Commons ChamberOn that latter point, I can certainly raise the matter with the key Departments involved. Much of this is about sharing good practice; there will be organisations working across several areas around the country, so picking up and sharing good practice is incredibly important.
Late-night drama, suspense, whodunnit—no, Mr Deputy Speaker, not here, but in cinemas up and down the country. They represent great entertainment, a key part of our social fabric and, for the Whips, an opportunity for people to be somewhere they can turn their phones off. Will the Leader of the House find time to debate the importance of the exclusivity window for new films in this changing entertainment landscape?

Commons ChamberI am afraid that the hon. Gentleman is being very irresponsible in saying that. He knows that there is no change to policy, to budget or to award amounts. I remind him that people with mental health conditions are receiving higher levels of benefit than they did under DLA. This benefit is not about people’s conditions; it is about the impact that those conditions have on the individual’s ability to thrive and live their life as they would wish. It is quite wrong and irresponsible to suggest anything otherwise.
The vast majority of successful appeals are due to late additional submitted evidence. Therefore, to avoid unnecessary appeals, what steps is the Minister taking to automatically access medical reports with the consent of the claimant?
This is one of the key reasons why not only is 3% of the PIP caseload being overturned at appeal, but we are not getting the right decision at mandatory reconsideration stage. We have been doing a number of trials to improve that, including telephoning claimants to ensure that all the healthcare information that is required for a good assessment and a good decision is in place. There are other measures as well. I hope that this will improve the situation.

Commons ChamberWe are looking at a range of things we can do in particular to help young people with learning disabilities, with autism and with mental health conditions. They need more options available to them, and they need more financial support in some of those areas. I am happy to look at what the hon. Lady suggests if she would like to write to me with evidence that these things are happening.
Governments of all persuasions have tried and failed to shift the employability rate of those with learning disabilities from 6%. That rate is an absolute waste of the huge amounts of talent and enthusiasm that are out there. That is exactly why we brought forward plans to open up apprenticeships and to have a special disability apprenticeship scheme. Please would the Minister update the House on where we are with creating those opportunities?
I thank my hon. Friend for drawing attention to the apprenticeship scheme. We wish to open up the opportunities such schemes bring to those with learning disabilities, and we are making good progress on that with the Department for Education, but we need to do other things as well. When we talk about people with learning disabilities, we are talking about a huge range of individuals. We have not done enough for those who are at the highest-need end of that spectrum, and I hope we will be able to do more shortly.

Commons ChamberThere are detailed improvement plans for both PIP and ESA. Another thing that is being considered is how assessments are recorded. If the hon. Lady wants to write to me with any specific suggestions, I will be very happy to look at them.

My hon. Friend is absolutely right. He will know that the Department has carried out a number of pilots to look at being more lenient at the early stages of assessment to give people time to get that health care information in front of assessors. That move is paying dividends, and we hope that it will be rolled out.

Commons ChamberA lot of our bespoke expertise lies in the partner organisations we work with. If my hon. Friend contacts Sarah Holtham, who is the work coach at the Northampton jobcentre, she will facilitate a meeting with Deafconnect for him and his constituent. It also does a huge amount of work getting placements in the financial services sector, in particular with Nationwide, whose headquarters are in his constituency.
Following numerous successful Disability Confident events, we launched the small employer offer directly to engage, encourage and signpost new employers to take advantage of this often overlooked wealth of talent. Will the Minister update the House on the progress of this vital pilot?
As part of the small employer offer, we will introduce over 100 employment advisers to small employers, and the feedback we have had is that that is very welcome—in particular, for organisations that do not have their own human resources departments.
I do not know whether this is an issue that the hon. Lady has raised before. I am sorry if I am not aware of the previous correspondence that she has had with the Department. I would be happy to meet her to discuss that.
PIP continues to lead the way in identifying and supporting those with mental health conditions to a significantly greater degree than DLA, so what more can be done to signpost the people identified to additional support provided by the NHS, charities or the Government pilot?

Commons ChamberI thank the hon. Lady for her question because it gets to the heart of what I have just described. If we do not have a good-quality assessment and good quality in all the evidence needed early in the process, we will end up causing distress to an individual who has to go to mandatory reconsideration or an appeal. We are doing work in the Department to address this, including giving a bit more flexibility for certain cases at that early stage, with the hope that the evidence we need will then be submitted at that stage. That is recent work, and we are rolling it out at the moment.
For those with a mental health condition, the PIP assessment has transformed opportunities. Under disability living allowance, only 22% accessed the highest rate of benefit; yet under PIP, the figure is 68%. With more people with mental health conditions being identified, what more can be done to signpost them to the wider support of the NHS, charities and the Government’s pilots?
I thank my hon. Friend for the work he did at the Department on these issues. He is absolutely right that mental health now has the priority it needs, and that PIP is delivering for such people. I would give him one example, which is the work we are doing to build on the excellent work that he did with the Disability Confident scheme. We have further beefed up the scheme, which will give employers a general grounding in these matters, and act as a platform for organisations such as Mind and others that can offer bespoke advice.
I know the Minister is passionate about sports opportunities for disabled people, especially with today’s homecoming parade for our Paralympian champions. However, Mencap today highlighted that only nine out of 252 Paralympic events are open to those with a learning disability. Will the Minister meet Mencap urgently to look at how this can be addressed?
It is absolutely vital that we ensure that, whether in school or later in life, people with disabilities can participate in sporting activities. That is good not just for physical health, but for mental wellbeing. I would be very happy to meet Mencap.

Commons ChamberMy understanding is that that is why picking areas has been delegated to local authorities. I would extend it so that the measure is venue-specific. There are some proactive, good venues and there should be an incentive to encourage that; the opposite should apply to establishments that are perhaps less proactive and more responsible for the minority of problems.
I agree absolutely with my hon. Friend’s last point. The measure would be very effective in creating a safe environment in some areas of Portsmouth such as Guildhall walk, but in the north of the city, which I represent, many venues have no problems at all, and yet they would be severely penalised by such fees.
To sum up on that point, my plea is for common sense to be applied to each local area. I would go one step further. The Best Bar None and various Pubwatch schemes are so essential that they ought to be compulsory. It should be part of the licensing arrangement that somebody who is responsible for a venue attends those meetings. Clearly, the best examples are when local authorities, the local police and local venues work together. It is unacceptable if a late-night economy venue does not proactively participate in such schemes, so I would include such participation as a condition of the licence.
