Commons ChamberThe Government have committed an initial £3.7 billion, which indicates our commitment to the new hospital programme. As I said, I will have more to say on that shortly.
Kettering General Hospital serves my constituency, and work has already started on building a new hospital—one of the Boris hospitals—so I do not know what all the fuss is about. The Government are getting on and doing the job. Is that correct?
It is. As my hon. Friend will know from another of my visits, which was with him to Kettering, the enabling works are progressing. That is in no small part a tribute to the work that he and neighbouring MPs have done to strongly make the case for Kettering. I know that he will continue to do so, and I look forward to working with him on that.

Commons ChamberOn the interaction between vacancies and workforce, NHS England is working on a workforce strategy, as has been said, and we will say more on that shortly.
In his wider point, the hon. Gentleman is ignoring examples such as the Jean Bishop Integrated Care Centre—the ability to bring health sector and social care staff to work together in a more integrated way. Yes, the integrated care boards were operational from July. That is a factual statement; I am slightly mystified about why he thinks that was in some way an unusual observation to make. It is just the factual position. The point is that when one looks at the issue, one sees opportunities, particularly around how the data are better integrated, to understand where the workforce pressures and bed capacity are.
One of the causes of delayed discharge is about the interfaces as well as what is domiciliary care, what is step down and what is residential. There are a number of issues. By bringing them together in more integrated way, integrated care boards will be one of the ways we improve the situation. Indeed, that is what the hon. Gentleman’s former colleague Patricia Hewitt is looking at through the Hewitt review.
I am grateful to the Secretary of State for getting to grips with delayed discharges. As he will know, only a third of such discharges are in social care; most are down to the fact that there needs to be an NHS medical discharge.
I have some good news for the Secretary of State. The bad news is that Spinneyfields in my constituency, a 51-bed social care step-down facility, is going to be closed. If the Secretary of State spent a small proportion of the £250 million, the NHS could take over Spinneyfields and tomorrow 51 beds would be released at the acute hospitals in Northampton and Kettering. Will he agree to that now?
One of the things that my hon. Friend agrees with is that more decisions should be devolved rather than every decision being made in Westminster. Part of the reason for integrated care boards is so that they can look at where best to allocate their funds locally. He raises an extremely important point. He is right that around a quarter of delayed discharges are on the social care side—a fifth actually, in the NHS; there are a number of factors within that, which we will need to disaggregate.
On my hon. Friend’s point about local capacity, the Government are allocating the funding to his local ICB. I am sure he will have a conversation with his ICB on where the spare capacity can be best identified and rolled out at pace.

Commons ChamberCan the Secretary of State give the House an undertaking that no NHS or social care facility will be decommissioned and used to house asylum seekers in Northamptonshire or the rest of the country?
I am not aware of any proposal on those lines. On my hon. Friend’s earlier point, as I said, I am happy to meet him to discuss the issue of step-down care and I am sure that there will be an opportunity to discuss any other concerns that he has at the same time.

Commons ChamberThat is a very straightforward question to answer. It is the freedoms that we have from our exit from the European Union, on things like the £300 billion of procurement that we have just heard about, that allow us to put clauses in our legislation about social value, targeting procurement to better benefit small and medium-sized enterprises, particularly where that reduces food miles or allows social value around disability employment, an issue that was raised earlier. Those are the social value provisions in the procurement legislation that we are able to have as a consequence of our exit from the EU.
Will the Brexit Minister tell us which Departments are co-operating with him wholeheartedly and which are dragging their feet? Does he plan to report, perhaps quarterly, on the progress that each Department has made?

The hon. Gentleman is right to talk about the impact on businesses in Northern Ireland and part of that coming through its interconnectivity with the rest of the United Kingdom. As I said in an earlier answer, we will update the Northern Ireland Executive this week on the enhanced Barnett guarantee, but that unprecedented action taken to give an up-front guarantee will enable the Northern Ireland Executive to provide support to businesses. Of course, it will be for them to determine the exact scope of that business support.
I congratulate the Chief Secretary to the Treasury and the Government team on the support that they have given the British people during this pandemic. I understand that No. 10 has confirmed that the Treasury has done a full economic impact assessment; will the Chief Secretary confirm that and say when it will be published? It will be very helpful if it is published before tomorrow’s vote.
As Members would expect, all decisions are informed by economic analysis. In terms of an impact assessment, the Office for Budget Responsibility will update its forecasts on 25 November. It is right that we have an independent forecast, and that will be produced in a matter of weeks.

The reality is that the House will have opportunities to debate the negotiating mandate and to instruct how those negotiations are taken forward. Any modelling for the future will have to take on board the future direction of the Commission under the new leadership. It will have to consider what actions the UK Government will take in response, and it will have to model what will happen elsewhere in the world, such as in China and the US. The reality is that one cannot forecast these things, but it is right that the House will have an opportunity to negotiate and discuss these things as part of shaping the mandate for the future.
The Leader of the Opposition is slightly wrong to say that the letter takes a no-deal exit off the table. That is impossible, because it is up to the other nations of the European Union whether or not they grant an extension. The only definite way to take a no-deal exit off the table is, as someone once said, to vote for this deal, which is exactly what this House should do. [Interruption.] Does the Secretary of State agree?

