More global multinationals have set up subsidiaries in the UK than in any country other than the United States. This is the best place in Europe in which to raise capital. Between April 2016 and the end of March 2022, the Department assisted more than 8,700 foreign direct investment projects in the UK, which have created about 348,000 new jobs across the United Kingdom.

The UK has had a great track record of attracting foreign direct investment since we voted to leave the European Union. The figures given by the Minister will include the £200 million investment by Ball Corporation in the United States in the UK’s largest and Europe’s most advanced can manufacturing plant, in Burton Latimer. How does the UK’s record of attracting foreign direct investment compare with those of our major EU competitors?

My hon. Friend has given a fantastic example of the opportunities that have been created. The UK is a highly attractive destination for FDI, and has been among the top recipients in Europe over the last decade. According to the Financial Times and the United Nations Conference on Trade and Development, the UK has the highest market share of greenfield FDI capital expenditure in Europe, at 20%—almost double that of Spain, which is in second place with 12%. It also has the highest levels of Food and Drug Administration stock in Europe, second only to the United States globally. It is remarkable how far we have progressed in such a short time.

I never want to lose out to the Mayor of London, so I hope that that is not the case. Greener taxis are on the agenda. Not only has the hon. Gentleman been incredibly supportive of this issue, but he has guided me in the putting together of our response to the task and finish group. As he knows, I really am keen to try to secure a date, and the fact that the matter has been mentioned multiple times this morning will help me to do so.

My hon. Friend makes a valuable point. People who are nervous about uncertainty need to vote for certainty, which would be the Prime Minister’s deal. We should not undermine the UK aviation sector. It is incredibly healthy, even though there are a number of challenges, especially in respect of how passenger numbers are going up. Interestingly, there is far more capacity than there are passengers, so shopping around for a good deal is important. What has come out of Flybmi going into administration over the weekend is that we should remember to make sure we are securing our tickets in a way that means they are insured, so that we can get compensation or refunds.

Flybmi’s 50-seater planes carried, on average, only 18 passengers per flight. No airline could carry on on that basis. Although Flybmi’s demise is regrettable and very sad, does the Minister agree that it is important to get it into context? East Midlands airport is a huge success story. It has an expansion programme, and passenger and cargo growth is 8% a year. The airport is located in north-west Leicestershire, which has the fastest economic growth of anywhere outside London and the south-east.

My hon. Friend makes a powerful point about his part of the world. He is absolutely right; East Midlands airport is thriving, competitive and nimble when it comes to the changes that passengers require and the kinds of services that they want. Even though it is regrettable that Flybmi went into administration over the weekend, it is important to note that the UK has a very healthy aviation sector.

Absolutely. My hon. Friend is reading my mind—I hope to go on to that. For tenant farmers to diversify, which they have to in order to keep their business thriving, they need some assurances that they can reap the rewards of their investment in the land they take care of.

Will the Minister outline what steps the Government are taking to ensure that farmers have an incentive to diversify, so that they and the rural economy can benefit from new initiatives and enterprise? Also, how is he communicating the 25-year food and farming plan to local authorities, so that they may support tenant farmers and local businesses to survive?

In Sussex, in particular, the problem many tenant farmers face is that there is simply not enough land available to them. They want to expand, invest and diversify, but they cannot. Often, that is because they are out-competed by developers, who simply have more financial leverage with landlords. Understandably, those landlords are looking for the most profitable way in which their land can be sold. The most profitable way for the landlord, however, does not necessarily mean the most profitable way for the rural economy. Will the Minister describe the action the Government are taking to ensure an increase or, at least, to prevent a decrease in the availability of land to tenant farmers?

President Eisenhower of the United States once said:

“Farming looks mighty easy when your plow is a pencil, and you’re a thousand miles from the corn field.”

He was right, of course—it is easy for us consumers to take those who are striving in green fields for granted, and to expect a steady supply of meat, vegetables and dairy products at respectable prices. The food security of our country lies on their shoulders, and the role of farmers in Sussex and elsewhere in keeping food on our table in an unstable world is vital.

In January, my hon. Friend the Member for St Ives (Derek Thomas) led an important debate on food security in this Westminster Hall Chamber. He highlighted how, as the world’s population grows and with increasing unrest and conflict, as well as what may be considered fractured relationships between Russia, China and the United States, the ability of some regions to produce food that can be turned into affordable imports for us in Britain is not guaranteed. He also made the valuable point that every tonne we import is a tonne less that is available to other nations, which might not have the ability to produce as we can. So we must empower our farmers to produce, and not limit their capacity by withholding land, saddling them with excessive regulation or disincentivising them from diversifying and investing.

Views on the European Union within the farming community are mixed, but in my opinion the EU does itself no favours when it issues regulations about crop rotation and the size of a hedge to recipients of the basic payment scheme. Such regulations all cost time, money and effort, and do not help British farmers—already adhering to high standards—to achieve a competitive edge, especially when the basic payment scheme payments are delayed, as they have been. Furthermore, landlords are known to take advantage of the basic payment scheme: if they know what the farmer is receiving, they can put their rent up accordingly, meaning a higher charge for the farmer before they even start producing.

Today, I have focused on tenancy security, but tenant farmers face many challenges—tax issues and incentives, tenancy succession, encouraging new entrants with loan schemes, and the arbitration process are all causes for concern. Time does not allow me to speak about those concerns in any great depth, but they and the interests of tenant farmers should be heard. I am grateful for the opportunity to have contributed in a small way, and I hope that other Members will do the same now and in future.

I wholeheartedly agree. I want to describe the events on the network in an average week, which Southern itself later admitted in an email was “particularly disruptive for passengers”—for which I read “failing to deliver a service”. Southern cited

“a series of incidents affecting the service each day.”

For that, I read “complete and utter management failure”. We had signalling failures at Norwood, Bognor and London Bridge, a power supply failure at Littlehaven, a major signalling failure at Purley, a train at Coulsdon with door problems, a Horsham-bound service with power issues, a broken-down train at Clapham Junction and, once again, crew shortages. All of that has a knock-on effect on the Uckfield line. Southern has failed on its own baseline public performance measure. I would like to know how the management is being held to account and what the penalties are.

Last year, Southern decided to publish a fantasy timetable—a bit like a fantasy football team, I believe, because it had no bearing on the experiences of the passengers on the line. On 5 January, a rail replacement bus service missed a connection at Crowborough and the train that London commuters had to get instead terminated at Oxted. There were so many passengers waiting that people struggled to disembark from the terminated train because there was literally no room on the platform. Figures from the Office of Rail Regulation just last week showed that the number of stops skipped by Govia has increased to 6,732 and that as many as 200 people are regularly turfed out at Crowborough so that the train going up to London can be on time.

The situation is not just dire; it is unsafe. My constituent Alistair, from Crowborough, wrote last week that

“if a serious incident took place, it would be physically impossible to move to a neighbouring carriage, such is the level of overcrowding in Standard Class.”

We all get regular correspondence on the issue, and the local radio station for Uckfield has a more or less regular slot on constituents’ frustrations with travelling on the Uckfield line. I had to share with my constituents, after a recent summit meeting with GTR executives, the appalling news that the horizon for improvements was to be pushed back again by six months, to 18 months. Wealden would like to know when this journey from hell will end, and I hope that hon. and right hon. Members will join me in calling on the Transport Committee to enter the fray.
