My hon. Friend makes a very important point. Indeed, there are many good reasons why young people would wish to join the armed forces, not least because our armed forces are now the largest provider of apprenticeships in the United Kingdom.

In 2012, we had 220,000 armed forces personnel; that number is now 190,000. Are there things that we were doing that we are no longer doing, or have we maintained operational readiness with fewer people?

That is quite a complicated question, particularly when we get into the question of readiness and the ability to hold people at the appropriate readiness for the threat that we face. As I have said, technology has changed significantly; for example, not every aircraft we have in the air is now manned by a pilot. We are investing in a number of things which mean that we require less overall manpower to deliver the effect we require in the 21st century.

I do not think there is any ideological belief about having to use Capita. For reasons I have already explained, we are seeing progress in the one particular contract that I am responsible for. With regard to the Defence Fire and Rescue Service, which also falls under the Army, there has been a court case that is currently under review, as the hon. Lady knows.

As the House is aware, HMS Mersey, an offshore patrol vessel—OPV—was deployed on 3 January in support of Border Force activity in the channel. Additionally, our support includes the deployment of up to 20 suitably qualified naval personnel on Border Force cutters to provide additional capacity.

Illegal seaborne immigration in small boats across the English channel is driven by people traffickers. The way to stop people traffickers and the illegal immigration is by returning those rescued at sea to the port from whence they came in France. Is the Royal Navy doing that?

Migration control is, of course, not a responsibility of the Ministry of Defence or the Royal Navy; it is a responsibility of the Home Office, so my hon. Friend’s question is probably better directed to the Home Secretary. In this particular case, the Royal Navy is simply supplying support under normal MACA—military aid to the civil authorities—rules.

The reality is that there is a delay between people applying to join the Army and coming through the pipeline as trained soldiers. What I am trying to explain to the House is that, as a result of the recent recruitment campaign, applications to the armed forces, in particular the Army, are up significantly—indeed, they are at a five-year high. In time, that will work its way through into actual numbers serving in the Army.

The Russian annexation of Crimea has been followed by the construction of the Kerch bridge to the Russian mainland. To date, no NATO ship has entered under the bridge into the sea of Azov. When does the Ministry of Defence expect that situation to change?

I am not celebrating current recruitment levels. What I am saying is that we are all aware of the challenges facing the defence recruiting system some months ago, but given that this is a long pipeline, I am confident that the hopper at the start of that process, which can take up to a year, is now at a five-year high. I hope and I am confident that we will then see that slowly come through the system, which will result in an increase in the number of our service personnel.

The sorry saga of the Capita recruitment programme is made worse by the fact that the Ministry of Defence was told at the time that it would not work. I hope the programme will be sorted out in the short term, but until then will the Minister place a greater emphasis on retaining those superb personnel currently engaged in our armed forces?

There are always two factors in the equation of armed forces numbers. One, clearly, is the number we recruit, and being a bottom-fed organisation, we have to keep recruiting, but equally, although we cannot retain everybody—the rank structure does not allow it—it is important that we continue to retain as many service personnel as possible for as long a career as possible. I have already highlighted some of the things we are doing to make that happen.

The hon. Gentleman is quite right that Britain is changing, and it is very important that our armed forces represent modern Britain. There is a very impressive strategy in place in which—he is quite right—the target is for 10% of recruits to be from the BAME community and 15% to be women. We have had varying success across our three forces. The Royal Air Force is doing the best by far but, year on year, we are seeing improvements, and I am determined that we shall continue to recruit role models to help this process.

By 2020, the commitments set out in SDSR 2015 will be funded by a defence budget totalling a record £40 billion. The Government’s welcome commitment to spending 2% of our economy on defence is the minimum NATO requirement. Is the Government’s welcome commitment to that rubbing off on our fellow NATO counterparts?

My hon. Friend makes a powerful point. Indeed, we are committed to spending at least 2% and I am delighted that we continue to do that. Slowly but surely, we are getting this message across to our NATO allies. Although only a minority of them do spend 2%, we are conscious that the direction of travel is positive.

When service personnel are on active service abroad, the last thing they need is problems with their domestic arrangements and accommodation at home, so will the Minister ensure that, when service personnel are on active deployment, the accommodation helpline works absolutely perfectly for their partners at home?

My hon. Friend makes a valuable point. The point at which spouses are overseas on deployment is absolutely the time when we must focus on offering support to their families. I will look very carefully at what he says.

It must be said that female representation in the Sea Cadets is actually higher than it is in the armed forces, but it is a matter that the Government take very seriously. We have set several targets to ensure that our armed forces are viewed as being open to both men and women, and we will continue to pursue that over the coming years.

23. You cannot get much further from the sea than Kettering, yet the Kettering Sea Cadets are an example that other Sea Cadet organisations should follow. Does my hon. Friend agree that the Sea Cadets, the Air Squadrons and the Army Cadets provide our young people with some of the best examples in life that they could follow?

I think Milton Keynes may actually be further from the sea than Kettering, and we also have a thriving Sea Cadet unit. I am a great fan of the cadets. I started my military life in the Air Cadets some 32 years ago. It is something that I valued enormously. That is why I like to think that I am one of the greatest champions for the cadet forces.
