I welcome the reduction in the tax on jobs. The level of overall taxation in our country is too high. The reason it is so high is primarily the huge expenditure the country, by general agreement, incurred to tackle the covid lockdown. This is why I find the Opposition’s criticism of this Government’s tax record so difficult to grasp. After all, they wanted us to lock down tougher and they wanted us to lock down for longer. While a lot of money was rightly offered by this Government to individuals and companies to replace their lost incomes —colossal expenditure on a scale we have never seen before—Labour wanted to spend more on those causes, as well as wanting the lockdown to go on for so much longer.
What we demonstrated was that if we lock down a country for a year or more, stop a very large number of people earning their livings or livelihoods at all, and close down a large number of companies for the duration and maybe for longer, it is an extremely costly process. Of course, we needed to offset that to prevent a complete collapse in the economy and to sustain some lifestyles for those who otherwise would have no income. So we as a nation have this burden of extra expenditure, which we are now having to tackle by tax levels that are higher than we like.
We are at this very important point where the higher taxes are all in place—some of them are doing their job, and some of them will disappoint because higher tax rates do not always deliver the extra revenue that Treasury and OBR planners seem to think they will—and the Government are rightly saying, from the autumn statement through this Budget and on to future fiscal events, as they are now called, that we want to get back to getting the level of taxation and the burden of the rates down. It does not mean that we want to reduce the amount of taxation—indeed, the Government, understandably, want to collect a lot more taxation, as do the Opposition—but the fundamental policy debate is about how best to do that, and it is surely right that we are going to have a more prosperous economy and more public expenditure can be afforded if we have tax levels that promote growth, particularly if we reduce the taxation that is otherwise a big burden on work, on enterprise and innovation, and on small companies and the self-employed.
I am delighted that the self-employed have been included in the national insurance cuts in both the autumn statement and this Budget, but I still think the Government need to reform or push back the changes they made to IR35. We have lost 800,000 self-employed over the covid period. Some of that is because of the damage the covid lockdown has done, but some of it is deliberate tax policy in telling people that they cannot be self-employed, or so undermining the credibility of their status as self-employed in the eyes of others that they do not get the contracts they used to get from businesses that are nervous about the tax issue.
I urge my hon. Friends on the Front Bench to find time to look again at the second part of the self-employment package. I welcome the national insurance part, but I think we need to look at IR35, because we need that extra capacity. It would be good to get back some or all of those 800,000, and to add many new ones—younger ones—to that crucial army, because I am sure all Members in the House, being honest, would agree that the self-employed make such a valuable contribution in our constituencies.
Does my right hon. Friend share my view that over the decades we have seen such a fall or drop-off in individuals starting their own business, younger people in particular, because of these concerns about the tax burden, how regulated it is and how difficult it is? By dealing with the whole long-standing issue of IR35, we could open up a new marketplace and encourage a new generation of entrepreneurs and small business leaders to come in and really help to grow the economy.
I largely agree with my right hon. Friend, but if we look at the numbers, I think the fall-off was from 2020 to 2024. Prior to that, with good Conservative policies and lower taxes, we were growing the self-employed army very noticeably, and it was making a very important contribution to general growth and the way all our local communities are serviced. It is so often self-employed people who allow us to make personal contact in a way that large companies do not seem to want any more. They are the people who turn up in the evening or at the weekend, if necessary, to get work done, and they are the people who wrestle with the increasingly impossible streets created by Labour and Liberal Democrat councils, which make it more difficult for them to get their vans around.

Having been to Poland myself and seen the processes—I am also due to speak to my Romanian counterpart later today—I know that they have issues about capacity. We have had requests for technical capacity and support not just through our VACs but to help the host countries to do a lot more work at the borders. We are doing everything that we can.
The hon. Member also mentioned his constituent. If they are in Poland, we have got a huge amount of capacity and plenty of spaces for people to be processed, but they do need to come to our centres. If he would give me their details, I will ensure that we are joining that up in country.
The Home Secretary has a lot of support on the Government Benches for the compassionate and sensible way in which she is going about this. Will she confirm that she is listening both to what the refugees want, which is often not a long-term settlement a long way from Ukraine, and with regard to the security issues that this all poses?
My right hon. Friend is absolutely right. I must emphasise that every single crisis requires a bespoke and unique response. There are two very big calls coming from the region and from our counterparts. First and foremost, they are asking for help on security measures right now; that consistent theme is coming over. That comes down to checks—they are undertaking checks—but they are also very concerned about wider security issues, some of which I simply cannot discuss in this House, for clear reasons. The second point—even the Ukrainian ambassador made this point to me yesterday and I hear it every single day from my counterparts—is that there is a call to keep people in region. There is a big demand for that, and that is where the wider aid effort has to focus, in addition to the work that we are doing on humanitarianism.

