I am delighted to say that the public sector has reduced emissions by 44% since 1990 and the Department for Business, Energy and Industrial Strategy by 70% since 2010. We appreciate her Committee’s point that the data—the metrics—have to be clear and coherent, and we are taking that on board.

Good morning. It is always a pleasure to see you in the Chair, Mr Hollobone. I should at the outset declare that I am a member of the Ivors Academy, PRS for Music and the Musicians’ Union, and I chair the all-party parliamentary group on music.
Last night was quite special because some of us, including the Secretary of State for Digital, Culture, Media and Sport, were invited to Abbey Road Studios in St John’s Wood for an event in the famous Studio Two, where the Beatles recorded the vast majority of their material that has ever been released. We were treated to a wonderful performance by a young singer called Olivia Dean, who is also a songwriter; she performed her song “The Hardest Part” quite beautifully for us. I predict big things for her in the next 12 months or so. It was a reminder of the wonderful talent for songwriting and composing in this country, and the great legacy we have.
I was fortunate recently to help host the Ivors Academy’s composer week here in the House of Commons, when several composers came to celebrate great British achievement in composing. That great legacy is also a live one, with young performers such as Olivia Dean. The legacy of Abbey Road itself is not just the Beatles, but Pink Floyd and many other great artists, including more recently Stormzy, Adele and Ed Sheeran. But behind some of those great performers are often professional songwriters. Amy Wadge, who lives quite close to my constituency in south Wales, is behind some of Ed Sheeran’s biggest hits, as she co-writes with him. We should remember not just the artists, but the songwriters and composers.
Visiting Abbey Road last night reminded me that we should protect the legacy of our great recording studios, including the Maida Vale Studios, which the BBC is now selling off, and which there is an opportunity to keep, as a going concern, as a recording studio. It would be a loss to the country if the studio were sold off for flats, rather than maintained as a recording studio.
This morning I want to talk about three things to do with songwriters and composers, and give the Minister an opportunity to respond. First, the Select Committee on Digital, Culture, Media and Sport wrote a groundbreaking report on the economics of music streaming, which contained a series of recommendations in relation to songwriters and composers, as well as to performers. I know the Minister has taken a close interest in that inquiry, particularly in relation to some work going on in the Intellectual Property Office. I am glad to see him back in his role; we discussed a lot of these matters when I introduced my private Member’s Bill, the Copyright (Rights and Remuneration of Musicians, Etc.) Bill, into the House of Commons a year ago. He made several commitments at that stage that I hope he might revisit a little today.
Secondly, I will talk about composer buyouts and the growing problem they present to our songwriters and composers, and the threat to the future pipeline of songwriters and composers.
The third point I will discuss—to give the Minister a heads-up—is artificial intelligence and the implications of the data mining of musical works.

