Commons ChamberIt is like the old days, is it not? I was going to say the good old days, but they were not all that good. Remember the endless blue-on-blue, Tory-on-Tory Brexit wrangling with nobody being able to make up their minds about the way forward. We have had a little of that, and I thought it was going to get quite serious when the right hon. Member for North East Somerset (Mr Rees-Mogg) seemed to be squaring up to the hon. Member for Gloucester (Richard Graham)—I almost saw top hats at dawn. Thank goodness that they were able to back down and come to some sort of a reasonable conclusion.
Here we are once again debating Brexit: the issue that never goes away. You would expect nothing else, Mr Deputy Speaker, but I will put my cards on the table: I think that this is an awful Bill. It is a dreadful Bill. In fact, it is a Bill conceived, drafted and prosecuted in their ongoing ideological Brexit frenzy, ridding the UK of any vestiges of their hated EU. In fact, I would call it a vindictive Bill—more of a vendetta than a piece of legislation. And like all desperate ideologues, all traces of the ancient regime must be obliterated. Everything must be erased. Year zero must be established. We are getting three year zeros, but I think the one at the end of 2024 is the year zero for when all of Brexit is finally banished and we have the sovereignty that they claimed we were always going to have but never actually quite aspired to.
And so, this Brexit exercise in self-harm goes on and on and on. It is the ideological battle that never ends. I get the sense that nothing will ever satisfy them. Their insatiability for things Brexit and EU will never actually be met. They are almost like the Bolsheviks in the 1920s prosecuting their permanent revolution. I suspect that once we are concluded with this Bill and it is on the statute book, they will get around to digging into the earth’s core and start to geologically separate this island just that little bit further from mainland Europe.
The thing is that everybody is coming to the conclusion that their Brexit is a disaster. Anybody and everybody is beginning to tell them that. Even their friends are telling them that. I never knew anything about this guy, Guy Hands, but he is extolling them to
“admit the public was lied to”.
He is saying that they should renegotiate a new deal with the European Union. He says:
“The first thing to do would be to admit that the Brexit negotiations were a complete disaster”.
I do not know this Guy Hands, but I suspected he might have been some sort of tofu-munching Liberal Democrat, with all due respect to my Liberal Democrat friends, but apparently he is the Tories’ biggest donor and even he is saying that Brexit must be renegotiated.
As this disaster unfurls, is it not so disappointing to see the Labour party embracing it? The Labour party is becoming another party of Brexit. But it is okay, Mr Deputy Speaker, because it is going to make Brexit work! Are we not all relieved about that, then? The thing is, and I say this candidly to my colleagues on the Labour Front Bench, is that they cannot make Brexit work. In fact, it is designed not to work. Brexit was never a political strategy, so it cannot work. Brexit is an ideological venture driven by those guys over there on the Conservative Benches, founded by and predicated on British exceptionalism, the exclusion of others and an almost pathological hatred of everything European. But Labour is going to make it work! It is actually going to make it work without revisiting the single market or reinstating freedom of movement. It is going to make it work almost identically to the Brexit ideologists.
Labour may have given up on getting back into Europe, but those of us on the SNP Benches will never give up on our European ambitions. We will lead an independent Scotland back into the European Union. We are a European nation which values our EU membership, which voted to remain and aspires to return. With Scottish independence, we will put Scotland back into the heart of Europe in line with the wishes of the Scottish people.
This is the first day of the third Government in three weeks or four weeks—a few weeks, anyway. Was it not just a perfect opportunity for them to reconsider, pause, rethink and assess whether all of this is working? I went online the minute I got up very early in the morning to have a look to see if the Second Reading debate on the Bill was still on the Order Paper. To my great surprise it was, because I thought they would have taken this opportunity to reset and have a think about their European relationship. But not a bit of it. What we find is that the Sunak Government are the same as the Truss Government, the same as the Johnson Government and the same as the May Government. They are all Brexit—
Order. Not only is the hon. Gentleman going a bit wide of the Bill, but he is mentioning current serving Members by name which he must not do. He has been here long enough. He knows.

We have just passed motion 6 on the Committee on Standards, which is probably one of the most significant motions that the House has considered in the past two weeks. It has been brought forward under Standing Order No. 9(6) and there has been no opportunity to debate it in the House at all. I look for your advice on how we can get the Leader of the House to come to the House and explain what he is doing.
Somebody shouted “Object” and I took the objection. It will now be up to the Government to reprogramme that motion.

