: there are no tests—such private tests have been referred to many times—that are currently signed off as being usable, and we have to be led by the medicine first.