Of course, this would be the time of the week where we hear complete and utter nonsense coming from the Opposition Benches—for a change, I should add. Let me start with a number of facts. The right hon. Member for Torfaen (Nick Thomas-Symonds) asks about the Cabinet Office’s involvement; that is because—to restate something I have said again and again—this is a whole-of-Government effort. There is no single solution to fixing a global migration crisis. He speaks about a visit to Calais; from my last record, the United Kingdom is not responsible for visits to Calais, but I will happily take him to some of our processing sites around the country.
However, let us be very clear. The right hon. Gentleman has stated yet again that his party will not support the new plan for immigration or the Nationality and Borders Bill, which is the long-term solution to breaking the model, to reforming the asylum system, to deterring illegal migration and to addressing the underlying pull factors of the UK’s asylum system. It will introduce a one-stop appeals process, which clearly he and his party are against; it will ensure that asylum claims can be heard offshore in a third country and it will ensure that those individuals who come to our country not as genuine asylum seekers, but as economic migrants, can claim asylum in first safe countries. That is on top of a raft of operational and diplomatic work that is taking place—not just in France, by the way, but in Belgium, the Netherlands, Germany, Austria, Greece and Italy. We still speak to our European counterparts, and it is important that the Labour party acknowledges that Interior Ministers collectively have recognised a global migration problem.
I have said from the outset that this problem will take time to fix and that there is no silver bullet. The only solution is wholesale reform of our asylum system. Labour has consistently voted against the plan to do that. Instead of making practical suggestions, the Opposition are totally divorced from reality. They do not have a viable plan. The right hon. Gentleman constantly says that I should deepen my co-operation with France, while also criticising the Government for giving money to France to patrol its beaches. He has suggested the problem is down to reduced aid—failing to note that France is not a recipient of UK aid.
All the while the Nationality and Borders Bill is in Committee in the Commons, yet the Labour party continues to defend the rights of foreign national offenders, including murderers, rapists and those involved in the drugs trade—criminals, Mr Speaker. Labour has objected to provisions designed to prevent late submissions of evidence used to block removals of the very people we are trying to remove from our country, as well as to the one-stop-shop appeals process; it has opposed measures to tighten up immigration bail and to stop illegal migrants absconding. I come back to my opening remarks: we have a long-term plan to address these issues, while the Labour party will do everything possible to stop that plan from coming together.
What is the Home Secretary’s message to someone thinking of undertaking one of these illegal journeys, at great cost, as to why they should not take that risk and why it will not work?
This is why we are bringing in new legislation. These individuals are putting their lives at risk and putting their lives in the hands of people smugglers. I come back to the work we are doing with the National Crime Agency, which has the resources and is going after the gangs, resulting in 94 ongoing investigations, 46 arrests and convictions—the last conviction was made last week, of an Albanian people smuggler.

Commons ChamberI thank the hon. Gentleman for his comments. I think we can judge by the tone of the House, in the light of the tragic events that have taken place and the reasons we are here having this discussion, that we are absolutely united in our determination to work together on this. This is also about the safety of our citizens and our country, and our ability to function and conduct our business as democratically elected Members of this House, while ensuring that other pillars and aspects of society where a great deal of great work takes place—good, important work by other elected representatives—are also safeguarded. Safeguarding the sanctity of our conduct around democracy and delivering the service to the British public is vital.
Alongside that, let me briefly touch on the point about the cruel environment, frankly, of the online space. I absolutely echo the words that were said earlier today, including by the Prime Minister and the Leader of the Opposition, about working together. The online space has become far too permissive of too much cruelty and harm, and it is not just levelled and leveraged towards elected Members of Parliament. We see children, and people of different races and different religious groups, targeted and affected by some of the most awful, barbaric statements. That is what has to stop and change. That absolutely means that we have a lot of work to do in this space, but we will hold those responsible for hosting such cruel material on their platforms to account because we absolutely want to bring an end to this.
Many of us are very worried on behalf of our staff, so can the Home Secretary please make sure that there is good private reassurance, advice and additional support for them? They often face objectionable things too.
My right hon. Friend is absolutely right to speak about our staff, and with that acknowledge the incredible work that they do to support us, which enables us to go about our business as constituency MPs. On that point—I know that this has been touched on in the House already, today and earlier this week—our staff are subjected to some of the most appalling abuse. It comes to us, but they are the ones who receive it, see it, take the telephone calls and, sadly, receive the emails. Again, we will continue collectively to provide support to them. In the light of the substantial support that has been provided to MPs, I would like to restate that members of staff, working with their Members of Parliament, should feel free to come to speak to PLAIT and the parliamentary authorities about some of the measures that they can adopt, through what is on offer through the House and the wider work, to ensure that they feel assured about their own safety and security and ways of working outside the Palace of Westminster and while they are here.

