Commons ChamberWe know the frustration that my hon. Friend’s constituents, and indeed all constituents, feel when they are kept waiting on helplines. Departmental helplines are not managed or run centrally, and therefore each Department is responsible for its own helplines and for response times and waiting times. However, I know His Majesty’s Revenue and Customs, for instance, has recognised that its customer services have not been good enough recently and is taking steps to improve them.
With two thirds of HMRC staff working from home, and with HMRC taking more than 20 minutes, on average, to answer the phone, HMRC has now shut down the busy self-assessment helpline over the summer. Will my hon. Friend take action, together with His Majesty’s Treasury, to address the presently appalling level of customer service at HMRC?
I am sure my colleagues in HMRC will have heard my hon. Friend’s comments.

I thank the hon. Gentleman, and it is very good to hear about what he saw going on in Denton in his constituency during the summer. The tutoring programme is at the very heart of our response in helping children catch up, in so far as it is possible to do so. We know from the very best international and national data that when children have one-to-one or one-to-two tuition, it can be revolutionary for their learning, and that is why this Department is channelling money and effort into it.
I warmly congratulate my hon. Friend on his thoroughly well deserved appointment.
Schools in Kettering are doing their very best, but are facing a very challenging time at the moment with some rapidly rising covid rates, especially in secondary settings. Could we have some specialised support and enhanced efforts from Public Health England and the Department to help them to get on top of this?
I thank my hon. Friend for his question and his remarks. As I mentioned a moment ago, there are DFE REACT teams working around the country, and their role is to work with schools, local authorities and regional schools commissioners to tackle precisely this problem. I am sure that, if he were to get in touch with the Department, it would be able to fill him in more on what is happening in his area.

Westminster HallWestminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.
Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

I certainly see the case that the hon. Gentleman makes. The point I was making, which is not completely dissimilar, is that the troubled families programme brings with it a large budget. I have been pleased to observe over the past few years that the proportion of families on the troubled families programme with a child in need has risen and risen, as more local authorities take that budget and apply it to those families who need it most. We have a much more responsive and particular system now than a few years ago.
We all aspire to having the most professional, best informed, most inspired and inspiration social workers anywhere in the world. I believe that we are heading in that direction, but it is not something that can be achieved overnight and it is not something that can be taken for granted. However, I am sure we all agree that, without the contribution that England’s social workers make to vulnerable children and families, the world would be a considerably worse place.
I am obliged to call the first of the Front-Bench spokespeople at 5.7 pm.
