Commons ChamberI meet businesses across Northern Ireland representing all sectors of Northern Ireland on a regular basis, as does the Minister of State, Northern Ireland Office, my right hon. Friend the Member for Bournemouth West (Conor Burns). They are very clear: the protocol in its current format is not working. It is not sustainable. The EU offer is not good enough. They are very clear about that. That is something we are determined to fix. The hon. and learned Lady is absolutely right that if the protocol works in the way it was envisaged, it does create opportunities for Northern Ireland. The problem is that the EU’s requirements for implementation are failing Northern Ireland and we need to see that fixed.
The Secretary of State says the Northern Ireland protocol is not working and he is right. Why don’t we scrap it?
The Foreign Secretary, the Prime Minister and I are absolutely determined to ensure that we resolve the issues for Northern Ireland. We would obviously like to do that in a sustainable and agreed way with the EU. That is the best way to get legal certainty. That is our focus, but we do not rule out anything from the table to deliver for Northern Ireland.

Commons ChamberWe are not looking to set arbitrary timelines. We want to let the EU respond and to negotiate with it, and in the weeks ahead we will all see how that negotiation works through. I note the hon. Member’s comments about the legal case. It is important that we can show people and businesses in Northern Ireland that, among the EU and the UK, diplomacy, democracy and talking can work to deliver positive outcomes. This issue affects people in commerce across Northern Ireland as well as consumers and the whole community, so it is right that we work together to find a solution.
We are clear and have always said that we do not want to see cliff edges, and we have some grace periods coming up. That is why we think it is right to have a standstill agreement so that businesses have certainty and people can see a positive way to move forward to get a result by agreement. However, as I say, we cannot take anything off the table, because we want to ensure that ultimately we get the right result for the people in Northern Ireland.
I welcome the statement, not only because of its contents but because the Government have brought it forward before recess. It is of great credit to the Government that they have made a statement that we can now scrutinise. Further to the previous question, it seems to me that, to get an agreement with the EU on anything, there must be an end date for the negotiations, because the EU run negotiations until the end date and, without one, they will go on forever. Will the Secretary of State have a word with Lord Frost and announce the date on which we will not go on any further with negotiations? Otherwise, I think this will drag on and on.
I take my hon. Friend’s point: this is not something that we can allow to drag on and on. I think our track record shows that we will do what we need to do when the time is right, as we did when we took action in March to give certainty to businesses. We obviously have grace periods coming up, which is why we are recommending a standstill option to give businesses that certainty, but my hon. Friend is absolutely right: this cannot go on. That is why we need to resolve fundamentally the underlying problems, and do so soon.

Commons ChamberSomeone came to my surgery this week and clearly made an implied threat to me, a number of Members of this House and a former Prime Minister. However, if I report any of that, I am breaching the confidentiality of the person who came to see me, so I want to know the Minister’s advice.
I do not think that my hon. Friend would have been breaching confidentiality, because if such conversations are happening, that represents a threat that he would be well within his rights to report to the police.

Commons ChamberI am optimistic that we will get a good deal both for the UK and for our partners in Europe, so that we can work together as forward-looking partners, but we are also actively monitoring work flows at the border to ensure that we have sufficient resources in place to meet demand. As my colleagues across the Government and in the Cabinet have said, it is absolutely right that we do plan for all eventualities.
The Minister is, as always, a happy and optimistic chap, but, obviously, we must plan for a no-deal situation. The only thing that disturbed me was that the Government seem to want it kept in secret. Would it not be nice if it was shared with the whole House, so that British business and other people would know what a no-deal situation looked like?
I appreciate my hon. Friend’s comments about my demeanour, and I will always try to remain optimistic and happy about the fact that we are focused on ensuring that we keep our borders secure and that we are ready for any outcome at the end of the negotiations.

Gentleman will join me and colleagues in making it very clear that anyone from the EU who is working and living here at the moment can have confidence about the future. The offer we have made about settled status gives them that certainty. I hope that he will encourage not just his other half but all others on the matter. We ask him to bear it in mind that the offer we have made will mean that anyone from the EU who is settled here will have the same rights as any UK citizen. That is a fair and serious proposal.
Does the Minister agree that the Prime Minister has made a very sensible offer and that this matter could be settled tomorrow if it were not for the EU’s intransigence?

As I said earlier, the decision that we have had to make—the decision that the Home Secretary has made—involved looking at a range of issues relating to the specific case of Orgreave and considering whether it was in the wider public interest to hold an inquiry. It was decided that it was not.
I congratulate the right hon. Member for Leigh (Andy Burnham) on being granted the urgent question, but does the Minister agree that if there is to be an inquiry of this kind, it should take place as soon as possible after the event? Did the Home Secretary take account of the fact that Prime Minister Brown and Prime Minister Blair did not hold such an inquiry? Is not the danger now that all that would happen is that a lot of lawyers would become even richer, and we would not gain any more knowledge?
The Home Secretary’s decision involved looking at a wide range of documents and considering a wide range of factors. Ultimately, however, the core of the decision was the question of what was in the wider public interest, and we have decided that an inquiry is not in the wider public interest.

This is one of the best policies the Government have introduced. We are hearing the 1980s arguments all over again from Opposition Members. The truth of the matter is that when a property is sold, that person still lives in that property; I spoke to my local housing association over the weekend and it is really keen on this idea, because it will be able to invest in one and a half homes with this money—that is one and a half extra families with a house to live in. How can anyone possibly be against that?
As ever, my hon. Friend makes a hugely important point. I, too, am baffled as to why any Opposition Member would want to disagree with the housing associations, with their tenants, with the people of this country, who gave us a mandate to deliver this policy, and with the 86% of people who want the opportunity to own their own home. This approach will send housing supply up—he is absolutely right about that. A key point is that for every home sold this will mean at least one extra home being built. That increases housing supply. It is simple mathematics.

Commons ChamberIn Northamptonshire, the difference in decisions on appeal for very similar applications is remarkable. Is it not time we took a serious look at the Planning Inspectorate and did something about it?
My hon. Friend is fighting hard for his constituents and planning is an emotive issue that people care passionately about. It shapes the future of the environments in which we live. Every planning application, no matter how silly it might seem, will have unique characteristics and will therefore potentially lead to different decisions.
I am not surprised at the hon. Gentleman’s question. As I said, his party presided over the near doubling of council tax until 2010. I see why it would resist this Government’s work to freeze council tax and help hard-working families. Local authorities could go even further and follow some good councils that have reduced council tax by cracking down on not just fraud and error but uncollected council tax. Uncollected council tax in Liverpool, for example, is costing every council tax paying household there £500 a year.
Will the Minister congratulate Councillor Steven North, leader of East Northamptonshire council, not only on freezing council tax yet again but on achieving a £50 million investment called Rushden Lakes, which is entirely in my constituency and is creating 2,000 jobs?
I am happy to join my hon. Friend in congratulating the councillor. I thank him for giving us the chance to highlight the really good work that councils and councillors can do when they focus on delivering good, efficient, value-for-money front-line services for their residents.
