I understand that an agreement has now been reached to ensure that radio teleswitch services will continue until June next year. Ofgem is also engaging with energy suppliers on their plans to support consumers through the transition. While households currently covered by the service should not be disadvantaged by the switch-off, energy suppliers are best placed to advise on tariffs for those who have been switched to a smart meter. However, I will ensure that the right hon. Gentleman gets a meeting with the relevant Minister, to ensure that his constituents are not left behind during the transition.

Q8. The east of England is playing a lead role in delivering the UK’s energy security, and without our contribution the country will not be able successfully to transition to a renewable energy supply system. In recent months, our coast has taken a battering, and projects such as the Lowestoft flood defence scheme have been postponed. Will my right hon. Friend ensure that Departments are fully co-ordinated, so as to provide the region with good supporting infrastructure, proper protection for coastal communities, and every opportunity for local people to take up exciting new jobs?

We are levelling up across the United Kingdom and investing in places that need it the most, including, as my hon. Friend rightly highlights, our coastal communities. Almost £1 billion of levelling-up funding has been allocated to the east of England, including £75 million for coastal places. I know that he welcomes the town deal for Lowestoft in particular. I will ensure that he gets a meeting with the relevant Minister to discuss how we can further support his region with its role in our energy security, and, in particular, its coastal communities.

I congratulate my right hon. Friend the Member for Haltemprice and Howden (Sir David Davis) on securing this debate, and the Backbench Business Committee for granting it. As in the rest of the country, SEND provision in Suffolk is in crisis. We urgently need a review not just of the funding but of how we provide a vulnerable and very needy group of children and young people with the education that they need and deserve.

Almost daily I receive emails, first from desperate parents unable to secure an appropriate school setting for their children, who quite often receive very little education at all, and secondly from primary school headteachers, SENCOs and staff exasperated at being unable to obtain the support they need and at being asked to provide schooling for pupils who really should be in a specialist setting. The system is broken, and the situation has been exacerbated by inflationary pressures since 2015 and covid. It often takes years to obtain an education, health and care plan, on which there probably is too great a reliance. In the Waveney area, schools and staff are doing great work—including the Ashley School and Castle School East—but we urgently need more local provision and to get away from a model whereby vulnerable young children are driven hours around Suffolk and Norfolk.

In the remaining time available, I shall briefly focus on four funding issues. First, as we heard from my right hon. Friend the Member for West Suffolk (Matt Hancock), Suffolk receives a very poor high needs block funding settlement. It is based on historical need and bears no resemblance to the needs of today. Local authorities with similar SEND responsibilities receive wildly different and better funding settlements. Suffolk, as we heard, is a founder member of the f40. The funding discrepancies that exist both in my own county and across the country must be evened out as a matter of urgency.

Secondly, it is important not to forget the vital work done by further education colleges, such as East Coast College. For colleges, disadvantaged funding should be reformed to include a specific block to support students with SEND who do not have high needs. For high needs funding in colleges, tariffs should be set at levels that will allow colleges to recruit and retain support staff.

Thirdly, it is all too easy to overlook the bespoke needs of specialist further education colleges that provide education and skills training for those with SEND who are aged 16 to 25. At this stage, it is important to remember that special educational needs and disability legislation requires local authorities to create a local offer from birth to age 25 for young people with SEND. Specialist FE colleges play a vital role and, although they are publicly funded, they are not currently eligible for the capital revenue support to address RAAC—reinforced autoclaved aerated concrete. That inequality should be removed.

Finally, it is great news that a GCSE for British Sign Language is on the way, and I congratulate my constituents Ann and Daniel Jillings on all their campaigning work to make that happen. But there is an acute shortage of qualified teachers of the deaf to teach this new exam. The National Deaf Children’s Society highlights the immediate need to train 200 more qualified teachers of the deaf. I hope that my hon. Friend the Minister will keep that particular request in mind.

In conclusion, there is a national crisis in SEN provision, and it is felt particularly badly in Suffolk. As a whole, we are badly letting down large numbers of students, their families and their teachers. In that respect, I support the motion. A review of funding should take place without delay.

I congratulate the hon. Member for Wirral West (Margaret Greenwood) and my hon. Friend the Member for Worcester (Mr Walker) on their efforts in securing the debate, and my hon. Friend on his work chairing the Education Committee, in particular for the publication in April of the Committee’s report “The future of post-16 qualifications”, which in many respects is the cornerstone of the compelling case for change to the way that post-16 education is provided in the UK.

