Commons ChamberWe will be publishing our environmental improvement plan, but the hon. Lady will be aware of the action already taken by the Under-Secretary of State for Environment, Food and Rural Affairs, my hon. Friend the Member for Taunton Deane (Rebecca Pow). As we have highlighted to the House today, thanks to Conservative Government monitoring is now widely available, so that we can tackle that, and we never had it before. That is why we are trying to resolve the issues and I know that the hon. Lady will want us to achieve that as quickly as possible.

Commons ChamberI was trying to suggest that that was what Opposition Members tend to do, but I recognise what my hon. Friend has said. As a C, getting the Gs in with us has seemed—apart from the fact that I now vote in the same queue as my right hon. Friend the Leader of the House, who is a G—to increase the time it takes for us to vote. Nevertheless, we are all happy together in our Division Lobby.
While I am sure we are all very sorry that the hon. Member for Falkirk (John Mc Nally) had his dinner plans messed around on Monday night, may I urge my hon. Friend not to listen to those people who come here and within five minutes want to change long-established proceedings in this House that many of us value?
Of course, matters of voting are ultimately for the House to decide, although I do not sense an extended appetite for the changes suggested.

Commons ChamberThe hon. Gentleman will know that blacklisting is illegal and that appropriate things can be pursued where it is shown to have happened. I suggest that he try to secure a debate in order to raise these matters in more detail, and I am sure that a Minister will respond in due course.
The Prime Minister once said that immigration had
“placed real pressures on communities up and down the country. Not just pressures on schools, housing and healthcare—though those have been serious—but social pressures too.”
Can we have a debate on how the Government’s approach to reducing immigration to the tens of thousands is going? In such a debate, we would realise that the only way to control immigration, which he wanted to do, is to leave the EU. The clue is in the title: free movement of people.
The Prime Minister and the Government are still committed to reducing net migration to tens of thousands. We have strengthened measures through the Immigration Act 2014. The United Kingdom has created more jobs than the rest of the European Union put together in six years, so I do not think people should be surprised if some of those jobs have attracted people in the EU to come and work here. Nevertheless, the pledge still stands, and I am sure my hon. Friend will work alongside us to make it happen.

Commons ChamberI thank the hon. Gentleman for making me aware of that case. Health Ministers are not due to appear in the House in the next short while, but he raises an important point about the issue of whistleblowing. My right hon. Friend the Secretary of State recently gave a speech about patient safety, which included this idea of a safe space. I am not sure how this case would relate to that but, again, I will ensure that he is made aware of the hon. Gentleman’s comments.
May we have a debate on Gypsies, particularly in relation to animal welfare? Despite numerous complaints from me, local residents and other campaigners about the appalling treatment of animals, especially horses, at Esholt Gypsy encampment in my constituency, Bradford council and the RSPCA have refused to take any enforcement action. There is no doubt in my mind that if those animals were the responsibility of anyone else, enforcement action would have been taken, but authorities appear to pussyfoot around and run scared when it comes to Gypsies. May we have a debate on this issue so that we can make it clear in this House that animal welfare should not be sacrificed on the altar of political correctness when it comes to Gypsies?
I was under the impression that the legislation successfully steered through the House in the previous Parliament by my hon. Friend the Member for York Outer (Julian Sturdy) could have dealt with the issue that my hon. Friend the Member for Shipley (Philip Davies) raises. It is concerning if councils are not prepared to use that legislation, but I would suggest that we do not need to single out any group of people as regards animal welfare. If there are specific issues, I encourage my hon. Friend to apply for an Adjournment debate to consider this more carefully.

Commons ChamberFor debates on assisted dying and the European Union Referendum Bill, more than 300 people appeared here on Fridays. If people want to turn up on a Friday, and the issue is important enough, they are perfectly capable of doing so. Does my hon. Friend agree that, if people want a 9-to-5 job, there are plenty of them available, and they should apply for one rather than be a Member of Parliament?
I should say that “9 to 5” is one of my favourite songs by the great Dolly. My hon. Friend is an advocate of many causes on Fridays, and I think he makes a fair point about hon. Members picking issues of significant interest that have attracted Members to stay here. Daylight saving is one example, as is assisted suicide, which has been mentioned, and there are other such matters on which hon. Members will find time to be here. It is for hon. Members to decide how they wish to fulfil their role, including in relation to the introduction of private Members’ Bills.

Commons ChamberThe hon. Gentleman has made this representation before. I note that the Scottish Parliament reconvened the week before we did in September and, as a consequence, did not quite cover all its school holidays. Dare I say that the result in May 2015 was not exactly predicted when the parties set up their initial conference arrangements? As Deputy Leader of the House, I always listen to representations.
My hon. Friend the deputy Leader of the House, the Leader of the House and the Conservative party chairman are talented people, and it cannot be beyond their wit to organise the Conservative party conference into a Friday, Saturday and Sunday so that the House can continue sitting. May I urge her to reconsider this suggested initiative, rather than dismiss it out of hand?
I never dismiss Members’ contributions out of hand. Like my hon. Friend, I enjoyed our party conference in Manchester this year. I am not conscious that I am the chairman of the Conservative party and therefore make our conference arrangements, but, as always, we are a listening Government, and I am sure we will take representations appropriately.