I am intrigued by this new hindsight that everybody seems to have adopted rather quickly, when I have already outlined the position of the Opposition earlier in my remarks. The hon. Lady has heard my comments around the comprehensive approach, the list of measures that have been put in place, and the people that we have worked with in Government and out of Government in terms of operational partners. We have a comprehensive strategy that has been in place since January last year, but as I have said repeatedly, the measures will be under review as they have been throughout the entire pandemic, including health measures at the border.
I congratulate my right hon. Friend on what she has been doing. Will she strengthen the law against people trafficking, which remains a worrying danger? Can she also ensure that the necessary travel controls do not stop essential work travel?
My right hon. Friend is absolutely right. First, on people trafficking, he has been assiduous on this and he has heard me speak a number of times about the measures that we are bringing forward in terms of legislation and plans around tackling people trafficking and smugglers. We have some good reports on the criminal penalties and sanctions that have been levelled against individuals. Secondly, he is absolutely right about the fines that we are putting in place and the exemptions that are required in key areas such as goods, in particular, coming into the country.

Commons ChamberI thank the hon. Gentleman for his comments and for his thoughtful remarks about Reading as a community. I met the hon. Member for Reading East (Matt Rodda) and made exactly the same point. We must be united and work at a community and multi-faith level with all organisations. That is really important, both now and going forward, to ensure that people are remembered in the right and appropriate way, and that we support the community at this difficult time, which we all do.
The hon. Gentleman asked some important questions. He is absolutely right that legislation is never the only solution, not just on issues of this nature but on wider safeguarding, community measures and the responses that are put in place. That brings me on to community responders, police officers, backing our police and resourcing those who keep our communities and the people in our country safe. I met the chief constable of Thames Valley police, John Campbell, this morning. Again, that is a conversation I had. I was in touch with him over the weekend and had the assurance that they are well supported in terms of the resources they need. They are dealing with a live investigation. Obviously, the investigation is now a counter-terrorism investigation, but even so they have given me that assurance.
There are a number of other points to make when it comes to violence of every nature, including serious violence. The hon. Gentleman mentioned the serious violence taskforce. We now have the National Policing Board, which has effectively taken over that remit. The National Policing Board has already met several times, including in recent weeks, to discuss not just policing but crime and the Government’s overall crime strategy from a holistic perspective. That also covers the Ministry of Justice side, the end-to-end aspect of the criminal justice system and how offenders are treated.
The hon. Gentleman spoke about the work that is required on deradicalisation in prisons. The work that needs to take place builds on Prevent and on safeguards that exist already, but these are evolving issues in terms of the type of skills and resources that are needed, as well as the types of deradicalisation techniques and Prevent work that have to be invested in. That is continuous. There is never one solution for how to deradicalise individuals. A range of tools, techniques and programmes are in place. It is right that we continue to review and work with that. As the hon. Gentleman will know, a great deal of work has taken place around the review of Prevent.
The hon. Gentleman’s final point related to the Intelligence and Security Committee. Appointments to the Committee are taking place and an announcement will be made in due course on when that will be coming forward.
I invite the House to join me in sending our deepest sympathy to the friends and family of James Furlong, and to the staff and pupils at The Holt School, Wokingham, where he taught. He was by all accounts an inspirational teacher who always went the extra distance for his pupils. He was a very kind man and he will be sorely missed. The community is very shaken today by the news. Will the Home Secretary intensify the efforts of the intelligence services, the police, the border forces and the others? We have had too many mass murders in recent years. We want some reassurance that we can get on top of this and save the lives of others for the future.
My right hon. Friend is absolutely right. I, too, pay tribute to Mr Furlong. What happened was absolutely appalling. All our sympathies and thoughts are with his family and friends.
My right hon. Friend is absolutely right about the intensification of the work that is taking place, cross-party and across Government, covering a range of measures, police, intelligence and security. He also mentioned our borders, and the work we are doing to review those and deal with criminality checks. That is all ongoing work and it will, of course, be intensified.

