I know that many Members will be aware of this shocking case. My hon. Friend will understand that I cannot comment on specific details of what might be happening with regard to an individual, but I can say that the Community Security Trust has been recording an increased number of antisemitic incidents and hate crime, notably since the start of the current conflict. Of course, these attitudes and actions are utterly indefensible and should not be tolerated regardless of a person’s walk of life, but it is all the more shocking when that person has been charged with carrying out a public service, especially one that requires the trust and confidence of the local community. I am sure that this is not the last we will hear about the case that my hon. Friend has raised.

Liberal Democrats have long supported a community-led rather than a developer-led planning system, and my constituents are waiting eagerly to hear what changes the Government may make to the national planning policy framework. The Secretary of State for Levelling Up, Housing and Communities has indicated, both on air and in print, that an announcement is due to be made this week. I presumed that means an oral statement to the House so that Members can scrutinise any changes that might be forthcoming, but I note that no such statement is to be made today and that, as yet, there has been no written statement either. Can the Leader of the House please tell me whether there will be an oral statement from the Department for Levelling Up, Housing and Communities on the changes to the framework before we break up for Christmas?

As the hon. Lady will know, the next oral questions to the Secretary of State will be on 22 January, and I will ensure that he has heard of her interest in this matter. In respect of legislative business, I will make further announcements, and the House will be updated on statements in the usual way.

I am very sorry to hear about that case, and I will of course ensure that the Secretary of State has heard what the hon. Lady has said. Hopefully someone from ScottishPower’s media or public affairs team will be tuned in to the Chamber, and will have heard our dismay at those poor standards of customer service. We hope that the situation will be rectified.

Small businesses leasing retail space in railway stations have taken a financial hit as a result of industrial action. Train operating companies accept that refunds for rent on strike days should be made available but say that the decision is out of their hands, and that the Department for Transport is blocking the refunds, yet in response to a recent written question the DFT told me that the train operators should be dealing with this matter. Could the Leader of the House please confirm whether she expects a written ministerial statement today from the Transport Secretary clarifying the situation? If not, could she please write to him and ask him to intervene so that officials either unblock the refund requests or empower the train operating companies to take this forward themselves, so that small businesses stop getting stuck in the middle?

The hon. Lady has done us a service by raising this matter. I will get on to the relevant Department this afternoon and ask that it be clarified, which I am sure would be in the interests of all our constituents.

The hon. Gentleman has raised a very concerning issue. I do not know whether he has raised it with the Ministry of Justice, which I think is the lead Department for that sector; if not, I would encourage him to do so. The next Justice questions are not until the autumn, so if the hon. Gentleman will give me some further details about the case, I will write to see whether we can do anything to get it resolved. It is a serious matter and, given the nature of what people are dealing with, a very unfortunate one.

The Government are about to sign off the comprehensive and progressive agreement for trans-Pacific partnership, which does not designate eggs as a sensitive sector despite representations to do so from the British Egg Industry Council, Compassion in World Farming and the Royal Society for the Prevention of Cruelty to Animals. That trade agreement will permit eggs to be imported from countries such as Mexico that use conventional battery cage practices, despite such practices being outlawed in the UK. Can we have a debate in Government time to review the criteria that the Government used to make that decision, and the impact it will have on British egg producers, animal welfare, environmental protections and food safety standards?

This is an incredibly important accession to a £9 trillion market. In addition to the opportunities that it will bring to producers and service companies in the UK, it will be a key factor in increasing high-wage jobs, so it is very important. However, we obviously want there to be no roll-back of our environmental and other standards—animal welfare standards are absolutely critical. The hon. Lady will know that at some point, legislation will be brought forward on these matters. There are clear mechanisms for this House to scrutinise such trade agreements, but I will also make sure that the Secretary of State has heard the hon. Lady’s interest in this area, as the relevant Question Time is not until the autumn.

I thank my right hon. Friend for his kind remarks. I am sorry to hear about the situation in his constituency. Those fines are not to raise revenue but to ensure that thoroughfares are clear for emergency vehicles, as he points out, or for safety reasons to avoid accidents. I will make sure that the Secretaries of State for Levelling Up and for Transport have heard his concerns. He will know how to apply for a debate in the usual way.

The Department for Levelling Up, Housing and Communities concluded its consultation on reform of the national planning policy framework on 2 March. While the Government work out what they want to do, there are speculative developments in front of planning authorities and the Planning Inspectorate, which now have to interpret a planning system in limbo. Could the Leader of the House set out the Government’s timetable for responding to that consultation and making any changes? Could she confirm whether the Government intend to allow Members of the House to debate those changes?

I completely understand the hon. Lady’s point. I know that the chief planning officer and the team at the Department for Levelling Up, Housing and Communities are always available to advise individual local authorities on such matters. I will make sure that the Secretary of State has heard her concerns and will ask the Department to contact her to set out clarity on the timetable.

Like the hon. Gentleman, I was very pleased to hear that commitment from our new Prime Minister. The timing but also the sequencing of these various schemes will be of huge interest to many Members, and I think it is a prime topic for a debate. I encourage him to apply for one.

On 13 May, almost four months ago, I wrote to the Secretary of State for Health and Social Care about a constituent who suffered a serious sexual assault at the hands of a medical professional. My research has shown that there is no support available for such people, no progress on implementing the recommendations of three inquiries and no systematic collection of data. I chased up the Secretary of State on 21 July, on 10 August and yesterday, on 7 September. Will the Leader of the House please confirm that she will now write to the new Secretary of State and ensure that my constituent, who has been incredibly courageous, will get a response to my letter of almost four months ago?