As you have rightly noted, Mr Deputy Speaker, I am participating virtually in what will be the last opportunity for me to make use of these simply amazing facilities. There was no way that I was venturing down to covid central this week in the middle of a raging pandemic. These facilities have been a great parliamentary innovation, allowing all Members to participate equally during the pandemic, and ensuring that all our constituents, regardless of where they are in the UK, have a voice and are being represented. It almost feels like democratic vandalism now to tear them down, but it also feels like madness to remove them when infections and hospitalisations are doubling weekly with the out-of-control Johnson variant. We have absolutely no idea where we will be when we come back in September.
Freedom day, of course, became farcedom day when the Health Secretary caught covid on freedom eve and half the Cabinet ended up as casualties of the pingdemic. This is the Government who could not organise a drunken event at happy hour in a nightclub where people may or may not need to be double vaccinated. Does the Leader of the House agree that the first thing we need to do when we return in September is have a debate to take stock of exactly where we are and what facilities we might require so that we can continue to represent our constituents?
With shops throughout the country reporting empty shelves due to a combination of covid, pingage and Brexit, a serious shortage crisis is coming and we might need at some point to recall this House. What provisions are in place if that is required, particularly as we might have a predicted 100,000 cases per day?
Let me follow Mr Speaker in paying tribute to the technical staff who delivered this facility at almost unprecedented speed. I wish all the staff—the Leader of the House has mentioned them all, although I do not have time to do so in the time available to me—a well-deserved break. We simply have an amazing team on this estate. I know that he is off to see the rugby league representatives, but I also commend Mr Speaker for his leadership during this past year. When this House needed someone to get us through, it got the man from Chorley. I thank all his deputies, including your good self, Mr Deputy Speaker, for all the work you have done to ensure that order continues in this House. We will see you all in September—have a great break, everybody.

It is a pleasure to follow the hon. Member for Bishop Auckland (Dehenna Davison). I just love all the new Tory Members of Parliament—they are the best recruiting sergeant we have for the cause of independence anywhere in the House. Their lack of understanding of the devolution settlement is just astounding sometimes. What they are doing with their contributions and how that is assisting our cause is just fantastic for us. We very much enjoy every single contribution they make, and we want to encourage them. Please get up and disparage Scotland! Tell us our democracy does not matter! Tell us no, all the time, because all it does is grow support for independence.

Commons ChamberWe heard them say no, but whenever they say no to Scotland and say that they will deny Scottish democracy, the only thing that that does—this is a note of caution to Conservative Members—is drive support for Scottish independence. The more they say no to us, the more we will assert our rights, and the idea of Scottish independence will continue to grow and will overrun and consume them.
My little bit of advice to right hon. and hon. Gentlemen opposite is to say, “Just get on with it.” Just give us that independence referendum and acknowledge that we are on a different trajectory to the hard Brexit UK that they want. They can have their hard Brexit. If that is what they want, and if they want an isolationist United Kingdom, please have it. That is their choice and their democratic right. Nobody is preventing them from doing that, and I will be the first person to say, “Good luck.” Let us hope they get on and make a success of it, but do not hold my country back, do not subsume my country into what they are trying to achieve. We do not want it, and we have told them that on numerous occasions. It is over. Scotland will be an independent country, and the sooner this House recognises that, the better.
I will finish now, because I realise that I have kept the House attention’s for long enough. The battle for hard Brexit is over, and Conservative Members have won, but the battle for Scottish independence has just begun.

