Commons ChamberI have not personally had any meetings with the Ulster Farmers’ Union, but one of my Ministers has. I want to emphasise that our export strategy is focused on such issues. If the hon. Gentleman writes to me with more specifics, I would be very happy to take them up on his behalf.
I congratulate my hon. Friend on his work not only as the MP for Waveney but as the chairman of the all-party parliamentary group on the British offshore oil and gas industry. He is well apprised of what we are doing in the energy sector. DIT and the Office for Investment work directly with project leads, investors and financial institutions, and we are seeing excellent progress. For example, ScottishPower is investing £2.5 billion in its East Anglia ONE project, the first of four in the region, including a £25 million state-of-the-art operations and maintenance facility in Lowestoft. Events such as the recent green trade and investment expo in Gateshead, which I mentioned, are showcasing UK opportunities to the world in many technologies, such as carbon capture and hydrogen.

Commons ChamberThe Government’s export strategy sets out how we aim to capture up to £170 billion of export sales estimated for 2030 in low-carbon sectors. At the green trade and investment expo earlier this week, we showcased the best renewable energy technologies and innovations that the UK has to offer. Over the last year, the Department for International Trade has supported £5 billion-worth of exports across energy and infrastructure sectors.
I welcome my right hon. Friend to her place, and I am grateful for her reply. With 50% of the UK’s offshore wind fleet anchored off the East Anglian coast, local businesses have acquired a unique set of skills, knowledge and expertise that should be promoted abroad, so as to increase trade opportunities. A case in point is the memorandum of understanding between the New Anglia local enterprise partnership and Virginia Beach in the US. I would be most grateful if my right hon. Friend could confirm that a national framework is in place to ensure that we make the most of these great opportunities.
I am grateful to my hon. Friend for raising that issue and highlighting the good work that DIT is doing. He will be pleased to know that in 2020—the latest figures available—the UK exported £821 million-worth of offshore wind products, with the help of DIT overseas and sector teams. We have a plan in place to carry out promotions, and work is ongoing to continue to build the UK’s extensive export offer and maximise economic value. My hon. Friend will also be pleased to know that in and around his constituency of Waveney, DIT is supporting Lowestoft and Great Yarmouth in the build-out of Iberdrola and Vattenfall’s projects, which are developing capability to export low-carbon technology globally.

Commons ChamberWith regard to the right hon. Member’s last comment, it is always a good indication that we do not have to look at the ONS statistics to know that the trade numbers are going the right way when the Opposition spokesman wants to ask questions that are not related to trade. This Secretary of State has done a huge amount to support the steel and aluminium industries of the UK, not least in managing to renegotiate the decision on section 232 tariffs. She will continue to do that and she will make an announcement on the safeguarding issue very shortly.
I thank my hon. Friend for raising this important issue. We recognise that the risk of carbon leakage is a very real one, and on 16 May we announced our intention to consult on a range of possible mitigation options, including product standards and a carbon border adjustment mechanism. We are working with our international partners and we are clear that any policies we consider will have to fit in with other UK priorities, which include the cost of living, economic growth, and our commitment to the World Trade Organisation, free and fair trade and the needs of developing nations.

Commons ChamberAbsolutely. My hon. Friend correctly points out that our two economies have strong service sectors but our current deal predominantly caters for trade in goods. That is why we intend to negotiate a more ambitious, comprehensive and innovation-friendly trade deal, which will open up opportunities for British businesses in areas such as tech, data and digital. My hon. Friend will be aware that next month we are hosting the first ever joint innovation and investment summit between our two countries. That will be a key moment as we deepen our relationship, creating opportunities to increase trade and investment between our nations, create new jobs and boost wages.
The DIT champions the UK’s green exporters all around the world. At the beginning of this month I was in Norway, where I promoted the UK’s green energy offer, and Lord Grimstone spoke at WindEurope in Spain on 6 April. Renewable sector teams within the Department are also working to establish export capability guides, to highlight the UK’s strengths. In our Australia and New Zealand trade deals, we have agreed the removal of tariffs on UK exports of products such as electric vehicles and wind turbine parts, and we have also secured the most substantive climate provisions that Australia and New Zealand have ever committed to in an FTA. UK exports in energy saving and sustainable energy systems increased by over 20% between 2016 and 2019.
I am most grateful to my right hon. Friend for that answer. The offshore wind industry in East Anglia is a great success story, and there are more and more examples of local businesses working all around the world. There is a worry that this may only be short-term and transitory as other countries set up their own local industries. I would be grateful if my right hon. Friend outlined the strategy that is being pursued to ensure that the sale of UK equipment and services is a permanent feature of offshore wind’s global supply chains.
In 2020, the Prime Minister announced that £160 million would be made available to upgrade offshore wind ports and manufacturing, and the money has now been invested. We announced £1.6 billion of investment in our offshore wind sector just last year, including seven new major manufacturing investments and two new offshore wind ports, creating 4,100 jobs by the end of the decade. Alongside that, we have agreed the removal of tariffs on UK exports of products such as wind turbine parts, knowing that we will continue to grow and invest in our manufacturing as well as the service and support aspects of the offshore wind sector, in which the UK continues to be world-leading.

