Commons ChamberI seldom speak on these procedural motions. I do not think that they are always justified, but I think that this one is. It is not a time to go into the merits of the Bill, but I will say that many of us would like to use it as a Christmas tree. I am thinking of, for example, the frozen overseas pensions, while others may be thinking of universal credit. I consider that in this case it is justifiable to try to get a major and, in my view, necessary change through Parliament under a quick guillotine, and then get on with doing what we can to help pensioners in other ways.