Further education in its many forms—whether full-time in college, on day release, in the evening or through an apprenticeship—is the bridge between school and the workplace. It enables people from all backgrounds to realise their full potential and achieve their ambitions. It is also the means through which Great Britain plc can operate as an efficient economy, with increased output, improved profitability for businesses large and small, and high economic growth. Further education is the route to removing what is becoming the 21st century British disease of low productivity. To perform that role, FE and colleges must be fairly funded and their courses properly structured. At present, they are not, although my hon. Friend and his Committee have shown us how to remove the many obstacles they face.

My interest is as an MP serving a coastal constituency where there are exciting opportunities emerging in such sectors as renewable energy, sustainable fishing, and maritime and ports. East Coast College, with its campuses in Lowestoft and Yarmouth, is doing great work in preparing people for those exciting careers. However, despite significant investment by the college and Government in new facilities, such as the Energy Skills Centre in Lowestoft and the Eastern Civil Engineering Construction Campus in Lound, it feels that it is operating with one arm behind its back.

The FE sector is facing significant challenges. The number of 16 and 17-year-olds is rising rapidly as a result of the population boom moving through the education system. Many young people have been severely disadvantaged by covid and the ensuing lost years of learning. Colleges are helping to support them, ensuring that they catch up and assisting them in making the right education decisions and career choices. Colleges and sixth forms, like everyone else, are facing rising costs as a result of rising levels of inflation. There is also, as we have heard, a workforce crisis. Without further investment, there will be no staff to deliver the skills that our economy so desperately needs. It is important to emphasise the vital role that colleges perform in delivering the economy’s future skills needs.

On the East Anglian coast, significant opportunities are emerging in renewable energy, with the transition to a zero-carbon economy. Over half of the nation’s UK offshore wind fleet is anchored off the Suffolk and Norfolk coast. Sizewell C will be one of the largest construction projects in the world. There is enormous potential for retrofitting, for hydrogen and carbon capture, and for the oil and gas infrastructure, both in the southern North sea and running through East Anglia to serve much of the UK.

East Coast College is doing great work in training, upskilling and providing careers advice. The scale of the opportunity is both enormous and exciting, but the college needs the revenue and resources to rise to the challenge. It also faces a similar dilemma in the NHS and social care sector, where it works closely with the James Paget University Hospital at Gorleston and other care providers in the north-east Suffolk and south-east Norfolk area.

The case for investment in colleges and FE is compelling. Despite recent uplifts, FE funding compares unfavourably with both the university and school sectors. That was confirmed by the IFS in its 2022 annual report on education. It highlighted both larger cuts than other areas after 2010 and no extra funding announced in the 2022 autumn statement. At a time when we are rightly promoting lifelong learning, it is concerning that participation in adult education has fallen at all qualification levels, particularly among those who are worse off.

Colleges are facing extreme challenges in the recruitment and retention of staff, which are exacerbated by funding rates rising by less than 3%. Further education colleges are facing their worst staffing crisis for two decades and they are increasingly constrained from delivering much-needed courses as the pay they are able to offer their staff is way below that which they can earn in industry and in schools. Colleges, I am afraid, are losing staff because they cannot match the pay in those other sectors. There is an ever-widening pay gap with those industries where skills shortages are at their worst: construction, engineering, digital and care.

The college workforce crisis is impacting on the Government’s delivery of key policy priorities, including the roll-out of T-levels and higher technical qualifications. This will ultimately result in growing skills gaps, impacting on our nation’s productivity, efforts to address regional inequalities and the transition to a low-carbon economy. This will leave people in poorly paid, insecure work.

At East Coast College for over a year there have been vacancies in the engineering, electrical and science teaching teams, where there is an urgent need for staff and new recruits. This means the college has had to restrict teaching where businesses urgently need staff, such as for plumbing and electrician apprentices. The college has also been unable to recruit civil engineering teachers for T-levels. Those vacancies are putting enormous pressure on existing staff who in turn, as matters stand, will be looking at minimal pay increases, with their wages comparing very poorly, as we have heard, with other similar local sectors. If the situation is not addressed, with more funding provided, the crisis will get even worse, and at a time when the FE sector has such a vital role to play.