That this House has considered Pryzm nightclub and the night-time economy in Hertfordshire.
It is a pleasure to serve under your chairmanship, Mr Hollobone, and I am delighted to bring this debate to Westminster. The situation in Watford is worrying. Our high street, like everywhere over the pandemic, has been hit by challenging times, and Watford has one of the best high streets in the country. We have an incredible wealth of brilliant stores, organisations and small businesses that we need to continue to support. What I have found over the past few years, especially during my time as the Member of Parliament for Watford, is how much our community comes together, works together and supports each other, and that includes supporting our small businesses as we move forward.
We have a challenge: one of our most popular night-time destinations, Pryzm nightclub, is under threat. The situation at the moment is that there is a planning application in place to turn the nightclub and surrounding businesses into homes. I am not against new homes—it is important that we have them. I am not too keen on very tall towers, which is a totally different debate that I am sure we could have another time. The nightclub would close not because people are not going through the doors. It would close merely because a landlord wants to change it into something else—something that is not part of the night-time economy. The reason why that is a challenge is that the night-time economy, as we all know, is not just one place. It is not one nightclub; it is a whole ecosystem. It is an incredible ecosystem that includes local restaurants, bars, food outlets, takeaway places and our brilliant taxi trade, which all rely on the thousands of people who come to Watford every weekend to go to the nightclub.
Closing the nightclub would pull the rug from under those businesses and hard-working people who have struggled to get through covid over the past few years and have come through the other side. They survived it and are on the verge of thriving, but that would be cut off. My request to the Minister today, and I have a few points I would like to raise with her, is about how we can support the night-time economy in general. I appreciate that these are national debates, but Pryzm is a good example of the challenges we face as a community and as a Government who support small business. Losing places like nightclubs that allow the night-time economy to thrive would risk setting off a domino effect of closures and high streets not surviving, which will also impact tourism, trade and opportunity.
I would like to thank a few people. First, I thank Maria Manion, the chief executive of Watford business improvement district, or the BID, as it is often known. It has done incredible work looking at the impact of the closure and what it would mean locally, but it also does incredible work to support local businesses. I thank Dave Vickery, the manager at Pryzm Watford. I have been down there a few times—I can confirm I did not dance or drink. Dave is absolutely passionate, and I could tell the care his staff have for the people who go to the nightclub. They ensure that people have a safe and enjoyable evening out and that when they go back out on the street at the end of the night, they continue to have a safe journey home and a safe environment to go to the other businesses locally.
I have heard from Dave that places like nightclubs are communities. They are places where people go to see their friends at the end of each week, to start to relax and to use it as a release each week—one thing I am passionate about is people helping their own mental wellbeing. When we lose that, it has a damaging effect on not just the economy, but people.
Anyone watching the debate, especially from Hertfordshire —I am sure millions will be tuning in to this Westminster Hall debate—will know that Pryzm nightclub has also been known as Oceana, Destiny, Paradise Lost, Bailey’s and many other names. It has been on the parade for nearly 40 years, so it has not just popped up; it is part of the legacy there. I hope that I am not breaching their confidence, but there are people working in Parliament who met their partners there. The club has a legacy of people forging relationships and friendships there over many years, and it presents an opportunity for people to come together, celebrate and release after a hard week at work.
People might not be aware, but Pryzm does incredible work for local charities, including Watford Mencap, which I visited recently. The Mencap team takes 70 people—or clients, as they call them—to Pryzm for a safe night out on the last Friday of every month. There, they can have a drink in a safe environment and see friends whom they would not usually see. If Pryzm closes, nothing else they could do would come close to providing similar enjoyment in a safe community space.
I will raise with the Minister the impact on jobs and the night-time economy. Pryzm, has about 110 employees, and an average of 3,000 visitors over Friday and Saturday. On big event nights, including performances by big DJs, there can be many thousands more visitors, and Pryzm welcomes about 500 people on Mondays. That is absolutely critical, because each person will spend not just at Pryzm, but in the local area. I am particularly concerned for taxi firms, which had a really difficult time during lockdown. They struggled for every single fare, sometimes waiting hours for the next pick-up, before re-joining the back of the queue. Stopping their ability to earn from the night-time economy is a real travesty. The average spend at Pryzm is about £20 per person, but that equates to about £34 for our local economy.
Let me be clear: this is not just about Watford—I would not be so selfish as to focus only on Watford. If we lose nightclubs and the night-time economy in towns across the UK, we lose not just the economic benefit but part of our culture. Pubs are absolutely critical to what we think when we think of Britain—I do not think there is a single soap on TV that does not feature a pub. Most towns—not soaps—have a nightclub as well, or used to. People used to have a space—or perhaps a disco, for my generation—where they could go, but those spaces are dying out. That is a real challenge. I will not go into “Saturday Night Fever” mode and start dancing, but those places existed for so long for a reason: they drive so much opportunity for people, who can forge relationships there, as I said earlier.
I am also passionate about the creative arts. So many people get their first start at nightclubs and in night-time bars where music can be performed. It is incredible how many bands start by doing gigs in small towns, building their following until they can, potentially, tour around the world. Everyone wants that first step on the ladder. For creative people, having a home-town audience, or one in the surrounding area, to listen to, support and fund them can make a massive difference. Losing nightclubs would have massive effect on the future of the night-time economy. On the music industry, it is estimated that there were almost 1 million music tourists in the south-east prior to covid, supporting 5,300 jobs in the south-east alone. That is a huge number, and it goes to the heart of my concerns.
I will wind up with a few questions for the Minister because I am conscious that there will shortly be votes in the House. First, is there anything that I can do to encourage the council? I totally understand that it has to follow specific processes to agree or refuse planning applications—I am not trying to force them through—but how could I help before it reaches the point of refusing a planning application? Could I speak to businesses? Are there any support packages that could be used to help them and encourage them not to close this vital part of our community?
The Minister is new to her post, and she is doing an incredible job so far. I look forward to seeing her in post for a long time. I would like to ask what the Government are doing to support the night-time economy so that we can build on that. I think there are three questions. What can I do? What is being done? How are the Government supporting the night-time economy of the future, creative industries and, most importantly, small businesses?
I welcome the introduction of my hon. Friend’s private Member’s Bill. Ensuring that tips go to workers is the right thing to do. It is a policy that my Department has worked hard on, and I look forward to responding to him on Friday.
We are working to make permanent many of the regulatory easements that we introduced during the pandemic, which not only provided hospitality businesses with greater flexibility to trade but helped to create the vibrant, bustling outdoor spaces we need to encourage people back into our town and city centres. In July 2021, we published the first ever hospitality strategy, which set out our ambition for the recovery and future resilience of the sector, and we have established a Hospitality Sector Council to oversee its delivery. We did all that because we recognise the importance of hospitality not just nationally but locally. If we are to maximise the potential of hospitality to support our local economies and communities, stimulate inward investment and tourism, and help levelling up across the country, we need to cultivate and nurture our local high street ecosystems. We have talked about those things.
As I say, the planning mechanisms are the way forward, and unfortunately they are not with the Department for Business, Energy and Industrial Strategy but with the Department for Levelling Up, Housing and Communities. However, I understand that DLUHC is bringing forward planning matters that could be dealt with through the Levelling-up and Regeneration Bill, which might include an auction after a year if a building remains empty. I am not sure whether that would happen in this case, but it is still worth bearing in mind for colleagues across the country.
I congratulate my hon. Friend on securing this important debate and giving us an opportunity to discuss this issue in Parliament. Although this is very much a local planning issue, it raises important questions about how we manage the transition of our high streets from being fundamentally retail centres to being more experiential spaces where we meet the needs of local residents and attract new footfall. I believe that, in this case, that can best be achieved by local authorities working closely together with local delivery partners—clearly, that has happened with the bid—interested groups, businesses and landlords. I thank my hon. Friend very much indeed for bringing this matter forward.

