I thank my right hon. Friend for his powerful point, which I think once again underlines that you can only trust the Conservatives with the NHS. As I have said in answer to a couple of questions, unfortunately, because we do not know the form that the treaty will take, it is hard to set out the parliamentary process for its adoption. There are different parliamentary processes depending on the form that it takes. I make the personal commitment to him that I will do everything that I can to engage the House, but at this point I cannot specify the procedure and processes that would be followed in the House or whether there would be a vote.

I thank my hon. Friend the Member for Devizes (Danny Kruger) for securing the urgent question and Mr Speaker for granting it.

The World Health Organisation is a failing, mega-expensive, unelected, unaccountable supranational body, which is increasingly under the influence of the global elite, funded by a small number of non-state actors, and China is a malign influence over it. Surely the initial drafts of this treaty must have set alarm bells ringing even in Whitehall at this attempted power grab. May I urge the Minister not to sign the treaty? We can have enhanced co-operation and collaboration to counter future pandemics without legally binding commitments.

I would argue that WHO membership gives the UK a seat at the table in global health discussions, allowing us to amplify UK priorities at an international level. There are 194 member states. If we can agree a high-level treaty that does not impinge on our national sovereignty via the negotiation between the 194 member states, I think that will be a good outcome, and a better outcome than trying to negotiate individual agreements with all 194 member states.

My hon. Friend tempts me, but he will remember that we did not provide a running commentary on the Brexit negotiations. We do not provide a running commentary on our trade negotiations. We do not believe that is in the national interest. Indeed, it is very clear that no text in the latest draft of the accord, published in October and available on the WHO website, has been agreed yet. The whole text is still under negotiation. The draft is just a basis for negotiations, and it will evolve. There are areas of the new draft that we clearly reject and there are areas that we would like to make even stronger. This is an active negotiation between 193 member states to come up with revisions to the IHR that we all believe, by mutual consensus, will be in our global interest.

Would the Minister be kind enough to answer the question posed by my hon. Friend the Member for Devizes (Danny Kruger)? Who is actually negotiating on this country’s behalf, and which Minister has ultimate responsibility?

I reiterate: this is a member state-led process, with 193 member states negotiating. It will be a difficult negotiation, but all previous regulations have been agreed by consensus. If the text ends up in a position where the UK Government do not feel that we can sign up to it, the other member states may decide to proceed, but they will not be regulations that we are bound by, because we will not agree to them. This is an evolving situation and we have agreed a pathway for negotiations. As right hon. and hon. Members know, the text and the amendments are available online.

May I turn to some of the contributions? I will start with those paying tribute to my right hon. Friend the Member for Rayleigh and Wickford in paying tribute to his wife and other NHS staff, who did an incredible job during the pandemic. Sometimes, when debating technical issues such as this, we can overlook their incredible contribution, but it is right what my right hon. Friend said today. He also talked about the importance of data sharing globally, which I think we would all agree is vital.

My hon. Friend the Member for Devizes asked when the next iteration of the text will be available. No new texts or amendments have been agreed yet, so there is nothing further to be shared. However, we expect negotiations to continue until May 2024, when member states will agree completion at the World Health Assembly. I am actively exploring ways in which I can keep the House informed of further developments, although as I say, the standing position of the Government on such issues is that we do not do a running commentary on negotiations. I am actively looking at what more we can do to keep Members informed.

That leads me on to another question that my hon. Friend asked about the costs of these measures. Obviously, as we have not agreed the provisions of the treaty, we cannot yet estimate how much it might cost and whether we would publish our red lines. Unfortunately, as I say, I will decline to say more on red lines now; I have set out one clear red line today and we have a very clear red line on sovereignty. However, I do not believe that we should run through these negotiations in public; I believe that we should give our negotiators time to reach as much international consensus as possible.