Commons ChamberIt is a little dismissive for the hon. Gentleman to say that all this is nonsense. That was the first SNP question, so saying that we have already heard the nonsense seems a tad premature. The reality is that the Government are preparing extensively for no deal. We have a big information campaign that has launched, over 300 projects are under way, and we are working actively and constructively with the devolved Administrations, including the Scottish Government.
My hon. Friend is a keen observer of these matters, and he is absolutely correct: the decision on an extension is not a—[Interruption.] The hon. Member for Wallasey (Ms Eagle) says “So what”; I am merely stating the legal position. I am sorry that she finds the legal position somewhat distasteful, but that is the legal position. The legal position on an extension is that it requires the support of every member state including the United Kingdom, so my hon. Friend is correct. [Interruption.] The hon. Lady keeps chuntering, but my hon. Friend is correct: we would need to continue to prepare for no deal, because it is within the scope of any member state to block an extension. That is the legal position.
First, as I said in my previous answer, there has been no rowing back from the Belfast/Good Friday agreement, which is an area of common accord between us. Secondly, the reason I pointed towards north-south co-operation is that, as the right hon. and learned Gentleman will be well aware, the Prime Minister drew a distinction in the letter to President Tusk between the backstop and the Northern Ireland protocol. The right hon. and learned Gentleman will also know that, while the two terms are often used interchangeably in the Chamber, there is a distinction between them, particularly on the basis that the north-south co-operation, the common travel area and the benefits of the single electricity market are distinct from the points in terms of alignment.
As for right hon. and learned Gentleman’s further question around the legally operative text, I addressed that point to some extent in my remarks in the Chamber yesterday in that there is a distinction between the European Commission saying that all aspects need to be set out in a legally operative text by 31 October and looking at, for example, what role the joint committee will have during the implementation period, because the implementation period means that things need to be in place by the end of December 2020 or, if extended by mutual agreement, for one or two further years. It is therefore within that that there is a distinction to be drawn.
Yes, we need to know who, at the 17 October council, can negotiate for the British people and, in particular, who can deliver on the express will set out in the referendum. What we have from Labour Members is doublespeak that will leave us in legislative purgatory, because they are saying, on the one hand, that they will vote against every deal that is put forward—three times they voted against the deal, and their own deal was rejected by the House as well—yet they also vote against no deal.
Well, the inevitable consequence is that they are not prepared to leave, even though their own manifesto said they are. The real question for the British public at the next election will be, how can they trust what Labour says in its manifesto on Brexit when it has gone back on every word it said at the last general election?

Commons ChamberAgain, the hon. Gentleman will need to look at the Bill when it comes forward. What we voted for on previous occasions was a meaningful vote. We have been in discussions with Opposition parties and, as referenced in an earlier question, Members across the House, to take on board some of the concerns raised in those debates, and those will be reflected in the legislation brought to the House.
The Secretary of State could point out that the Opposition’s wish will be granted when the European elections take place next Thursday. That will be a genuine vote on what people think in this country. We will need to look at the policies of the party that finishes up with the most votes. Does he agree that that will clearly show what the people want?
I am sure my hon. Friend will agree with me that we have had a people’s vote. It was won in 2016 and that was reflected in the Labour party’s manifesto. Once again, we hear Labour Members saying one thing to the electorate when they face an election but doing another when they come to the House.
Yes, because the withdrawal agreement will need to be ratified, and ratification includes the Northern Ireland protocol.
I wonder if the excellent Secretary of State has had an opportunity to watch “Brexit: Behind Closed Doors”. The BBC has hidden it away on BBC Four, but it is quite a revealing programme. In it, the lead negotiator for our exit from the European Union, Olly Robbins—who I think is in Brussels this week—says that because he has done such a rotten deal he cannot come back to the United Kingdom and is applying for Belgian citizenship. Is that appropriate, Secretary of State?
Without straying too much into my television viewing habits of recent weeks, I must confess to my hon. Friend that I am intending to watch that documentary. I have seen clips of it, including the one to which he has referred. As he will appreciate, given my current diary, I do not have a huge amount of television time, but I will be sure to make time to watch it in the coming days.

Commons ChamberI very much respect the position the hon. Gentleman takes and has consistently taken on his desire for a second referendum, but the people did have a people’s vote in 2016 and this Government are committed to honouring it—the Prime Minister addressed that in her remarks. On his second point about whether the Government spend money pursuing their policy in the courts, that was the approach when he was a Minister and it has been the approach of all Governments that I can recall.
The Minister, with his excellent skill, is pumping out the Government line on article 50. He did that on Sunday on television, and we all believed him then—I expect he believed what he said then—but the Government changed their mind on that. So how do we know they are not going to change their mind on article 50?
My hon. Friend and I have known each other a long time. The policy of the Government has been clear on article 50, and we made that clear in the case. I hope that the criticism from Opposition Members about the fact that the Government fought this case gives him some reassurance as to our commitment to that point.