I chair the all-party parliamentary group on further education and lifelong learning, whose secretariat is provided by the Association of Colleges. It has a straightforward five-point plan to address the crisis, which my hon. Friend for Worcester set out and which I will re-emphasise. First, the 2023-24 funding rates must be raised in line with inflation, in recognition of the fact that prices are significantly higher than they were when the three-year budgets were set in October 2021. That would cost £400 million and is in line with what many of us campaigned for ahead of the spring Budget. Secondly, as we have heard, there are clear advantages in allowing colleges to reclaim VAT. Thirdly, we need to ensure that 50% of the apprenticeship levy is spent on apprentices at levels 2 and 3, below the age of 25. Fourthly, we need to provide a larger skills fund to support skills in high-priority areas such as low-carbon energy and healthcare, both of which East Coast College has prioritised. Finally, the Department for Education should collate evidence on college pay, similar to that which it provides for the School Teachers’ Review Body.

I look around and see gaps everywhere, not just gaps on these Benches, but alarming gaps in our economic and education systems; gaps that are ever widening—skills gaps, pay gaps, productivity gaps. We must eliminate these gaps as quickly as possible. It is clear from today’s debate that we are united behind, dare I say it, our champion, my right hon. Friend the Minister, in seeking to secure the funding that will be the first step that is needed in this vitally important work, so that Cinderella really can go to the ball.

It is a pleasure to follow the hon. Member for Bradford South (Judith Cummins). My right hon. Friend the Chancellor was bequeathed a difficult immediate inheritance last October, and in his autumn statement delivered on 17 November he took the first steps towards putting the nation’s finances back on a secure footing, laying the foundations for sustainable long-term economic growth. He is to be commended for what he has done in the past four months with policies that will significantly reduce inflation and cut Government spending on debt interest. His initiatives announced today on childcare, the abolition of the lifetime allowance, universal credit reform and supporting the disabled into work are to be welcomed, as are his announcements on investment allowances and tax breaks. However, in the aftermath of covid, there are ingredients to economic growth that are missing and it is important that this Budget is not the endgame but instead the first instalment of a plan for growth, with parts 2 and 3 being delivered in the autumn and this time next year.

I shall highlight three themes that I believe it is important to keep firmly in mind as we hopefully move on from the seismic shock that covid delivered and the devastating and heartbreaking ongoing impact of Putin’s invasion of Ukraine. First, it is important to continue to support—albeit hopefully on a reducing scale—those people and businesses who have been most impacted by that cruel double whammy. My right hon. Friend the Chancellor is right to extend the energy price guarantee scheme for three months and to introduce the energy bills discount scheme for businesses. He is also right to support local councils with their leisure centre costs, and I welcome the support for the charitable and the third sectors.

My right hon. Friend needs to keep the situation under review, however, and I suggest that he needs to pay particular regard to the following groups. The first is the disabled, and I am thinking particularly of those with neurological conditions such as Parkinson’s, multiple sclerosis and motor neurone disease, who have been seriously impacted by the dramatic increases in energy costs. We must not forget the ongoing challenges that they face. In the longer term, it may well be appropriate to introduce a social tariff to support such vulnerable groups, and I would urge the Government to look closely at how that might work. I am also conscious of the needs of businesses that face particular challenges. I have in mind such sectors as metal finishing, which use large amounts of electricity. They are losing work overseas and are not as yet included in the Government’s support for energy-intensive industries. I urge the Chancellor to keep that under review.

Secondly, it is important to put in place measures that enable businesses to thrive. The tax breaks and offsetting arrangements that my right hon. Friend has announced today are welcome, but they are only a start. In the autumn statement, he announced major reforms to business rates, but this work needs to be continued. In the short term, the Non-Domestic Rating (Lists) Bill must be introduced as quickly as possible, and in the longer term, work should continue so that business rates return to being a much smaller component part of a business’s operating costs.

The energy sector is a vital part of the UK economy. From a local perspective in East Anglia, there are significant opportunities for generating prosperity and jobs, ensuring our energy security and driving forward on the road to net zero. There is enormous potential in offshore wind, nuclear at Sizewell and the oil and gas sector, through the North sea transition deal, which also paves the way for hydrogen and carbon capture and storage, on which we did get some good news earlier.

If we are to realise the potential of this once-in-a-lifetime opportunity, it is vital that we reform our fiscal and regulatory regime, so that investment does not go overseas, whether to the US, Europe or beyond. The Chancellor has made a start in meeting that challenge and I look forward to the Government’s clean energy reset, which must enable the UK to retain its position as a global leader in the energy sector.