Commons ChamberChina remains, of course, an important trading partner for Britain, but we have no plans to negotiate a trade deal with China. We will build trade only where it supports British businesses and jobs. We will seek to reduce barriers to accessing the Chinese market, but I can assure the hon. Lady that our approach to China will always be rooted in British values and British interests. We want a positive and constructive relationship with China, but I can assure her that we will not sacrifice our values in doing this.

Commons ChamberI will take the few short minutes available to me to highlight the need to promote the production of clean steel, which can play a key role in the covid recovery, levelling up and decarbonisation. With COP26 rapidly coming into view on the horizon, there is an opportunity for the UK to be a global leader in this sector.
In the next few years, there will be an enormous increase in the demand for steel, and that is already manifesting itself in significant price increases. In East Anglia and off our coast, steel will be required for the largest array of offshore wind farms in the world, for the building of the Sizewell C nuclear power station and the cabling required for renewing and extending our grid.
However, we must not ignore the environmental impact of steel production, as the industry contributes up to 7% of the world’s CO2 emissions. The rapid emergence of hydrogen, which has quickly evolved from the new kid on the block to the energy sector’s Swiss army penknife, provides the UK with the USP for promoting clean steel, whether from carbon capture, offshore wind or nuclear power. The volume of hydrogen needed for steel production is of reasonable proportions to match either blue hydrogen or green hydrogen.
East Anglia, as you are well aware, Madam Deputy Speaker, is not an established centre for the steel industry, but we are uniquely placed to play a major role in the changing face of domestic steel production due to ready access to low-carbon energy sources, whether offshore wind through carbon capture for the existing gas infrastructure focused on Bacton, or Sizewell C. It is also important that in the supply chain we promote and develop fabrication hubs in places such as Lowestoft, where skills and expertise have been built up in shipbuilding and the oil and gas industry for well over a century.
The Government are laying the foundations for a world-leading clean steel industry with the 10-point plan, the industrial decarbonisation strategy and the industrial fuel switching competition. It is vital that they now build on that work, announce the findings of the call for evidence for the clean steel fund and bring forward the following policy initiatives: first, a border carbon adjustment on imported goods based on their carbon content; secondly, the setting of clear targets for the use of clean steel by specific dates in infrastructure projects; and, finally, the promotion of a clean steel demonstrator project. It is also important that the forthcoming hydrogen strategy provides the framework for the industry to develop in East Anglia.

Commons ChamberI thank the right hon. Gentleman for that intervention. The first thing to say is that I have regular dialogue with his colleague the Minister for the Economy. I am meeting her tomorrow—indeed, I am meeting her twice—to talk about these issues. I reiterate that Northern Ireland remains part of the UK customs area and will benefit from UK free trade agreements. We have been absolutely categoric on both those points. As I say, new clause 18 seeks to give Parliament a veto over those arrangements and to ensure that the Government seek approval from the devolved legislatures on the final agreement. I am in regular contact with the Ministers for the devolved Administrations on these issues.
I will now address new clauses 7 to 9, and others in relation to standards. In answer to the intervention from the hon. Member for Westmorland and Lonsdale (Tim Farron), let me say that we have already given cast-iron commitments, during debate on this Bill and the Agriculture Bill, that we will not be diluting standards in any area, or in any way, following the UK’s departure from the EU.
I acknowledge the undertakings that the Government have given on agriculture and food production, but will the Minister also assure me that future UK trade policy will be fully aligned with our climate change and environmental policies? Will he also assure me that in striking new trade deals we will, at all times, promote low-carbon industries such as offshore wind and will not undermine UK businesses that are working hard to lower their own carbon footprint?
I absolutely give my hon. Friend those assurances. The Government’s climate change agenda—indeed, the whole country’s agenda—is incredibly important for us at the Department for International Trade. We have put a lot of time and effort into promoting our capability and capacity in things such as offshore wind. I am regularly saying to international investors and trade partners that the UK now has the largest offshore wind capacity in the world. This is something we are seeking to export and it is something trade agreements can be helpful in. We are working with some of our key partners on these aspects of trade agreements, but they can also be something that the whole of government can work together on.

