We have given extra money to fund employer pension contributions this year and to partially fund the pay grant over and above the 1%, and now the 2%, that is affordable, so we have provided schools with extra money this financial year.
Thank you, Mr Speaker. I congratulate the Minister and the Secretary of State on securing the extra funding from the Chancellor in the spending review. As the Minister knows, I have been arguing for this for some time. Can I urge him to front-load this money, because we know that school costs have been outstripping their incomes? They need this money as soon as possible. And while he’s there, as the Secretary of State is Bradford educated, will the Minister encourage him to return to Bradford district in order to visit some schools in my constituency?
I pay tribute to my hon. Friend for the work and campaigning he has done to secure extra funding for schools in his constituency. He has been successful in ensuring we have the most generous schools settlement in a generation, and that is in part a tribute to his work, as well as that of my right hon. Friend the Secretary of State, who has heard his request for a visit to Bradford and I am sure will comply.

Commons ChamberThe pay award is being funded over and above the 1% for which schools have already budgeted. Incidentally, the 3.5% pay award for teachers on the main pay scale takes the pay range to between £29,600 and £40,300. The 2% pay rise will be funded over and above the 1%, and the 1.5% pay rise for headteachers will also be funded over and above the 1% that schools have already awarded. Pay scales for headteachers, for example, now range up to £111,000 a year for some heads, and £118,000 for headteachers in inner London, although I accept that those figures are not as high as the pay of the general secretary of the National Association of Head Teachers, which is over £200,000.
I have raised school budgets in my constituency, about which I am concerned, with the Minister on a number of occasions, and I thank him for spending the time to look into them. Although school budgets are increasing per pupil by a minuscule amount, it is clear that costs, of which teachers’ pay is only one, are going up much faster than the per pupil increase. What can he do to make sure that school budgets, particularly in my Shipley constituency, rise at a rate that ensures they can cover the increased costs they are expected to incur?
We are spending record amounts on school funding—£42.4 billion this year—but we accept that schools are facing some cost pressures. We are helping schools with their resource management, and we are providing national buying schemes so that they can buy things such as energy and computers more cheaply.
We are also introducing a free teacher vacancy scheme, which is being rolled out later this year—it has already been piloted in Cambridgeshire and the north-east—and which will save schools £78 million a year.

Commons ChamberUnder the national funding formula we prioritise children from disadvantaged backgrounds; that is a key element of the way we allocate funding in a fairer way. In the hon. Lady’s constituency, the average per pupil funding for primary schools under the national funding formula when it is fully implemented will be £6,140, compared with the national average of £4,193 per primary school pupil. For secondary, the hon. Lady’s schools will be funded at £7,965 per pupil compared with the national average of £5,380.
The Minister knows that I have written to him and met him to discuss some of the budgets of schools in my constituency, which seem to be going down, at variance to the impression the Government would give; and those schools where the budget is going up seem to have their costs increasing at a faster rate than the increase in funding they are getting. Will the Minister look again at the schools budget in the Shipley constituency? Will he perhaps write to me with his understanding of what each school is getting this year and in the next financial year compared with the last financial year, and will he commit to making sure they get adequate funding? And if he is looking for a pot of money, perhaps the overseas aid budget would be a good place to start.
Of course I will write to my hon. Friend as he asks, but I have to say that we are spending record amounts of money on schools, some £42.4 billion this year. There has never been a sum as high spent on schools in our history, and it will rise again next year to £43.5 billion, and we announced an increase in school funding last July to the tune of £1.3 billion. That was the result of successful negotiations with the Treasury.

Commons ChamberAt the beginning of the year, we invited views through a call for evidence on the status and content of personal, social and health and economic education, and we spoke to a range of expert groups. We are considering the evidence we have gathered, and we will make an announcement on the subject later in the year.
Will the Minister work with Gamble Aware and other problem gambling charities such as YGAM—the Young Gamblers Education Trust—to ensure that schoolchildren understand gambling and the dangers of gambling addiction, especially given that the Government, wrongly in my view, currently allow 16-year-olds to gamble on the national lottery and scratchcards?
Some schools already choose to teach about the dangers of gambling in their curriculum—for example, in their PSHE provision. During the recent call for evidence, we heard from a number of problem gambling charities, including Gamble Aware, and we are considering the evidence that they submitted.