Thank you, Mr Hollobone. As I was saying, I recall asking the Competition and Markets Authority to carry out an area of investigation study into this sector. As the Minister will know, the CMA eventually carried out a market study, which recommended statutory regulation. We then had the “Heat Networks: Building a Market Framework” consultation, which closed in June 2020. We had the Government response in December 2021, but no sign of any legislation.
All I will say to the Minister is that this is an issue that has become incredibly pressing as a result of the energy crisis but, as I have said before, it predates that. For a range of reasons, we need to see statutory regulation as a matter of some urgency and I hope that he can give us some sense that in the next parliamentary session time will be found for it.
This is a pressing issue now, as a result of the energy crisis and the pressures that households are consequently facing. It has already been mentioned by several speakers that, as commercial contracts, these heat networks are not covered by the default tariff Act. Therefore, customers who source their energy from heat networks are not protected by the energy price cap.
That is a serious problem because, as others have said, customers who get their heat from these networks are experiencing shockingly high price rises. I recently wrote to the Minister about one case that is illustrative of what is happening in numerous buildings in my constituency. I have a huge number of buildings that are affected, because of the number of new build properties constructed over recent years, whether that is the Royal Arsenal in Woolwich, Enderby Wharf in east Greenwich or the Greenwich Millennium Village. All of them are facing the same problems.
I put to the Minister a case from the Paynes and Borthwick development in my constituency, where the unit energy charge on the development has gone up by 367%. I repeat: 367%, uncapped. Residents are really feeling those increases in their bills. We need the Government to step in and provide an immediate stop-gap solution for these customers, because they cannot handle the increases in the bills that they are experiencing.
Ultimately, I want to see the energy price cap extended to these customers. I realise the difficulties that would entail, in potentially driving more small energy suppliers out of the market, which we do not want to see. However, it is really for the Government to find a way to support those suppliers if they were to bring in such a price cap.
If the Government are not willing to go there, they need to look at targeted support for these consumers because, as things stand, the warm home discount, the energy bill rebate and the household support fund—where it applies—are not enough to help them to cope with rises of the magnitude that we are seeing. Minister, please ensure that we get legislation, so that the sector is put on a proper regulated footing as soon as possible. However, in the short term, please do something for these consumers, because they are really struggling with these increases and they need help now.
I thank the hon. Gentleman for his intervention, and I am very happy to look into that. I will speak with my ministerial colleague Lord Callanan, and perhaps he or I will write to the hon. Gentleman about what has been going on with standing charges on heat networks. It is a fair question and I will get back to him on it.
To conclude, I reiterate the Government’s commitment, first, to providing short-term support to those struggling with energy prices and, secondly, to making the necessary long-term changes to improve the heat networks market and make the UK energy-independent at the same time. The heat networks market is a key sector for our green ambitions, but it must also deliver for consumers daily, so we will continue to ensure that prices are as fair as possible.

