Commons ChamberI am speaking to the hon. Member directly through the Chair. He may want to calm down his synthetic outrage. I have not made a single slur about our judges or our courts. I have spoken about the processes of the courts and it is right that we do that.
Secondly, as you have heard me say already, Madam Deputy Speaker, there are legal processes taking place right now. It is absolutely right that we wait for the judgments to come forward, so that we work with the courts and our legal counsels in the right way, rather than, if I may say so, participating in the sort of faux and synthetic yelling match that is taking place in the Labour party.
There is nothing more inhumane than evil people smugglers forcing people on to small boats and crossing the busiest sea lane in the world, placing them at risk. It is also inhumane to keep people waiting for months, months and months for a decision. I understand that only 130 individuals were issued with protective notices. May I urge my right hon. Friend to speed up the process and to issue thousands of these notices to put people on notice, and then get people over to Rwanda so that their cases can be resolved?
My hon. Friend makes a very important point and I agree with him. It is not just about our processes but, as we are seeing now through legal challenges, it is about ensuring that we work in the right way to make sure that, from an end-to-end perspective, everything is joined up. That is, effectively, what we will been doing through the challenges that have come forward. It is important, just as a point of reflection, that my hon. Friend speaks about asylum cases. That is why we are reforming our asylum system. That is what the new plan for immigration was about, supported by those on the Government Benches, supported by the British public, and constantly voted against by those on the Opposition Benches.

Commons ChamberThe hon. Lady makes an important point. It is important to restate that about 90% of Ukrainian nationals do not have chip passports, for example, whereby the digital scheme would automatically apply to them to make it easier. The reason we are clearing the VAC system now is to help those in the vulnerable people abroad category, including the elderly and those who have not travelled previously. A frequent theme that comes back from members of the diaspora community here is that many are still reluctant to leave Ukraine—they are still in Lviv and thinking about coming. We are encouraging them to engage with their family members here so that we can give them support. We do not yet have a full assessment. That is why we are working with the Ukrainian community in this country for them to share as much information with us as they possibly can.
President Putin has not only unleashed death and destruction on the people of Ukraine but is also involved in ethnic cleansing, and we should face up to that. Many of those fleeing in fear of their lives will want to go back after Putin’s forces have gone from the country. Others will want to resettle. Will my right hon. Friend make the system as flexible as possible so that those who want to resettle in the UK can do so, but those who want to come on a temporary basis will be able to return to their native country?
This is the theme that we hear constantly throughout the community—a recognition that, of course, people will want to go home. It is their country; it is the place of their birth; it is where they have lived their lives. There is no question about that. That is why we are taking a consistent approach across all schemes to the leave period that people can come here for, even those on temporary leave.
The point about ethnic cleansing is so valid. There are still people of Ukrainian origin in Russia who are subject to appalling persecution. Those people are also in our thoughts, and we want to consider how we can help them, too.

Commons ChamberLet me say for the benefit of the House that there is a cross-governmental response to this.
While we do not know the details or nationalities of those who sadly lost their lives in the channel yesterday, we do know that very large numbers of people who are refugees from the oppressive, brutal regime in Iran are desperately seeking to cross the channel to come to this country. Will my right hon. Friend consider the example set by the Albanian Government, who moved, satisfactorily, Camp Liberty from Iran into Camp Ashraf? That is a model for how to treat people who are refugees in a country as close as possible to the Iranian border. Perhaps we can somehow set up camps and other opportunities for people fleeing from those regimes rather than their being forced to make this perilous journey.
My hon. Friend makes a highly relevant and important point. In terms of global migration crises, we need only to think back to not that long ago, in 2014-15, when our internationally supported policy and approach to the Syrian crisis was to keep people within the region, where we worked with—and are still working with—counterparts and colleagues in Jordan and neighbouring countries in the region. A great deal of work took place there. The sadness of all this is that it took a migration crisis and the tragedy of the loss of life for the international community to convene, coalesce and come together in that way. All I can say right now is that the British Government and I are working night and day to bring partners together to recognise that no one country can solve this on its own. That is why we need stronger co-operation across the board so that we can address these issues together.

Commons ChamberThe overwhelming majority of serving police officers will be devastated by the publication of this report and by the besmirching of their conduct in carrying out the duties they fulfil. Obviously, our thoughts are with the family and friends of the victim, who have suffered over the years, and I welcome my right hon. Friend’s commitment to ensuring that the report and the recommendations are delivered in full. Will she undertake to come back to the House and give MPs the opportunity to question how closely the recommendations have been implemented by all the various institutions that will need to implement them, so that public trust can be restored?
I agree wholeheartedly with my hon. Friend. The majority of our police officers will be devastated by the report and the implications for policing. The report is devastating in many ways. Our frontline police officers whom we meet every single day are incredible public servants who put the safety of our citizens and our country front and centre of their conduct every day. It is worth reminding the House that these are men and women who often run into danger to keep us safe and to protect us. My hon. Friend is right to say that I will return to the House with an update after looking at the recommendations, but equally importantly, this is about how we hold institutions of the state to account in order to stamp out some of the corrosive practices that have been outlined in the three volumes of this independent panel’s report. That is something that we are determined to do.