To achieve long-term economic growth and to enable people to realise their full potential, we need a skills revolution. There remains a great deal of work to do on that. It is right that the Chancellor is looking closely at it and has asked Sir Michael Barber to carry out a full review, but in the short term further education colleges, such as East Coast College in Lowestoft, are doing their great work with one arm behind their back. In the immediate future, there is an urgent need for more revenue funding to get through an incredibly challenging period. I highlight the need in the longer term to reform the apprenticeship levy.

Thirdly, let me turn to levelling up. Along with the hon. Member for Cambridge (Daniel Zeichner), I co-chair the all-party group on the east of England. In December, along with the Local Government Association, we published the “Levelling up the East of England” report, which concludes that, on five of the levelling-up missions, there was very low confidence of their being achieved. One of those missions is infrastructure, so the lack of Government support for the Ely and Haughley junction rail improvements, from which the whole UK would benefit, is very disappointing. I urge the Government to continue to work with those in the region promoting this project.

On a positive note, I welcome the announcement of funding for the Lowestoft seafront jubilee parade project, which is an important part of the regeneration work taking place in Lowestoft and will help to revitalise the town, making it a compelling place to live, work and visit. However, I cannot hide my disappointment that none of the 12 proposed investment zones is in the east of England. In Lowestoft, we have a successful enterprise zone that is in need of refreshing. We had a false start last September, when Suffolk County Council and East Suffolk Council put forward exciting proposals for investment zones. It now appears that nowhere in the east of England will have an opportunity to even be on the starting grid. In that context, the mantra of “Enterprise, employment and everywhere” does ring slightly hollow.

In conclusion, this Budget is not the endgame. There is a lot of unfinished business. Last November, the Chancellor delivered his prologue. Today, he has provided act one of his strategy for growth. Acts two and three come in the autumn and next spring. I have highlighted the work that I believe remains to be done and, in the coming months, I look forward to working with him and his colleagues in the Treasury to meet those challenges.

On the subject of dithering and delaying, I am delighted that the British Army is helping the Scottish National party Government to roll out the vaccine faster. That is extremely important and one of the benefits of the Union of the UK.

On the right hon. Gentleman’s point about the support for people and families across this country, I do not think anybody could seriously deny that this Government have given absolutely unprecedented—and unequalled, by global standards—support throughout the pandemic. We will continue to put our arms around people across the whole UK throughout this crisis.

The Government have put in place an extensive system of support to help employers and employees through the pandemic. However, a group that has been overlooked, many of whom are now really struggling, are those self- employed who set up their own businesses after April 2019 and were unable to submit a complete tax return. Ten months on, that obstacle to providing support no longer applies. To assist them, will the Prime Minister emulate the Northern Ireland Government’s newly self-employed support scheme, which is subject to straight- forward criteria and guards against fraud?

My hon. Friend is right to raise those concerns, because there are some people in the self-employed group whom it has been hard to reach and to support in the way that we want. They are fewer in number than is sometimes suggested in this House, and I can tell him that 2.7 million self-employed people have received support totalling over £18.5 billion. But the ideas that he suggests will, I know, be taken up by my right hon. Friend the Chancellor, and he can expect to hear more on 3 March.

This is an important issue and obviously we need to look at it. Although, as the hon. Lady will know, crimes traditionally measured by the independent crime survey have dropped by well over one third since 2010, we need to consider the root causes of violence—particularly among young people, and especially knife crimes. The nature of crime is changing; it is important that we remain adaptable and resilient, but we need to understand that. I am sure that my right hon. Friend the Home Secretary will be happy to meet the hon. Lady to talk about youth violence and the causes of youth violence.

Q14. On 28 December, the East of England Ambulance Service attended an address in Lowestoft at which a man was sadly confirmed as having died. This followed on from a call the previous afternoon from the police regarding the same person, who it appears was left outside overnight in what were inhospitable weather conditions. I have now spoken to the person who made the initial call to the emergency services and I have serious concerns as to how the matter was handled, including why the case came to light only in the past few days. Will the Prime Minister endorse my request to the East of England Ambulance Service and Suffolk police to instigate immediately a full and independent inquiry to establish exactly what happened and to then put in place measures to ensure that such a tragic event does not happen again?

I share my hon. Friend’s concerns about this event and the tragedy that happened. First, we should recognise that all those who deliver our ambulance services work hard and regularly go above and beyond the call of duty to ensure our safety, but concerns have been raised about the provision of services in the East of England Ambulance Service trust, including, obviously, this very, very worrying, tragic case.