Commons ChamberSo there we have it: “Great power grab 2”, the sequel, the return—“Then they came for our Committees.” This is an incredible, totally undemocratic power grab from a Government who do not command a majority in this House.
I will make a little progress, and then give way to the hon. Gentleman.
Not content with giving themselves unprecedented powers under the repeal Bill, the Government are now trying to manipulate the Committees of this House in their favour. The nation should be very worried about what is going on, because this Government are showing nothing other than contempt for democracy in their desire to ignore and circumvent the democratic verdict of this country.
I say to the shadow Leader of the House, the hon. Member for Walsall South (Valerie Vaz), that this is how it is done: a Member seeks to intervene and that is granted, and they rise to speak and then sit down. That is what a debate is all about.
It has just been said that this is undemocratic and a power grab, but we are in the Chamber of the House of Commons with a motion before us. We are going to have a vote; if the Government do not have a majority in the House, they will lose that vote. If the Government win the vote, they have a majority in this House of Commons. So let us not beat around the bush; let us get to the vote.
I am almost grateful to the hon. Gentleman. Yes, the Government with their grubby £1 billion deal with the Democratic Unionist party have a confidence and supply arrangement on the Floor of the House; what they most definitely do not have is a majority on the Committees of this House, which are determined by the country and how the people voted.
This minority Conservative Government have 317 Members out of the 650 Members available in this House; that amounts to 48.7% of the membership of this House. What they are therefore entitled to is 48.7% of the membership of the Committees of this House. But that is not the case for this Government; for them, democracy is a mere impediment as they grimly hold on to power and ensure they get their way in everything they try to undertake. This is a Parliament of minorities, and the structures and arrangements of this House must reflect that reality and that fact.
All these great concerns about chaos and arrangements that will lead to this and that are an indictment of the Members of this House. They say, “If we were to respect parliamentary arithmetic when it comes to this, all it would lead to is chaos.” That says something about the membership of this House. More critically and crucially, it goes against the advice of the Clerks on the membership of Committees. I say to the hon. Gentleman: have a look at what the Clerks determine as to how these Standing Committees should be established. The fact that this House is prepared, in this vote, to overlook the good advice of the Clerks on a matter they are obliged to determine is a shame on this House.
I want to come back to Margaret Thatcher. I never thought I would be quoting her in the House. It is a novelty, and I do not think I will ever get used to it or be comfortable with it. Let me get back to what I was saying about the 1970s and to what Conservative Members are asking us to do here. They are saying that just because the Labour party did something rotten in the 1970s, we must do something rotten too, in order to address this. That is totally unacceptable to Scottish National party Members who say, “A curse on all your houses. Deal with the parliamentary arithmetic. Accept the realities and get on with it.”
I will make two points about the 1970s, and again I was intrigued when I looked into this. The Harrison amendment was introduced in the most despicable way to this House, by subterfuge and sleight of hand, but the amendment created this set of conditions for a couple of months. At that point, the Labour Chair of the then Committee of Selection died and it stopped; we went back to the normal arrangements and for the rest of that Labour minority Administration, the parliamentary arithmetic of the House was respected. The second thing about that minority Labour Administration was that it became a minority Labour Administration––that Labour Government actually won an election. The current Conservative Government never experienced that a few months ago, so we will take no lessons on this.
Let me deal with this “chaos” thing. Sometimes democracy is not all that convenient and it throws up strange results. Sometimes we just have to get on and deal with it. What you do not do is try to circumvent democracy; what you do not do is table motions like this one, which is so disrespectful to the people who voted in the election.
I have given way to the hon. Gentleman before and I want to make some progress.
What you do is respect the way that the people would do this. The most ridiculous and audacious thing in all the anti-democracy that these guys are up to right now is this new Committee of Selection. As a Select Committee of this House, it should be subject to the formula determined by the Clerks, but the Government want to give themselves an inbuilt majority. They will determine the numbers on Committees with this, so on anything contentious—anything that we are likely to object to—they will determine that an odd number will be used and so they will get their way. This is absolutely disgraceful.
I want to say something to my friends in the Democratic Unionist party, because it is important. I have heard quite a lot about this working majority issue, and I want to explore it a little. I say to them that we used to campaign together for the rights of minority parties in this House, as we all were then. I hope that they reflect on that when they vote tonight and do not just give that crowd over there a majority in these Committees. I hope they remember the campaigns that the hon. Member for East Antrim (Sammy Wilson) and I fought together to ensure that the smaller parties in this House were properly represented in these types of Committees. We fought long, hard fights together, and it is shameful to think about completely giving this over to the Conservatives.
There is another aspect to this: if DUP Members vote with the Government tonight, it will leave questions about their Opposition status and raise further questions about their entitlement to Short money. It would have to raise those questions because it would look like the Government are paying a rival political party. It is also worth noting that a High Court ruling is coming up soon about the whole grubby DUP deal.

Gentleman is the epitome of reason, and his speech differs greatly from some of the incoherent rants from his colleagues—we are likely to hear more such rants from the next few speakers. Is he really suggesting that we get rid of proportional representation for the Scottish Parliament? Surely we cannot go back to the old days of Glasgow council, when Labour members gained majorities on vast minorities of support.
Order. Before the hon. Member for Glasgow North West (John Robertson) resumes his speech, I should say that he is now going through things that are not in the Bill. If he goes on at length on those matters, he is clearly going to make a lengthy speech before he even gets on to measures that are in the Bill. Will he now direct his comments towards what is in the Bill?