The Minister is being extremely generous in giving way. One of the lessons from the Brexit negotiations was that civil servants in the room negotiating were not always following the ministerial line, so may I encourage my right hon. Friend to go himself to the negotiations, repeat what he has told the House today, and make sure that the civil servants who are in the room when he leaves get the message that he has just delivered?

I will certainly bear in mind what my hon. Friend has said. Some of the civil servants involved in the negotiation have already heard clearly from me, the Minister of State, Foreign, Commonwealth and Development Office, my right hon. Friend the Member for Sutton Coldfield, and my hon. Friend the life sciences Minister about various red lines and other things that we are very clear about, so there is clear ministerial input. There will be a part in this process where Ministers can get involved, but I will certainly look into what my hon. Friend the Member for Kettering (Mr Hollobone) suggests and what more I can do to ensure that UK sovereignty is in no way compromised, so that I can continue to provide further reassurance to all those right hon. and hon. Members who have spoken today.

We all want—well, maybe not all of us, but I believe the Government want a strong World Health Organisation that is fit for purpose and able to respond rapidly to global health challenges and future threats. The UK is working with our international partners to shape the WHO in that way.

Our priorities for the amendments and for the accord are global in scope but they are also in pursuit of our national interest. It is in our national interest to prevent another pandemic. Should—God forbid—another pandemic should occur, it is in the national interest to co-operate with others to slow and stop its spread. In these negotiations, I can assure right hon. and hon. Members that I would never countenance acting contrary to our national interest. We will protect our country from future public health emergencies without ceding an inch of sovereignty.

I do not have the exact statistics to hand, but, as I said in my remarks, we are working on updating building regulations and standards. Putting energy efficiency at the heart of those standards is an important priority. This is something that my ministerial colleague in the Department leads on, but I will ensure that the hon. Member’s views are fed back to him and taken into account in our discussions.

We all realise that the challenges identified by the APPG are real, and they are priorities that the Government will address. I am keen to continue to work with the hon. Gentleman, his colleagues in the APPG and others across the House to address those challenges. Even if I am not in this role in a few weeks’ time, I am sure that my successor would be delighted to continue working with them. These are real challenges that are recognised across Government; I know that myself and my current ministerial colleagues are very keen to see them addressed.

The findings of the technical review for the A14 junction 10A have been completed by National Highways and form the high-level strategic outline business case for the scheme (SOBC). National Highways have confirmed they will be happy to share the technical review with my hon. Friend and meet him to discuss these in due course.

Residents in Kettering, Barton Seagrave and Burton Latimer desperately need junction 10A to be included in road investment strategy 3 from 2025 because with 5,500 new homes being built on the Hanwood Park development to the east of Kettering, Kettering will grind to a halt if this junction is not put in place. Would my hon. Friend be kind enough to secure a meeting for me with the Roads Minister so that we can progress this scheme?

My hon. Friend continues to be the strongest possible champion for this scheme and for his constituents. I know he met the Roads Minister to discuss this recently, but I know my noble Friend the Baroness Vere will be more than happy to meet him again. Discussions about this scheme remain ongoing.

The hon. Gentleman makes a good point about Leeds being the largest city without a mass transit system. The integrated rail plan committed £100 million to start work on the mass transit system and to look at the most effective way to get HS2 trains to Leeds. However, it is worth noting that in addition to that, £830 million was allocated to the West Yorkshire Combined Authority through the city regional sustainable transport settlement in the autumn Budget, of which we expect £200 million to take forward the mass transit system based on the current proposals.

The Government recognise the importance of the strategic road network in supporting local growth. National Highways has reviewed earlier work on a potential junction 10A on the A14 so that the project can be considered for the next road investment strategy. The review’s findings will be available in the new year.

The hon. Gentleman asks about the change from co-clienting to co-sponsorship. As he will know, Crossrail, which has yet to open, was a co-cliented project, and one of the major lessons we have learned from that project being massively over-budget and delayed is that co-clienting does not work on major infrastructure projects. There need to be clear lines of accountability to the Secretary of State for Transport—he needs to be solely responsible for these projects to Parliament, the National Audit Office, the Public Accounts Committee and others—and that is why we are going for a sole-clienting model. It is one of the lessons we have learned from the Crossrail debacle.