Commons ChamberForeign national offenders who abuse our hospitality by committing crime absolutely should be deported and removed from the United Kingdom, and our determination and resolve is to do exactly that. Since January 2019, we have removed nearly 8,000 foreign national offenders, and our new plan for immigration will make it easier for us to deport those who harm others and have no right to stay in the United Kingdom.
I thank my right hon. Friend for her very firm position on removing people from the UK who have no legal status to be here and indeed abuse our hospitality. Can she confirm that the proposed one-stop-shop appeals process will reduce the number of baseless claims that continue to frustrate our courts—and indeed, I am sure, all those involved in the Home Office who wish to deport these foreign criminals who have no place here in our society?
My hon. Friend is absolutely right. I have already referred to our new plan for immigration, which will reform the system to bring in a one-stop shop to tackle the endless appeals that come forward and also the various claims that prevent us from removing foreign national offenders. It is also worth reminding him, and the House, that Labour has consistently opposed every single attempt, such as when we had charter flights to remove foreign national offenders, to do the right thing by the victims of these awful individuals who have caused so much pain and harm.

Friend will be all too aware of the multicultural nature of my constituency: not a day goes by without somebody coming to my office—at the moment, virtually —with a new immigration case. Many of these cases are complicated, stretch back several years and are in a queue in the Home Office. Can I urge her, as she progresses the reforms on the Windrush generation, not to remove resources from dealing with people in the backlog, but actually to concentrate more experienced caseworkers there to clear this backlog so that people who have been living in this country for an awfully long time can normalise their position?
My hon. Friend is absolutely right, and I can assure him that the two are separate—obviously we have a bespoke team working on Windrush. I hear him completely on the wider immigration cases. The closure of centres over the last four months will not have assisted with the speed of processing, but now that we are getting back to work, the claims will be processed and people will be given the attention they deserve.

Commons ChamberI refer the hon. Lady to my earlier comments. I have already made it clear to the House that our immigration system is far too complicated. The work that we are taking forward in the Home Office is to simplify the immigration system, which will mean changes to our policy to make the system firm but fair.
I warmly welcome the statement from the Home Secretary. When we think of the Windrush generation, we naturally think of the arrivals from the Caribbean, but, of course, the generation was not limited only to the Caribbean—it included the wider Commonwealth. Will my right hon. Friend set out clearly that those from other Commonwealth countries who feel that they have been wrongly treated can also apply for the compensation scheme, and will she set out the numbers of people who have applied from other Commonwealth countries under the scheme?
My hon. Friend is right to recognise that this scandal affected people from Commonwealth countries. We do have that information, and I can confirm that people were affected from Pakistan, India and a range of Commonwealth countries. I would be very happy to share that information with the House.

Over the weekend, I was alerted to the fact that a number of religious workers, students and business people whose visas are soon to expire are not able to return to India. What advice does my right hon. Friend have for the people in that category?
We are going to announce changes we will make very soon. I will write to my hon. Friend and all colleagues about how we will enable extensions.

Commons ChamberI would like to make a number of points in response to the hon. Gentleman’s comments. First, he has already spoken to me about reviewing the recommendations, but I opened my statement by saying that I was deeply moved by reading the report, and I suggest that he too gives it some consideration and looks at the many recommendations made. In particular, I referenced the fact that we still have work to do in reaching members of the community, and I called for other individuals who feel that they have been affected to come forward, so that we can secure their status and provide the compensation that may be due to them.
There is something more fundamental, though. No amount of compensation or any process now can resolve the injustices that have happened. My focus right now is fundamentally not only to ensure that the recommendations are reviewed and undertaken, but to work with colleagues and Wendy Williams to ensure that we do this in the right way to bring about the change that we all want to see.
I commend my right hon. Friend for her statement and for the apology she has given. The reality is that the Windrush generation, when they arrived here, were met with racism and outright hostility. That they have been treated so badly after so many years of service to this country is an absolute disgrace and a stain on our society. Will my right hon. Friend say a little more about what she can do to reach out to people who have been deported, or who are outside this country and wish to return but are not covered at the moment by what the Home Office is doing, so that they too can receive justice in the right way?
My hon. Friend is absolutely right in his reflective remarks about the citizens who came to our country legally, in effect to rebuild our nation and join our public services. For many decades, that generation experienced great hostility and overt racism in our country. As much as our country has moved forward, made progress and changed, as I said, there much that we need to do and we must all look at ourselves. He is also right to highlight people of other nationalities—citizens of Commonwealth countries in particular. The shadow Home Secretary also referred to Commonwealth citizens who were caught up in this. I know the report speaks very much about the Windrush generation—people who originated in Caribbean communities—but many other people from Commonwealth countries have been affected. As part of our work in the Home Office, we will of course endeavour to reach out through our engagement programmes to individuals from Commonwealth countries too.