Commons ChamberI think I have seen that survey. It was commissioned by the Campaign for Fairer Gambling. I do not deny that that was the outcome. Professor Orford, who is known to be anti-gambling, gave evidence to the Culture, Media and Sport Committee that we are the most studied country in the world, with three public prevalence surveys since 2000 and even more public health research. Despite that, our Committee was not able to substantiate the fact that gambling addiction is driven by fixed odds betting terminals.
Is my hon. Friend aware that about 160 illegal machines were confiscated in the south-east last year? Does she agree that if FOBTs were banned, as the Opposition want, it would drive the gambling underground and even more of these machines would be played illegally?
I agree with my hon. Friend. I recognise that if we displace an activity in a controlled environment there is the risk of creating an uncontrolled environment. We should also consider some of the briefing we have been given. The Gambling Commission says we cannot use the gambling prevalence survey results specifically to identify the causation of problem gambling. Some of the research, which alluded to secondary data research, said:
“Virtual gaming machines had the strongest association with gambling-related problems, but few people endorsed that they had played these games during the past 12 months. These findings suggest that popular perceptions of risk associated with specific types of gambling for the development of gambling-related problems might misrepresent actual risk…The range of gambling involvement frequently is a better predictor of disordered gambling status than type of gambling. This finding is important because it represents a deviation from the tendency to focus on specific games, such as fruit/slot machines as central to gambling-related problems.”
We should be looking instead at global behaviour characteristics. That is the research that was referred to by the Campaign for Fairer Gambling, but it does not support its own particular view.
There are different surveys on whether poor people are being targeted, including from Public Health England. Table 3.9 of the British Gambling Prevalence Survey 2010 specifically sets out the participation in gambling activities in the past year in relation to FOBTs by the index of multiple deprivation and shows that there is no particular difference between the classes. Scotland has the highest prevalence of FOBT use in the country as a whole.
I do not deny that there are individual cases. We know that there are problem gamblers—the latest estimate suggests between 300,000 and 400,000, and those individual cases will be absolute tragedies. We may have heard them on the radio or met them in our surgeries. They may have bet the family silver. Families are torn apart by the problem, but this is no different from what happens when people are driven to similar distraction by other addictions, such as to alcohol or drugs.
I respect the hon. Member for Eltham (Clive Efford), but he says that all he is talking about is a few more powers. The basis of our English law is that we can do what we want unless the Government and the law intervene to restrict us, and we see that with crime, planning and so on. We must be careful when we stop legitimate gambling on the basis of anecdotal research. It is a bit like the many campaigns that we receive. We tend to hear from less than 1% of our constituents, and we cannot assume that everybody thinks the same.

Commons ChamberMy hon. Friend is absolutely right. As my hon. Friend the Member for Pudsey made clear, drugs getting into prison is a massive issue. They damage the people there, and the fact that so many people take drugs for the first time while they are in prison should appal us. There is also the intimidation among prisoners as they trade this contraband stuff.
I made a point about nets, which should perhaps be mandatory around prisons to make sure that things cannot be thrown over walls. All that is quite easy.
We know that prison staff are sometimes responsible for stuff getting into prisons. That happens for a number of reasons. There is the normal reason of financial corruption: some prison officers are tempted by the money they can make from allowing things into prison, which is always very sad. Lots of prisoners, particularly long-term ones, can be very manipulative and find ever more ingenious ways of manipulating prison officers into doing things and ensnaring them into traps. If a prison officer goes out of their way to do a prisoner a favour, which may seem small and innocuous in the scheme of things, they have broken with procedure. The prisoner then feels that the officer is trapped and asks them to do ever more unacceptable things knowing that if the officer says anything they will be reported to the authorities and may lose their job. Manipulative prisoners sometimes lead prison officers astray in that way.
The Minister will know that, in an untypically timely manner, I have already been bombarding him with parliamentary questions. On one of his first days, I bombarded him with one that asked how many mobile phones and drugs were seized from prisoners in every prison in each of the past two years. I have the list here. Although the Ministry of Justice and I have gone our separate ways on many issues in the past two years, it is without doubt one of the most helpful Departments in giving proper answers to questions; I say that in all seriousness.
Typically, the Ministry gave a very full and thorough answer to my question. I can bore everybody rigid anyway without any props, but I shall resist the temptation to bore the Chamber by reading through how many things are confiscated from each prison. However, if anybody has a particular question about their local prison, I shall be able to help them.
I would be very interested to know the figures for Hollesley Bay and Warren Hill.
A more lengthy intervention would have helped, so that I could get to the right page. My hon. Friend is imagining that I am far more proficient in these matters. Having now killed a bit of time, I have managed to find that at Hollesley Bay the figure for mobile phones was 40. She might want to make a longer intervention so that I can try to ascertain the figure for drugs.
I commend my hon. Friend on the important and assiduous work that he has done on prisons. I know that he has visited many to observe the differing situations. It might also be useful to know the total figure for mobile phones in proportion to the prison population and the percentage of prisons affected. I am not suggesting that he provides that information now, but the Minister may wish to comment. It is shocking how many of these effects are getting into prisons in the first place.
If my hon. Friend is going to be so kind in all her interventions, I will encourage her to make even lengthier ones in future. It seems from the figures—I am only glancing at them—that at Hollesley Bay just one seizure of drugs was made.
We need to bear in mind two separate things. In the case of prisons with very high levels of seizure, one might argue that it is because they have a bigger problem than other prisons, but it is possibly because the authorities are much better at finding these things and more assiduous in dealing with the problem. The fact that my hon. Friend’s prison had only one seizure may indicate that they have got a grip of the problem there and it is not as big as elsewhere; equally, it could be because they are not as assiduous in finding these things. From my experience, which she was kind enough to mention, I would be surprised if that prison had only one example of drugs being in somebody’s cell that should not be there, but that is just a hunch and I am probably completely wrong.

