My hon. Friend is a Taunton girl born and bred and has campaigned assiduously on this and many other issues since assuming her seat. I have met her to discuss this matter, and we are looking forward to seeing the proposals. We have changed the terms and conditions of the new stations fund so that promoters do not have to get to the GRIP 3 stage before their submission for funding. I am looking forward to seeing this and other applications.

21. What assessment his Department has made of the effect of the recent performance of the Southern rail franchise on economic productivity in the south-east.

Surprisingly, there is no formal economic assessment of the impact of rail disruption, but I am in no doubt that the hon. Gentleman and I would completely agree that a disrupted railway is not good for the economy or for passengers. That is why we are so committed to once again making Southern rail a high-performing railway.

This shambles is turning into a crisis. I have people writing to me who are late for work every day and getting written warnings from their bosses. The Government seem to expect them to turn to their bosses and say, “Don’t worry. By 2018, it will all be fine”. When will this shambles and crisis end? When can people tell their bosses that things will get better?

The hon. Gentleman and I talk about this a lot. He knows that there was disruption as a result of our record investment but that things are getting better—I point out again that in April we got up to an 83.8% public performance measure. If his constituents would like to write to bosses, I suggest they write to the union bosses involved, who are doing their members a grave disservice by bringing them out on completely unjustified grounds. This is a dispute about who presses the buttons that operate the doors and the change in the role of the second staff member; there are no job losses or changes to terms and conditions.

I have been contacted by one of my constituents, Fiona Brice, who describes the impact of late running trains on her job and her income. She says:

“Please understand that I am self-employed and cannot just phone in sick”

if I am late for work and the

“service fails me. This meeting was for a job worth £5,000 to me personally. Turning up 30mins late may well cost me this work.”

Does the rail Minister accept that late running trains and the lamentable performance of Southern rail are having an impact on the productivity of the south of England?

The hon. Gentleman knows that I absolutely accept that point. I just point out that rail passenger satisfaction is up 3 percentage points over the country. The challenge we have is that, behind the national numbers, there are some lines, such as his Brighton main line, on which customers are absolutely not getting the punctuality and the service they deserve. That is why we are so committed to getting Network Rail and the franchise holder to work together. There is no blame; we want the two of them to work together to improve the service.

First, I commend my hon. Friend for consistently promoting the interests of his travelling constituents. He may be aware that from next February, c2c, which runs trains throughout his neighbouring county in south Essex, is introducing an automatic compensation system, which will provide compensation after two minutes of delay for those customers who are registered and signed up to its system. That is exactly the sort of scheme I want to see nationally, so we will closely monitor the roll-out of this programme to see whether it can be rolled out across other franchises.

Flexible ticketing was announced in 2013 and was wildly popular in the south-east when it was trialled in 2014, but there are rumours that it is being kicked into the long grass. Will the Minister scotch those rumours for long-suffering commuters in the south-east by announcing the date for its roll-out?

The hon. Gentleman is right to point out that the south-east flexible ticketing scheme, to which the Government have committed £80 million, is being implemented. We are currently looking at the best way to roll that out across the train operating companies. It has already gone live on Southern, Govia Thameslink Railway and indeed on c2c, and we are talking to Southeastern about the right date to introduce it. I would be happy to meet him to work on this together.

I commend the hon. Lady, who, unlike some of her colleagues, is an assiduous campaigner on the railways in her constituency. It is nice to see someone who really cares about the railways, rather than someone who simply reads out the Whips’ questions. [Interruption.] She is a Whip, as she points out, and this is her own question. She is right to focus on the issue of rolling stock, and she will be pleased to know that we have received a proposal for improving the rolling stock on that route, which we are now considering. I will take her suggestion into account.

Will the Minister tell us when the feasibility study on the Brighton main line 2 rail project was completed, and whether she will put the study in the House of Commons Library?

Another person who cares about his local railways. I am hoping the hon. Gentleman will join us at London Bridge on Monday, where we are having a really deep dive into what is going on there and the recovery plans for his route. He will know that the Chancellor has committed further funding to the feasibility study, which will help inform us as to the overall benefits. Of course the hon. Gentleman knows that this line, although very welcome to many, has to be effective in terms of cost and affordability—that is what we will be looking to see.