Commons ChamberLast year, the Government advertised for a disability rights commissioner. Lord Shinkwin applied for the post, was appointed to the post and was promptly told that the post had been abolished at the Equality and Human Rights Commission. Will the Secretary of State for Work and Pensions reverse the disgraceful decision to abolish the post of disability rights commissioner and restore Lord Shinkwin to his rightful position in that post?
The disability commissioner role was an operational matter for the EHRC itself. The Secretary of State has no powers to appoint or reinstate a disability commissioner.

Commons ChamberWe are spending record amounts on school funding. We are spending £41 billion this year, and that will rise to £43.5 billion by 2019-20. In the new national funding formula, a fair system that previous Governments have shied away from introducing, we give huge priority to funding for the disadvantaged.
During education questions last month, I raised the case of High Crags primary school in my constituency, which had £276,000 snaffled from its funds by Wakefield City Academies Trust shortly before the trust’s collapse. The school is in a very deprived part of the constituency, and, quite understandably, it wants its money back. Will the Minister tell us what he is doing to ensure that that happens?

May I follow up the question asked by the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper)? As the Minister will know, owing to the spending moratorium that Wakefield City Academies Trust imposed on High Crags Primary School, which is in my constituency, the school built up a surplus, or balance, of £276,000. In recent days that money has been transferred from the school’s account, without its authorisation and without its prior consent, and transferred to the trust. Surely the Government cannot stand aside and allow £276,000 to be taken out of the budget of a school in one of the most deprived parts of my constituency. Will the Minister do something to ensure that the money is reinstated for the benefit of pupils at that school?
My hon. Friend is right to raise this issue. High Crags Primary School was put into special measures in June 2015, before it became a sponsored academy. In 2016, just 23% of its pupils reached the expected standard in reading, writing and maths, compared to a national average of 53%. The school is now being re-brokered to be supported by the highly successful Tauheedul Education Trust, and Wakefield City Academies Trust will not be able to retain any of the reserves that it holds at the point of dissolution. Schools, including High Crags, will receive the resources and support that they need in order to raise academic standards.

I hope we will have the hon. Gentleman’s support for the new funding formula, because we have said that no school now will lose under it. Hon. Members should not forget that we were very clear and transparent: we showed the effects of the national funding formula on every school’s budget, based on 2016-17, to show people how it would affect them. It was axiomatic that there had to be losers and winners when we applied the formula to that current year. But now we are saying that no school will lose funding under the formula, even if they did when we produced the spreadsheet showing how the formula would apply. The hon. Gentleman is right that we could have decided not to introduce the new funding formula at a time when schools were facing cost pressures, but we took the view that it was more important to address the unfairness in the way school funding was distributed at a time of fiscal constraint than at a time of more ample school funding.
The Minister knows that Bradford district has some of the lowest outcomes in the education system, yet the Government planned to cut funding for the district in their original proposals. That included funding to every school in my constituency, leading Cottingley Village Primary School to say a week before the general election that it was considering closing on Friday afternoons—I am sure the timing was entirely coincidental. Will the Minister therefore confirm that no school in my constituency or the Bradford district will lose out on funding and that there is no need for any school to close on a Friday afternoon? That proposal is causing a great deal of angst and concern among the parents at Cottingley school.
I am happy to give my hon. Friend that confirmation. As we said in the manifesto, and as I have confirmed today, no school will lose funding as a consequence of moving to the new fairer national funding system. We are helping schools to tackle the cost pressures they face. We are helping them with how to manage their budgets. We are introducing national buying schemes to help schools to spend their non-staff spend in a more efficient way. We expect to save about £1 billion across the school system as a consequence of the national buying schemes we are introducing.

Kevin Courtney, the acting general secretary of the NUT, has made it clear that the dispute is about pay and conditions. On workload, what is disappointing about the strike is that we have been working extremely closely and constructively with all the teacher unions to tackle unnecessary workload. As a consequence of our discussions, we have established three workload groups, staffed by highly experienced teachers and headteachers. We have looked at data management, planning and dialogic marking. Those groups have all reported, and we have accepted all their recommendations. That will have a genuine effect on the top three workload issues highlighted by the Secretary of State’s workload challenge, to which 44,000 teachers responded. On teachers’ pay and conditions, as we move into a situation where more and more schools become academies, we will consult with the profession about the future of the STRB process.
If the shadow Secretary of State is right that strike action is always a big and difficult decision, is it not about time that strike action is not allowed when such a derisory proportion of members—in this case, 24%—vote for it, particularly given the huge disruption it causes to pupils’ education, to parents’ lives and to other teachers, who have to cover for those who are out on strike?
My hon. Friend is absolutely right. The Trade Union Act 2016 will ensure that industrial action in essential services gets the go-ahead only after a ballot of at least 50% of members. Bearing in mind that the turnout for this ballot was just 24.5%, this strike would not be legal if the new regulations had taken effect. We are consulting with stakeholders on the regulations, and the thresholds are likely to come into force later this year.

