Commons ChamberMy hon. Friend is right that this Government are investing significantly in defence in Scotland. Following the SDSR, not only will we spend some £500 million at Faslane—one of the Royal Navy’s three operating bases and one of the largest employment sites in Scotland with 6,800 military and civilian jobs, which will increase to more than 8,000 as we move all our submarines to be based there by 2022—but Scotland will be home to our new maritime patrol aircraft, with some 400 extra personnel stationed to man the squadron at RAF Lossiemouth.
Scotland is in a vital geostrategic location, with the Iceland gap to our north, the Atlantic to our west and the North sea to our east. As the Scottish National party has been pointing out for a long time, it has been negligent and dangerous for a maritime state such as the UK not to have maritime patrol aircraft. We therefore welcome the Government’s recent U-turn on the procurement of P-8 maritime patrol aircraft. Can the Minister tell us when the entire fleet will be operational?
We made it clear in the SDSR that we would be procuring nine P-8 maritime patrol aircraft, and that the fleet would be procured through a foreign military sales procurement contract, the letter for which has already been submitted to the United States. The first aircraft will be operational in 2019.
The House will note that the Minister was unable to answer my question on when the entire fleet would be operational. Perhaps when he responds to my second question, he will be able to answer the first one. The RAF is currently maintaining its skill base by training on maritime patrol aircraft with the United States, Canada, Australia and New Zealand. Does the Minister acknowledge the importance of the maritime patrol aircraft training that was scheduled to be based at RAF Kinloss before the scrapping of the Nimrod fleet? Will the Government ensure that training on the P-8 maritime patrol aircraft is based at RAF Lossiemouth, as the training for Tornados and Typhoon aircraft is now?
As we are currently in contractual negotiations for the procurement, it would be quite wrong for me to pre-empt the precise nature of those negotiations, so I cannot answer the right hon. Gentleman’s initial question on how many aircraft will be available, and when, until such time as the contract has been concluded. On the question of training, he is right to say that we have crews in service on this platform with other users in the United States. The training basing will be established as part of the procurement process in the coming months.

Commons ChamberI am proud to confirm that the Scout contract was the largest vehicle contract for the British Army since the Falklands war, and more contracts have now been let through the supply chain for that vehicle. The number of UK jobs secured through the programme is expected to be some 2,400 across more than 160 suppliers. Two-thirds of the suppliers are UK-based, including several in the midlands, and from all parts of the country.
Three of my constituents from RAF Lossiemouth were killed and a fourth was seriously injured when two Tornadoes collided above the Moray firth. That occurred nearly 20 years after the Ministry of Defence recommended the installation of collision warning systems. Is it really true that only eight out of 100 Tornado aircraft have had such a system installed, that they are not fully operational and that there are no concrete plans for such a system to be installed in the Typhoon fleet?
The hon. Gentleman has raised that subject many times in this House. He knows full well from the answers that I have given him to parliamentary questions that, when our Tornado fleet has a traffic collision avoidance system installed, it will be the first combat jet fleet anywhere in the world to have such a system. Civil airline fleets have been provided with such systems with success, but introducing such a system into a combat jet environment is exceptionally complicated. I can confirm that currently eight aircraft have been fitted with a system. We are working to iron out some of the residual issues with that system as we install it across the Tornado fleet.

Commons ChamberAs my hon. Friend will recall, the previous Labour Administration had no plan and compounded one procurement incompetence with another. Consequently, the wrong equipment was often delivered, years late and billions over budget. By contrast, since balancing the defence budget and establishing an equipment plan, where there was chaos now there is competence; where there were cost overruns now there are cost savings; and where equipment deliveries were years late now they are on time, or, in far fewer cases, a few months behind.
In recent weeks, maritime patrol aircraft have been seen in the skies above Moray, operating from RAF Lossiemouth and plugging a capability cap, because the RAF has precisely no maritime patrol aircraft. All of our neighbours have them: the Irish air corps, the Royal Danish air force and the Royal Norwegian air force. In the plan the Minister has just mentioned, when can we expect to have maritime patrol aircraft?
As the hon. Gentleman knows full well, there was a recognised capability gap when maritime aircraft were taken out of service in SDSR 2010. The Government, as with previous Governments, operate in conjunction with our allies around the world. We provide aircraft to Baltic patrol and transport lift aircraft to the French. On occasion, our allies provide us with maritime patrol aircraft.