Commons ChamberOf course we will be working, particularly with local resilience fora. The Secretary of State had a series of meetings on calls with local resilience fora through last week, learning and assessing at first hand what their needs are. If Storm Barra is of a similar magnitude or even anywhere close, I would expect that process to continue. With climate change, we can expect the frequency of such events to increase, and we need to make sure that local resilience fora are ready to meet those challenges.
May I say very firmly to the Minister that it is simply unacceptable for customers to have to wait for up to three months for compensation payments? This is an accounting function—a billing function. It is easy to press the right button and get the compensation of £140 a day to these poor people before Christmas.
I stress that I am not apologising on behalf of the companies, but it is “up to three months”; I hope that it will be a lot quicker. Of course the Secretary of State and I will engage with the distribution network operators to make sure that it is done as quickly as possible. Ofgem is engaging with them as well.

Commons ChamberI think the hon. Member is right. Many of us across the House have had instances of flooding and extreme weather events over the last 10 years. I myself, in my constituency, had a very extreme case of flooding in 2014 and the issues she raised with regard to insurance and lessons learned are things I am very conscious of. I would be very happy to take this up with her in any subsequent conversation or meeting.
Storm Arwen was an extreme weather event, but we are having more extreme weather events as the climate changes. Already, every winter in this House we have urgent questions and statements on power outages caused by electricity distribution lines coming down, and train disruption caused by electrical lines failing. The long-term fix is to increase the resilience standards of the poles, pylons, wires and connectors on the system. It is not to do with local resilience forums, which are more about responding to crisis; this is about raising the technical standards of the equipment that is deployed. An example is undergrounding electricity lines, which could be as much as 20 to 30 times more expensive than an overhead line, but, especially near more populous areas, that may well be part of the solution. Will the Secretary of State be kind enough to look at the technical standards of the electricity distribution network, because we need to raise those in the face of climate change?
My hon. Friend is absolutely right to raise the infrastructure challenges that we are experiencing in extreme weather conditions, which will probably be more frequent given the climate change to which he alluded. He will appreciate that, essentially, a whole new infrastructure not only takes time, but means paying considerable amounts of money, and in the meantime we have to deal with those extreme weather events, so the local resilience forums are very important. He is quite right to say that they do not solve the infrastructure problem long-term, but it is really important that they can act nimbly, because we can improve our infrastructure standards, but we are not simply going to abolish the threat of extreme weather conditions.

I will answer the hon. Gentleman’s latter question. There is no Government bail-out; the poor, failing companies have not been bailed out—I want to reiterate that. If he knows anything about the energy market, he will know that over the last few years, six or seven companies have exited the market and were dealt with through the supplier of last resort process. The stresses of this particular gas price situation—which, I remind hon. and right hon. Members, quadrupled in the last six months—meant that there was more pressure this year, but the system and structure of the supplier of last resort process and the special administrative regime are working.
The Kettering parliamentary constituency generates enough renewable energy from wind and solar to power all 45,000 local homes, and is one of the greenest constituencies in the whole country. If we are to reduce our exposure to volatile international gas prices, is it not crucial that we do more to diversify our source of supply?
Absolutely. My hon. Friend will be happy to realise that that is exactly what we are doing through the 10-point plan, with commitments to offshore wind, solar power, nuclear power and other technologies. It is a huge imperative for us—and for me as Secretary of State—to ensure that we have a diversity of supply.

I said that the Department will continue to look at all opportunities to decarbonise the electricity grid and to ensure that, over the long term, energy can support that decarbonisation. We will continue to look at tidal, and we will bring forward the opportunities that we are able to bring forward.
Will my hon. Friend confirm that the Chancellor’s capital investment tax relief of 130% is leading to a sharp increase in manufacturing investment, demonstrated by Alpro at its superb manufacturing site in Burton Latimer in the Kettering constituency?
My hon. Friend gives a brilliant example of where the support that is being provided by the Treasury and the Chancellor can, over the long term, ensure investment in plant and machinery and improvement in productivity across the country.