The right hon. Gentleman accurately reflects the law as it stands: headteachers do have the discretion to grant term-time absence in exceptional circumstances, including funerals, which he cited. However, a term-time holiday to take advantage of lower prices would not be regarded as an exceptional circumstance.
Following on the same theme, the Government have been consistent in saying that they believe that schools should have more freedom from the state in making decisions. Does the Minister believe that schools should not have such freedoms in this particular case, or have the schools asked him to relieve them of them? Whatever the rights and wrongs of the particular issue, it is clearly inconsistent with the Government’s belief in giving school’s greater freedoms.
The schools themselves will have increased freedoms if they adopt academy status, including over term dates and the curriculum, but there are rules that apply to individuals. There is no freedom for an individual not to educate their children: they either have to attend school or obtain education otherwise. That is the law. This is about the law that applies to parents. We want a society where education is compulsory for all children in our country.

Commons ChamberT7. We have a desperate need for extra school places in my constituency, most acutely secondary school places in Wharfedale. Bradford council says that it received only £727,000 for school place funding for 2017-18, compared with £9.6 million in the previous year. Will the Minister ensure that sufficient money is given to resolve the issue of school place requirement in Wharfedale, and will he ring-fence any such money given to Bradford council to ensure that it is spent in Wharfedale?
As my hon. Friend knows, the Government allocate funding for new school places on the basis of forecasts of need provided by local authorities, and these forecasts change from year to year, reflecting local demographics and the effect of previous years’ capital spending. I know that the Department’s officials are in close contact with Bradford Metropolitan District Council, but I would be happy to meet my hon. Friend if he would find a further discussion helpful, and perhaps liaise through him with Bradford council.

Commons Chamber9. What assessment he has made of the effectiveness of sex education in schools; and if he will make a statement.
In 2010, Ofsted reported that the overall effectiveness of personal, social, health and economic education was good or outstanding in three quarters of the schools it visited. Sex education is usually provided through PSHE, and we want to make that good practice the norm. Our review of PSHE has also looked at the evidence, enabling us to consider how we can improve the quality and effectiveness of sex education.
Has the Minister seen the public opinion survey, conducted by Angus Reid, which shows that 67% of people in this country believe that parents should be primarily responsible for their children’s sex education, and that only 17% believe that sex education should be taught in schools to children below the age of 10? Given that the evidence from around the world shows that the benefits system has a bigger impact on levels of teenage and unwanted pregnancy than does sex education in schools, will the Minister ensure that inappropriate and explicit material is not used for teaching in our schools, particularly our primary schools?
It is important that the sex and relationship education materials used in schools should be age-appropriate, and that schools should consult parents about the materials and the approach that they take to SRE. It is also important for parents to know that they have the right to withdraw their children from those lessons. I recently met representatives from Channel 4 and the BBC to discuss concerns raised by hon. Members about particular DVD materials. The Department for Culture, Media and Sport is also considering whether sex education DVDs should be subject to British Board of Film Classification age-rating.

I understand that it is for schools; I will come on to the other point. That amounts to some £625 million in 2011-12, £1.25 billion in the following year, and it will rise to £2.5 billion by 2014-15. The right hon. Member for Sheffield, Brightside and Hillsborough and the hon. Member for Penistone and Stocksbridge are right that no pupil premium applies to pupils aged between 16 and 19, but for students between 16 and 19 the disadvantage uplift—as it is called—and the additional learning support funding are the equivalent of the pupil premium.
The disadvantage uplift is intended to recognise that young people from disadvantaged backgrounds may need extra support to close the attainment gap. The measure is based on the index of multiple deprivation for those living in the 27% most deprived areas, with students from more deprived areas attracting higher rates. In addition, we increased funding for disadvantaged young people and for additional learning support by £150 million in 2011-12, and that total funding is now £750 million a year. But again I must say that to help to tackle the budget deficit, we have had to make some very difficult decisions.
In the remaining time, I just want to point out to the hon. Member for Penistone and Stocksbridge that annual bursaries of some £1,200, which have replaced education maintenance allowance, are being provided to the most vulnerable young people. Taking the example of John, the student at one of her local FE colleges whom she mentioned, if John is 17 and on income support, he qualifies for a bursary of £1,200 a year, which is actually more than he would have received under EMA.