As I said earlier in response to the Leader of the Opposition, we take these cases very seriously—any claims that patient safety has been put at risk are taken seriously. The Department of Health and Social Care has received assurances that these reports are being investigated by the trust, in conjunction with its commissioners, as a serious incident. This is also an issue that my hon. Friend the Minister of State for Health has discussed with the chief executives of NHS England and NHS Improvement.

It is a pleasure to serve under your chairmanship, Mr Streeter.

I am grateful to the hon. Member for Aberdeen North (Mr Doran) for securing the debate. As has already been remarked, his timing is appropriate. Although the fall in crude oil prices is good for the UK generally, it has serious implications for this important industry, which provides highly skilled jobs and forms an important part of the UK economy. Much of the sector is concentrated in Scotland around Aberdeen, but the industry is important in East Anglia as well, employing approximately 105,000 people directly and in the wider supply chain.

The immediate problem was caused by the dramatic slump in the price of crude oil, but that served to highlight the challenges facing the North sea oil and gas sector, which Sir Ian Wood considered in his excellent report. They include the growing difficulty and escalating associated costs of finding and extracting oil and gas from what is now a mature basin. In a sector that is globally footloose, most investors have no particular allegiance to the UK—they will do business wherever in the world conditions are most favourable. Our fiscal and regulatory framework is now not fit for purpose and does not encourage them to come here. It is in need of a major overhaul.

We have a regulatory regime that Sir Ian Wood noted was appropriate for the industry in the early days, but it is no longer suitable for a basin that now has more than 300 fields, much smaller new discoveries, many marginal fields and much greater interdependence in exploration, development and production. That model needs to be updated for the 21st century. In addition, a complex, unfriendly and outdated tax structure makes today’s smaller fields a riskier bet.

From my perspective, I am interested in the specific problems of the southern North sea. A significant number of potentially attractive gas prospects could generate much economic activity, create jobs and improve the country’s energy security, but their exploration is not viable, due not only to rising costs and the falling wholesale price of oil but to the relatively low price of gas in relation to oil. That is having a negative knock-on effect on East Anglian businesses, resulting in investment in new facilities and assets being deferred or postponed; a reduction in business investment in advance of the anticipated growth in the offshore wind sector; and a reduction in the ability to attract investment into an area in which many of the larger businesses are owned by overseas companies.

It is necessary to reflect for a moment on the vital importance of the industry to the UK economy. Sir Ian Wood himself drew attention to the industry’s substantial contribution to energy security, the economy and employment. In 2012, production on the UK continental shelf met 67% of the UK’s demand and 53% of the gas demand, and the sector directly supported the employment of 450,000 people throughout the UK. Moreover, in 2012-13, the industry paid £6.5 billion in corporate taxes on production. Despite the challenges and the downturn in production in recent years, Sir Ian points to significant momentum from current production and major investments in capital expenditure over the past two or three years enabling the industry to continue to play the key role that it has been playing over the past 50 years. In that time, many skills and considerable expertise have been developed in the industry and its supply chain, resulting in thousands of well paid jobs and the generation of significant export earnings.

Another advantage is that those skills are largely complementary to the ones needed in the emerging offshore renewables sector. If the potential jobs in that industry, whether in the construction of wind turbines or their subsequent operation and maintenance, are to be fully realised for the benefit of the UK and not exported to foreign yards and ports, it is vital that we retain the skills and develop them further. As a country, we have built up considerable expertise and experience that we must now build upon and not lose or squander.

The Government’s announcements in the autumn statement show that they recognise the importance of the industry and its challenges. The industry must reduce costs and improve efficiency so as to ensure its long-term sustainability, but the further reductions in crude oil prices since the autumn statement in early December mean that more action by Government is now required. There is a pressing need to change the tax regime and to address the industry’s regulatory shortcomings, and the recommendations of the Wood review must be implemented as quickly as possible.

Looking at the industry in East Anglia, an early priority action for the new regulator should be the development of a regional plan for the southern North sea. As Sir Ian Wood himself pointed out, the southern North sea is the most mature region on the UKCS, with first production from the West Sole field in 1967. It is a gas-producing region, now vulnerable to rapid decline, but still with great potential, which has been illustrated by the recent Cygnus development and the Tolmount discovery. Wood commented that the southern North sea is especially vulnerable to premature contraction and decommissioning. He emphasises the pressing need to prepare a regional plan to address all the challenges that the area faces.

