Commons ChamberAs always, it is an absolute pleasure to follow the hon. Member for North East Somerset (Mr Rees-Mogg). If an example of “taking back control” in a parliamentary party is a spat between him and the right hon. Member for West Dorset (Sir Oliver Letwin) on Tudor history, I say we cannot get enough of this.
The Environment Secretary, from a sedentary position, invites me to consider the Stuarts. If he would like to go down that route and find a period in history where the Scots had precedence in terms of how this country was governed, he could not give a better example—I am sure the hon. Member for North East Somerset would agree with that fully.
I like this innovation. It a good, creative way to be looking at how we do our business. It is an example, at last, of this House taking back control. What surprises me more than anything else is that those who called the loudest and gave the biggest clarion calls for this place to take back control are those who have the biggest problem with the House doing that very thing. It is strange to see these Conservative Members—I see them all in their places—getting ready to try to make sure that this motion is defeated and things are once again returned to the hands of the Executive.
I am familiar with the speech made by the hon. Member for North East Somerset, as I have heard it before; he talks about the authority of the Executive over the legislature. In terms of the constitution of this place, he is absolutely right, but we are in totally uncharted territory, and in a hung Parliament, we have to look for these constitutional novelties. This motion should be congratulated. The way that it has been engineered and designed by the right hon. Member for West Dorset is almost elegant in defining its purpose. We have this opportunity to do this. It is one the Government could have given us, but they chose not to and so to complain about the fact that it has been made up to the House to do this is churlish.
Talking of churlishness, I have to say to the Leader of the House that I found her speech in response to this petulant and irritable. She was totally ungracious about the way this House has decided to do its business—it is what the House has decided. I find it astonishing that this Government are going to vote against this business motion, as they had an opportunity to table an amendment. I cannot understand why they chose not to do so.

Commons ChamberI have given way to the right hon. Gentleman twice; I may do so again, but the hon. Member for Wolverhampton North East (Emma Reynolds) has made an important point.
We are out of free movement. One of the principal concerns the British public had long before the referendum was that unrestricted free movement meant we could not control who came here on terms that the British people could determine. If we vote for the withdrawal agreement we take back control of our migration policy and can exercise it in the interests of the British people in a way that both safeguards—
Will the right hon. Gentleman give way?
Not at the moment.
We can do that in a way that both safeguards our economy and ensures we can have a humane policy on asylum. It is also the case that we will have tariff and quota-free access—as near frictionless as possible access—to the European market for goods and agri-food, and that will mean jobs will be protected and preserved across the country, and the competitive advantage that so many of our companies have will be enhanced.
The European Court of Justice’s jurisdiction in this country will end, and that means that we can choose to diverge in a huge number of areas. Services account for 80% of our economy and that figure will increase, so a growing part of our economy will be completely outside the control of the EU and its new laws. We can choose to diverge in ways that will increase our competitiveness as well as supporting people in work. We talk about workers’ rights, and they are critically important, but the most important workers’ right is the right to a job. This withdrawal agreement not only safeguards existing jobs in manufacturing but ensures that new jobs in our economy can be created in a way that reflects the dynamism of the British people.
With respect to Northern Ireland, if the EU wishes to impose new rules on it, we will have the opportunity to say no to those rules. It is critical that people appreciate that we have that power within the backstop. We will be outside the common agricultural policy, with an opportunity to have a new system of agricultural support that makes farming more productive and at the same time safeguards the environment. We will also be outside the common fisheries policy, with the opportunity to create thousands of new jobs and embed higher environmental standards.

Commons ChamberMy hon. Friend makes an important point, one that was highlighted by my hon. Friend the Member for Hendon (Dr Offord)—
I am about to use a word that I rarely use, but I am going to use it with greater pleasure than I have ever used it before—no! I am tempted to say: no, nae, never, no more. The one thing I did want to underline is that the under-10 metre fleet, for the reasons outlined before, is a crucial part of the health and vibrancy of coastal communities and of our fishing industry overall. The profitable nature of its enterprise and its commitment to high environmental standards should be emulated by others.
Is it not an unerring truth in this House that anyone who speaks the truth gets barracked by Scottish National party Members? They are not interested in debate, the facts, or answering the questions that my hon. Friend is putting; they are interested only in a separatist circus that threatens the jobs and livelihoods of the people they fail to represent.

Commons ChamberI am sincerely grateful to the hon. Lady because the other key point we have been hearing from Conservative Members today is that, apparently, there is no plan or policy from the Scottish Government. Of course we will have a Government Bill. But let me tell Conservative Members that this Bill presented by the Secretary of State is nothing other than an aspirational wish list. What we are doing is consulting with the sector. We will be hearing from our rural champions. Once we have heard back, a clear agricultural policy Bill will be secured to ensure that Scottish agricultural interests are properly looked after—it will not be this aspirational nonsense that we are hearing from this Government. We need an agricultural approach that acknowledges the full horror of a hard deal Brexit and the absolute disaster of a no deal if it comes along.
The Scottish Government’s “Stability and Simplicity” paper sets out a detailed five-year plan to minimise the potential disruption of this Tory Brexit to our rural communities. Our plan will give farmers and crofters stability during a period of unprecedented change not of Scotland’s making. We have always to remember that Scotland wanted nothing to do with this disastrous Brexit policy, and it is up to us to try to clear up this mess to ensure that our farmers are properly protected and that they will be able to do their business. When that consultation is concluded, the Scottish Government will set out their plans, taking into account recommendations from our own agricultural champions and the National Council of Rural Advisers. That is how to frame legislation: speak to the sector involved, ask it what it wants and what it would like to see in the Bill, and then legislate.
Can the hon. Gentleman explain why there are more Scottish Conservative MPs in this debate than Scottish nationalist MPs?
I will just finish my point given that it is about the Secretary of State, and then, if I have time, I will respond to the question.
I particularly enjoyed the Secretary of State’s histrionics when challenged on convergence funding. I have never seen him so rattled. The question back to him is this: when will he do the right thing by Scottish farmers and give back the money that is due to them as soon as possible?

I thank my hon. Friend for raising the role of the Scottish Fishermen’s Federation. Its chief executive, Bertie Armstrong, has been an extremely effective advocate on the industry’s behalf, and his response today, balancing the disappointment felt by many with the determination to ensure that we get absolutely the right deal at the end of the process, was constructive. That approach was reflected in my hon. Friend’s question, and it is absolutely the case that we will seek to secure the opportunities that the Scottish Fishermen’s Federation and other bodies want to secure.
What a load of codswallop from a Secretary of State who is all out at sea on this issue. The Government will never, ever again be trusted by Scottish fishermen. He drew a red line with the leader of the Scottish Conservatives, but that red line has gone—hook, line and sinker. Will he save us some time and tell us about the next betrayal that Scottish fishermen can expect from his Government?
I have enormous respect and affection for the right hon. Gentleman—[Interruption.] The fact that he is not right honourable does not diminish the respect or affection that I have for him. My point is that it is the Scottish National party’s policy to remain in the single market and the common fisheries policy. As a result, his capacity to criticise any other party in this House for seeking to secure additional opportunities for fishermen in Scotland or elsewhere is undermined by the fact that he does not believe in giving those opportunities to anyone.