Well done to the Home Secretary on taking back control of our borders and ending low-pay migration. Will she confirm that 10 months is more than enough time for talented officials in the Home Office to implement this excellent scheme, as she, the public and the Government want?
My right hon. Friend is absolutely right; the talented teams who have been working on this policy area have absolutely helped us to deliver this in our first 100 days as a new Government. We promised that we would deliver the people’s priorities, and that is exactly what we are doing.

Commons ChamberMy right hon. Friend is right: when it comes to crime and criminality, we owe it to the British public to be on their side and to ensure that their communities are protected and that they are safe.
With crime changing, it is right that we listen to the police on how to tackle the most urgent crimes. That is why I have made rolling up county lines drugs gangs a priority, with a £20 million package to stop those gangs exploiting children and young people, in addition to the £25 million safer streets fund to bring in new security measures for the worst crime hotspots in England and Wales. That is what I mean by backing our police and tackling the most appalling criminality that we see today.
I strongly welcome the additional 20,000 police who are going to be recruited, particularly in the Thames Valley police area of my own constituency. Could my right hon. Friend give us any news about the timing of that and how it is all going, because we are very keen to get on with it?
My right hon. Friend is absolutely right, because we are now getting on with the recruitment of police officers. Only last week, my hon. Friend the Policing Minister announced a new allocation of police recruitment—the number of police officers who are being recruited right now and will be in place by March next year.
Never before have the demands on police officers been so complex and challenging. No Member who was here on 22 March 2017 will ever forget the events of that day or the sacrifice made by PC Keith Palmer, whose memorial stands outside Carriage Gates. Tragically, on Monday I joined thousands of officers and mourners to pay my respects to PC Andrew Harper, a newlywed officer senselessly and brutally killed in the line of duty. I know that the whole House will want to join me in paying tribute to PC Harper and to all our brave officers.
Findings from our review of frontline officers suggest that the police at all levels feel that they need more support to carry out their duties effectively. Their protection and wellbeing is a priority for this Government. That is why the police protection Bill will support the introduction of the police covenant—a covenant that recognises that policing is no ordinary job and pledges to recognise the bravery, commitment and sacrifices of serving and former officers. The Bill will also increase legal protection for police drivers, giving them confidence to use their greater skill and training when dealing with moped robberies and similar crimes.