Commons ChamberIn the 2010 SDSR the UK Government committed to reducing the number of launch tubes from 12 to eight. A recent opinion poll issued by the US navy states that the American firm General Dynamics will build 12 Trident missile launch tubes for a successor UK submarine, something that has not yet been approved by this Parliament. Is that true? If so, why has the House not been informed, and why do we need to learn about it from US navy press releases?

Commons ChamberI am very grateful to my hon. Friend for referring to the Farnborough air show, which I attended this morning for the Prime Minister’s opening. He was highlighting at Farnborough, not just to the British defence supply chain, but to representatives of the international supply chain who were present and to the international delegations visiting from abroad, just what a high-quality defence industry we have in this country, and as he pointed out, we cannot have a secure economic growth plan without a secure national security plan.
As we know from the recent services inquiry of the Military Aviation Authority, three of my constituents died aboard colliding Tornado jets above the Moray firth in 2012. Among the contributory factors may have been the absence of a collision warning system. When will we see a collision warning system installed in Typhoon aircraft?
As the hon. Gentleman knows, because he called an Adjournment debate on this subject last week, at which he asked that very question and I gave him the answer, at present we are investigating the introduction of a system on Typhoon, and at this point it is not appropriate to give him a timetable or a cost for that introduction.

Commons ChamberOf course defence, and therefore defence procurement, is not a devolved matter and therefore the work the Ministry of Defence does is primarily with industries right across the country. I have undertaken events in Scotland and I am looking forward to an event in Wales in due course later this year.
May I wish you a very happy St Patrick’s day, Mr Speaker, and no doubt MOD Ministers will be pleased to put on record their appreciation for the increasing co-operation with the Irish defence forces?
In a parliamentary answer on 3 October 2011 the MOD admitted that out of 6,000 SME contracts with the MOD, only 50 contracts were in Scotland, which is 0.83%, just under 10 times less than Scotland’s population share. When will the MOD answer my question on SME spending across the UK by region, which was tabled in January?
As I have said to the hon. Gentleman previously, we do not believe it is relevant to look at the location of where we procure equipment. We want to procure the best equipment for our armed forces from the best place. Scotland of course has a significant share of much of our spending, not least through the aircraft carrier contracts, which I saw for myself last week, and much of that defence work would be at risk were Scotland to vote yes in the referendum in September.

Commons ChamberMy hon. Friend is a stalwart defender of this country’s nuclear deterrent. I applaud him for that and for the debate that he called on this subject at the end of last year. It remains to be seen what costings are attached to the alternative plans that our coalition partners may or may not publish in due course.
The majority of Scottish MPs at Westminster have voted against Trident renewal, just as the majority of Members of the Scottish Parliament have voted against Trident renewal, and just as the Scottish trade unions, the Scottish Council for Voluntary Organisations, every single faith group and the majority of public opinion are against Trident renewal. Why are the Government ignoring the democratic majority in Scotland and wasting billions of pounds on something that could never be used, rather than investing in conventional defence?
The hon. Gentleman should address his remarks to the workers of the Rosyth area and see how they feel about whether we should retain a nuclear deterrent in this country. Decisions about this country’s nuclear deterrent are made in this Parliament, as they were in 2007, and they will continue to be made here.

The hon. Gentleman has clearly been reading information that is simply not emerging from the Ministry of Defence. The base at Faslane is the largest employment site in Scotland, with some 6,700 military and civilian jobs projected to increase by around 8,200 by 2022 as the Royal Navy moves all its submarines there. Those are the numbers.

Commons ChamberI am grateful to my hon. Friend for demonstrating his expertise and bringing it to bear on our complicated procurement processes. We recognise that smaller companies, unlike the larger ones, do not have the resources to focus on putting bid proposals together, which is why we are introducing a number of measures to make that easier for them. They include publishing on web portals all tenders over £10,000, streamlining contract processes and speeding up invoice and bill payment systems, which will make it more convenient for SMEs to receive timely payments. We are also considering requests for interim payments on procurement.
According to the MOD’s own statistics, only 2% of SME contracts are given to Scottish companies. Meanwhile, the new Defence Business Services organisation is set to have 1,672 members of staff, only 13 of whom will be in Scotland. Is the Minister not embarrassed by that track record?