I welcome the improved connectivity from Kettering railway station to the north as a result of Government investment in our railways. We have recently had our twice-an-hour service to and from the north reinstated, after it was taken away by the Labour Government in 2010. Can my hon. Friend confirm that the connectivity from Kettering to and from the north will be further improved with the complete electrification of the midland main line?

My hon. Friend makes an excellent point. Kettering is one of many parts of the country that will benefit much earlier and more significantly from the plans we announced last week than from the previous plans. He continues to campaign for further improvements in his constituency, and I am keen to continue working with him to ensure that we deliver those benefits, such as the midland main line electrification, as early as possible.

I would be delighted to visit Old Oak Common again. It is the largest ever railway station built in a single stage. It is a 32-acre site, and it will offer the hon. Lady’s constituents unrivalled connectivity when it is open. I have visited in the past, and I will be keen to visit again and meet the hon. Lady.

[R] Will Transport Ministers ensure that funding for a new junction 10A on the A14 at Kettering is provided in road investment strategy 3? Otherwise, with 2,700 new houses expected to have been built in the new Hanwood Park development by that time, traffic will grind to a halt in Kettering, Barton Seagrave and Burton Latimer.

I thank my hon. Friend for raising that issue. I believe he met my noble Friend the Roads Minister just last week to press the case once again. Highways England is undertaking a full technical review of the options for that junction, to obtain certainty over project costs. That will inform future decisions about how to proceed.

I applaud my right hon. Friend for his question and the work that he did on this case when he was Foreign Secretary. The Prime Minister met Richard Ratcliffe on 23 January. We continue to make strong representations to send a clear signal in this case that Iran’s behaviour is totally wrong and unacceptable.

As my right hon. Friend the Secretary of State for International Trade said in her statement to the House last week, the Government unreservedly apologise for the export licences that were issued in error. She has taken immediate steps, including informing the Court and Parliament, and has put in place further steps and interim procedures to ensure that these errors do not happen again.

Is not the truth of the matter that the conflict in Yemen is not going to end until Iran stops using the conflict as a proxy for its conflict with Saudi Arabia? Rather than engaging in a direct assault on Saudi Arabia, Iran prefers to use and fund the Houthi rebels to do just that. Other Iranian proxies such as Hezbollah are directly involved in providing the Houthis with missile technology. I know that the Minister says there is no military solution to this conflict. If that is right, the Iranians have to be persuaded to withdraw.

We encourage Iran to demonstrate that it can be a constructive part of the solution through promoting stability and showing commitment to the unity, sovereignty, independence and territorial integrity of Yemen. We hope that Iran can use its influence with the Houthis to encourage de-escalation of the current crisis, end their attacks on coalition countries and support a return to a political dialogue.

I have been assured that Bombardier is committed to finding the right buyer for the site. It has said that it will find one that will operate responsibly and help the company to achieve its full growth potential. The Belfast plant, its expertise and highly skilled and dedicated staff will be highly sought after and the Government will work with potential buyers to take this successful and ambitious business forward. Bombardier is a global business that operates in 28 sites across the world and it has made it clear that Brexit was not a factor in this decision.

Given the world-class technical skills of the Northern Ireland workforce, is the Minister optimistic that the right buyer can be found? Given the continued railway expansion in this country and the need for more rolling stock, does he welcome Bombardier’s continued commitment to the railway sector?

I thank my hon. Friend for his question. This will be a highly sought after company, and I imagine that there will be a range of people interested in buying the site. Bombardier has made it very clear that, in terms of its other divisions in the UK, particularly in rolling stock, it intends to stay firmly involved in the provision of new rolling stock, and I look forward to visiting Bombardier’s facility on Thursday.