The purpose of the Bill is to approve two draft decisions of the Council of the European Union. For the UK to agree the draft decisions at Council, Parliament must first give its approval, as the decisions rely on article 352 of the treaty on the functioning of the European Union. Article 352 allows the Union to take action to attain one of the objectives set out in the treaties but for which there is no specific power given. However, the European Parliament must give its approval, and unanimous support must be given by all other member states.
Section 8 of the European Union Act 2011 provides that a Minister may vote in favour of an article 352 decision only where a draft decision is approved by an Act of Parliament. I am setting out the draft Council decisions and will provide Members with the opportunity to debate and decide whether to approve the measures.
The first decision will enable the former Yugoslav Republic of Macedonia to be granted observer status in the European Union Agency for Fundamental Rights. The agency is the EU body with the objective of providing assistance and advice on fundamental rights issues to the EU institutions and to member states when implementing Union law. It carries out the same role for EU accession states with observer status. This measure does not extend the competence of the agency.
The proposal has been in existence since 2010 and it cleared the UK parliamentary scrutiny process in place at that time. The Greek presidency lifted its block on the decision in April 2014 and the decision re-emerged last year with all other member states ready to vote in favour of the decision. However, the UK had to enter the scrutiny reserve for the decision pending approval by an Act of Parliament due to the requirements of the EU Act.
The former Yugoslav Republic of Macedonia has been an EU candidate country since 2005, but in recent years there has been serious backsliding on the reforms. A political crisis has been unfolding in the country in the past year, which has raised concerns about the rule of law and adherence to democratic principles. A European Commission report issued in June set out a series of recommendations needed to return the country to the path to EU accession. This included reforms related to freedom of expression and the rule of law. Observer status at the agency could allow the country to have access to advice and assistance on fundamental rights issues to help to tackle its reform challenges, and provide assistance and help to the country on human rights issues.
The second measure gives effect to a decision by the Council enabling the EU tripartite social summit to continue to operate. The summit is a meeting of representatives of European social partner organisations, the Commission and the Council, and it meets on the eve of the European Council in the spring and autumn for high-level discussions between the three parties on aspects of the European agenda for growth and jobs. The summit was established by a Council decision in 2003, but, under the Lisbon treaty, agreed in 2007, the legal basis for the summit—article 202 of the treaty of Rome—was repealed. The decision in the Bill re-establishes the legal basis of the summit.
The decision takes account of formal changes in the EU institutions since the last decision and name changes among the employer organisations. The Government can support the continuation of the summit because discussion of the need for jobs and growth can support the labour market reforms needed in other member states. In the intervening decade, during the existence of the summit, no apparent risk to the UK has emerged. The final agreed text of the summit measure has been published by the Council and has received consent from the European Parliament.
Are there any financial consequences from these decisions?
I can assure my right hon. Friend that neither decision has any financial implications for the UK.
Finally, I do not consider that any of the Bill’s provisions engage the rights set out in the European convention on human rights, so no issues arise about the Bill’s compatibility with those rights. It is intended that the Bill will come into force on the day of Royal Assent. I look forward to hearing the views of the House.

Commons ChamberAs I have said, the clause will allow the Scottish Parliament to decide on the details of who carers’ benefits are paid to. I want to make progress now, because I need to come to many other points that have been made.
I am grateful to the Minister; I think there is some problem with Ministers getting to the House.
How will the block grant be adjusted to take into account both the extra welfare responsibilities and the extra revenues? That is a rather important point if we are to understand the significance of the clauses on benefits.
That is subject to the discussions taking place on the fiscal framework.
Returning to carers, we recognise and appreciate, as everybody in the House will, the contribution of informal carers, who provide tremendous support to parents and other family members.
Amendment 115 relates to the powers being devolved on the provision of the regulated social fund. Clause 20 will give the Scottish Parliament legislative competence over support currently provided through a number of reserved benefits such as funeral payments and maternity grants, which some Members have briefly touched on today. As with our approach to disability benefits and carers’ benefits, the clause devolves not simply the existing benefits but the subject matter of them. That will give the Scottish Parliament wide-ranging powers to make its own provision for the areas in question.
I wish to respond briefly to Members’ points about amendments 132 and 117—the hon. Member for Nottingham North (Mr Allen), who is no longer in his place, spoke to the former. The Government have made significant changes to the clauses on discretionary payments since they were first published in draft in January, having listened to the views of the Scottish Government, the Scottish Parliament and key stakeholders. The Bill now includes new top-up provisions in clause 21, and we have removed some provisions on discretionary housing payments that people felt would unnecessarily constrain the powers being devolved. Together, clauses 21 to 23 will give the Scottish Parliament significant powers to legislate for discretionary payments to people in Scotland, whether by topping up a reserved benefit or by providing assistance to meet short-term needs. The Scottish Government will be able to provide people with money additional to that provided by the UK Government.
Some Members mentioned welfare reforms and tax credits. I should point out that my right hon. Friend the Chancellor will bring his Budget to the House next week, when further measures will be highlighted. The hon. Member for Banff and Buchan mentioned the letter in today’s Herald and spoke about children, and I want to put it on the record that the proportion of children in poverty is at its lowest level since the mid-1980s.
There has been some discussion of welfare reform. The Government are absolutely committed not just to reforming welfare but to supporting families into work. The best route out of poverty is work, and I make no apology for all our efforts to raise incomes by expanding employment opportunities. We will of course have a debate about employment opportunities in a later group of amendments this afternoon, and because we are short of time I will not touch on that subject now.
Members mentioned sanctions and conditionality. Conditionality is an important feature of our welfare system, and I note that both the Labour party and the Scottish National party have always stated that they agree that there should be conditionality in the system. I put it on the record again that there has been an independent review of sanctions, the Oakley review. The Government have accepted all the recommendations highlighted in it and have already implemented a number of provisions, including improvements to the hardship payments process.