I congratulate my hon. Friend the Member for Carshalton and Wallington (Elliot Colburn) on introducing the debate so well. Things have moved on from the time of my grandfather, who was an orphan in south London in the late 1890s. Just ahead of bonfire night, the superintendent of the orphanage went round with a bucket of fireworks, and each young lad was told to take a firework and to go out and light it. Can anyone imagine that happening today?
Distressingly, however, a very large number of people are injured each year because of the use of fireworks in domestic settings. Over 100 people go to hospital each year as a result of fireworks-related accidents; over 1,000 people are hurt, half of whom are children; there are over 40,000 incidents of antisocial behaviour related to fireworks; and 4,500 animals are injured and require veterinary support as a result of activities related to bonfire night.
I support the wording of the petition. I think there should be a ban—an outright ban—on the retail sale of fireworks, and that we should encourage licensed, organised displays. The point about such displays is that they are the best way to appreciate fireworks, while also raising a lot of money for charity. The thing about fireworks is that they are great if they can be seen and are well organised, but they are universally awful if they can only be heard. That is what happens with domestic firework displays. If the fireworks cannot be seen, they cannot be appreciated. It is animals in particular that suffer. Hundreds of thousands of dogs, cats, horses and other animals every year are quaking in fear because of the loud bangs going off in the vicinity.
My hon. Friend is rightly highlighting the awful impact that fireworks can have on pets and other animals. Will he join me in praising the work of the Royal Society for the Prevention of Cruelty to Animals and Dogs Trust—to name but two organisations—which have published their advice to pet owners on what they can do to safeguard their pets against fireworks?
I am grateful for that intervention, because the RSPCA calculates that fireworks cause distress in 62% of dogs, 54% of cats and 55% of horses. The RSPCA estimates that 85% of people whom it has surveyed think that firework displays should be licensed and that the retail sale of fireworks should be abolished. The point is this. As human beings, we can all be frightened by noise, but we can rationalise it, understand it, and most of us can overcome it, but very, very few animals can do that, so if we want to stop hundreds of thousands of animals quaking in fear year in, year out, as a result of fireworks, let us ban the wretched things from retail sale and have organised, licensed public displays only.
I was not going to. Let me tackle that issue now: I talked about the fact that legislation already exists to limit the noise levels of fireworks available to consumers to 120 dB, and we said that we were going to work on a report on that topic. I freely admit that that report has not been published: the testing work on the noise was delayed due to covid and adverse weather conditions impacting the laboratory’s ability to carry out the necessary testing. However, the result of that testing will be available in due course, and we will reflect on what is in that report as we proceed.
I look forward to the publication of that report. If neighbours ramped up the stereo and pumped out music at 120 dB every 5 November, there are laws in place to deal with that. However, as far as the Government are concerned, it seems to be socially acceptable to let off fireworks of up to 120 dB without any legal recourse at all.
I understand my hon. Friend’s point. I would differentiate between a constant noise of 120 dB in a confined area and the more individual use of fireworks in an outdoor area, but none the less I take his point.
The Government are also committed to giving the police what they need to support local communities, including through the recruitment of an additional 20,000 police officers by March 2023 and investment in measures to make communities safer through the safer streets fund. That being said, I understand the challenges faced by enforcement authorities, and I assure Members that the Government are not complacent in this area.

As I have said, we have a supplier of last resort process, and it would be wrong of me here at the Dispatch Box to interfere in how it works. It has worked effectively over the past two years. As I have said repeatedly to the House, the energy price cap does give some succour, because consumers prices could be exorbitant without the cap. The price cap gives support, and we continue to support the warm home discount for the vulnerable end of the market.
Customers in Kettering and across the country will be worried that their gas and electricity could be cut off if their energy supplier goes bust. To put customers minds at rest, will the Secretary of State explain in straightforward understandable terms how the supplier of last resort process works?
What happens—and it is happening at the moment—is that there is a process of bidding for the customers of the exiting, failing companies, and the cost of absorbing those customers is taken on by the company that wins the bid and also by the industry at large; so the costs are mutualised, but generally it has been seen that there is always continuity of supply. That is a key element of the system.