Commons ChamberI agree with my hon. Friend, but we might have drawn a slightly different conclusion from the point on which we agree. My point would be that we do indeed have a lot of regulation for scrap metal, as the 1964 Act includes quite a bit of it, but, as he has identified, it has not worked and is not working. If regulating the industry has not worked, I am not entirely sure that the solution is even more regulation. I am not entirely sure where the evidence is that suggests that solution and that is the nub of my concern.
It seems to me that the only solution proposed to solve the problem is regulation, regulation, regulation. I wonder whether other measures could be a bit more successful, such as SmartWater, which I mentioned earlier and which is already having a great effect in reducing theft. Not only does it help to bring people to justice, but it acts as a deterrent to stealing the metal in the first place. Another measure might involve increasing the sentences for people who are caught. If we had more robust penalties and sentencing for this crime and if we sent people to prison and kept them there longer, that would have a much more beneficial effect on the local community and metal theft than simply tackling the scrap metal dealers.
My hon. Friend is making a powerful point. However, although his points about stronger penalties for those who cause the crime and the deterrents are all valid, people only steal to get money and the easiest way for them to get money is to get cash. If we remove cash from the equation and make the process transparent, so that they have to go through legal channels, that will be the most powerful deterrent in ensuring that people are not minded to steal metal in the first place. Does he agree?
I understand my hon. Friend’s point and she might well be right. Time will tell. I have no doubt that my hon. Friend the Member for Croydon South will be successful with his Bill and we will see, but I am not necessarily as confident as my hon. Friend the Member for Suffolk Coastal (Dr Coffey) that that will happen. The criminals who are engaged in such illegal activity are clearly making a lot of money from it, and I do not believe that on the back of this Bill—my hon. Friend the Member for Croydon South made it clear that he did not see it as a silver bullet—those people will pack up their equipment and say, “It was nice while it lasted, but now we’ll all move on to knitting,” or to some other activity of which we would all approve. I suspect that they will continue with their criminal activity and will merely pursue it in a different way. It will probably go underground and through illegitimate businesses rather than legitimate scrap metal dealerships.
We should be wary of the idea that regulating businesses will solve the problem. I have always taken what might be deemed an old-fashioned view of such matters and if someone is going out and committing the crime of stealing metal, we should be clamping down on the people who are going out and stealing the metal. The Bill seems to be chiefly aimed at clamping down on the metal dealers further down the line. The people going out and stealing the metal are not being targeted as much as the dealers.

Commons ChamberI have no doubt that Members of the Youth Parliament will put my speeches to shame and I equally have no doubt that they will put the hon. Gentleman’s speeches to shame, too. The only difference is that I know it and, perhaps, he does not. The same rules still apply.
I am hosting a visit of all the members of the Youth Parliament from Suffolk tomorrow, and is it not a crying shame that the authorities of this House would not find it fit to find tickets for Prime Minister’s Question Time, because they said that they could not accommodate members of the Youth Parliament? And yet they seem happy to say that we should have them here. I believe that this place is special for setting the legislation of this country, and yet apparently it would be a better use of their time to watch more debates in the Committee Rooms or in Westminster Hall. Is it not a crying shame that they have been denied access to see Question Time?
My hon. Friend makes a very good point. It comes down to the point about what we can do in this House to encourage younger people to participate in politics and become active in politics—I am sure that that is something with which we all agree. I hope at a later point to discuss matters to do with the cost of this event. The Deputy Leader of the House was going through all the rigmarole about what will happen, but he did not say how much it will cost. Perhaps we ought to think about whether that money could be better spent out in each Member’s constituency on trying to encourage younger people to participate in politics, rather than on this grand gesture. My hon. Friend makes a very good point. Perhaps we should take stock and think about what we can do to encourage people to participate in and get excited about politics. She has hit the nail on the head.