Commons ChamberMr Speaker, you will know that on 20 March, which was the start of the UK lockdown, the EU Commission wrote to Her Majesty’s Revenue and Customs and HM Treasury alerting them to the existence of the potential mechanism by which tariffs in VAT could be waived on certain imports in the light of the covid-19 crisis. We have identified more than190 products that are in scope, ranging from PPE to soaps and disinfectants. When these products are imported by an organisation covered by the relief, the tariff will be zero.
Our food and drink sector is vital to our economy. In 2019, exports increased by nearly 5% to £23.7 billion. We want to see that success continue and will shortly be launching a bounce back strategy for the industry as the world recovers from covid-19.
I am grateful for that answer. I draw your attention, Mr Speaker, to my entry in the Register of Members’ Financial Interests. There are significant opportunities to increase agricultural exports, but for the UK to make the most of them, there is a need to dramatically increase food and drink processing capacity. What discussions has my hon. Friend’s Department had with the Treasury, the Department for Environment, Food and Rural Affairs and the Department for Business, Energy and Industrial Strategy, so as to ensure that the right fiscal and grant arrangements are in place?
My hon. Friend is right to raise that important issue. My Department is working closely with DEFRA, BEIS and Her Majesty’s Treasury to understand the market and investment trends in the agriculture and food processing sector in a post-covid environment. The Department for International Trade’s high potential opportunity—HPO—programme, which is part of our levelling-up agenda, is already attracting investment in food and drink programmes throughout the UK. For instance, there is agricultural engineering in Telford and aquaculture in Dorset. However, we want to do more, which is why, in partnership across Government and as part of our forthcoming export strategy, we will work to identify new investment opportunities in the sector and its supply chain, so that UK agriculture’s full potential can be realised internationally.

Commons ChamberThe claimants applied for permission to appeal on 16 October 2019, which was of course yesterday. Hon. Members will therefore understand that I cannot comment on live litigation.
I am grateful to the Minister for those replies, but notwithstanding the High Court decision and the appeal, there are thousands of women in my constituency who were born in the 1950s and who are affected. They find the support and advice measures that have been put in place inadequate, and I ask the Minister to liaise with the Prime Minister and my right hon. Friend the Secretary of State for Work and Pensions to look again at this issue.
I thank my hon. Friend for his comments. I absolutely understand that this is about a sense of balance. I reiterate my point that we have a wide range of benefits and support in the jobcentres—[Interruption.] Well, if the hon. Member for Brent Central (Dawn Butler) disagrees, I would be happy to meet her to say more. It is absolutely right that if the support is not there, people should come to the jobcentres, speak to me and get involved with the DWP. We will support these women. This is ultimately about equality. We now have no defined retirement age for anyone: anyone who can work can continue to do so, and for anyone who wants to have a secure retirement, we will support them.

Commons ChamberAs I have said, the Board of Trade’s advisers—which is what they are technically called—are the Secretaries of State for Scotland, Wales and Northern Ireland. We have visited all the English regions, and I intend in future to be constantly moving around the regions and nations of the UK, to thank the businesses that have contributed to Britain’s record export performance, to consult those businesses and to create a network of business people who will act as champions and mentors for companies that want to export.
This summer marks three years since the DIT was established and one year since the publication of the Department’s export strategy, which sets out how the Government will encourage, inform, connect and finance UK businesses to take advantage of the international demand for British goods and services. Last month, we announced a new package of financial support from UK Export Finance to help businesses, and small and medium-sized enterprises in particular, to do just that.
Does the Department’s export strategy make provision for promoting the expertise of British business in the emerging markets of offshore wind and the late-life decarbonising management and decommissioning of oil and gas fields?
Yes, the offshore wind sector deal announced earlier this year will support UK companies to seize the export opportunities generated by the rapidly expanding market. The DIT is working with markets such as Taiwan, with which I recently hosted an offshore wind roundtable last month, to support their engagement with the UK supply chain. On oil and gas production, the DIT is engaging with the industry and stakeholders on export opportunities across the full industrial lifecycle.
It is not a question of having the guts or otherwise. We looked at this very carefully. We looked at the range of hospitals and clinics across the country that offer these services, and the overwhelming majority did not report the sorts of activities that the hon. Lady has described taking place outside the clinic in her constituency. However, we of course keep the matter under review, and I am always happy to discuss this with the hon. Lady, because I know she takes such an interest in it.
The cross-Government gender equality road map sets out our plans to address the persistent gender barriers that people face at every stage of their life. It addresses the cumulative impact faced disproportionately by women as a result of gender barriers at every stage of their life.
Will my right hon. Friend join me in congratulating the Ogden Trust, participating businesses, higher and further education providers and John Best on their sterling work in promoting the coastal energy internship programme, which in three years has grown from providing five to 50 internships, and which is ensuring that female interns have every opportunity to work in an industry that has long been male-dominated?
I would be delighted to join my hon. Friend in highlighting that fantastic example and congratulating all involved on its success. In order to improve gender representation in STEM—science, technology, engineering and maths—industries, we are raising awareness of the opportunities that these career paths present, through the Government careers strategy.
If the hon. Lady would give me the details of that case, I will be very happy to look at it.
I am delighted to confirm that we are committed to the development of a BSL GCSE. Daniel Jillings and his mother Ann have been formidable campaigners on this issue. Daniel in particular, despite his young age, has been very influential indeed with his campaign. We are pushing this work forward as soon as we can, while also ensuring that it can be completed to the highest standard. My hon. Friend will be aware that the development of a new GCSE is a complex and lengthy process, but, as I say, we are committed to it as a new GCSE.
