Commons ChamberI thank my hon. Friend and Gloucestershire police for that offer of support. He is right to highlight trauma management, which all police forces provide in some form. I will pick up his point with the chief constable of Essex to ensure that all officers involved in the current case and investigation are supported in the right way. If we need to go elsewhere and to collaborate with another police force, we will certainly do so.
The Prime Minister, the Leader of the Opposition and the Home Secretary have clearly expressed the nation’s concern and horror at what has happened. It is a terrible tragedy. Of course a police investigation is ongoing so we should not speculate, but I think we are all entitled to reach a number of conclusions about what has happened. It is not the first time that this has happened and we must do all we can to make sure it is the last time. We all strongly suspect that this will prove to be an international operation, not confined to the continent of Europe but extending well beyond, and a huge and complex investigation will be required into what is, no doubt, a long and complex chain of criminality, which has resulted in this terrible incident. Will the right hon. Lady assure us that all the agencies in this country will have all the resources they need to do a full and proper investigation, and to ensure that the people responsible are brought to justice for, we hope, the last time?
The right hon. Lady is right. The focus of my comments has very much been on collaboration across all agencies based in the UK, with other countries and the agencies based there and with international agencies. Our level of collaboration is first class. We will bring the skillsets together and ensure that all the resources are in place, so that we can bring the perpetrators to justice and stand up for the victims who lost their lives to this incident.

Commons ChamberMy hon. Friend is correct, because it is vital to have a criminal justice system and a Crown Prosecution Service that work to drive the right outcomes. Resources do matter.
As we leave the EU, the public want to know that we are enhancing our co-operation with international partners, particularly in bringing foreign criminals to justice, and that their Government, and no one else, have full control over the borders of our nation. That will end the free movement of people once and for all.
In the three months since the Government came to power, we have begun urgent work, particularly on supporting the police. All hon. Members on this side of the House agree that our police forces are the best in the world. Every day, we see examples of their professionalism, bravery and dedication. No matter how good they are, however, they can do their job only if they are supported. Officers on the frontline need to know that they have a Prime Minister, a Home Secretary and a Government who stand beside them, and that when they run towards danger, they are not alone. This Prime Minister, and this Government, will always back the police.
Can the Home Secretary help me? In the nine years that I sat with her on those Benches, the Conservative party’s determined policy was to reduce the prison population by the careful introduction of all manner of sentences and by the support of suspended sentences, which have great power. Is not the real way to help our police to ensure that our criminal justice service is fit for purpose? It needs huge investment and for our courts to be able to hear trials quickly. At the moment, there are two years’ of delay in most cases.
The right hon. Lady will recognise that the legislative programme of the Queen’s Speech makes greater investments in the justice system, which will address the issue of the time it takes to prosecute cases and to bring about justice for victims. I think the whole House will welcome the investment that the Government are putting forward to ensure that justice can be served and that the right support can be given to prisoners.

Commons ChamberI thank the hon. Lady for raising the appalling situation in the berm; it is a devastating situation. She asked about what we are doing. Obviously, work has taken place through our agencies and partners, and more directly with the Jordanian Government. We are working with them in a very difficult, hostile terrain and territory in order to ensure that people and children are being protected and that they are getting access to food and water, which, frankly, is a major priority in the berm.
Last week, I met a number of Syrian refugees along with the hon. Member for Tooting (Dr Allin-Khan); we were guests of Oxfam in Jordan. The Secretary of State was also in Jordan not that long ago. Will she tell us what plans she and the Government have to continue to support Jordan in its magnificent efforts—a country of 9 million people that has taken in and housed 1.5 million Syrian refugees? What more can we do to help Jordan?
I thank my right hon. Friend for her question. She has seen at first hand the incredible and remarkable work in Jordan—a host country and a host community. It is under great strain and pressure, particularly economically, but also in providing the vital support that is needed. What more are we going to do? Post the London conference is the Brussels conference. I have been clear—this is exactly why I was in Jordan—about the additional support that we will give to Jordan, not just as the UK but through the international community, with the World Bank and the International Monetary Fund, and through many of the reforms taking place in Jordan itself.

That is an excellent point, extremely well made. I shall certainly take it away and speak to the Secretary of State, because this really is important, but to be fair to the NHS, it does have its own leadership academy, where it seeks to bring on people. That is within the NHS. But I think that we should involve far more people from other fields, who could come into the NHS—people with huge skill sets, who have proved those in other walks of life. I am thinking of, for example, retired judges, who would have an invaluable role to play—people who have shown real leadership and not been afraid to make tough decisions in the right circumstances. All these people should now be being looked at actively to play a role.
I thank my hon. Friend for giving way; she has been very generous. There is a specific issue not just about leadership but about accountability with this trust. Is the Minister able to tell us what is preventing the current non-exec directors from resigning their posts immediately?
I know of no reason why they should not. Of course, it is a matter for their own consciences. I am not one who normally shies away from giving an opinion, as my hon. Friend, I hope, would agree, but I think that in this instance it is very important that Ministers do not give an opinion and do not get involved. I think that would be quite improper. It is for those people, or anybody who has come under criticism, to examine their own role and their own conscience and act accordingly.
We might well ask why some ambulance services with comparable funding to the East of England trust—this is not about funding, cuts or money; it is about leadership and poor management—and the same mix of urban and rural areas can provide a good level of service and others cannot. I believe that the ambulance staff will generally be the same in their dedication to caring for patients, so as I said, it is all about effective—or in this case, ineffective—management.
The trust has recently had the benefit of an excellent governance review prepared by Dr Anthony Marsh. I pay public tribute to him and thank him for that. I have referred to it already, as have other hon. Members. It is a clear and professional account, and I will arrange for a copy of it to be placed in the Library. Dr Marsh is, as we know, the chief executive of the West Midlands ambulance service and he chairs the Association of Ambulance Chief Executives, so he knows what he is talking about. His report, as we have heard, reveals how poorly the trust has been managed and how the valiant efforts of front-line staff have been undermined. My hon. Friend the Member for Harlow described them as “lions led by donkeys”.
Results from the 2012 staff survey for the trust underline that. Only one key finding improved; nine key findings became worse. The East of England ambulance service trust had by far the worst staff survey results of all ambulance trusts in England, with 13 of the lowest scores. Its sickness levels—I think this is a very important statistic; it says it all—are nearly twice the average of those in other trusts. However, I am pleased to say that Dr Marsh will be working closely with the trust over the coming months to ensure that the necessary action is taken, and taken quickly.
The NHS Trust Development Authority—it is called the TDA—provides the line of accountability from local NHS trusts to the Secretary of State for the performance of the organisation. Steps have already been taken to address poor performance. As we know, a new interim chair, Dr Geoff Harris, has been appointed; he took up his post at the end of May. His first task is to review the trust board and ensure that the right people are on it. He needs, if I may say so, to be quick and decisive. To make the necessary changes, the board needs to be fully capable of radically improving its performance. I am fully aware that many hon. Members hold strong views about the role that board members play, and I have made my comments accordingly. The duty of the trust board is to add value to the organisation, enabling it to deliver health care and health improvement within the law and without causing harm. It should do that by providing a framework of good governance.
Earl Howe, as we have heard, is the Minister responsible. He has taken a close interest in the matter and visited the trust at the end of May. He has met hon. Members. He is committed to convening a second meeting towards the end of this year, when we all expect to see real evidence of changes for the better. We will of course continue to monitor the situation closely.