In conclusion, the North sea has produced significant benefits for the UK economy over the past 50 years—we must all wonder where on earth we would be without it. With the right stewardship, it can continue to play a similar role for the next two decades and, in doing so, increase GDP, sustain jobs and facilitate the transition to a low-carbon economy. Time is very much of the essence. There is now a need for immediate action.

I pay tribute to the hon. Member for Aberdeen North (Mr Doran) for securing this debate and his work over many years campaigning for improved safety for those who work in the North sea. We should listen carefully to his words and advice; he was in the House at the time of the Piper Alpha disaster, and one of the challenges we face is that with the passage of time, those with direct experience of the horrific night of 6 July 1988 and those in office at that time are moving on, although I anticipate that he will be in his place for some time to come. There is a danger that those direct experiences and lessons learned might fade away and that the pursuit of safety might become a routine box-ticking exercise. This must not happen, and we owe it to the memory of the 167 men who died always to ask ourselves what more must be done to improve safety in this dangerous working environment.

I represent a coastal constituency where for centuries the economy and jobs have been inextricably linked to the North sea: in fishing and over the past 40 years in the oil and gas sector. While Piper Alpha was in the northern North sea, the tragedy could have occurred anywhere, and the people who work in the sector are often drawn from communities in Scotland, the north-east and East Anglia. They share a bond and invariably there are no boundaries to where they work. At present, increased activity in the North sea in both the oil and gas and renewables sectors presents East Anglia with considerable job creation opportunities. I want us to make the most of those opportunities, but in doing so we must always keep safety at the forefront of our minds. Corners must never be cut and we must always strive for the highest standards. The Government and business owe this ultimate duty of care to all who work at sea. The North sea has plentiful assets, which we must utilise responsibly, but always remembering that it is a dangerous place, particularly where hydrocarbons are present.

In recent days the newspapers, television and graphic words of those who saw the horrific events of 6 July 1988 unfold before their eyes have brought home to us the dreadful events of that night. This was not an unpredictable “act of God”, but an accumulation of errors and questionable decisions. Lord Cullen’s thorough and excellent inquiry left no stone unturned in establishing what happened and made 106 recommendations to improve safety. All these were accepted and implemented, and some have been taken further.

It is important that his legacy endures for a long time and that there is no room for complacency. The North sea is changing, and new challenges lie ahead. The blueprint that Lord Cullen set down should be viewed as a living document that must evolve to meet these challenges. To be fair, though, I do not detect any complacency from the Government in their pursuit of the highest safety standards. In the 10 years following the Step Change in Safety initiative in 1997, the number of fatal and major injuries fell by 70%. The 2010 target for reducing the number of hydrocarbon releases by 50% in three years looks as if it will be achieved, while the Piper 25 conference last month focused the minds of those who worked in this sector.

This debate provides an opportunity to pause, reflect and pay tribute to those who lost their lives and took part in the rescue mission. We must also remember that the lessons learned from Piper Alpha are as relevant today as they were in 1988, and a vivid reminder of the consequences of failure to manage health and safety properly. Yes, lessons have been learned and a very different approach and attitude prevail today, but there is an ongoing challenge for all involved in the oil and gas sector to continue to strive for the highest safety standards. In the words of the Institution of Occupational Safety and Health, we should ask, “What more should we be doing?”

The North sea is one of this country’s most important assets. In realising the opportunities it affords, we must not only respect and nurture it, but place at the top of our list of priorities the safety and well-being of those who work there.

Obviously we face a difficult situation with unemployment, including among young people, right across the country, and we need to do everything we can to help people back into work. That is why there is record investment going into apprenticeships and the Work programme. However, the real need is to grow the private sector, because, frankly, this is a time when whoever was in government would have to make reductions in the public sector. The hon. Gentleman shakes his head, but any Government would have to do that: look across Europe at the reductions that are having to be made. We need to get the private sector growing, which is what this Government are focused on.

Q5. Developing the considerable potential for jobs in the energy sector is central to economic recovery in my constituency, as is providing local people with the skills to take on those jobs. Will the Prime Minister ensure that the Government do all they can to fund the completion of the newly opened Pakefield high school in Lowestoft, which will play such an important role in skilling young people in a deprived area?

My hon. Friend makes an important point about the skills that that local school will bring. This year Suffolk has an extra £33 million in capital funds. It is obviously for the local authority to decide how to spend that money, but school capital available throughout this spending round and this Parliament amounts to £15.9 billion, so money is there for important school projects.
